Region XII South Central Mindanao

SOUTH CENTRAL MINDANAO
H I S T O R Y
The most significant development in the political history of Mindanao was the
organization of six politico-military districts in Mindanao in 1860. The central district
embracing Cotabato included Polloc, Illana Bay as far as the Western coast of Zamboanga at
point Murcielagos and the Southern extremity of Mindanao down to point Glan. The capital of
the government was Cotabato City until 1872 when the city was destroyed by a strong
earthquake, after which the capital was Zamboanga City.
The Central Mindanao region was created on July 7, 1975 under Presidential Decree
No. 742. Under this decree, Central Mindanao was composed of the provinces of Cotabato,
Sultan Kudarat, Lanao del Norte, Lanao del Sur and Maguindanao and the cities of Iligan,
Cotabato and Marawi. The extent of regionalization was further seen in the establishment of
Autonomous Region and Western Mindanaao (Regions XII and IX) by virtue of Presidential
Decree No. 1618.
On August 1, 1989, Republic Act o. 6734 was signed in law, which provided for the
creation of the Autonomous Region in Muslim Mindanao (ARMM). The former Regional
Autonomous Government of Central Mindanao has therefore been reverted to an
administrative regions in 1990. Executive Order 429 was also issued on 12 October 1990,
which provided for the reorganization of administrative regions in Mindanao and, in the
case of Region XII, mandated the transfer of regional offices from Cotabato City to
Koronadal City.
On February 23, 1995, Republic Act 7901 “An act Creating Region XIII to be
known as the Caraga Administrative Region, and for other Purposed’ was enacted. Section 3
of thee said law provided for the transfer of Sultan Kudarat to Region XI following Surigao
del Sur’s transfer from Region XI to the Caraga Region.
Pursuant to the provisions of the Final Peace Agreement signed between the
Government of the Philippines and the Moro National Liberation Front (MNLF) on
September 6, 1996, Executive Order No.371 was issued by his Excellency Fidel V. Ramos
on October 2, 1996. EO 371 established a Special Zone and Development (SZOPAD) in
Southern Philippines, which encompassed five regions , including Region XII.
At the local scene, the municipality of Kidapawan became a city with the enactment of
Republic Act 8500 on March 21, 1998. In the same year, the Province of Sultan Kudarat
was reverted to Region XII by virtue of Republic Act 8744, “An Act Repealing Section 3 of
RA 7901 and to Return the Province of Sultan Kudarat to Region XII and other Purposes”,
which lapsed into law on December 18, pursuant to Article VI, Section 27 (1) of the
constitution.
H I S T O R Y
5
In the year 2000, the status of the two local government units where elevated. The
municipality of Koronadal became a city on August 16, 2000 through Republic Act No. 8803.
On the other hand, the municipality of Tacurong in the Sultan Kudarat became a city on
September 18, 2000 by virtue of Republic Act o. 8805.
On August 14, 2001, a plebiscite was conducted in the ZSOPAD to determine the
areas that shall comprise the ARMM, pursuant to RA 9054. The cities of Marawi in Region
XII and Isabela in Region IX joined the ARMM. (As a result administrative measure) following
the reconfiguration of ARMM, President Gloria Macapagal Arroyo issued Executive Order
No. 36 dated September 19, 2001, which realigned the regions in Mindanao. The province of
Lanao del Norte and Iligan City of Region XII were transferred to Region X. The provinces
of South Cotabato, Saranggani, and the cities of Koronadal and General Santos of Region
XI became part of Region XII. Thus, per EO No. 36 Region XII is now composed of the
provinces of Sultan Kudarat, Saranggani, South Cotabato and Cotabato Province and the cities
of General Santos, Cotabato, Kidapawan, Koronadal, and Tacurong.
The Region has a total land area of 20,566.26 sq. km, 20 percent of the total Mindanao
land area of 101,587 sq. km. Along the coasts are lowland areas covered with mangroves and
beaches. A chain of inactive volcanoes and low hills occupy the interior. The region belongs to
the fourth climatic which is characterized by having an event distribution of rainfall through out
the year. It is seldom visited by typhoon.
Tourist spots include Mt. Apo, Lake Sebu, cultural villages, old Mosques and shrines, hot
springs and lakes. There are four feeder airports found in Lebak, Kalamansig, Tacurong City, all
in Sultan Kudarat and Surallah, South Cotabato; one national airport which is found in Cotabato
City and one international airport in General Santos.
The adventurous travelers probably wish to conquer vast mountain wilderness or
explore the many forest, caves and wildlife reserves. The regions hectares of rubber, palm
plantation, citrus, pineapple, lanzones farms delight with nature’s freshest harvest.
The artistry of the different ethnic tribes lends richness to local colors. Each tribes has
one way in common, the weaving of versatile tubular cloth called ”malong” and other handwoven products, found among the Maguindanaons and T’bolis. Visitors will find unique
souvenir items among them handicrafts, brasswares, beadworks, t’nalak cloth and hand-woven
products. Tribal festival, tour and visit to ethnic villagers provide insight into the everyday lives
of these cultural minorities. ( Source: MTRDP – 2002-2004)
COTABATO CITY
H I S T O R Y
Cotabato City has witnessed more history than any other place in Mindanao. Its
history dates back to the 15th century when Shariff Kabunsuan, an Arab missionary, landed along
the bank of Rio Grande de Mindanao and Introduced Islam to the Natives. Islam is the faith that
moved the early settlers to communal life, and established the Sultanate of Maguindanao with
its golden age ushered in by Sultan Dipatuan Qudarat during the 17th Century, the time when
Cotabato City developed as a capital town of Maguindanao.
6
In the nineteenth century, when Sultan Makakua ruled, roads and wharves were
constructed which gave rise to the birth of modern day Cotabato. However, the then
Municipality of Cotabato was first organized at the later part of 19th century when Spaniards
established a military post at Barangay Tamontaka, one of the earliest Christian settlements.
On July 1, 1950, the then Municipality of Cotabato was made first class municipality
under Executive Order 466. Nine years later, on June 20, 1959, it was created a charter city by
virtue of Republic Act No. 2364.
Today, Cotabato City is the seat of two administrative regions: Region XII, and the
Autonomous Region in Muslim Mindanao, the city currently serves as the center of economic,
education, social, political, cultural and other basic services of South Central Mindanao and
Autonomous Region in Muslim Mindanao (ARMM).
Geography and Location
Cotabato City is located on the Northwest of Maguindanao Province. Approximately, it
is 698.9 nautical miles from Manila, the capital city of the Philippines. On the North, the city is
bounded by the Municipality of Sultan Kudarat, with Rio Grande de Mindanao as its boundary;
on the East by the Municipality of Kabuntalan; on the South by the Municipality of Dinaig and on
the West by Illana Bay. Cotabato City has a total land area of 17, 599 hectares.
Climate
The city’s climate is generally characterized by even distribution of rainfall throughout
the year. Compared to other regions in the Philippines, Cotabato City has the lowest
frequency. The average temperature of Cotabato City is 25.5C.
Population
The total population of Cotabato City is 163,849 as of 2000 CENSUS, distributed in the
city’s 37 barangays.

