The Object of the Association is to see that all games under its control are conducted in a sporting manner. The games are for the players' enjoyment and every team member must participate. Coaches who over-coach, make winning their aim, do not always give the players the enjoyment they deserve. If there is no appointed referee coaches are responsible for arranging a suitable person to cover this duty. If a team arrives short of a player(s) and you have too many, why not lend one or two of your players to make the teams equal. When a league is made of several different Grades times allowed will be for the lowest grade, i.e. Gr. 13, 14 & 15 combined will have an e.w. time of 35 minutes. If the two teams playing each other are 14 & 15 the 40 mins. e.w. will apply. REFEREE GUIDELINES FOR JUNIOR SOCCER LAWS OF THE GAME (ABRIDGED) TEAMS Each a maximum of 11 players and a minimum of 7 players, one must be a goalkeeper in a distinctive jersey. (Referee must be notified of any player / goalkeeper change before changing). See above for modified WBOP team numbers and game times. Teams must wear shirts and socks of a different colour to the opposition team to clearly distinguish the differences. In the event of a clash of colours the visiting (away) team will change strip. SUBSTITUTES Substitutes must be entered on a Team card before the game and shall enter with the approval of the referee at the centre line. (a) (b) (c) Up to a maximum of (7) substitutes may be used in an official competition game. These seven can be chosen from a nominated list of a maximum of (7) players. In other matches up to (5) substitutes may be used, provided that the teams concerned reach agreement on a maximum number and the referee is informed. There is now provision for rolling subs. for players under 16 years of age. NOTIFY THE REFEREE WHEN MAKING A SUBSTITUTION THE PLAYERS The basic compulsory equipment a player shall consist of a Jersey or Shirt, Shorts, Socks, Shinguards and footwear. Shin pads MUST be worn at all times with socks pulled up, and shirts to be tucked in. Advise players not to chew gum while playing. No player allowed on the field of play whilst in a plaster cast or similar which could constitute a danger to himself / herself or other players. A player shall not wear anything which could be dangerous to himself / herself or another player, (such as watches, metal bracelets, jewellery etc.). Long hair MUST be tied back. If a player is BLEEDING he / she must leave the field and not return until the bleeding has stopped and the Referee is satisfied. Bloodied clothing must be changed before player returns to the field of play. Referees are instructed to check sprigs and shin-guards before the start of the game. START OF THE GAME Coin is tossed, the winner of the toss chooses end. The ball is in play when it moves forward. The player who kicked off cannot kick it again before another player has touched it. Both teams must be in own half and the opposing team must not encroach within 10 yards (9.15 m) of the ball until such times as the ball is in play. After a goal the game is restarted by a kick off from the centre spot, by the team against which the goal was scored. A goal may be scored directly from the kick-off. DURATION OF THE GAME The Referee is the sole time keeper of any game. The duration of the game shall be two equal periods (normally 45 minutes) but can be shorter for smaller children, or senior tournaments, as determined by the Competition organizers. Players have a right to an interval at half-time, not to exceed (5) five minutes except by consent of the Referee. The time is stopped for all time lost through substitutions, injury or time-wasting. Time shall be extended to permit the taking of a penalty kick at or after the end of the normal time in either half. Play ceases the instant a goal is scored, missed or a save made at the penalty kick. In order to minimize disruption to games on the same pitch, coaches are reminded of JFC policy, referees have been instructed, that where a game is in fact late starting, then that game WILL BE SHORTENED to accommodate the correct finishing time. JFC policy states that when a team is winning by a (10) ten goal difference then that game shall finish and the remainder of the time should be used as a training or friendly session. OUT OF PLAY The ball is out of play, when the whole of the ball has crossed the goal line or side line. OFFSIDE When a Referee awards an offside he should point one arm directly into the air above his head indicating an Indirect Free kick and the other arm showing the Direction. A player shall only be penalized for being in an offside position if, at the