Board of Director’s Meeting
March 11, 2015

Meeting called to order: 07:00 PM

Present: Justin Piittman (P), Tom Miller (VP), Jeb Betar (T), Matt Perry, Chet Hagenbarth, Tom Baltz,
John Leonard, Clark Hall, Biff Healy, David Stone, Bill Strockbine.
Absent: Ken Palmer (S), Don Albright, Neil Sunday.
Guests: Dean Stum: Vice President, Adams County Chapter Trout Unlimited, Amy Stum: Secretary,
Adams County Chapter Trout Unlimited, Kristin Kitchen: Chesapeake Bay Foundation.
Meeting Topics:
 Kristin Kitchen from the Chesapeake Bay Foundation came to discuss potential grant
opportunities available to benefit Cumberland Valley watersheds. CBF would coordinate
facilitation of grant money, would like CVTU’s help in selecting project sites, and in outreach to
land owners.
President’s Agenda Items:
 Dennis Pastuca has decided against joining the Board.
 Martin Chicken Farm: Construction has been halted due to an impropriety in the permitting
process. There is potential for the requirement of additional dye testing to determine if effluent
from the chicken houses is reaching Big Spring, and if so, at what level.
 The IFFF has nominated CVTU for an award, and may make a donation towards the casting and
tying competitions held at Heritage days.
 Survey of CVTU property at Trego’s Meadow. David Stone recommends that rather than a full
property survey, repining and flagging the property line will be sufficient.
Vice President’s Agenda Items:
 Fly Tying / Casting competitions: Tom Miller is working to determine what the prizes will be and
where we will source them. We have asked the PA Fly Fishing Museum do contribute the $10
Heritage Days entry fee for competition participants to the prize pool.



There is also a TFO fly rod being donated to the casting competition and we are trying to get
$600 in Bass Pro Shops gift cards.
The family of Diane Dougherty is purchasing a bamboo fly rod to be donated to the Chapter for
fundraising purposes. We will sell 100 raffle tickets at $20.00 per, winner to be drawn at
Heritage Days.
Trout Unlimited Mid-Atlantic Conference: To be held June 6-7th in Frederick, MD. Tom Miller is
attending, we need one other.
Trout Unlimited National Conference: To be held Sept.16-20th in Scranton, PA. Justin ittman,
Tom Miller, and John Leonard are attending.
Secretaries Report:
 Ken Palmer (S) is absent. Meeting minutes recorded by Matt Perry.
 February meeting minutes approved and accepted.
Treasurer’s Report:
 We are currently receiving donations in memory of Diane Dougherty, and Ron Ahlers.
 Treasurer’s report approved and accepted.
Stream Access Committee Report: Don Albright, Chairman.
 Grant Status for Cramer project on Yellow Breeches: Quantitative measurement data is ready.
Jeb Betar is sending a report to the PA Watershed Foundation.
 Letort Weed Clearing: Will begin as soon as weather permits.
 Foot Bridge at Vince’s Meadow: We will be replacing old bridge this spring.
Information and Education Committee: Ken Palmer, Chairman.
 Rivers Camp, Clark Hall reporting: Collecting flies, still in need of ghillies.
 Application period is open thru the end of April.

Trout in the Classroom: Biff Healy reporting: Meeting with the Yellow Breeches Educational
Center to discuss beginning a program. Also meeting with East Pennsboro Middle School to
discuss beginning a program.
Activities Committee: Biff Healy, David Stone, Co-chairmen.
 Biff Healy reporting: There is one opening left for the April West Virginia trip. There is another
trip scheduled in May. Also, we have confirmed that CVTU sponsored trips are open to non
CVTU members
 Dave Stone reporting: Both South Holston trips are fully booked; other trips are booking up
quickly.
 2015 Limestoner: Matt Perry reports all plans for the Limestoner are finalized and ready to go.
Membership Committee: Clark Hall, Chairman.
 Current membership is 546; there are 5 new members for February.
New Business:
 John Leonard: Plans for this year’s Ladies Day are tabled for the time being.
 Justin Pittman: Beginning this year, all volunteers for youth programs must pass an FBI and PA
State Police background check.
Old Business:
 Still looking for a successor for Alan Stansbury to run the fly tying classes.
 We are setting up a “Zazzle.com” account to sell Chapter soft goods; Tom Glace has donated 20
prints for our use.
