Request for quotation – Pump Service
Berrigan Shire Council is situated in the central southern part of the Riverina region (NSW).
The townships of Barooga, Berrigan, Finley and Tocumwal are located 126, 122, 145 and
142km west of Albury; 264, 296, 294 and 274km north of Melbourne, 687, 647, 695 and 716
km south-west of Sydney.
Berrigan Shire Council owns and operates the following systems:
1. A sewerage system which includes 47 sewer pump stations and 4 wastewater
treatment plants.
2. Dual water supply system (filtered and unfiltered) including 29 pump stations
distributed at water intake points and 4 Water Treatment Plants.
3. Stormwater drainage system including 17 pump stations
The main sewer pump brand is Flygt (supplied by ITT); however, some other brands are used
in the sewer as well as in the water delivery networks, i.e. PX, Grundfos, Ajax, Worthington,
Batescrew, Kelly & Lewis, Lowara, etc.
Details of the scope of work are provided below.
Quotations are required by the 29 November, 2010 and will be assessed on the basis of:
 Cost
 Number of tests
 OH & S and EMP
 Experience of personnel who will be on site
 Reporting
 Warranty period on carried out repairs

PUMP SERVICE AGREEMENT

The following shall form a binding agreement between the Contactor and the Council (the
Agreement).

2. Scope of Work
The scope of work involves the following:
1. Carry out routine service to water, wastewater and stormwater pump stations. The
service includes:

Checking the running amperes of each of the pumps.
Testing of Resistance between phases & insulation.
Inspecting oil.
Inspecting impeller and wear rings.
Inspecting cable, chain, lifting handles, guiderails, etc.
Inspecting pump station condition for damage, breaks and leaks including:
i. Electrical board.
ii. Pump well lid and structure
iii. Inlet and discharge lines and valves
iv. Cleanliness of the pump well and probes
g. Carrying out thermal imaging test*.
h. Carrying out vibration test*.
i. Carrying out actual pump performance test “Rate of flow of pumped
liquid”*.
2. Verification of the specifications of the existing pump list.
3. Providing detailed report and assessment on the conditions of the pumps and pump
station components with recommendations for repairs/replacement if required.
4. Carry out repairs to pumps as required.

3. Compliance with laws
The Contractor must obey, and must ensure that its employees, sub-contractors and agents
obey, all laws and regulations which apply to the Contractor’s performance of this Agreement.
This includes, for example, laws relating to traffic management, working on roadways,
occupational health and safety.
4. Occupational Health and Safety
So that Council can meet its obligations only OH&S Accredited Contractors will be able to
perform works for the Council.
Contractors wishing to be “accredited” will need to:
 Provide evidence to Council of compliance with the OHS Act and Regulation.
 Provide completed examples of their OHS Management Systems.
Prior to any work commencing, the selected contractor will meet with Council to
discuss and outline details of the contract to ensure a mutual understanding exists of
the outcomes to be achieved.
The following questionnaire is part of the Council’s tender evaluation process and is to be
completed by the Contractor and submitted with their quotation offer. The objective of the
questionnaire is to provide an overview of the status of the Contractor’s OH&S management
system. Contractors will be required to verify their responses noted in their questionnaire by
providing evidence of their ability and capacity in relevant matters.
5. Inspection
Contractors are invited to inspect a sample of pump installations prior to submitting a
quotation if they wish.
Inspections if required will be arranged between 11:00am and 1:00pm on Tuesday 23
November, 2010 and prospective contractors should advise of their attendance by 2:00pm
Monday 22 November, 2010.

6. Insurance

7. Payment

9. Sub-contracting
The Contractor can only sub-contract any part of the scope of work where written approval
has been provided by the Council.
10. Variations
Any variation to this Agreement must be agreed to in writing by both parties and the Hourly
Rate nominated in Schedule 1 will apply.
11. Hours of work
The normal hours of work are 7am to 7pm on weekdays.
Any work out of these hours must be approved by the Council contact prior to commencing
the work.
12. Indemnity
The Contractor must indemnify the Council, its employees and agents from and against all
actions, claims, losses, damages, penalties or demands which may be suffered by any of
them, arising from the supply of the Scope of Work by the Contractor.
This indemnity extends to any acts or omissions of the Contractor, its employees, subcontractors and agents.
13. Cancellation of Agreement
If the Contractor does not comply with any of the terms or conditions set out in this
Agreement, the Council may cancel this Agreement and shall not be obliged to make any
payment, but may in its absolute discretion approve a part payment of Assistance
proportionate to the extent to which:


The Contractor has complied with this Agreement; and
Routine pump service has been completed.