moment the ball touches, or is played by one of his team he is in the opinion of the Referee. * Gaining an advantage by being in that position. * Involved in active play. * Interfering with play. FREE KICKS These are either Direct or Indirect and are taken from where the offence occurred. A direct free kick can be kicked straight into the goal. An indirect free kick must be played by another player before entering the goal. The Referee signals a direct free kick by pointing his arm in the direction of the kick and an indirect free kick by raising his arm above his head and keeping it there until the kick is taken and the ball touches another player. The ball is in play when it is kicked and moves. A direct free kick is awarded against an offender for: Kicking or attempting to kick an opponent. Tripping or attempting to trip an opponent (if you hit the player before the ball). Jumping at an opponent. Charging an opponent. Strikes or attempts to strike an opponent. Pushes an opponent. Tackles an opponent to gain possession of the ball, making contact with the opponent before touching the ball. Holding an opponent. Spits at an opponent Handles the ball deliberately (except goalkeeper in his own penalty area). If a defender commits any of the above offences in his / her penalty area then a penalty kick is given to the attacking team at the penalty spot. In that case only the kicker and the goalkeeper are allowed in the penalty area. The goalkeeper stands on the goal line between the goal posts. He / she can move along the line, but cannot step back or forward off the line. An Indirect free kick is awarded against a player for: Dangerous play (e.g. lifting boot too high at another player). Offside (refer to previous page). Obstruction (when ball not within two paces). Charging fairly (when ball not within playing distance). Charging the goalkeeper unless he / she is: (a) Playing the ball (a charge on a goalkeeper must be shoulder to shoulder). (b) Obstructing a player. (c) Outside his / her goal area. Against the goalkeeper for: (d) Taking more than 6 seconds with ball in hand without attempting to put the ball back into play. (e) Wasting time to his / her team’s advantage. When taking a kick off, throw in, free kick, corner kick or penalty kick, playing the ball again before another player has touched the ball. Using a team mate to gain height to head the ball. Intentionally obstructing the opposing goalkeeper in an attempt to prevent him / her from putting the ball into play. An Indirect free kick and caution is awarded against the offender for: Dissent (words or actions disagreeing with the referee’s decision). Unsporting behaviour (against anyone). Persistent infringing of the laws of the game. Entering or leaving the field of play without referee approval. SEND OFF The referee has the power to send a player off the field for the rest of the game, with no replacement for: Violent or serious foul play (plus direct free kick). Using offensive, insulting or abusive language (plus an indirect free kick). Persisting in breaking the laws after a caution (plus an indirect free kick). Denying an obvious goal scoring opportunity to an opponent moving towards the player’s goal by an offence punishable by a free kick or a penalty. THROW IN The throw in is taken from the point where the ball crossed the line, by a player of the team that did not touch the ball last. The thrower must use both hands and throw the ball from behind and over their head, both feet must be in contact with the ground and be behind or on the line. If the thrower throws incorrectly, the other team gains the throw. A throw in must not be taken from a distance of more than one metre outside the touch line. Opponents must stand no less than 2 metres from the point at which the throw in is taken. A goalkeeper is not permitted to receive the ball with his hands from a throw in from his own player. GOAL KICKS Taken by the defending team when the ball is last touched by the attacking player and crosses the goal line outside the goal. The ball must be kicked outside the penalty area before it can be touched by another player, or the kick is retaken. All attacking players must be outside the penalty area when the kick is taken. The goal kick can be taken from any point within the goal area by a player of the defending team. A goal may be scored directly from a goal kick but only against the opposing team. CORNER KICKS Taken by the attacking team when the ball passes over the goal line, outside the goal, having been touched last by one of the defending team. For Grade 11, from the corner of pitch, (as per NZ Soccer Regs. & Competition Rules, field size 70 x 50). For Grade 12, 13 & Junior Girls corners shall be taken 5 yards outside the penalty area along the goal line (full size pitch). For Grade 14 and up the kick is as normal (full size pitch). A goal may be scored direct from a corner kick. **************************************************************************** NOTES ON REFEREEING Children learn the rules as they play and Coaches must use commonsense when interpreting the rules for different age groups. 