A TENTATIVE LIST OF FUNDING INSTITUTIONS AND AGENCIES POTENTIALLY INVOLVED IN R&D SUPPORT TO GEO AND GEOSS A Contribution to the GEO TASK ST-09-01 prepared by J. Béquignon and J.-L. Fellous 1. APPROACH The GEO Task ST-09-01 is entitled “Catalyzing Research and Development (R&D) Funding for GEOSS”. This Task is “important for the development of the interface between GEOSS and the science and technology community. [It is] also essential for the promotion of GEOSS in the environment community, particularly with respect to environmental institutions.” Among its expected outputs is the following: Output 4: Establishment of effective forum/network of funding agencies, Members and Participating Organizations supporting key Science and Technology programs to exchange views on current actions and discuss overcoming Science and Technology gaps, priorities and continuity needs. The present draft document is intended to serve as a preliminary basis for an inventory of funding agencies supporting science and technology programs that can help advance knowledge and capabilities in the context of the development of GEOSS. Beyond the national institutions involved in the funding of global change research in many GEO Member countries, the document provides a preliminary review of international, intergovernmental and national funding bodies which could contribute (and may already contribute) to these activities. 2. LIST OF NATIONAL FUNDING AGENCIES INVOLVED IN GLOBAL CHANGE RESEARCH The goal of the International Group of Funding Agencies for Global Change Research (IGFA) is to foster Global Change Research. IGFA is a forum through which national agencies that fund research on global change identify issues of mutual interest and ways to address these through national and when appropriate through coordinated international actions. Important issues for IGFA include: information exchange about national global change research programs, as well as about supporting initiatives and facilities; approaches to the integration and implementation of global change research in light of available resources; optimization of funding allocations for global change research and its international coordination; infrastructural topics of common interest, including data sharing and access and observation systems; ways to improve the interaction between science and policy; and possible fields of action for the future in the light of a constantly changing scientific landscape, e.g. changing scopes of the international research programs. Once a year, IGFA has a plenary meeting of three days. During the annual meeting, representatives of the member agencies (See table in Annex 1 and http://www.igfagcr.org/members.html) inform each other about funding situations and new initiatives in GCR in their countries. They also work toward a common understanding on funding the International Programs' administrative needs and future priorities. IGFA has established links with many international programs and organizations, including DIVERSITAS, ESSP (Earth System Science Partnership, ICSU (International Council for Science), IGBP (International Geosphere-Biosphere Program), IHDP (International Human Dimensions Program), WCRP (World Climate Research Program), as well as START (The System for Analysis, Research and Training), APN (The AsiaPacific Network for Global Change Research), IAI (The Inter-American Institute for Global Change Research), CEOS (The Committee on Earth Observation Satellites), GCOS (Global Climate Observing System), GOOS (Global Ocean Observing System), GTOS (Global Terrestrial Observing System), IGOS (The International Global Observing Strategy), GEO (Group on Earth Observations) and IPY (The International Polar Year). 3. LIST OF FUNDING AGENCIES (SORTED OUT BY SBA) One obvious way to identifying those agencies likely to become involved in funding R&D in support of GEO and GEOSS is a “thematic” approach, according to the nine GEO SBAs. As a first step a brief review is given hereunder of such thematic inventories for three SBAs, namely Agriculture, Biodiversity and Climate (simply selected in alphabetic order as now recommended by GEO). A few remarks immediately come to mind when looking at the lists in Annexes 2 and 3 below: The limited number of agencies at global level The vast number of agencies and institutions at regional and national level The dispersion of interests and the diversity of approaches adopted in each agency or institution, which make it difficult to address them in a uniform manner. 3.1. AGRICULTURE The Food and Agriculture Organization (FAO) has compiled a very complete Agricultural Research Guide for projects accessible at http://www.fao.org/sd/2003/KN0104a4_en.htm. The content of this Guide is reproduced in Annex 2. Sponsors listed in the FAO Agricultural Research Guide either support international agricultural research, including social, economic, environmental aspects, etc., in various ways or place no particular restrictions as to the field of research supported or regarding residency of applicants. In some cases, however, applications must come from an entity residing in the country or region where the sponsor is located, but can include a partner in a developing country. The FAO has also compiled similar guides for training courses and for scholarships. 3.2. BIODIVERSITY The UNEP Regional Office for Asia and the Pacific Region has compiled a very useful list of funding sources for biodiversity conservation in this region (http://ekh.unep.org/?q=node/2272) – a particularly rich area in terms of biodiversity – which contains also information on research grants and scholarships. Excerpts of the UNEP-ROAP Guide are reproduced in Annex 3. Similar inventories should usefully be compiled for other regions. 3.3. CLIMATE Most countries have climate change research programs, with objectives more or less aligned with those of the WCRP (and thereby of direct interest for IGFA members – see above Section 2) or devoted to responding to the requirements of the GCOS Implementation Plan. Since GEO Climate Tasks are strictly derived from GCOS requirements it seems that there is no need to emphasize GEO R&D needs in that respect, insofar as the Climate SBA is widely recognized as a major priority and climate observation is recognized as a crosscutting element of GEOSS, serving the needs of nearly all other SBAs. 3.4. OTHER SBAS: DISASTERS, ECOSYSTEMS, ENERGY, HEALTH, WATER, WEATHER Expanding and consolidating the above preliminary review to all SBAs (including the above three SBAs) represents an enormous piece of work, certainly useful, but much above the limited effort that could be put into it at this point in time. It would require interaction with the corresponding international entities (e.g., the World Meteorological Organization, International Hydrology Organization, World Health Organization, etc.), as well as the cognizant GEO communities of practice. It would also require a finer, in-depth analysis of the situation in each area. Further directions from the ST-09-01 Task group are requested before carrying this forward.
