The Steele County Board of Commissioners met at 8:00 a.m. Present were Chairman Lance Fugleberg and
Commissioners Dennis Lindstrom, Ted Johnson, Randy Richards, and Jane Amundson.
Commissioner Lindstrom made a motion, seconded by Commissioner Richards, to approve the minutes of the June
29, and July 26, 2012, meetings as presented. All members voted yes. Motion carried.

The law enforcement agreement between the county and the cities of Hope and Finley was reviewed. A statement in
paragraph six regarding responsibility for jail costs was questioned. The state’s attorney will be asked if the county is
required by law to pay the jail costs for municipal court convictions. The contract will be reviewed at a future meeting.
Pete Schumacher of Hope Electric is preparing a proposal for the courthouse computer wiring project.
The commission was informed of the denial of the appeal for the claim for unemployment compensation for Mark
Creech. Carpenter Law Office informed the auditor that district court would not hear the matter because it did not have
documentation stating the appeal was received in time. Deborah Carpenter explained that her office had record that all
documents were mailed on time, but the court would not act on the appeal.
Additional information must be prepared to present to the commission for requests from the 2012 personnel policy
committee meeting. Information will be available during the budget meetings.
A concern about a recent event for the Steele County Sheriff’s department was discussed. The human resource
director will note the concern presented to the commission in the individual’s personnel file.
Overage charges on the county’s mobile phone bill were reviewed. Plans are regularly reviewed and updated, but
additional charges were applied to a recent bill for the sheriff’s office for text messaging. Commissioner Richards made a
motion, seconded by Commissioner Johnson, to require any balance or charges above the regular contract amount for the
county’s regular mobile phone services will be deducted from the employee’s payroll. All members voted yes. Motion
carried.
No interest was received for an additional at-large member of the county park board.
Steele County Road Superintendent Tim Lee met with the commission to present various road department matters:
1.
Reported that graveling has been completed on county roads 1, 6, 8A, and 26;
2.
Advertising for road grader operator to replace Lance Dahl;
3.
Requested commission consider increasing rates for grading, snow removal, etc.;
4.
Road department will make a lift for attaching wings to equipment for snow removal; and
5.
Inspection of Newburgh Township bridge requires immediate attention so estimates will be
obtained and township asked to participate in repairs to allow bridge to remain open.
The county road department will place a 24” culvert between sections 20 and 29 of Broadlawn Township. The
township has agreed to be responsible for clearing trees from the area.
The sand and gravel agreement with the June Braisted Trust for the 2011 year was reviewed. The commission will
request to continue the contract with the minimum $750 annual payment plus a per yard charge for materials removed from
the pit location. The trust company will be contacted to begin work on the agreement.
Greg Thykeson, Josh Ihry, and Mike Opat met with the commission to present information regarding the planned
Upper Maple River Dam project that includes section 35 of Carpenter Township. Concerns regarding roads and bridges
involved in the planned area had been brought to the attention of the county commission. A meeting was requested at the
proposed site to better explain impact that local landowners, township, and the county will experience. A meeting will be
planned August 22, 2012. The meeting will begin at 1:00 p.m. at the Hope Café followed by a visit to the area affected by
the dam. Two members of the county commission will attend. Members of the Carpenter Township Board will be informed
of the meeting.
The Steele County Water Board also reported that the Elm River Dam was approved by all boards involved and that
the snagging and clearing project affecting southern Steele County is transitioning to a proposed legal drain project.
The commission was informed that a Workforce Safety and Insurance premium rebate of $802.60 was received for
Steele County employees meeting training requirements through the learning management system. The commission
expressed its thanks to all employees that participate in the training program.
Dates were reviewed for upcoming budget discussions. The next meeting will be held at 8:00 a.m. August 21, 2012.
A park board meeting will be scheduled for the morning of August 21, 2012.