10 YEARS AND UNDER INJURY: Stop play for any injury. At this age what may seem trivial to you may be a disaster to the child. OFFSIDE: Play to the law and penalize blatant offside but do not split hairs over marginal decisions. THROW–IN: As long as a player is trying to throw the ball in properly do not penalize them. If they are jumping off the ground or not taking the ball behind their head explain the proper way, after all they are still learning. GOAL-KICKS: Goal- kicks are taken from the 9m line. The opposition must retreat to their half of the field. Opposition players can only encroach after the goal kick has been taken. GENERAL: Most players under 10 years have no real knowledge of the laws. Referees must try to educate as well as deliberate. Tell the players what your decision is for and explain what they should be doing. ENCOURAGE: Them to do things the right way and PRAISE them when they do. OVER 10 YEARS OF AGE Players in this age group should know the rules and should be penalized according to the laws of the game. However as a referee you should still explain what you have given a decision for. Offside, Goal-kicks and Throw-ins should be taken correctly and players penalized for any infringement. If they do not know the rules at this age the only way to make them understand may be by penalizing them. Injuries should still be treated quickly, though a few seconds for a ball to be cleared or a goal to be scored may not matter, but ONLY A FEW SECONDS NOT MINUTES. No set of rules, however good can work unless you, the Referee or Coach applies commonsense and fairness. It is a difficult task for Coaches to referee games as they become interested more in play than in rules, but do both you must. You are there for young players' safety and enjoyment, therefore your reward will be their pleasure. NOT ALL TEAMS CAN BE CHAMPIONS BUT WITH GOOD COACHING AND ENCOURAGEMENT ALL TEAMS CAN PLAY BETTER SOCCER. Mandatory instructions to referees x FIFA 1. OFFSIDE A player who is in an offside position may only be penalized if a)He / she is interfering with play in any way, or b) He / she is interfering with an opponent, or c) He / she is seeking to gain an advantage by being in that position. 2. ALL TACKLES A tackle which endangers the safety of an opponent, must be sanctioned as serious foul play. 2. GOALKEEPERS Referees must not permit goalkeepers to take more than 6 seconds while holding the ball in the hands before releasing it into play. If a goalkeeper holds the ball longer than 6 seconds, the referee must adjudge it as time wasting and award an indirect free kick. ************************************************************************************ CANCELLATIONS For graded games up to and including Grade 10, when adverse conditions prevail coaches may cancel or postpone games. Please consider before canceling whether the children wish to play in the conditions or are the adults considering their own comforts. For other graded games, coaches and clubs do not have the right to cancel games – this is done by the JFC. Cancellations will be broadcast on Radio BOP AM / FM stations from 7:30 a.m. onwards Saturday morning. Cancellations will be on the HOTLINE --- 578 3626 then 5898. Direct code 6902. If games are cancelled keep with the draw. Catch-up games will be played at a later date if required for league results. *************************************************************************************** THE FIELD When training do not abuse the grounds. Whenever possible conduct training off the field of play. When using goal areas try to use the reverse side of the goal. Do not let cycles be ridden on the playing field. Ensure all litter is removed and not left on the sideline. HINTS FOR BEGINNER COACHES 1. Create a Positive Coaching Environment * * * * 2. 3. Learn names quickly. Praise and encourage. Answer questions. Be patient. Set Achievable Goals * Keep the stage of skill development in mind and gear everything you do to the age and ability of your players. * Be challenging and progressive. Vary Your Sessions * * * * * 4. Create equal opportunities for all players. Organise individual, pairs and group work. Encourage co-operative team work. Plan for supervised play with guided instructions. Allow free play at appropriate time. Teach One Skill at a Time * Or one section of a skill at a time. * 5. Coach only one team at a time. Demonstrate * If you cannot demonstrate, choose someone who can demonstrate what to do, (or what not to do). 