The enclosed information is intended to serve as a guide for Regional Resources across the state of
Kentucky and not as an inclusive list of community agencies. Each community will have its own unique
resources that may or may not be listed in this guide. Names and titles may change, but basic contact
information should be the same.
This guide was compiled by the Kentucky Early Childhood Transition Project with assistance from
Kentucky’s Training and Technical Assistance Network with portions adapted from the Kentucky Agency
Alignments Manual for Transition (KAAM manual), March 2005 and includes the following agencies

The Kentucky Council of Area Development Districts (KCADD) is an organization
representing all ADD Board members throughout the state. The Kentucky Association of
District Directors (KADD) is an organization of the fifteen ADD Executive Directors. Jack F.
Couch serves as the current Executive Director, and Lynn F. Crouser is the current
Administrative Assistant.
The fifteen ADD's are a means by which local officials and citizens unite to provide for the
planned growth of their area. An ADD is therefore a regional organization that assists in the
formulation and implementation of human resource and infrastructure related plans.
The plans and recommendations made by an ADD represent professional advice only. ADD's
are not regulatory agencies, nor do they have the power to force compliance with their plans.
In addition to it's regional planning role, and ADD also provides technical and management
assistance to local communities on a broad range of topics. To name but a few: help is given to
local economic development agencies and to planning commissions; applications are prepared
seeking funding for a wide variety of public projects; assistance is provided in meeting
administrative requirements of various Federal and State programs; and public management
assistance is rendered so that local governments may upgrade their levels of service.
About the Area Development Districts
Area Development Districts in Kentucky have been in existence over thirty-five years.
Conceptually, they grew out of the efforts of local elected officials and citizens in the
Commonwealth to try and find collaborative means with which to deal with problems that
beset their communities. The combination of federal programs and state enabling
legislation provided a national strategy and funding mechanism that allowed the concepts to
become reality in the late 1960's and early 1970's.
The Area Development Districts, as they now exist, serve as forums, clearinghouses,
technical centers and as conveners for the region. Unlike many other organizations
structured along multi-jurisdictional lines, the ADDs have both federal and state statutory
authority.
The ADDs share some common characteristics with other regional councils throughout the
United States:

While they do share the traits listed above, the regional approach in Kentucky has also been tailored to
the needs of the Commonwealth. The Area Development District network is best characterized by the
following distinctions, unique among regional organizations:

The fifteen ADDs provide a system of complete coverage to all 120 counties.

ADDs provide systematic linkage between local leadership, the Governor's
office, state and federal agencies, and private organizations.

The ADDs deal with all program areas within the Commonwealth.

CCR&Rs help parents find child care...
Choosing child care is one of the most important decisions families make, but all too often
they must rely on word-of-mouth. Local Child Care Resource and Referral (CCR&R)
organizations help parents take the guesswork out of choosing care - giving them referrals
to local child care providers, information on state licensing requirements, availability of
child care subsidies, and other pertinent information. CCR&Rs provide guidance by phone,
in person, and in other ways, such as the internet, that are tailored to each individual
family.
CCR&Rs support families to raise healthy children...
By talking with parents one-on-one, CCR&R counselors gain a unique understanding of the
delicate balance of family life, particularly for low-income families. They understand that
finding high-quality child care is just a first step to raising happy, healthy children.
Through workshops, hot lines, and newsletters, CCR&Rs reach out to parents with trusted,
local information that enables them to make informed choices.
CCR&Rs build the supply of child care...
In most communities, demand for child care far outstrips supply. CCR&Rs provide an
entry point to the child care field, helping providers meet licensing requirements. CCR&Rs
also support providers by offering low-cost or free training in diverse topics like health &
safety, child development, and sound business practices. CCR&Rs work with local and
state governments and the private sector to leverage resources for building and
maintaining the supply of quality child care.
CCR&Rs improve the quality of child care...
No one has a greater impact on the quality of care than the people who work with children
every day. That is why CCR&Rs across the country provide ongoing professional
development opportunities to child care providers and staff. By supporting accreditation
programs, helping create financial incentives for education, and advocating for better
compensation for providers, CCR&Rs improve the quality of care for all children.
CCR&Rs bridge child care and education...
High-quality child care has many benefits, including preparing children for school. CCR&Rs strive to
create child care settings that help children grow and learn. Educating parents about early learning and
the components of quality care is also a major part of CCR&R services. CCR&Rs are dedicated to
informing communities about the important links between early learning and later success in school.
CCR&Rs document child care needs and trends...
What makes CCR&Rs unique is their ability to gather information to better understand
family needs. CCR&Rs are the major source of information about the local supply and cost
of child care. CCR&Rs are able to track trends about the changing needs of families.
CCR&Rs engage new partners...
High-quality child care does more than benefit children; it can create positive results for
entire families and for communities as a whole. By reaching out to business leaders, law
enforcement, school teachers, and others, CCR&Rs help make child care an issue the

