Secure Educational Centres (Centres Éducatifs Renforcés - CER) are educational structures that take in
minors who are delinquent or in a situation of serious marginalisation, and are in danger of recidivism and
imprisonment.
Immediate Placement shelters (Centres de Placement Immédiat) take in minors whose immediate
placement is ordered by the juvenile prosecutors, in priority delinquent minors. This placement must be able to
cope with an urgent situation, where it is impossible for certain minors to remain in their family and social
environment, particularly when they have just committed an offence and it is necessary temporarily isolate them
pending legal processing or referral to a long-term correctional education facility.
Closed Educational Centres (Centres Éducatifs Fermés - CEF) are for minors who are multiple recidivists
or repeat offenders who are under a court supervision measure or a conditional suspended sentence. They are
alternatives to imprisonment and minors are referred to these centres after the above educational measures have
failed.
The term « closed » refers to the legal stringency defining the placement, in other words, that any serious
infringement of the centre's rules is liable to lead to detention.