6. Involve ALL Children in Activities 7. Provide Instant Feedback. 8. Use Your Voice Well. * * * Be encouraging. Use one to one dialogue as much as possible. Do not shout, or do not talk too much. SOFT TISSUE INJURY Soft tissue injuries are damage to the non-bony parts of the body – the muscles, tendons, joint capsules, ligaments. Terms commonly used to describe these injuries are – sprains, strains, bruises. Signs and symptoms of a soft tissue injury are – pain, tenderness, bleeding into the tissues (sometimes visible as bruising) swelling, restriction of movement or loss of function. Uncontrolled bleeding into tissues will lead to swelling and more pain and will increase the disability of the injured part. TREATMENT – THE RICE METHOD REST - Stop exercise immediately injury occurs. ICE - Crushed ice in a damp towel moulded over the damaged area is best. Wrapping the ice in a towel protects the skin from ice burns. For people with sensitive skin smear the area with oil before applying the ice pack. The oil will also help prevent ice burns. TO MAKE AN ICE PACK:1. Place the ice cubes on a damp towel. 2. Fold the towel over the ice and crush with a rolling pin. COMPRESSION – Ice cooling takes up to 20 minutes to penetrate deep tissues so wrap crepe bandages over the ice pack firmly but comfortable so the damaged and surrounding areas are compressed. If a bandage is not available press the ice pack firmly by hand on to the damaged tissue. ELEVATION – By raising a damaged limb fluids tend to drain into the body’s trunk and swelling of the injured areas reduces. After 20 minutes, remove the ice pack, replace the bandages and continue rest and elevation. WHY THIS TREATMENT WORKS REST – prevents further damage to the tissues, reduces blood and fluid. ICE – reduces blood and fluid flow, reduces pain, reduces muscle spasm. COMPRESSION – reduces bleeding, reduces swelling. ELEVATION – reverses the effect of gravity reducing swelling and bleeding. RICE PROCEDURE Rice procedure may be used for any injury that by its nature could:(a) Cause tissue damage (many injuries e.g. sprained ankle may not become painful for one or two hours). (b) Produce pain which is continuous or is felt when the injured limb is used. If the injury does not respond to treatment after the first few hours consult a doctor, or, if he is not available, the hospital accident and emergency department. If you feel a tearing or a give way sensation at the moment of the injury or hear a popping or snapping sound you may have ruptured an important structure which requires early treatment. This kind of injury can be deceptively painless at first. You should see a doctor as soon as possible and report the symptoms and at the same time apply the RICE treatment. NEVER rub, massage or apply heat to a soft tissue injury for at least 24 hours. If you do you may start the bleeding again and this will delay the healing process. WHEN TO APPLY RICE Immediately an injury occurs STOP exercise and apply Rest, Ice, Compression and Elevation for 20 minutes. The blood clotting time for most people is 5-7 minutes unless a major blood vessel is damaged. It is during those minutes before clotting that a lot of blood can escape into the damaged tissues. Repeat the ICE treatment four hourly maintaining compression between treatments for the first 24 hours. After resting the injured limb for 24 hours the RICE Treatment is continued and combined with:- GENTLE REST Begin to exercise the injured part by taking the joint or muscle gently through the normal range of movement. To ensure just what is the normal range of movement for the injured part test by moving the uninjured limb. Do not force movement of the injured limb and keep within the pain limits. If pain is excessive – STOP. Apply ice immediately after exercise. Ice will continue to alleviate pain and swelling during this rehabilitation period. If you need any further direction or help contact your doctor or physiotherapist. NATIONAL AWARENESS CAMPAIGN ASTHMA – MILD / MODERATE ATTACK (Mild: speaks in full sentences. Moderate: short sentences) ASSESS > Wheeze, cough, short of breath. SIT > Upright. TREAT > 2 Doses of Blue reliever inhaler. HELP > Ensure person with asthma is not left alone. MONITOR > Repeat dosage if required. Wait 6 minutes. AOK > Free of wheeze / return to activity. Repeat attack: Come off. Stay off. ASTHMA – SEVERE ATTACK (Distressed / frightened difficulty speaking 2 words) ASSESS > Gasping: blueness around the mouth. Dial 111…continue treatment. SIT > TREAT > puff if using a spacer). Upright. Do not leave alone. 