entire community cares about. CCR&Rs collaborate with other family support services to
promote a holistic vision of child care that includes health, literacy, and special needs.
CCR&Rs tell the child care story...
By providing resources, documenting community needs, and creating new ways to meet
those needs, CCR&Rs bring the voices of children, families, and child care providers to the
public.
Implemented January 2007…
Parents have a new tool to help them find quality child care in Kentucky. Find Kentucky
Kid Care is a toll-free number that links parents and caregivers of children to their area
Child Care Resource and Referral (CCR&R) agencies. The Division of Child Care in the
Kentucky Cabinet for Health and Family Services (CHFS) administers the toll-free line.
Based on their area code of origin, calls will be automatically routed to a local CCR&R.
Only out-of-state calls are not directly transferred. Local office hours are generally 8:00
a.m. to 4:30 p.m.

What is CCSHCN?
This agency provides diagnosis and treatment for persons with certain disabilities, both congenital and
acquired (i.e. cerebral palsy, spina bifida, etc…).
Agency Mission
Our Mission is to enhance the quality of life for Kentucky’s children with special health care needs
through direct service, leadership, education and collaboration.

Do I qualify for services from CCSHCN?
¤ Must be a resident of Kentucky.
¤ Must be under the age of 21 years (exception: adults with Hemophilia).
¤ Must have a condition usually responsive to medical treatment.
¤ Family income must be at or below 200% OF THE Federal Poverty Level.
¤ Families with higher income are offered services on a sliding fee scale.
¤ There is currently no waiting list for services.

Community Early Childhood Councils

children and families. KIDS NOW has designated a CECC service area as being no smaller than
a county, with counties having the option to partner with other counties to form a Council.
What is a Community Early Childhood Council?

Who may serve on a CECC?
The purpose of forming Community Early Childhood Councils is to involve members who
represent a cross-section of the community and who can foster efforts to improve outcomes for
young children and families. House Bill 706, the KIDS NOW legislation, lists 27 representatives
of diverse groups who may be potential CECC members. Membership on the CECC is not
limited to the 27 representatives, but any CECC must be no smaller than 7 members nor larger
than 27 members. All interested community members are encouraged to contribute their ideas
and expertise to the CECC.
What do Community Early Childhood Councils do?
CECCs assure that community participation, designed by the community, is a part of KIDS
NOW. CECCs use new and existing relationships within communities to build and sustain
supports for early childhood development. Quality improvements are supported by seed money
that may be applied for and disbursed by the CECCs.

The Department for Community Based Services (DCBS) is responsible for child and adult
protection, foster care and adoption and services to enhance family self-sufficiency -including food stamps, cash assistance, child support, child care assistance and Medicaid
eligibility.

services, such as child support and child care. The provision of services is enhanced through
a close relationship and coordination with local community partners.
DCBS was formed within the Cabinet for Families and Children in 1998 to give local offices
more decision-making authority and the ability to collaborate more effectively with other
community service providers. The Cabinet for Families and Children and the Cabinet for
Health Services were consolidated in 2004 by Governor Ernie Fletcher.

