Introduction to The China Scholarship Council
The China Scholarship Council (CSC) is a non-profit institution with legal person status affiliated
with the Ministry of Education.
The objective of the CSC is to provide, in accordance with the law, statutes and relevant
principles and policies of China, financial assistance to the Chinese citizens wishing to study
abroad and to the foreign citizens wishing to study in China in order to develop the educational,
scientific and technological, and cultural exchanges and economic and trade cooperation
between China and other countries, to strengthen the friendship and understanding between
Chinese people and the people of all other countries, and to promote world peace and the
socialist modernization drive in China.
China Scholarship Council is financed mainly by the state’s special appropriations for
scholarship programs. At the same time the CSC accepts donations from the personages,
enterprises, social organizations and other organizations at home and abroad.
The tasks of the CSC are to use legal and economic means to manage the affairs of the
Chinese citizens studying abroad and of the foreigners studying in China, take charge of the
management and utilization of China Scholarship, determine the relevant assistance projects
and modes, formulate management regulations and put the scholarship to best use; manage
the bilateral and multilateral exchange or unilateral scholarships between China and other
countries; manage other matters concerning educational exchanges and scientific and
technological cooperation on behalf of relevant organizations, institutions and individuals inside
and outside China; provide financial support to the projects conducive to the development of
China’s education and its friendly relations with other countries; strive for donations from home
and abroad, expand the sources of the Scholarship and increase the Scholarship; establish
contacts with its counterparts at home and abroad and carry out exchange and cooperation with
them.
The CSC establishes a committee and a secretariat. The committee takes charge of
consultation and examination, and the secretariat is in charge of the day-to-day work. The main
functions of the secretariat of the CSC are to implement the work principles and plans
formulated by the committee; organize the implementation of the financial assistance to the
Chinese citizens wishing to study abroad and foreigners wishing to study in China, formulate the
relevant management regulations and methods, process, assess and approve the application
for financial assistance, award scholarships and provide the relevant consultation and service;
supervise and inspect the use of China Scholarship by the projects and people financed by the
CSC.

Introduction to Southeast University
Southeast University (SEU) is one of the national key universities administered directly
under the Ministry of Education of China. It is also one of the first universities accredited
by the State Council to determine and approve the qualifications of professor,
associateprofessor and doctorial supervisor. In 1995, the university passed the
assessment by the Ministry of Education for "Project 211" and was listed as one of the
universities that will be financed by the state as part of the project. And in 1996, it was
assessed as an outstanding university for its excellent undergraduate education.
Southeast University is one of the oldest institutions of higher learning in China. Its
origins can be traced back to 1902, when it was founded as Sanjiang Normal College.
Then, it evolved as : Nanjing Higher Normal School, National Southeast University and
National Central University. During the nationwide restructuring of institutions of higher
learning in 1952, Nanjing Institute of Technology was established on the original site of
National Central University. In May 1988, the university was renamed Southeast
University. And in April 2000, Nanjing Railway Medical College, Nanjing College of
Communications and Nanjing Geological School were merged into the university, whose
main campus is located at the center of the ancient capital city of Nanjing, a sacred place
for education since the Ming Dynasty. At present, Southeast University has five campuses,
covering a total area of 155 ha., with a built-up area of 886000 m2.
Now, Southeast University has become a comprehensive university of high reputation,
have various departments of science, engineering, art, social sciences, law, economics,
management, languages, etc., with engineering as its focus. The university comprises
over 40 schools or departments with 42 undergraduate disciplines in all. It also has 9
post-doctoral stations, and offers 53 PhD programs
and 104 master programs, it holds a national lead in
architecture, civil engineering, electronics,
information technology, energy, power engineering,
transportation technology, etc. the total number of
teaching faculty is 2600, including 1560 full or
associate professors, 180 doctor supervisors, 3
academicians of the Chinese Academy of Engineering. The university, which has 15
"Changjiang Scholar" Professor posts, can engage 30 scholars as "Changjiang Scholar"
Professors, and now 10 have been engaged. At present, the full-time students number
over 30000, of whom nearly 4000 are postgraduates.
Southeast University encourages the school spirit of "rigour, truthfulness, unity and
diligence", i.e., adopting the rigorous, truthful, realistic scientific attitude and working
spirit of full cooperation. It has turned out more than 150000 excellent personnel, among
whom there are 153 academicians. With the quality education strengthened, its
graduates not only have excellent theoretical competence and practical skills, but also
possess a wide range of knowledge and abilities. Its average undergraduate employment
rate goes beyond 99% upon graduation.
Southeast University is one of the top 10 universities in scientific research and
development in China. It has over 20 national or provincial research institutes, with a
number of key research bases. Over the last decade, it has completed more than 1000
research projects, of which over 500 have been awarded the national, provincial or
municipal science and technology prizes. Its research fund exceeded 150 million yuan in
1999. the SEU Architecture Design and Research Institute, which is one of the few
national first-class design institute, has undertaken various affiliated to Southeast
University, which was set up in 1935, is one of the first hospitals in Jiangsu Province that
were assessed as "Class A Grade 3" hospitals by the State Ministry of Public Health.
International cooperation & exchanges
play an important role in the
development of Southeast University.
Since 1978, more than 2000 teachers or
researchers have been sent abroad for
academic activities or exchanges, and
over 1000 foreign experts and teachers
have been invited to our university for
lecturing, cooperative research or
academic exchanges, among whom
some are honorary professors of our
university, including Y.H. Ku, Chen Ning
Yang , Chien-Shiung Wu, Samuel C. C. Ting , Jean-Marie Lehn, T.Y. Lin and so on. 1039
international students from 58 countries have studied in this university, and over 900 of
them have completed their study and returned to their own countries. Our university has
also hosted 42 international conferences in all.
Our university takes an active part in setting up international cooperative programs with
other countries. Up to now, it has begun highly productive international cooperation with
a number of translation conglomerates, and signed agreements for friendly cooperation
with 58 universities, research institutes or corporations, which has contributed a great
deal to the actual strength, international fame and development of our university.
Southeast University was traditionally at the head of the universities in Southeast China.
Now, all its faculty and staff members are making concerted efforts to build it into a
world-class university through integration, innovation, unity and diligence.

Introduction to Institute of Geotechnical Engineering of SEU
Institute of Geotechnical Engineering of Southeast University(IGESEU) is one of the earliest research
groups engaged in geotechnical engineering in China. It was founded in 1954, began to enroll master
degree students in 1981 and Ph.D. students in 2000, The institute offers a M.S. and Ph.D. degree now.
The total number of teaching faculty is 32, including 4 professors and 14 associate professors. Fifteen of
them hold a Ph.D. and master degree. The institute has formed it’s distinct research field with the
development of national infrastructures and made a great achievement in pile dynamics, special ground
improvement of expressway, geoenvironmental Geotechnology, and surveying of underground structure
field etc. Nine projects have been awarded provincial and ministry science and technology progress
awards.
The institute are undertaking research projects on expressway, subway, pile foundations of huge bridges,
and underground engineering . Annual research funds amounts to more than 8 million . More than 60
academic papers are published every year.
Institute of Geotechnical Engineering in Southeast University has been doing many efforts on
international exchange and cooperation. We have established good cooperation relationships with Ghent
University in Belgium, Saga University in Japan and American PDA Co. Ltd. etc. We will strength
further cooperation including exchange of graduates, faculty members and sharing scientific results for
each other. Meanwhile we actively develop international cooperation with famous American University
of Michigan, Japan national research Institute. We encourage young faculty members to study or doing
research abroad and participate international academic conferences to strength their international
communication abilities.