GENERAL SANTOS CITY
HISTORY
The City of General Santos was officially created on July 81968 by virtue of Republic
Act 5412.
Its history however, dates back to the 14th century. As a geographic part of Cotabato
Empire, its people intermingled with the B’laans, Manoboos, Tagabilis and Maguindanaos.
It was known as the Municipality of Makar in 1903 with a sprinkling of 33 inhabitants.
Its vast lands and rich marine resources caught the attention of General Paulino Santos, Sr. in
19
1938, who was the helping President Manuel L. Quezon shape social justice program to benefit
the Filipino tillers.
Thus, on February 27, 1939,led by General Paulino Santos, Sr., the first 62 batchers
begun the formidable task of coaxing the virgin land to yield its riches.
In January 1948, Buayan District became a full pledge municipality as provided by
Republic Act No. 82 with National Land Settlement Administration Hospital Administrator,
Ireneo I . Santiago as its first Mayor. The municipality included Glan Malapatan, Malungon
and Alabel which are now component municipalities of Sarangani Province, and Polomolok, now
a municipality of South Cotabato.
Congressman Luminog Mangilen of Cotabato Province authored Republic Act No. 1107,
dated June 1954 to rename the place in honor of its great pioneer – General Paulino Santos.
The development of General Santos was further given impetus through the rural
development policy of Mayor Pedro Acharon who constructed feeder roads, artesian wells
and promoted agricultural of South Cotabato.
Cleanliness and beautification became by-word for General Santos when Mayor Jorge
P. Royeca was its mayor. He was also very active in the move to divide Cotabato into two
provinces.
Economic growth, however gained a very significant leap when Mayor Lucio Velayo
took over. In his incumbency, multi-million agri-based corporations such as DOLE Philippines,
General Milling Corp. and UDAGRI began operating in the area.
Congressman James L. Chiongbian worked for the approval of Republic Act 5412 on
June 8, 1968 to convert the municipality of General Santos into a city without changing its
name.
HISTORY
The city was inaugurated on September 5, 1968 with Hon. Antonio C. Acharon as its first
Mayor. Mayor Acharon led the progress of General Santos from 3rd class to first class city.
Agriculture and fishing industries flourished during his time. This earned a place for General
Santos in the international market and enhanced its demographic growth due to migration.
The historic EDSA Revolution in February 1986 changed the political history of General
SantosCity. The then Ministry of the Local Government appointed Atty. Dominador Lagare
and OIC City Mayor and later he was replaced by Rosalita T. Nuñez. Antonio S. Munda,
grandson of General Paulino Santos, took over as Acting City Mayor from Rosalita Nuñez who
was then mayoralty candidate. After a couple of month, Mayor Antonio Munda was replaced
by Marcelo Agullana, then City Development Officer of the Local Government, who served as
OIC Mayor for one month.
In the local elections of 1988, Rosalita Nuñez was elected Mayor of General Santos
City. On its 20th year as a city in 1988, General Santos was declared as a highly urbanized
20
city. The city firmed up its mark in the international market as an exporter of tropical fruits,
yellow fin tuna, wood, prawn and copra.
With the assumption of Adelbert Antonio, who won the May 11, 1994 election, the city
continued to develop as a major economic growth center. This was further boosted by the
implementation of the Philippine Assistance Program (PAP) Infra Projects- the new General
Santos City International Airport, Makar Wharf Development, Fish port and the AgroProcessing Center.
Indeed, the city to watch in the Southern Philippines today is General Santos City which
is crucial to the BIMP-EAGA because of its huge economic resources and business
opportunities.

