FOOD AND BEVERAGES IMPORTS
The strong domestic economy and social and political stability, growing middle class, in 2011
number of Middle class segment in Indonesia is accounted 134 million or 56.2% o the total
population with 7% annual growth. This middle class spent approximately 13.1% of their total
income to leisure-related activities. Where 5.8% hotels and caterings, 7.3% for household
products and services, 7.1% for educatio, 1.7% for communication, 3.6% for clothing &
footwear, 2.2% other goods and services, 17.2% for housing, 2.1% for recreation, 3.6% for
transportation, 2.5% for health products and services and 41.7% for food and beverages
and 5.2% for Alcohol and cigarets.
The consumer behavior of this middle class are open to foreign culture and food habits, and
therefore foreign franchise food chains restaurants are growing fast in the country such as
Pizza huts, KFC, Mc Donalds, Wendy’s, etc which all are introducing basic Italian foods, and
now basic Italian foods/ Pizza Pasta are service in almost in every restaurants.
Some of this big food chains restaurants are importing their raw materials (pasta, olive oils,
Italian herbs, tomato paste, etc) from Italy, special Italian restaurants who are florishing are
using original Italian products and therefore imports food and beverages to Indonesian can
be anticipated to continue to grow due to the growing interest from the domestic market not
to mentioned the needs to full fill the foreign tourism which are growing.
The number of foreign tourists visiting Indonesia in the first quarter of 2012 grew by 11.01
percent to 1,903,796, up from 1,714,946 tourists in the same period last year, according to
data released by the Central Statistics Agency (BPS). Year-on-year, the figure rose 10.12
percent from 598,068 in March last year to 658,602 in March 2012
The growing interest of Indonesian middle class towards foreign foods and the increasing
numbers of foreign tourism coming to Indonesia will obviously increase the demand of food
and beverage Industry. As a consequent it will leads to the increasing imports of food and
beverage products, which includes the Italian food and beverages products.
Followings are figures of Indonesian imports of food products US$ 6,987,004,449 in 2010
and US$ 10,674,437,952 in 2011 where Italian market share are not even 1%. However, the
statistical data, in some sectors does not represent the actual imports figures. Considering for
some products which some restricted regulations, importers have their own way to import
their products, using their own channels going through Hong Kong or Singapore.

REGULATIONS :
As in other countries the food and beverage imports are control by the government in which it has to
be registered.
Product registration in Indonesia can prove to be lengthy, bureaucratic, and costly. Foreign food and
beverage importers commonly enter the market through partnerships with distributors and/or agents.
Distributors and agents are able to provide the much-needed network to achieve extensive local
coverage, distributing the products directly to retailers, the food service industry and other
stakeholders in the industry.
As of September 2010, the National Agency of Food & Drug Control (BPOM) has also implemented a
requirement for all food and non-food products circulating in the country to carry labelling in
Indonesian, setting out details of ingredients utilized, an expiration date determined by the Ministry of
Health, and storage and preparation instructions when applicable.
“Halal” certification is not mandatory for all food products, however, given almost 90% of the
population is Muslim, “Halal” remains a very significant aspect. Obtaining “Halal” certification is often
recommended, and it is essential to have an in-depth understanding of the procedures and
requirements of attaining “Halal” certificates for food and beverage products entering the market

Wines are becoming popular in the country and drinking wines are becoming life style it is serve in
regular coffee shops not only in fine dine restaurants are before. Present in the market, Australian,
American, French, Chille, South African. Italian wine imports are holding a few percentage, but the
statistical figures does not represent the actual importation.
The importation of wines is a bit loose after the Minister of Trade issued a new regulation (no. 43/MDag/Per/9/2009) regarding the supply, distribution, sale, monitoring and control of alcoholic
beverages. This regulation allows for private companies to apply for importers. The regulation states
that the companies that import duty paid alcoholic beverages must apply for an imported-alcoholic
beverages permit (IT-MB) through the Directorate General of Foreign Trade. The main requirement
for the IT- MB application is having the assignment letter authorized by country of origin Public Notary
from 20 Principle of foreign brand/manufacturer and able to purchase minimum 3,000
carton/brand/year. The IT-MB is valid for three years and can be extended. A recommendation letter
issued by the Indonesian Embassy located in the foreign supplier country stating that the principal is
authorize to appoint distributor in the foreign country and have a distribution network.
At the moment there are at least 15 companies received approval to import wines and spirits.
Therefore now, apart from PT. Sarinah Pesero (State owned company), there are another 16
companies who received import license or received permit to be registered importers (importir
terdaftar).