Early Childhood Mental Health
Program History and Description
Kentucky’s Early Childhood Mental Health (ECMH) Program was created in state fiscal
year 2003 as a component of the early childhood development initiative, KIDS NOW.
The Department for Mental Health and Mental Retardation Services (DMHMRS) and
the Department for Public Health (DPH) co-administer the program, with DPH staff
having lead responsibility for program oversight and financing, and DMHMRS staff
serving as clinical liaison to the program. A Memorandum of Agreement concerning
this program exists between the two Departments to allow for the transfer of
program support funds to the DMHMRS. These funds are then contracted to the
fourteen Regional Mental Health/Mental Retardation Boards (also known as
Community Mental Health Centers) for regional program administration.
The primary goals of the ECMH Program are to provide:
 Program and child level consultation to early care and education (child care)
programs regarding social, emotional, and behavioral issues;
 Training on working with young children with social, emotional, and behavioral
needs and their families to child-serving agencies and individuals; and
 Evaluation, assessment, and therapeutic services for children age birth to five
and their families.
The ECMH Program funds fourteen Early Childhood Mental Health Specialists, one per
Regional MHMR Board. The Specialists’ time is devoted solely to their regional ECMH
Program. The job duties of the ECMH Specialist include the following:
 Provide free consultation and education services to early care and education
staff that serve children age birth to five;
 Provide assessments to children age birth to five with mental health needs at
the location most suitable for the child and family;
 Provide therapeutic treatment (i.e. individual, family, and collateral services) to
children age birth to five with mental health needs and their families at the
location most suitable for the child and family;
 Work closely with local Healthy Start in Child Care consultants and the Health
Access and Nurturing Development Services (HANDS) home visitors, and other
agencies or programs that serve children birth to five and their families, to
provide mental health consultation, assessment and therapeutic treatment
services on behalf children age birth to five identified by those programs as
needing mental health services;
 Assist families with children age birth to five in identifying and accessing
needed community resources;
 Provide information and serve as a resource to private physicians and other
caregivers through raising awareness of available services and resources for
children age birth to five and their families;

Offer early childhood mental health training to fellow Regional MH/MR Board
staff, as well as other community partners who serve young children;
Foster community planning for early childhood mental health through local
groups and the Community Early Childhood Councils in the area;
Attend training related to early childhood development and early childhood
mental health needs;
Attend periodic regional consultation and supervision sessions conducted by a
statewide early childhood mental health consultant;
Prepare and submit periodic service reports and evaluation data, and
Attend quarterly state level meetings of all ECMH Specialists.
Program Training Opportunities
To increase the capacity of child-serving professionals who are qualified to work with children
age birth to five and their families, the ECMH Program provides statewide training that is
open to anyone wishing to increase their knowledge in this area. There are several different
training options available.
Training for early care and education (child care) providers:
The ECMH Specialists have received their trainers credential to provide ongoing continuing
education hours for early care and education staff. They collaborate with regional agency
partners to identify training needs. Training may occur in several ways, including on-site at
an early care and education program, through local child care resource and referral agencies
(CCR&Rs), county- or region-wide training with multiple providers, and statewide conferences
(e.g., Kentucky Association for Early Childhood Education, Infant Toddler Institute, etc.)
Training for mental health providers:
In addition to training early care and education staff, the ECMH Specialists also work with
mental health professionals within their agencies and those in private practice to provide and
coordinate clinical training in early childhood mental health. Specialists may have a regional
training calendar, or provide consultation on an as needed basis. They also have a library of
early childhood resources available.
Through a contract with the University of Kentucky Comprehensive Assessment and Training
Services Project (the CATS Clinic), training on various ECMH topics are provided across the
state. Staff from the CATS Clinic provides intensive, clinical training as well as individual case
consultation for clinicians working with young children. Topics include, but are not limited to
the following:







ECMH assessment
Effective interventions with young children
Attachment
Reactive Attachment Disorder
Disruptive Behavior Disorders
Child Development
Family Involvement/ Engagement
Finally, several statewide conferences offer tracks in ECMH topics. These include the Choices
and Changes conference, the Mental Health Institute, the Behavior Institute, and others.

