Here are final results from the Nevada Interscholastic Activities Association’s
2011 Class 4A Nevada State High School Girls Golf Championship tournament,
presented by the Las Vegas Review-Journal and Farmers Insurance Group, played

TUESDAY ARRIVAL – Bear’s Best is a member’s club and will NOT be open for
public viewing / practicing on Tuesday or at any other time during the blackout period.
Thus, the course is NOT open for play, practice NOR walking preview. In essence, the
entire golf course IS CLOSED TO HIGH SCHOOL TEAMS for the week of
Wednesday-Tuesday, October 12-18.
COACHES MEETING & PACKET PICK-UP – Since the golf course is
COMPLETELY CLOSED during the seven-day blackout period, including on
Tuesday, October 18, a mandatory coaches meeting (packet pick-up) will be held
outside the pro shop at 8:00 a.m. on Wednesday. We will review the local rules sheet
created specifically for the state tournament.

GENERAL INFORMATION (** See Nos. 2 & 3 **)
NOTE: Bear’s Best has a VERY stringent dress code for fans and players. Golf attire
only, collared shirts, shirts tucked in, proper length shorts, etc are mandatory. Please
plan accordingly.....thanks!
1a. State TEAM Qualifying: The top two (2) teams out of the 4A Sunset Region, the top
two (2) teams out of the Sunrise Region and the top two (2) teams out of the Northern
Region, based on results from the region championship / state qualifying tournaments,
advance to the 2011 NIAA Class 4A Nevada State High School Girls Golf Championship
tournament, presented by the Las Vegas Review-Journal and Farmers Insurance Group.
1b. State INDIVIDUAL Qualifying: The top five (5) individuals from non-qualifying
teams out of the Sunset Region, the top five (5) individuals from non-qualifying teams
out of the Sunrise Region and the top five (5) individuals from non-qualifying team out
of the Northern Region, based on region championship / state qualifying tournament
results, also earn berths in the 2011 NIAA 4A state girls golf tournament.
2. No practice / course previews will be permitted within one week of the tournament.
Any team and/or individual visiting the courses within a seven-day blackout period
(October 12-18) prior to the start of the tournament will be penalized as follows:
a. A two-stroke penalty will be assessed to any individual previewing the courses during
the blackout period. Individual members of the hosting club (in the case of a private
club or annual membership) are NOT exempt from this penalty.
b. An eight-stroke penalty (two per scoring team member) will be assessed to teams
previewing the course during the blackout period. However, a school / team which
uses this course as its designated home course IS exempt from this restriction.
c. A school may not host a tournament at this course during the blackout period.
3. Competitors will NOT be permitted to use the practice facilities nor preview the
course at any time (including the night before) DURING THE BLACKOUT PERIOD.

Red Markers will be set at the appropriate yardage as described above.
4. Teams will consist of a maximum of six (6) players and must have a minimum of four
(4) scorecards signed and turned in after each round in order to post a team score.
5. This state championship tournament will be a two-day, 36-hole event. A team’s best
four (4) scores each day will count toward determining the team score. Players must turn
in a signed scorecard after each round in order to qualify for individual honors.
6. This state championship tournament will be governed by the USGA’s “2011 Rules of
Golf” book, the NIAA Handbook, the NIAA Reference Manual, this information packet
and the local rules sheet (if available) published specifically for this tournament. This
tournament information packet is a binding document for the rules and regulations of this
tournament.
7. Absolutely no substitutions will be allowed after the start of the tournament, even in
the case of injury and/or illness. A team may play with four or fewer players, but it must
have four scorecards signed and turned in after each round in order to post a team score.
8. First- and second-round tee times will be based on the “team” concept.
9. In the case of inclement weather, darkness or any other unforeseeable delay(s) on the
first day of competition, any player not completing the first round shall finish the
following morning. The second / final round of the tournament shall begin after all
players have completed their first round. It is, however, always the tournament director’s
discretion to complete the first round and start the second round as needed depending on
weather, darkness or any other unforeseeable delay.
Should weather, darkness or any other unforeseeable delay not allow for the completion
of the second / final round, final team and individual scores will be based on the results,
in order, of a) the 27-hole totals, b) the 18-hole totals or c) the 9-hole totals, provided
every competitor has completed that 9-hole increment.
10. Monitors will not be permitted to give rulings. All rulings will be made per the
tournament and/or golf course staff. Please refer to the Monitor’s Guidelines sheet
contained on the NIAA web site.