Registered importers may have distributors and subdistributors under their coordination.
These Importers can not import alcohol beverages containing more than 55% alcohol and
concentrates for the production of alcoholic beverages are not allowed to be imported into Indonesia.
Only Indonesian company, Indonesian citizenship may have an Import License for alcoholic drinks.
Importation of wines and spirit can only enter through airports and sea port : Tanjung Priok (Jakarta),
Belawan (Medan), Soekarno Hatta sea port (Makassar) and Tanjung Merak (Surabaya).

IMPORT QUOTAS:
Importation of numbers of wines and spirit to Indonesia, set by quotas by the Department of Trade of
Indonesia issued annually. Evaluation of the quotas are done every semester / 6 months each year
(first semester; January-June and second semester done on June-December)
The import quotas was set in 2007 for 190.000 cartoon increased to 220.000 cartoon boxes in 2008
and increased to 290.000 cartoon of boxes in 2009.

PROCEDURES TO GET IMPORT QUOTAS:
Department of Trade of R.I. will set the quotas for each semester based on the previous sales
performance of all of the registered importers and realization of import for the last 3 years demands
Duty paid; realization of import for the last 3 years demands of Duty Free; proposals of Registered
importers (IT-MB); forecast given by the Association of the Hotel & Restaurant consumption.
DISTRIBUTOR/SUB DISTRIBUTOR WILL HAVE TO APPLY TO REGISTERED IMPORTERS
(IMPORTIR TERDAFTAR) AND REGISTERED IMPORTERS (IMPORTIR TERDAFTAR) APPLY TO
DEPARTMENT OF TRADE OF R.I. FOR QUOTAS.
DISTRIBUTION :
Distribution and sales of alcoholic Beverages Category B and C is under the government control.
Direct sales are only allowed for duty paid alcoholic beverages, including categories A,B and C, for on
site consumption at hotels, restaurants, bars, pubs, and night clubs. Duty free shops are allowed to
sell duty free alcoholic beverages, including categories A,B and C in certain locations. The direct
selling and/or retail of alcoholic beverages and alcoholic beverages products to people under the age
of 21 years is prohibitted in Indonesia.

Name : “NPPBKC” (Nomer Pokok Pengusaha Barang Kena Cukai)
3. Appointment letter from the principals must be endorse by the Indonesian Embassy
after legalized by a notary in Italy. Statement/recommendation letter from Indonesian
Embassy (in this case) in Rome indicating that the Italian supplier/principal/owner of
brand is authorized to appoint a foreign distributor and that they have a distribution
network.

4. Other necesary license needed to have importare regular ; Angka Pengenal Import

Before importing the wines and spirits it is compulsory to registered the wines/spirit at the BPOM
(Badan Pengawas Obat dan Makanan Minuman) or Food and Drug Control Board procedure will
need at least 45 working days after documents being submitted.

CONCLUSION :
The food and restaurants industry are growing due to growing demand from domestic (large
number of middle class 56.2% of population with 7% annual growth) as well as increasing
numbers of foreign tourist coming to Indonesia which growth records 10.12%. With a large
Indonesian population with the growing middle class that enjoys to spend 41.7% of it’s
income to food and beverage (with 5.2% on alcohol and cigarets) The prospect of Italian
food products are quite interesting.
Importation of food products and wines are strictly regulated as in other countries. Importers
who have been dealing in the sectors will have no difficulties. Therefore to find the right
partner is very important.