What are Family Resource and Youth Services Centers?
Family Resource and Youth Services Centers have been created as part of the Kentucky Education Reform Act. The
intent of the centers is to enhance student’s abilities to succeed in school by assisting children, youth and families in
meeting some of there basic needs. This will be done by providing community services at the centers or by linking
Families to agencies in their communities. Family Resource or Youth Services Centers are developed by single schools
or groups of schools that have at least 20% of their students eligible to receive free school meals.
Who can use a Family resource or Youth Services Center?
Centers receive a state grant based on the number of students eligible for free school meals. However once a center has
been established, all children and youth (and their families) enrolled in the school or schools that developed the center
can use its services, regardless of the income of their families. Services will especially beneficial for those youngsters
who are at risk of not performing well in school.
What services does a Family Resource Center provide?
A Family Resource Center serves elementary school aged children and their families.
Services include:






Assistance with full-time preschool child care for children two and three years of age
Assistance with after school child care for children ages four to twelve
Health and Education services for new and expectant parents
Education to enhance parenting skills and education for preschool parents and their children
Support and training for child day care providers
Health services or referral to health services
What services does a Youth Services Center provide?
A Youth Services Center serves middle school, junior high and/or high school students and their families.
Services include:






Health Services or referral to health services
Referrals to social services
Employment counseling, training, and placement for youth
Summer and part-time development for youth
Substance abuse services or referrals to substance abuse services
Family crisis and mental health services or referral to mental health services
What is a Combined Family Resource and Youth Services Center?
A Combined Center can serve students from elementary through high school and their families. All services listed above
for both the Family Resource Center and the Youth Services Center would be provided.
Who runs the Family Resource and Youth Centers?
In keeping with the School-Based Decision Making concept of Kentucky's Education Reform Act, each school or
consortium of schools hires its staff, selects the center site (in or near the school being served) and establishes its own
procedure to notify parents and gain prior consent for a child to be referred by the center to a specific service.
Each center has a local advisory council comprised of school personnel, parents of students in the school (and in
the case of Youth Services Centers, at least two students), and community representatives including staff of the public
and private services used by the center for referrals

Each center offers a unique blend of programs and services determined by the
needs of the population being served, available resources, location and other local
characteristics.
FRYSCs have established a record of success based on improved student
performance in class work, homework and peer relations as reported by teachers.
Parents, too, report they experience greater satisfaction and involvement with the
schools as a result of assistance through their local FRYSCs.
The primary goal of these centers is to remove non-cognitive barriers to learning as
a means to enhance student academic success.

What is First Steps?
First Steps is a statewide early intervention system which provides services to children
from birth to age three with developmental disabilities and their families. First Steps is
Kentucky's response to the federal initiative called the Infant-Toddler Program (ITP)
established by Public Law 99-457 Part C. First Steps offers comprehensive services
through coordination with a variety of community agencies and service disciplines. First
Steps is administered by the Department for Public Health within the Cabinet for Health
and Family Services.
Why Provide Services?
First Steps provides services for the following reasons:
 Typically, there is significant improvement in development and learning in those
children who participate in early intervention. A child with a delay or a
condition that is likely to cause delay should not go through the critical
developmental years without help.
 Services and support benefit families by reducing stress.
 Early Intervention services often decrease the need for later costly special
education programs by remediating problems early in the child’s life.
Who does First Steps serve?
First Steps serves children from birth to age three and their families. Children are
determined eligible for services in two ways:
 by developmental delay. Evaluation shows that the child is not developing
typically in one of five skill areas: cognition, communication, physical, social and
emotional, or self-help.
 automatic entry by diagnosis of a physical or mental condition which
has a high probability of resulting in developmental delay, such as
Down Syndrome.
Does my Child Qualify?
Child must be; 3 years of age or younger, have a developmental disability, or and established risk
condition such as Down Syndrome.

