Step 1: Identify the Board’s high-growth, high-demand industries, by North American Industry Classification
System (NAICS) code, using analysis of industry sectors, clusters, and industries.
The Board identified high-growth, high-demand industries by conducting a series of analysis utilizing
SOCRATES and conducting a Shift-Share Analysis and Industry Evaluation Analysis. The Board also utilized
the LMCI Tracer (The Future) tool to analyze the fastest growing industries and industries adding the most
jobs. The Board selected industries with a growth rate of 20 percent or higher.

The Board performed a TWC SOCRATES Shift-Share analysis between the 1st quarter of 2005 and 1st
quarter of 2008 to identify industries with recent high employment growth, comparative advantage, and
strong projection rates. Ambulatory Health Care Services (NAICS 621) showed the greatest likelihood for
potential job opportunities. It displayed the largest change in absolute employment amongst industries in the
last three years with an increase in jobs of 1,228. Administrative and Supportive Services (561) showed an
increase of 1069 jobs. General Merchandise Stores (452) gained 655 jobs and Food Services and Drinking
Places increased jobs by 583.

A short summary describing which specific analyses—including TWC/LMCI labor market analysis and any
other analyses conducted by the Board—were completed and viewed as influential in its evaluation and
targeting of occupations. The Board must ensure that, where feasible, copies of all referenced sources are
included as attachments or Internet links. If a key source cannot be attached or linked, the Board must ensure
that it can be provided upon request.
The Board utilized SOCRATES, Texas Industry Profiles and LMCI Tracer to analysis demand occupations for the
Region. Utilizing SOCRATES, the Board conducted Occupational Evaluation and Occupational Wages and Projections
Analysis. The Texas Industry Profiles tool was used to identify Occupational Clusters and Workforce Supply Analysis.
The Board also identified occupational demands by conducting The Future module on LMCI Tracer.

Step 4: Identify the Board’s target occupations critical to the Board’s target industries, for which the Board will
dedicate WIA training resources. The Target Occupations List must include, but need not be limited to,
occupations related to the Governor’s industry clusters.
