LEGISLATIVE REPORT
Karen Keeslar was not on the call so no legislative report was given. Janie Whiteford
reported that she has been forwarding information to CICA members regarding CDCAN
legislative update.
4.
AB 1682 QUESTIONNAIRE
The Questionnaire is now prepared and ready for distribution. The process for
distribution is that the CICA Regional Vice Presidents will be contacting each Advisory
Committee Chair and explaining the questionnaire and how to fill it out. They will then
send it to the AC Chair. The Chair will work with their Advisory Committee members to
fill out the questionnaire and then send it back to their Regional Vice President or Janie

Whiteford. Janie will spearhead the Mountain Valley Region where there is not currently
a Regional Vice President.
Nancy Seyden asked that the questionnaire be resent to her. Janie Whiteford to follow
up.
Patrick Kenneally reported that El Dorado County and Placer County are not receptive to
filling out the questionnaire.
Ethel Webb asked that someone contact her about the questionnaire. Patrick Kenneally
to follow up.
5.
OUTREACH PACKET
Informational packets are in production describing CICA’s mission and goals, benefits of
membership, and how to join. These packets are being developed to respond to requests
for more information about CICA and for Regional Vice Presidents to use during
presentations with Advisory Committee members.
Requests for presentations are currently being taken. To request a presentation, email
Janie Whiteford at janiewhiteford@yahoo.com or Amy Terhorst at
amy@EmpireEvents.net.
Shasta County requested a presentation to take place in October. Their Advisory
Committee meets the first Tuesday of the month and they only meet quarterly. They
would like to include CICA information in a report to their Board of Supervisors at the
end of the year.
Amy Terhorst will be sending out a request to Advisory Committee Chairs who have
requested a presentation for 2-3 best dates/times for scheduling a CICA presentation
meeting.
Patrick Kenneally asked for clarification of CICA’s membership schedule – calendar vs.
fiscal year. Janie Whiteford will bring this issue up in the next CICA Executive
Committee meeting.
6.
UNION ISSUES
Janie Whiteford asked Shirley Adams to report on the UDW/AFSME Conference in
Chicago that she and John Stevenson attended. Shirley reported that Tiffany was the
only consumer that attended and that they had to pay out of pocket for her attendance.
Hilary Clinton was a keynote speaker. They announced a new way of doing a town hall
meeting using a computerized system so everyone can participate. Shirley reported that
she and John Stevenson had just been removed from the state advisory council and it was
her observation that the consumers are not being considered with AFSME. John and
Shirley both reported that it was their opinion that UDW had more chance of working
with consumers than SEIU.

Janie Whiteford announced with agreement from those in attendance that the Union issue
needs to be included in the 2007 CICA Conference.
Shirley Stacey reported that Solano County had a Union representative come and speak
with their Advisory Committee about the proposed changes. The representative gave
them a map indicating which counties are affected by the changes. Shirley agreed to send
a copy of this map to Amy Terhorst for distribution.
Janie Whiteford reported that it’s important that Advisory Committee members let the
Union know that what is going on with the Union is not acceptable to IHSS consumers.
7.
PHASE THREE TRAINING
Phase Three training is Quality Assurance training for IHSS Social Workers and Public
Authority staff that’s being done through a grant from the state. Cal State Sacramento is
producing the trainings throughout the state with three being conducted so far. Janie
Whiteford reported that is very important for Advisory Committee members to ask for a
report on the training content from their Public Authority staff including what the
regulations say and how they are training the Social Workers. Janie reported that the
training she attended in Alameda County was very enlightening and one of the items that
was very clear to her was that the state regulations absolutely supersede any county
regulations. Counties cannot override state regulations.
Janie Whiteford asked to make sure that Phase Three trainers are invited to present a
session on this training at the 2007 CICA Conference.
8.
NEWSLETTER COMMITTEE
Janie Whiteford and Amy Terhorst reported that the CICA newsletter is being revived.
The newsletter is a deliverable per CICA membership benefits. Janie asked for
volunteers to be a part of the Newsletter Committee. Committee members would assist
in compiling content for the newsletter. Those who volunteered include:

 Patrick Kenneally (when he is finished with current project.)
Amy Terhorst will send out a proposed schedule for completing a year-end CICA
newsletter.
9.
CONFERENCE COMMITTEE AND CONFERENCE PLAN
Janie Whiteford reported that CICA’s first conference independent of CAPA will take
place in June of 2007. Janie asked for volunteers to be a part of the Conference Planning
Committee. The first committee meeting will take place the first week of October. Amy
Terhorst will send out an announcement of the meeting day and time. Volunteers for the
Conference Planning Committee include:

Doug Weir asked how to go about getting on the Conference Session Schedule. Amy
Terhorst will send out a Call for Sessions to CICA members with a form to submit
session ideas.
10.
BUILDING COALITIONS
Janie Whiteford reported that CICA is working on building coalitions with like-minded
organizations. As part of this effort, CICA will be presenting at the CFILC Annual
Statewide Conference in Anaheim, CA October 22-23, 2006. CICA will be on the
agenda at 11AM on Thursday, the 22nd. There will also be a C4A (Area Agencies on
Aging) taking place November 13-16 at the Hilton Airport Hotel in Los Angeles. John
Stansbury has suggested that it would be a good idea for CICA members to attend this
conference and build relationships with these organizations as well. The phone number
for the hotel is (310) 410-4000. Mary Imaku will be attending this conference.
11.
COUNTY HAPPENINGS
Nancy Seyden reported that Yolo County Advisory Committee held a conference that
included a cooking demonstration on how to prepare nutritious and efficient meals for
consumers and providers that was very popular. She reported that they held sessions for
consumers and providers as part of the conference and one of the issues that came up as a
recurring challenge were timesheets. Janie Whiteford reinforced that timesheets are a
statewide issue and that some counties are going to a scanning system for timesheets.
Shirley Stacy reported that Solano County Advisory Committee is working on their
conference for next year to take place in Vallejo. She reported that they are having a lot
of challenges with transportation in Solano County. Janie Whiteford advised that Marty
Imoto had conducted a town hall meeting on paratransit and that she will forward
information to Shirley about this meeting.
Shirley Adams reported that they had attended a presentation in Orange County given by
Ana Marie Jones on Emergency Preparedness Planning for Special Populations. Ana
Marie Jones is the Director of Collaborating Agencies Responding to Disasters
(http://www.firstvictims.org/)
Sheila Parisena suggested that Advisory Committees include timesheet expediting
procedures in their newsletters. Sacramento has had a good response with this technique.
Sheila will write an article for the next CICA newsletter that includes this information.

Jan Schiller reported that Alameda County Advisory Committee has been creating an
evacuation plan with the safety manager of their building and recommended that other
Advisory Committees do the same.
12.
CICA CONTACT INFORMATION UPDATE
Amy Terhorst reported that there are several emails that continually get bounced back as
incorrect or invalid when trying to communicate with CICA membership. Please send
your updated contact information to Amy at amy@EmpireEvents.net.
13.
ADJOURNMENT