Where does First Steps provide Services?
First Steps provides services in all Kentucky counties. Services may be provided in
home, in center-based programs, or in clinical settings depending upon the needs of the
child and family and the availability of services in a given area.
What Services does First Steps provide?
First Steps provides services to children which help to diminish the effects of
developmental delays. Services include: Evaluation/Assessment; Service Coordination;
Transportation; Respite Care; certain non-routine Health Services; Nutrition Services;
Physical and Occupational Therapy; Speech/Communication Services; Vision/Hearing
Services; Developmental Intervention; and Assistive Technology. Early Intervention
services are provided through multiple agencies and may involve multiple disciplines.
Services are based on the child's needs and will be identified on their Individual Family
Service Plan.
Who do I call to find out more about First Steps services?
Anyone can refer a child for services by calling 1-800-442-0087. Referral will then be
made to a team at the district Point of Entry office who will initially assist a child and
family in accessing needed services. Services are available to any child and family who
meet developmental eligibility criteria, regardless of income. A family's participation in
First Steps services is always optional.
Helpful Staff
The Cabinet for Health and Family Services is the lead agency for this
interdisciplinary program that brings together resources from the fields of
education, health and social services to meet the special needs of children
and their families.
First Steps University-Based Technical Assistance Teams
The first line of contact for families and providers when they have a question
about the First Steps program is the University-Based Technical Assistance
Team assigned to their areas. The team includes:
 a program consultant
 a parent consultant; and
 a program evaluator/monitor.
The First Steps program consultant is responsible for:



Technical assistance and training to providers for programmatic issues
such as regulations, policies and procedures, best practices and billing.
Training new providers and assisting them throughout the enrollment
process to become First Steps providers.
Maintaining a resource library of early intervention materials.

Acting as a liaison to District Early Intervention Councils (DEIC).
Conducting quarterly service coordinator meetings and other
informational meetings for providers.
The First Steps parent consultant is responsible for:




Providing information and resources to families.
Offering a parent perspective to other families and providers
(each is a parent of a child currently or formerly enrolled in First
Steps) and representing family interests and concerns to other
stakeholders and staff.
Coordinating training and special events for families of children
with developmental delays such as Fireside Chats which focus on
preparing families for the transition from First Steps to
preschool.
Linking families to DEIC and other groups to encourage the
participation of families in planning and meeting the needs of
children with development delays.
The First Steps program evaluator/monitor is responsible for:





Conducting periodic review of provider records to assure
regulatory compliance.
Monitoring quality of services and outcomes.
Identifying training and technical assistance needs based on
reviews.
Consulting with providers and program consultants during the
development of corrective action plans.
Responding to complaints and quality concerns reported by
families, providers and others.

Kentucky has established local interagency coordinating committees, called the District
Early Intervention Committee (DEIC), within each of the fifteen Area Development
Districts. The DEICs facilitate interagency coordination at the district level, identify early
childhood issues and service gaps, and help plan the district service delivery systems for
eligible infants and toddlers birth to age three and their families. Each DEIC is

First Steps is Kentucky's Early Intervention System that serves children from

that is known to cause a developmental delay. First Steps services are
provided statewide and coordinated by the Cabinet for Health and Family
Services.
Anyone can call the district Point of Entry office to refer a child who may
have a developmental delay or affecting medical condition to the First Steps
service systems.

Head Start Programs are those profit- and non-profit organizations, which receive funds from the Head Start
Bureau.
Head Start Programs are geared for different ages and populations of children. Head Start refers to programs
geared for children 3-5 years of age. Early Head Start refers to programs geared for children 0-3 years of

Since 1975, the Region IV Office of the Administration for Children and Families (ACF) has provided
supplemental funding to a network of Head Start programs to support clusters of other local programs as
they recruit and serve children with disabilities. Currently, twenty-eight Region IV Head Start programs
have been selected to serve in this capacity.
Within each, there is a coordinator who specializes in disability services with the title "Head Start Training
and Resource Specialist" (HSTARS).
Since 1975, the HSTARS (formerly known as Specially Funded Coordinators) have helped other Head Start
programs in many of the following activities. HSTARS












