CONTRACTS & GRANTS COORDINATOR DEPARTMENT SALARY/GRADE FLSA CIVIL SERVICE BARGAINING UNIT : : : : : COMMUNITY, PLANNING & DEVELOPMENT $17.79 - $20.19 (59) NON-EXEMPT INCLUDED NON-BARGAINING GENERAL STATEMENT OF DUTIES Administers all aspects of the contracting program for the City of Waterloo including providing leadership in fair employment practices for contractors, vendors and suppliers, administering the City demolition program and overseeing sub-recipient agreements and monitoring, promotes economic development in the Brownfield areas of the City, and oversees a variety of Federal and State grant programs. The work is performed under the general direction of the Community Development Director but considerable leeway is granted for the exercise of independent judgement and initiative. Conducts Federal wage compliance interviews and maintains payroll records. 9. Prepares and oversees bid documents and bidding process for asbestos removal and demolition of dilapidated structures. 10. Prepares and oversees sub-recipient contracts and monitoring and other minor contracts. 11. Submits required reports to Federal agencies. 12. Compiles reports, performs data entry and completes forms on personal computer using the applicable software. 13. Establishes and maintains records and files relating to contracting and affirmative action by contractors, vendors and suppliers. Maintains effective communication with minority and women contractors, vendors and suppliers in the construction trades. 14. Prepares, monitors and reviews materials for a variety of Federal and State grant programs. Examines all informal contracts to ensure equitable rotation of work. 15. Plans, organizes and promotes economic development in the Brownfield areas of the City. 16. Reviews operating and financial statements for grants and other programs in the Brownfield areas of the City. Assists departments in administering and monitoring Affirmative Action Plans as they relate to contractors, vendors and suppliers to ensure compliance with Federal, State and local laws. Reviews bids and proposals submitted by all contractors, vendors and suppliers doing business with the City. Assists all City departments with information regarding contracting procedures and compliance with all laws and regulations concerning every aspect of contract specifications and other bid documents. 6. Performs all other related duties as assigned. REQUIRED KNOWLEDGE & ABILITIES 1. Ability to plan, organize and promote economic development in the Brownfield areas of the City. 2. 3. Knowledge of the procedures, practices and principles used by contractors for job bidding and proposal writing. 4. Knowledge of fair employment practices and Affirmative Action guidelines. 5. Knowledge of sub-recipient and other HUD regulations. 6. Computer keyboard skills; ability to learn related software applications, enter and retrieve information on a computer, develop computer-generated reports, and update records. 7. Ability to discuss bidding and fair employment practices and respond to questions from contractors, businesses, government agency representatives and public officials tactfully and in a clear, concise and easily understandable manner. 11. Ability to communicate effectively and maintain working relationships with other City employees, supervisors, civic and citizen groups, contractors, Federal, State and other governmental subdivisions and agencies. 12. Ability to keep accurate and thorough records regarding minority involvement in the City contracting and demolition programs. 13. Ability to work with people from a broad variety of social, economic, racial, ethnic and educational backgrounds. ACCEPTABLE EXPERIENCE & TRAINING 1. Bachelor's Degree in Business Administration, Public Administration, Political Science, Public Policy or related field with at least one year experience in construction contracting or other related area OR 2. Associate's Degree in construction related area with at least three year's related experience. OR Any equivalent combination of education and experience that provides the knowledge, skills and abilities necessary to perform the work. 3. 8. 9. Ability to read, understand and follow Federal and State regulations regarding contracting and demolition as it is affected by Affirmative Action programs. Ability to make decisions and recommendations regarding contracting and Prefer experience working in a municipal government setting and knowledge of contract law. Sufficient vision and manual dexterity that permits the employee to operate a personal computer, handle files and perform other administrative and technical responsibilities. MISCELLANEOUS 1. Must submit to Civil Service examination procedures including a panel interview. 2. If driving City vehicle, must have Iowa Driver’s License and good driving record based on City of Waterloo insurability criteria. WORK SCHEDULE Generally 8:00 a.m. to 5:00 p.m. Monday through Friday with one hour unpaid lunch. Must also be available outside these hours for department or City activities or meetings that require the attendance of the Contracts & Grants Coordinator.
