GENERAL STATEMENT OF DUTIES
Administers all aspects of the contracting program for the City of Waterloo including providing leadership in fair
employment practices for contractors, vendors and suppliers, administering the City demolition program and
overseeing sub-recipient agreements and monitoring, promotes economic development in the Brownfield areas of
the City, and oversees a variety of Federal and State grant programs. The work is performed under the general
direction of the Community Development Director but considerable leeway is granted for the exercise of
independent judgement and initiative.

Conducts

Prepares and oversees bid documents and
bidding process for asbestos removal and
demolition of dilapidated structures.

Prepares and oversees sub-recipient contracts
and monitoring and other minor contracts.

Submits required reports to Federal agencies.
12.
Compiles reports, performs data entry and
completes forms on personal computer using
the applicable software.
13.
Establishes and maintains records and files
relating to contracting and affirmative action
by contractors, vendors and suppliers.
Maintains effective communication with
minority and women contractors, vendors
and suppliers in the construction trades.
14.
Prepares, monitors and reviews materials for
a variety of Federal and State grant programs.
Examines all informal contracts to ensure
equitable rotation of work.
15.
Plans, organizes and promotes economic
development in the Brownfield areas of the
City.
16.
Reviews operating and financial statements
for grants and other programs in the
Brownfield areas of the City.
Assists departments in administering and
monitoring Affirmative Action Plans as they
relate to contractors, vendors and suppliers to
ensure compliance with Federal, State and
local laws.
Reviews bids and proposals submitted by all
contractors, vendors and suppliers doing
business with the City.
Assists all City departments with information
regarding contracting procedures and
compliance with all laws and regulations
concerning every aspect of contract
specifications and other bid documents.

Regulates pre-bidding and pre-construction
conferences

Maintains a record keeping system showing

REQUIRED KNOWLEDGE & ABILITIES

Ability to plan, organize and promote

Knowledge of the procedures, practices and
principles used by contractors for job bidding

Computer keyboard skills; ability to learn
related software applications, enter and
retrieve information on a computer, develop
computer-generated reports, and update

ACCEPTABLE EXPERIENCE & TRAINING
1.
Bachelor's
Degree
in
Business
Administration,
Public
Administration,
Political Science, Public Policy or related
field with at least one year experience in
construction contracting or other related area
OR
2.
Associate's Degree in construction related
area with at least three year's related
experience.
OR
Any equivalent combination of education and
experience that provides the knowledge,
skills and abilities necessary to perform the
work.

Ability to read, understand and follow

contracting and demolition as it is affected by

Ability

ESSENTIAL PHYSICAL ABILITIES

permits the employee to operate a personal
computer, handle files and perform other
administrative and technical responsibilities.
MISCELLANEOUS
1.
Must submit to Civil Service examination
procedures including a panel interview.
2.
If driving City vehicle, must have Iowa
Driver’s License and good driving record
based on City of Waterloo insurability
criteria.
WORK SCHEDULE
Generally 8:00 a.m. to 5:00 p.m. Monday through
Friday with one hour unpaid lunch. Must also be
available outside these hours for department or City
activities or meetings that require the attendance of
the Contracts & Grants Coordinator.