KORONADAL CITY
HISTORY
45
The city of Koronadal used to be a small town teeming with immigrants from many
parts of Visayas and Luzon, mostly Ilongo and Ilocano. But prior to their coming, the colorful
history of Maguindanoans and B’laans already flourished even before Koronadal blossomed into
a town. The B’laans moved into the highlands overlooking a vast plain cogon grass and murky
waters which they literally called “kalen” (cogon) “datal” (plain). The natives also called the
murky water as “marb-el.
After long years of hardwork, creativity and ingenuity, City of Koronadal is now
celebrating the glory and greatness of its success. Its conversion to a component city in 2000 is
a tangible result of its commitment to excellence. It is religiously guided by its vision to become
the leading agri-industrial center in region XII and a mission to promote a God-loving and
progressive community.
With colorful lights glowing in the distant silhouettes, City of Koronadal is no more a
vast plain of cogon grass swamped in murky waters. Now the Administrative Center of Region
XII, each day adds up a new light of growth, business and eco-tourism is this part of the
country.
In 2003, Koronadal’s winning edges led to its recognition from the prestigious and highly
respected Asian Institute of Management as the country’s Most Competitive Small-sized City, a
much coveted title contested by 25 small cities in the Philippines. Koronadal bested other small
cities in credible standards like low cost of doing business and broad market base, proximity to
other growth centers, competent workforce, vibrant tourism sector, strong supporting
environment and very responsive and very responsive local government.
The city’s strategic location in South Cotabato gives it an advantage in catering to
commercial, agricultural, residential and industrial investments. It has an absolute inland access
to major points in Mindanao with a road network of 565.79 kms. Daily flights of PAL, AirPhil
and Cebu Pacific and regular sailing of WG&A, Negros Navigation and Sulpicio Lines via
General Santo City lead on the way to City of Koronadal.
The rise of commerce and trade in this young city is taking aggressive movements with a
host of modern information and communication facilities, infrastructures, educational, banking
and lending institutions, very accessible transportation facilities, stable peace and order
HISTORY
condition, tourism industry, fat investment incentives and a very supportive local government
unit in the background. With so much people from all over the region flocking in the city being
the newly declared Administrative Seat of Region XII, these opportunities give a satisfactory
return of investments.

