CALL TO ORDER: The meeting was called to order by Chair Phyllis Young.
2.
WELCOME: Ms. Young welcomed all guests and staff to the meeting especially
students and parents.
3.
VISION STATEMENT: Board Member Roger Ward shared, “we exist to ensure the best
education for every student in Scott County Schools and to create a collaborative culture
to ensure student learning”.
4.
APPROVE AGENDA: Upon the recommendation of the Superintendent, it was moved
by Ms. Sams and seconded by Mr. Mason that the Board approve the agenda as
presented.
Motion carried unanimously.
5.

On February 14, 2012, proceeds from the Scott County School District Finance Corporation School Building Revenue
Bonds, Series 2012 in the amount of $18,992,900 were invested in a Repurchase Agreement with Bayerische Landesbank.
Funds invested in this Repurchase Agreement are collaterized by securities that are backed by the fulll faith and credit of
the United States Government at a minimum ratio of 103%. These securities are held in trust for the Scott County Board of
Education by Wells Fargo Bank N.A.

SPOTLIGHT – Recognize Mitzi Marshall for her National Louise Sublette Award of
Excellence & Colton Marshall, winner of Breakfast T-Shirt Art Contest for Kentucky
Nutrition Association (Eleanor Hall); and Energy Star Recognition (Jim McClanahan):
Nutrition Director Eleanor Hall introduced Nutrition Manager at Southern Elementary
School Mitzi Marshall. Mrs. Marshall is the winner of the National Louise Sublette
Award of Excellence. Mrs. Marshall has been the winner of the Louise Sublette Award
of Excellence for the Southeast Regional for two years and the Louise Sublette Award of
Excellence winner for the State for four years. We are very proud of Mitzi. Ms. Hall
introduced Mrs. Marshall’s son, Colton Marshall. Colton won the Kentucky School
Nutrition Association Breakfast T-shirt Art Contest. We are proud of Colton.
Superintendent Putty added there are thousands of schools across the nation and food
service managers. We have the number one Nutrition Manager here in Scott County and
we are very proud of you.
Energy Manager for the District Jim McClanahan introduced Kentucky School Boards
Association Director of School Energy Managers Project Ron Willhite. Mr. McClanahan
praised the schools – the principals, faculty and students. The energy team members
have worked hard and the students have played a big part in the energy savings in the
schools. Some schools have won their second and third award during 2012. Ron
Willhite added there have been significant dollars being saved and you are retaining the
savings and that is important. Mr. McClanahan and Mr. Willhite presented Energy Star
Awards to: Principal Paul Krueger for Stamping Ground Elementary School (third award
and highest in district at 95), Principal Bryan Blankenship for Southern Elementary
School (third award), Principal Michelle Nichols for Elkhorn Crossing School, Principal
Ed Denney for Eastern Elementary School (third award), and Principal Shannon Gullett
(with students) for Royal Spring Middle School (third award).
Superintendent Putty added her appreciation for the work Mr. McClanahan has done and
we appreciate Mr. Willhite and his leadership.

APPROVE CONTRACT WITH FRANKLIN COUNTY BOARD OF EDUCATION GED
TESTING CENTER: Recommendation: Approve the contract and the Superintendent or
designee to sign the contract to allow Franklin county to serve as the GED testing center
for Scott County Adult Education/Lifelong Learning.
APPROVE AUTHORIZED CHECK SIGNORS AT KENTUCKY BANK - SCHS:
Recommendation: Board approve the requested change to authorized signors on the Scott
County Activity Accounts at Kentucky Bank to add Joe Pat Covington and remove Dwayne
Ellison.
APPROVE COPIER PURCHASE AGREEMENT WITH SOUTHERN ELEMENTARY:
Recommendation: Board approve the District purchase of three (3) Toshiba eStudio 556
copiers and one (1) eStudio 2540c copier at the proposed price of $29,696.42 with
Southern Elementary School to reimburse the District over a 60 month period from the
annual Southern Elementary School allocation.
APPROVE DONATION TO 9TH GRADE SCHOOL: Recommendation: Board approve
the donation of $3,800 from the Scott County 9th Grade PTSO to the 9th Grade School to be
applied toward the cost of the new Art class.
APPROVE DONATION TO ROYAL SPRING MIDDLE SCHOOL: Recommendation:
Board approve the donation of $694.20 from Royal Spring Middle School PTSA to cover
the cost of sixty (60) TI-30X II scientific calculators.
APPROVE DONATION TO STAMPING GROUND ELEMENTARY: Recommendation:
Board approve the donation of $500 from Wal-Mart to cover the cost of purchasing an
iPad for student use.
APPROVE DONATION TO SCOTT COUNTY HIGH SCHOOL FFA: Recommendation:
Board approve the donation of $200 from Dale Glass Fencing to supplement the cost of
student polo shirts.