Provide information about disabilities and effective instructional practices
Provide training and training materials
Facilitate collaboration between Head Start programs and local school systems
Serve on local, state, and regional task forces and planning committees
Conduct an annual needs assessment survey in coordination with the Region IV QICDS to determine
needs for training and technical assistance
Identify and contact resource providers in the cluster and determine availability of services to Head
Start Programs
Provide information regarding IDEA, ADA, and other relevant disability laws
Assist cluster programs with valid screening efforts, record keeping, and diagnostic services in order
to identify, confirm, and document disabilities
Provide assistance to local Disability Services Coordinators in the recruitment of children with
disabilities
Provide training in the development and implementation of the Individualized Education Plan (IEP)
Assist, upon request, in developing work plans and budgets relating to disability services
Assist cluster programs in developing transition plans and other interagency agreements with local
education agencies

What is the HANDS Program?
HANDS is a voluntary home visitation program for new and expectant parents. Families
begin by meeting with a HANDS Parent Visitor who will discuss any questions or
concerns about pregnancy or a baby's first years. Based on the discussion, all families
will receive information and learn about resources available in the community for new
parents. Some families will receive further support through home visitation. That’s right,
information brought right to the home.
Who Can Participate?
First-time moms and/or dads residing in Kentucky.
When do HAND Services Begin?
Services can begin during pregnancy or anytime before a child is 3 months old. If
interested contact the local health department.

How Does the Program Work?
In the prenatal period the family is screened after a referral is made. This referral can be
made by the doctor’s office, the health department, your church, friends or family. A
trained home visitor will visit your home to introduce parenting skill development in
areas such as recognizing your baby’s needs, what to expect as your baby grows,
making your home safe, etc. The frequency of visits will be determined by the family's
needs.

Goals of the Healthy Start In Child Care Program


To promote and protect the health and safety of children in and out of home childcare.
To promote collaboration and coordination with the Child Care Resource and Referral
Agencies and other agencies with responsibilities for childcare.
Implemented in July 2000, Healthy Start in Childcare is a Kids NOW Initiative to provide
consultation on health, safety and nutrition to childcare providers. Trained Healthy Start
Childcare Consultants from the local health departments participate in joint activities with the
resource and referral agencies in their area to ensure collaboration and coordination
regarding health, safety and nutrition issues impacting the quality of childcare.
The population to be impacted by Healthy Start in Child Care includes the children and their
families receiving out-of-home childcare. During the first five years, children of full time
working parents may spend more time in out-of-home childcare facilities than the total hours
spent in school from kindergarten to high school. This makes it critical to utilize this "window
of opportunity" to provide accurate health, safety and nutrition information to parents and
childcare providers.
Qualifications for a Healthy Start in Child Care Consultant
Individual having a Bachelor of Arts or Bachelor of Science degree from an accredited college
or university;
Registered Nurse; or
A public health administrator

Training:
 Healthy Start in Child Care Consultants are required to complete an intensive training
based on the standardized curriculum of the National Institute for Child Care Health
Consultants, University of North Carolina & Chapel Hill.
 "Mental Health in Childcare" is required training designed to assist the Healthy Start in
Childcare Consultant to use the Devereaux Early Childhood Assessment (DECA) to
identify risks and act as a protective factor to young children’s social /emotional health
and provide recommended strategies.

Activities to promote awareness of the program to childcare providers and early childhood
partners. For example, newsletter, newspaper advertisement and first contact with an
enrolled provider
Consultation
Confer for the purpose of decision making or planning activities to improve childcare services

Kentucky Special Education Cooperative Network
"All Kids, All Successful, All the Time"
The Kentucky Special Education Cooperative Network consists of eleven (11) Special
Education Cooperatives located across the state. All 176 local school districts, and the
Kentucky Schools for the Blind and Deaf are members of a special education cooperative.
Funding is provided using federal dollars awarded to Kentucky under Part B, Section 611, of
the Individuals with Disabilities Education Act Amendments of 1997. The Special Education
Cooperative Network is intended to assist local school districts in meeting the needs of its
member districts. Services range from technical assistance, trainings, professional
development, specialized services, research, and other needs identified by member districts
and the Kentucky Department of Education.