SARANGANI PROVINCE
HISTORY
Since pre-Spanish times, Sarangani has been occupied by indigenous tribes and Muslim
groups whose heritage and culture have survived to date. Administered as part of the Cotabato
Empire during the American period, the area was incorporated in 1966 into the province of
South Cotabato.
54
On May 11, 1992 following a series of legislative procedures including the signing of an
Act by former President Corazon C. Aquino, a plebiscite has confirmed the separation of the
former third district of South Cotabato to a province known as Sarangani Province. Sarangani
province was named after Sarangani Bay. The name itself is legendary ---it is about Saranganing,
an adventurous son of a Sangil family from the coast of Celebes off Indonesia. His voyages
often brought him to the Sultanate of Buayan (now Gen. Santos City), the stronghold of
Maguindanaons. His outstanding character impressed the people that they named the bay after
him.
Sarangani is the country’s 76th province, Mindanao’s 23rd and the Region XII’s 4th. It was
created after a plebiscite held in May 11, 1992 through Republic Act No. 7228 authored by Rep.
James L. Chiongbian and was approved into law on March 16, 1992.
The province has seven (7) municipalities; namely: - Alabel, Glan, Kiamba, Maasim,
Maitum, Malapatan and Malungon.
The province is bounded by Sultan Kudarat in the West, South Cotabato in the North,
Davao del Sur in the East and Celebes in the South. Between the Eastern and Western parts of
the province is General Santos.
Composed mostly of agricultural lands from the Spanish times to the American
colonization, the district was the lowest in terms of growth and development. This can be
blamed to the neglect over a long period of time.
It was only after its creation that the place started to stir from its hibernation with the
construction of roads and bridges connecting the barangays with surrounding municipalities the
Sarangani’s growth started to perk-up. Adding to the province’s development is the linking of
HISTORY
Sarangani Towns to General Santos City with opening of world class roads which run through
the six coats of its seven municipalities.
With this vast highway projects, Sarangani is
strategically placed at the crossroads of “booming” areas of SOCKSARGEN (South Cotabato –
Sultan Kudarat – Sarangani – General Santos). SOCKSARGEN play a vital role in the
development and promotion of EAST ASEAN Growth Area (EAGA).
The province is well known for its cultural heritage. The place is highly endowed with
nature’s blessings.
Sarangani offers wide opportunities for tourism and service industry development. It
has coastline of approximately 230 kilometers. Its coastal towns are lined with idyllic white
sand and beaches and pristine clear waters. It has gained the popularity for its fantastic diving
grounds.
The province has many wide and fertile lands that easily make it an outstanding
agricultural and service area. Hidden beneath the rolling terrain of its mountainous meadows
are rich deposits of marble, gold, limestone and guano. Its vast forest is rich in timber and
other forest products. It has also big swamplands developed for prawn and fishpond products.

