General The Payment Card Solutions & Associated Servicesframework
agreement provides public sector organisations with access to a
number of payment cards and other ePayment solutions and
services. This enables the delivery of cost and process savings in
the purchasing of high volume, low value goods and services
(typically below £5,000). The framework agreement also includes
corporate/travel cards, which can be used by employees to
purchase travel and for subsistence related spend.
The new offering provides public sector organisations with access to
a pre-negotiated, fully OJEU-compliant framework agreement which
meets the Procurement Policy Note (PPN)13/08 26 November 2008
(which replaced PPN 08/08 dated 1 July 2008) relating to data
handling.
The ePayments team at Buying Solutions manage the framework
agreement and provide:
o advice and guidance on the framework agreement
o contract management
o specific support to start and/or expand existing Payment
Card programmes
o management and support for further competitions

Lot 1
The core card service within Lot 1 is provided free of both card fees
and transaction fees. Rebates are typically available to customers
based on annual spend levels and payment terms. Some Card
Issuers may charge fees for certain non core services.
A wide range of Card Issuers have been awarded a framework
agreement, with products available from a range of card schemes
including Visa, MasterCard and American Express. Features
include:
o Purchasing cards
o Integrated cards – combines the functionality and benefits
of both travel and purchasing cards
o Travel (or Corporate) cards
o Euro and US$ denominated cards
o Lodge accounts - to manage employees travel spend
o Embedded cards – to be used for all transactions with a
single supplier
o Virtual card account
o Convenience cheques and Virtual Cheque Book – for use
with non card accepting suppliers
o Budget Limit cards – for spend within a specific project
o Meetings cards – aid budgeting for planning meetings,

conferences and exhibitions
o Environmentally produced PETG cards
* PLEASE NOTE: Not all the Card Issuers under the new
framework agreement provide all of these card services
Supporting the card services, cardholders and administrators are
able to access statements and a range of management information
reports online.
Other services within this Lot include:
o Transaction matching and reconciliation
o Hotel bill booking, payment and reconciliation
o Diversion billing
o Purchase and expense management
o Supplier identification and recruitment
o Business travel accounts
Solutions for card spend integration/interfacing with the general
ledger
Lot 2
Prepayment cards are available for use by an organisation’s
employees or may be issued to third parties; for example, they may
be used by recipients of benefits or expenses payments.
Prepayment cards typically fall into the following two categories:
o

Single load cards are used for a one-off disbursement of
funds; the card is then disposable
Reloadable cards are used in the same way as single load
cards but the card can be recharged with a balance and is
not disposable
A wide range of Card Issuers have been awarded a framework
agreement, with offerings available from card schemes including
Visa and American Express. Products include:
Contactless cards – for very low transaction values
Social Benefit cards – e.g. for recipients of benefits, pension
payments, tax credits, carer payments etc
o Consumer incentives
o Payroll cards – e.g. for use by unbanked recipients of
payroll and/or expenses or foreign workers
o Emergency payments – e.g. for urgent disbursements to
needy people
o Incentive/gift cards – for employee rewards and incentives
o Project/budget cards
o Travel and subsistence payments – e.g. for employees to
cover out of pocket expenses without the need to issue a
Purchasing or Travel card
Cards issued under Lot 2 are not necessarily provided free of
charges.

Lot 3
Lot 3 offers a range of online data-integration and expense
management solutions and associated services. The services are
provided by a number of suppliers who are able to provide
quotations for their services. The range of solutions include:
o Transaction reconciliation and accounts system integration
o Commercial card spend data management
o Expense management
o Purchasing card VAT reclaim
o Data mining consultancy – to prevent, detect and
investigate corporate fraud