Kentucky's Special Education Cooperatives will enhance the educational opportunities and

Our Mission: The mission of KY-SPIN, Inc. is to empower and support individuals with disabilities and
their families to effectively advocate for and access needed information, resources and support networks
in order to enhance the quality of their lives.
About Us:
KY-SPIN, Inc. (Kentucky Special Parent Involvement Network) is a 501(c)3 non-profit organization
dedicated to promoting programs which will enable persons with disabilities and their families to enhance
their quality of life. Eighty-Five percent of all program income goes to direct services to families.
KY-SPIN, Inc. has a Board of Directors comprised of parents and professionals who provide guidance
and assistance to the various programs.
The mission of KY-SPIN, Inc. is to empower and support individuals with disabilities and their families to
effectively advocate for and access needed information, resources and support networks in order to
enhance the quality of their lives.
Current programs include:
SPIN PTI (SPIN Parent Training & Information Project) is funded by the US Department of Education.
SPIN PTI uses a “Families Training Families” model of training, information and support to families of
children with all types of disabilities on the issues of laws, rights, listening and communication skills, and
understanding their child’s disabilities.
STRONG (Supporting Resources and Opportunities in Neighborhoods Grant) -Strengthening
Families and Neighborhoods
The Kentucky Commission for Children with Special Health Care Needs (CCSHCN), IN
COLLABORATION WITH Seven Counties Services, KY-SPIN and other partner agencies of the Louisville
Metro Neighborhood Place Center and a host of other state and local agencies, received a federal grant
to plan for a resource center in one or more of the Neighborhood Places for persons with disabilities and
their families.
P.A.S.S. (Parents Accessing Systems of Support), initially funded by Metro United Way, is a program
serving Jefferson County which focuses on young people from the ages of 14-21, who are non-diploma
bound students with severe disabilities in low incident special education classes. P.A.S.S. will give
families a knowledge base that allows not only entry into programs and services, but options that give
young people with disabilities a voice in their own destiny. Through advanced planning and education,
families can transition from school to adult services without interruption in services.

KY-SPIN, Inc. is a partner in the State Improvement Grant (S.I.G.) with the Kentucky Department of
Education (KDE).
Through an agreement with Commission for Children with Special Health Care Needs (CCSHCN) KYSPIN, Inc. has established outreach activities to underserved families throughout Kentucky.
HELPS YOU HELP YOUR CHILD
SPIN (Special Parent Involvement Network) is a statewide project of KY-SPIN, Inc. SPIN PTI (Parent
Training & Information Project) is funded by the U.S. Dept. of Education. SPIN provides training,
information and support to people with disabilities, their parents and families, and information on all types
of disabilities and topics for all age groups.

Preschool
Kentucky's preschool education programs are available for all four-year-old children who are eligible for free lunch; all three and fouryear-old children with developmental delays and disabilities, regardless of income; and other four-year-old children as placements are
available. The preschool program is designed to be developmentally appropriate for young children. "Developmentally appropriate" is
defined in law to mean that the program focuses on the child's physical, intellectual, social and emotional development, including
interpersonal, intrapersonal, and socialization skills.

KENTUCKY EARLY CHILDHOOD REGIONAL TRAINING CENTERS
The Early Childhood Regional Training Centers were established to provide training, technical
assistance, consultation, workshops, conferences and lending of materials. They provide
services to local school districts for early childhood programs for special needs and at-risk
children age three to five. They provide peer-to-peer services to local school districts and other

United Way of Kentucky
About Us
Since 1984, United Way of Kentucky has been serving local communities by assisting local United Ways in Kentucky to
build healthier and more caring communities. We work with the volunteers and United Way professionals from across the
Commonwealth to address the many health and human services needs in their communities.
Our focus is on providing training and technical assistance to member United Ways, working to promote the United Way
throughout the state, managing the Kentucky Employees Charitable Campaign, coordinating crisis response in times of
emergencies and public policy. These services are aimed toward enabling and empowering member United Ways to achieve
their own missions and accomplish their own local objectives.
Currently, we are supported by 22 local United Ways that raised more than $45 million dollars in 2004 to help
Kentuckians build stronger, healthier, and safer communities across 88 counties. United Way of Kentucky is a 501(c)3
health and human services organization governed by a state-wide volunteer board of directors.