SULTAN KUDARAT PROVINCE
HISTORY
SULTAN KUDARAT was made an independent province on November 22, 1973 by
virtue of Presidential Decree No. 341.
The province was part of the former Empire Province of Cotabato presently covered by
three provinces namely: Sultan Kudarat, Maguindanao and Cotabato. Being one of the largest
and the richest province in the country, there was a necessity to divide the former Province of
Cotabato into smaller units. Its potentials have not been fully developed due to the magnitude
of the task of the provincial government. Besides, the trouble that have long plagued the area
need to be resolved and many conflicting political, social and economic interest limited the
progress of the province. There was an immediate need to promote stability and accelerate
the development in the area. As a result of the division, Sultan Kudarat province came into
existence.
The name of the province was derived from a Muslim ruler, the late Sultan Mohammad
Dipatuan Kudarat of the Sultanate of Maguindanao, who reigned from 1625 to 1671 A.D. He
was a virtual leader who embodied the idea of basic unity, oneness, and freedom among the
diverse people scattered throughout his Sultanate. He was considered as one of the national
heroes of the Republic of the Philippines not only because of his patriotic exploit in repelling
Spanish domination. For his honor, the province was named after him.

KIDAPAWAN
HISTORY
Kidapawan City was created by virtue of Republic Act No. 8500 signed by then
President Fidel V. Ramos on February 12, 1998, making it a Component City of the Province of
Cotabato. Despite opposition from certain quarters, the people overwhelmingly ratified the
said Act on March 21, 1998 during a plebiscite conducted for the purpose.
Originally named a district of Pikit in 1942, Kidapawan was later declared a separate
Municipality by virtue of Executive Order No. 82 issued by then President Manuel A. Roxas on
August 18, 1947 – thereby becoming the fourth town of the then Empire Province of Cotabato,
which was then composed of the municipalities of Cotabato (now Cotabato City), Dulawan
(later named Datu Piang) and Midsayap. It covered a total land area of 273,262 hectares. Later,
four municipalities, namely : Magpet, Matalam, Mlang and Pres. Roxas were created out of
Kidapawan, thus diminishing its area to 33,926.4 hectares.
Prior to its conversation to a municipality, five appointed District Mayors had served
Kidapawan. The first Datu Siawan Ingkal, tribal chieftain of the Manobos who headed the
Civilian Emergency Administration when World War II broke out. He was then followed by
Felimon Blanco, Ceferino Villnueva, Jacinto Paclibar, and Alfonso Angeles, Sr., who became the
first elected mayor of the municipality.
73
Kidapawan became the provincial capital of North Cotabato pursuant to Presidential
Decree No. 341 dated 22 November 1973, with the provincial seat of government located in
one of Kidapawan’s barangays, Amas. Later Batas Pambansa No. 660 dated 19 December 1983
renamed the province of North Cotabato just plain Cotabato. By the time it became the
province’s capital, Kidapawan had already 40 barangays under its geopolitical jurisdiction.
The name Kidapawan was derived from two Ubo-Manobo words “Tida”, meaning
“spring”, and “Pawan”, meaning “highland”, hence Tidapawan, “Spring in the Highland”. Its first
settlers were the tribal Manobos. The influx of Christian settlers from Luzon and the Visayas
has resulted in the evolution of the word Tidapawan to Kidapawan.

COTABATO PTOVINCE
HISTORY
The original Cotabato Province known as the Empire of Cotabato used to be the
largest in the country in terms of land area until November 22, 1973 or P.D. 341 which
created the new provinces of Sultan Kudarat and Maguindanao. Earlier, South Cotabato was
segregated, and what was then North Cotabato was renamed Cotabato under Batas
Pambansa 660 on December 19, 1983.
The word “Cotabato” is derived from the
Maguindanaon “Kutawato” or “Stone Fort”.
Cotabato province at present has a total area of 6,958.72 s.km. or 29.5% of the total
land area of Region XII. Cotabato lies strategically in the central portion of Mindanao.
Kidapawan City, the capital city is located in the Eastern slopes of the highest peak of the
country, the Mt. Apo.

ways of life as indicated by its unique blend of people. Today, about 80% of the
population are Christian migrants from the Visayas and Luzon. The cultural communities
predominated by Muslims and Manobo highlanders comprise the remaining 20%.
Its attractive terrain and varied cultural climate, added to its alienable lands,

entrepreneurship.
Half of the province’s total land area is forest land. This includes timberlands, animal
sanctuaries, national parks and forest reserves.
Mineral resources especially white clay to ceramics production abound in the
Municipalities of Magpet, Makilala, M’lang, Pres. Roxas, Pikit and Banisilan. Non-metallic

processing complements the advancements in the local rubber industry. Leading in
production of exotic fruits such as Durian, Lanzones, Rambotan, Marang, Jackfruit and
many more. Cotabato could as well process these and lead in the export of canned fruits.

