Will only Offers that meet the minimum profile of 25mw be considered in this RFO?
Offers that do not meet the minimum eligibility criteria specified in Section III of the Protocol will not be considered in this RFO.
Can you confirm the deadline for the Intermediate-term Request for Offers and that Offers should be summited electronically?
All Offers must be received no later than 1:00 PM PPT on April 10th 2013. As stated in Section V.B of the
Protocol, all Offers must be submitted to the ITRFO mailbox at ITRFO@pge.com. Please make sure the
Independent Evaluator, Charles Adkins, is also included on the electronic Offer Submission. Mr. Adkin’s email is Charles.Adkins@abb.ventyx.com.
Why has PG&E added Environmental Qualifications and Supplier Diversity to their list of evaluation criteria?
Environmental Qualifications and Supplier Diversity are additional qualitative criteria that PG&E includes in the majority of its RFOs.
How come PG&E is only seeking 4 months for its System RA products?
This RFO is designed to meet the current needs projected within PG&E’s portfolio.
Is the RA Confirmation Agreement for this RFO the same one used for the most recent RFO released March 12, 2013, by PG&E?
The RA Confirmation for this RFO is similar to the one issued for the 2013 RA RFO on March 12th, but there are a few differences. There are some minor modifications to address a Delivery Period beyond
2013. In addition, to address anticipated changes to the RAR (resource adequacy requirements), clarifications to the following sections of the RA Confirmation were made: Sections 1.6(c), 1.42, 3.1(b), and 3.7.
Is there a way in the Offer Form to link the years? In other words I would not want a unit to get committed for 2015 but not get selected in 2014.
PG&E’s preference is to have products valued independently of each other as outlined in the protocol.
However, the Participant can note in cell D49 of Product 2 that this offer is contingent on PG&E procuring System RA 2014 (Product 1) and referencing the Offer ID from the System RA 2014 Offer.
Please make sure both Offers point to each other in cell D49 by referencing the Offer ID the Offer is contingent on.

How can a Participant submit Offers for either System or Greater Bay Area RA from an intermittent resource in which the RA volume is not finalized until the summer prior to each year?
PG&E will consider offers that meet the eligibility requirements provided within Section III of the
Intermediate Term RFO Protocol. Please submit offers based upon the 2013 Net Qualifying Capacity currently assigned to the offered resource by the CAISO. Include a note within cell D49 of the offer form indicating the maximum “Prorated Percentage of Unit Factor” (as defined in the RA Confirm) that is being offered.
When I open up the offer form and press one of the product buttons, nothing happens.
The Offer Form for a specific product will only appear if the Participant has enabled macros for their workbook. Please close down your excel file and reopen the offer form. When prompted by excel, please select “Enable Content.” See diagram below.

On the RFO submittal form (appendix B), I noticed the notes 1 and 2 below. How do you expect to limit a generator from scheduling maintenance during the months of May,
December and January when PG&E is only buying RA during the months of June through
September?
The Facility Maintenance section of the Offer Form is only applicable to Products 5-7. Please fill in zeros for maintenance hours if you are only offering Products 1-4.
In order to facilitate Participants, comment boxes have been added throughout the Offer Form with additional instructions of how PG&E expects the yellowed cells to be populated.

When making offers for June through September, do you want the flexible capacity offered or the whole resource?
Please provide offers for an entire resource. PG&E will use the Flexible Characteristics in the offer form to determine the amount of flexible capacity.
Under the Flex Characteristics, what is the average operation ramp rate, does PG&E want the RDT or ramp rate X 10 in the case of spin and for Regulation, my unit has a high range and a low range, how should I represent that in the Offer Form??
For the average operation ramp rate, it is the average ramp rate (in MW per minute) between the offered resource’s PMin and NQC. Please provide the amount of operating reserves consistent with the offered resource’s CAISO certification for each product. For Regulation Min/Max, please list the low end of the range for regulation reserves in box S44, and provide a note with more detail (including the highend of the regulation range and/or other clarifying information) in the Other Flexible Characteristics, box