11. (Class 4A) ON-COURSE COACHING REGULATION
Coaching is permitted in the 4A region and state golf tournaments (effective 2005
spring boys golf season). Coaches and players must adhere to the following criteria:
1.
Coaching will be permitted between holes only (defined as after a specific
player has holed out and/or before she has struck the ensuing tee shot).
2.
The coach must be approved through his/her respective school,
administration and/or district. The coach will be required to wear/display a
nametag/badge identifying him/her as the approved on-course coach.
3.
Only one (1) coach may coach during the event.
3b.
In the spirit of the coaching rule, players are at no time to be coaches.
Once a player has completed her round, she shall become a spectator
(subject to the restrictions of a spectator and fellow competitor) and will
thus not be permitted to offer advice to teammates still out on the course.
The penalty for offering advice to a teammate or any other competitor
while play is in progress shall be two strokes per incident in accordance
with the USGA’s rule book as determined by the tournament director and
verified by the tournament's rules committee.
4.
It is imperative that coaches do not slow the pace of play. Slow play will
be penalized as per USGA rules.
5.
No teaching aid or other technology – other than USGA-approved
distance measuring devices – will be allowed on the course. This would
include, but not be limited to, radios, cell phones, video cameras, etc.
If a coach violates any of these rules, he/she will be asked to immediately return
and remain at the clubhouse. The school will then lose all coaching privileges for the
remainder of the tournament.
GENERAL INFORMATION CONTINUED:
12. Spectator Regulation: Spectators are permitted to follow play and be around the
course, but are NOT permitted to offer advice to a player during a round. Spectators must
sign the NIAA Spectator Release/Waiver/Rules acknowledgement form prior to entering
the course proper.
13. The NIAA would like to greatly encourage all competitors, coaches, teams and
spectators to say “thank you” to the Bear’s Best Golf Club’s staff for its generous
donation of this course for the state championship tournament.
POINTS OF EMPHASIS FOR GIRLS GOLF, 2011
1.
Girls golf will, as was effective with the 2008 (fall) season, continue to
follow a “play six (6), score four (4)” team format.
2.
Distance measuring devices, per USGA and local association guidelines,
are still permitted in all high school play (including league/region and
state tournaments). Other technology (including, but not limited to,
mobile phones, music players and the like) is NOT permitted for use
during a competitor’s round. The penalty for using illegal technology is,
in the first incident, two (2) strokes and, in the second occurrence,
disqualification.
The NIAA office staff is aware of additional technologies (i-phones, etc.) available
that expand beyond the "typical" and/or "traditional" distance measuring device
being used by amateur competitors in golf. We are also aware that various local
organizations (under the USGA umbrella) permit the use of these new
technologies.
However, following rule 14-3 (usga.org) which permits a committee to address on
its own accord / at the local level the use of said distance measuring devices, the
NIAA will NOT permit the use of any device which goes beyond the capability of
measuring distance only. I.E. the NIAA will for the 2011 fall girl’s golf season
permit the use of those devices that are "typical" and/or "traditional" in measuring
distance ONLY and that do NOT have the additional capabilities of voice and/or
text communication, nor gauge wind speed and/or slope. A player in possession
of a device which includes the availability of additional features is subject to
disqualification.
3.
Motorized (i.e. electric and/or gas operated) carts will not be permitted
during high school play unless a) they are afforded to all players in the
field, b) the tournament staff announces shuttling will be provided at
certain areas of the course and/or c) an appeal by school personnel is
verified with an accompanied medical documentation. Pull / Manual carts
are permitted in all high school play.
TEE-TIME FORMULA (threesomes or foursomes to be determined)
First- and second-round tee times will be based on the “team” concept.
First-round tee times will have the region team champions matched together in the first
six groups (Sunset Team A, player 1; Sunrise Team A/B, player 1; Northern Team A/C,
player 1, etc. for all six team players). The region team runner-ups will be matched
together in the next six groups (7-12 tee times). The top region individual placers will be
paired together in either the last / third set of tee times OR mixed within the team
groupings progressing with tee times 1 through 13.
IN-MATCH / TOURNAMENT TIE-BREAKER
1.
Ties involving teams during tournament play:
A.
The aggregate stroke score of the four (4) lowest 18-hole scores
for each team, (each day), shall constitute their school’s team
score. Ties for the championship and/or runner-up trophies will be
handled in accordance with NIAA playoff procedures described
below.

If the total of the low four (4) scores (each day) results in a
tie after 18/36 holes, the lowest (two-day total) score of the
fifth person(s) on the team will determine the winner. It is
possible in a two-day tournament that the fifth-place
finisher could be two different team members. If one team
does not have a fifth score and the other team does, the
team with the fifth score wins.

If the tie remains after step A-1, the tied teams will follow
the same procedure comparing the scores of the sixthplace finisher.
3.
If the sixth person(s) are also tied, all six players from each
team will play one hole of sudden victory. Each team will
count its lowest four (4) scores on this hole with the lowest
total winning. If the total of the four scores are the same,
the lowest score of the a) fifth player and/or/then b) sixth
player on the sudden victory hole will determine the
winner. If the score of the fifth and/or/then sixth player
also results in a tie, the teams will play another hole and
proceed with the tie-breaking procedure as outlined in step
1.A.2. This procedure will continue until a winner is
determined.
Ties involving individual medalists
A.
Only ties for the (top) medalist (first place) honor will be broken
by a sudden victory playoff.
Ties for other medals will be determined by matching scorecards,
as recommended by the USGA and outlined below:
1.
The player with the best/lowest score on the back nine,
final day only, will earn the higher/better finishing place.
2.
If a tie remains, the player with the best/lowest score on the
last six holes, final day only, will earn the higher/better
finishing place.
3.
If a tie remains, the player with the best/lowest score on the
last three holes, final day only, will earn the higher/better
finishing place.
4.
If a tie remains, the player with the best/lowest score on the
18th hole, final day only, will earn the higher/better
finishing place.
Note: In the event multiple tees are used to start the tournament,
the last nine holes will be Nos. 10-18 on the scorecard, the last six
will be Nos. 13-18 on the scorecard, etc. At all times, the last nine
holes will be represented by Nos. 10-18 on the scorecard.
Note: Tournament golf will follow the rules and regulations of the United States Golf
Association, the NIAA Handbook and the NIAA Reference Manual.
