 Torch Run Committee Update 10:15 a.m. – Chief Boehm

 SKYPE – Means of enhancing communications (FREE).

 Conference location for Clerks Conference 2011 – Contract pending.
 Conference location for Annual 2011 – Contract Pending.
 AG & MPCA meeting:
1. Letter for Jail fees.
2. No-opinion letter on jail segregation.
3. License plate reader data base record status.
4. Quarterly meetings with next one set for March of 2011.
 Legal Defense Program merger completed & filed with Sec. of State.
 PORAC Letter rate increase, training, and letter to clarify choice of
representation.
 MPCA Automated Traffic Committee – Motion to move forward.
 MPCA has been requested to serve as a National Testing Network for the
center of Missouri by ERGO Metrics – Contract Pending.
 Missouri Police Chiefs Association Basic Training Academy – action for
initial submission.
 New Frontline – Promotional tests $25 per candidate plus shipping,
includes video component, and a defined report comparing tested area
evaluations.
 Loss Prevention Issues – Attached is new movement “strongly encourages
the discontinuing the practice of using the taser on officer as they are
trained on their use for deployment. (See attached.)
 Missouri will NOT be participating in the demonstration project for law
enforcement phlebotomy training at this time – based on information
received by the Missouri Division of Highway Safety.




Announcements:
 The MPCA has received the training contract for the Drug Impaired
Training for Educational Professionals (DITEP) program. Currently we
have programs scheduled in Perryville – November 2 &3, Springfield –
November 9 & 10, St. Charles – November 16 & 17, Jefferson City –
November 30 & December 1 and Sedalia – December 14 & 15, 2010.
Additional programs will be scheduled for the remainder of the state in
early 2011. This is a two day “Free” program for school based officers /
supervisors, school administrators, school staff and school nurses. This
program offers POST credit of sixteen (16) hours. Contact the MPCA
staff for further information.
 The Missouri Police Chiefs is currently offering “Free” LE Defensive
Driving Training (Simulator) at the MPCA Training Facility. This contract
with the Department of Highway Safety was recently renewed for one
year. To register your officers, contact the MPCA staff to verify openings
in the schedule.
 Still Photography for Law Enforcement – October 28 & 29, November 18
& 19, 2010. Call the MPCCF Staff for information or check the web site
under training.

 Ballwin Police Department – Promotions as of August 2, 2010: Sgt.
Bergfeld to Lieutenant, Officer Heldmann to Sergeant, Detective Marino
to Sergeant, and Detective Wetzel to Sergeant.
 Gov. Nixon appointed retired Chief Jerry Lee to the St. Louis Board of
Police Commissioners.
 Dedication of first Missouri Law Enforcement “Funeral Assistance Team”
response trailer was made on August 27, 2010.
 Atkins Warren has passed away at age 85. He served with the St. Louis
PD, former Gainesville Police Chief, and served with the Department of
Justice.
 Foristell Police Department was the 2010 winner of the DWI vehicle from
the Missouri Division of Highway Safety. To be eligible, an agency had
to participate in five statewide alcohol related campaigns over the past
year.
 Collective Bargaining legislation (H.R. 413, SB 1611, and SB 3194) has
not moved forward.
 Officer Dan De Kraai of the St. Joseph PD was killed following a training
drill.