SOUTH COTABATO
HISTORY
Centuries ago, the area that would be South Cotabato was sparsely inhabited by Malay
Pioneers which later evolved into various ethnic groupings that still exist in the province today.
Settlers who would lay the foundation of what would become a progressive province,
started trouping down in 1914. The significant thrust occurred during the term of President
Quezon in the late 30’s. The first of the waves of settlers that time was led by Gen Paulino
Santos, the man whose undaunted pioneering spirit inspired thousands. After World War II,
the final exodus of settlers from Luzon and the Visayas poured in to the virgin land of
promise.
In the early 60’s, as population, trade and industries grew in this Southern part of
Cotabato, a clamor for local self-governance arose. Thus, on July 18, 1966, South Cotabato
was finally formed as an independent province raring its own development.
In only three decades since its provincehood, South Cotabato has already surpassed
dozens of province established half a century ahead in almost every aspect of development.
In a short span, it became one of the leading provinces in Mindanao. What it got to show
today is a vivid result of human synergy and the richness of its resources.
On May 11, 1992, South Cotabato gave birth to a new province (Sarangani) signaling
her coming of age. This is a new challenge, and South Cotabateños, with their indomitable
spirit, proved more than able to keep with the demands of times.
BRIEF DESCRIPTION :
South Cotabato is generally flat, dotted with some hills, and surrounded by mountain
ranges which makes it a typhoon free area. It is located in the southernmost part of Mindanao,
bounded by sultan Kudarat in the North and West, in the East by Davao del Sur and in the
South by the city of General Santos and the province of Sarangani. It lies at a latitude of about
6*15” north and about 125* longitude.

HISTORY
The place which later became the city of Tacurong was once barangay of the
municipality of Buluan of then Empire Province of Cotabato. The place was originally called
“Pamansang”, after a creek that follows from South to North of the area. In the 1940’s the
place became the way station of the 19-C Survey Team due to its strategic location and
suitability for the purpose of the surveys team. During those years, the place also became a
stop over to the different points of Cotabato Province.
The name “Pamansang” was changed to “Talakudong” , the Maguindanaon term for
head covering which was worn by most of the early settlers and the people of the area. How
the place came to be associated with the head covering cannot be ascertained. Eventually, the
name was later shortened/changed to Tacurong. It can only be deduced that the present
name Tacurong must have originated from the word “Talakudong”.
102
Tacurong was separated from its mother town of Buluan and was created a municipality
by Executive Order Number 462 signed by the late President Elpidio Quirino on August 03,
1951. The city is composed of mostly Ilongo settlers from the province of Iloilo.
Tacurong then had an estimated area of 40,000 hectares comprising 14 barangays.
When Tantangan,
a barangay of Tacurong was created into municipality in 1961,
the
Southern portions of Tacurong were separated. The area was further reduced when Pres.
Quirino created into municipality on November 22, 1973 taking with it some of the Eastern
portions. Tacurong now has a total land area of 5,340 hectares, the smallest in land area among
the 12 municipalities that compose the new province of Sultan Kudarat, created on
November 22, 1973 by Presidential Decree No. 341. Although Isulan became the province
capital, Tacurong remained as the perimeter town.
After 49 years of existence as a municipality, Tacurong became the first component
city of the Province of Sultan Kudarat through the effort of Hon. Angelo O. Montilla, the
Congressman of the Lone District of Sultan Kudarat by virtue of house bill No. 6497 duly
approved and signed by His Excellency President Joseph E. Estrada through Republic Act 8805
“An Act Converting the Municipality of Tacurong into component city of the province of Sultan
Kudarat to be known as the “ City of Tacurong” on August 16, 2000 and duly confirmed by
the “Tacurongnons” on a plebiscite held on September 18, 2000.