6 doses, any blue inhaler, 1 puff at a time. (Or 6 breaths per Wait 6 minutes. Repeat if necessary. HELP > Until help arrives, continue with: 6 doses of medicine. 6 breaths per puff if using a spacer. 6 > Sit upright. minute wait. MONITOR Do not leave alone. AOK > Do not return to sports activity today. HEAD INJURIES “Head injuries: In the event of a head injury the player must obtain a medical certificate, and if concussion has occurred there will be a mandatory 21 days stand down from any soccer, regardless of whether it has been diagnosed as “slight” or otherwise. Therefore, before the player can return to playing, they must obtain a clearance (medical certificate) and it must be lodged with the Secretary.” SIDELINE CONCUSSION CHECK CONCUSSION SIGNS AND SYMPTOMS: Does the player show any of these signs? player? Appears to be dazed or stunned Is confused Forgets team moves Is unsure of game, score or opponent Moves clumsily Answers questions slowly Loses consciousness (even temporarily) Shows behavior or personality change Forgets events prior to impact Forgets after impact Are any of these symptoms reported by the Headache, nausea Balance problems or dizziness Double or fuzzy vision Pupils appear different in size Sensitivity to light or noise Feeling sluggish, groggy or dizzy Ringing in the ears Concentration or memory problems If yes, ask the questions below: If a player reports any of these symptoms they should not return to play. CHECK FOR SIGNS AND SYMPTOMS: Orientation Ask the player the following questions: Which ground are we at? Which team are we playing today? Who are you marking? Which half is it? Which team did we play last week? Did we win last week? Anterograde Amnesia (Forgets events after impact or collision) Choose three of the following words, ask the player to repeat these now and to remember them for later. girl, dog, green, blue, house, cat, fish, boy, tree, chair, red Retrograde Amensia (Forgets events prior to impact or collision) Ask the player the following questions: Which side scored most recently? What do you remember just prior to the impact or collision? Do you remember the impact or collision? Concentration Ask the player to do the following: Repeat the days of the week backward (starting with today) Repeat these numbers backward 63 (36 is correct) 419 (914 is correct) Word List Memory Ask the player to repeat the three words you chose earlier? An incorrect response should be considered abnormal. The player must stand down for a minimum of three weeks (21 days) AND should not return to play until symptom free AND with a medical clearance. “PLEASE CONSULT A DOCTOR FOLLOWING A SUSPECTED CONCUSSION” WESTERN BAY OF PLENTY JUNIOR FOOTBALL COMMITTEE. Health and Safety Issues on Public Parks and Sportsfields As we enter the new soccer season, please be aware that there is a potential for children to injure themselves by misuse of, or by playing on, soccer equipment such as portable goal frames, etc., around the various grounds in the region. A series of serious incidents in the Western Bay in recent seasons involving this type of equipment has highlighted the need for us all to be more observant. These incidents have also prompted the Tauranga District Council to conduct a Safety Audit of parks and sportsfields around the region, with alarming observations. As a Health and Safety operating procedure at grounds used for Western Bay of Plenty Junior Football Committee games, the following requirements will be strongly enforced. * ALL junior portable goal frames should be laid down flat when not in use and are absolutely out of bounds for anyone to play on or climb on. * No one is to climb on, pull on, or play on or around any goals, equipment, crowd barriers or fence lines. * If a parent / caregiver feels that any piece of equipment may pose a danger, or it has been left or is stored in a manner that it may cause injury if misused or be of danger to children, please move it and store it to a safe position and immediately inform a club official. * Junior players should always be adequately supervised and ultimately this is the responsibility of parent / caregiver. Stay with your child and help provide adequate supervision if there is any doubt in your mind. As responsible adults we should also be aware and alert to dangers to other people’s children, supervised or not, and be immediately responsive to preventing a possible accident - no matter who is offended It’s too late to say “I wish..........” after the event!