Recommendation: Approve the Tax Collection Agreement for the 2012 tax year as

APPROVE INDIRECT COST RATE FOR PERIOD ENDING SEPTEMBER 30, 2013:
Recommendation: Board approve the Non-Restricted Indirect Cost Rate of 11.25% and
Restricted Indirect Cost Rate of 1.60% for the period ending September 30, 2013.
APPROVE ATHLETIC AGREEMENT WITH GEORGETOWN-SCOTT COUNTY
PARKS AND RECREATION: Recommendation: Approve the agreement as presented for
FY13: Georgetown-Scott County Parks and Recreation for rental of the “lap pool” for the
swim team for $11,440.
RATIFY COMMON CARRIER TO TRANSPORT SCHS ATHLETIC STUDENTS:
Recommendation: Ratify the use of common carrier services (Bluegrass Tours) to provide
transportation for SCHS athletic students to and from Louisville, KY on August 10, 2012,
due to delayed notification of event.
X) APPROVE COMMON CARRIER TO TRANSPORT SCHS ATHLETIC STUDENTS:
Recommendation: Approve the use of common carrier services (Bluegrass Tours) to
provide transportation for SCHS athletic students to and from Louisville, KY on August 24,
2012 due to the departure time restraint on school buses.
Y) APPROVE EMPLOYEE DENTAL INSURANCE PROGRAM: Recommendation: Approve
the voluntary Employee Dental Insurance Program with Delta Dental, as proposed,
effective January 2013 and authorize the Superintendent or her designee to sign the
application.
Z) DECLARE ASSETS TO BE SURPLUS: Recommendation: Board declare listed assets as
surplus goods and approve the sale or disposal of these units.
AA) DONATION OF TECHNOLOGY EQUIPMENT BY DEPARTMENT OF ENERGY:
Recommendation: Board approve listed assets as donations for use in Scott County Public
Schools.
BB) FIRST READING OF POLICIES 03.18 AND 09.33: Recommendation: Revise Board
Policy 03.18 Evaluation to change “one (1) year to three (3) years” and 09.33 “Fundraising Activities to remove: “Limitations each school shall be permitted two (2)
schoolwide, fundraising events per school year, unless Board approval is granted for
additional projects.”

APPROVE LEVY OF TAX RATES FOR SCHOOL YEAR 2012-13: Upon the recommendation
of the Superintendent, it was moved by Ms. Sams and seconded by Mr. Mason that the Board
approve the proposed tax levy rates of 45.3 cents per $100 valuation for real estate and 45.3
cents per $100 valuation for personal property for school year 2012-13.
Motion carried 4/1 (Conway).
11.
APPROVE 2013 MOTOR VEHICLE AND WATERCRAFT PROPERTY TAX RATE
CERTIFICATE: Upon the recommendation of the Superintendent, it was moved by Dr. Ward and
seconded by Mr. Conway that the Board levy a property tax rate of 54.80 cents per $100 of
assessed value upon motor vehicles and watercraft for calendar year of 2013.
Motion carried unanimously.
12.
APPROVE TAXATION OF RECREATIONAL AND NON-COMMERCIAL / AND NONCOMMERCIAL OUT OF STATE OR COAST GUARD REGISTERED WATERCRAFT:
Upon the recommendation of the Superintendent, it was moved by Dr. Ward and seconded by Ms.
Sams that the Board tax aircraft (recreational and non-commercial) and watercraft (noncommercial out of state or Coast Guard registered).
Motion carried unanimously.
13.
ENERGY MANAGEMENT STATUS REVIEW – Energy Manager Jim McClanahan gave a
PowerPoint presentation showing the amazing savings the schools have made over the last two
years. Mr. McClanahan thanked Ms. Putty and everyone for their support. The District Energy
Team and School Energy Teams collaborate with the Student Energy Teams. Every project has
improved the learning environment for the students at no cost or low cost.
Ms. Young added her appreciation for everything Mr. McClanahan and the Energy Teams are
doing for the District.
14.
SUPERINTENDENT’S REPORT: The Superintendent reported on the following:
a. Procedures 03.16 AP.1, 03.26 AP.1 and 09.4281 AP.2 were presented to Board members for
their review.
b. Leadership Kentucky will be hosted at ECS on August 16th with Commissioner Dr. Terry
Holliday speaking at 8:30 a.m.
c. The Scott County Athletic Hall of Fame will be on Friday, August 17, at Thomas & King
starting at 5:30 p.m. to honor Betty “Granny” Graves, Marie Jones, Monty McIntyre and the
2004 State Runner-up Football Team.
d. Superintendent Putty shared that we have had a great beginning to our school year and that
says a lot about our staff. Ms. Putty added that she can’t say enough about our faculty,
transportation department, and Zan’s team, the buildings look great. We have hired
exceptional people. It is going to be a great year!
