Authority: Navy Book of Distinguished Service (Stringer) Citation: The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to H. J. Abbett, Lieutenant Commander, U.S. Navy, for exceptionally meritorious service in a duty of great responsibility as Commanding Officer of the U.S.S. Whipple, engaged in the important, exacting, and hazardous duty of patrolling the waters infested with enemy submarines and mines, in escorting and protecting vitally important convoys of troops and supplies through these waters, and in offensive and defensive action, vigorously and unremittingly prosecuted against all forms of enemy naval activity; and especially for his prompt, daring, and resolute conduct upon the occasion of the burning of the steamship S.S. Florence H in Quiberon Bay on the night of 17 April 1918. The Florence H was loaded with explosives, and within a few moments after the outbreak of the fire the ship was completely enveloped in flames and the water in the vicinity thickly covered with burning powder boxes, which from time to time exploded, scattering fire throughout the mass. Lieutenant Commander Abbett drove the Whipple into the burning mass and, assisted by small boats from other vessels in the harbor, succeeded in rescuing a large number of men who, but for the help so promptly and heroically extended must have perished in the flaming wreckage. Bobolink, engaged in mine sweeping on the North Sea, when, on 14 May 1919, 1 mine was found to be foul of a parted sweep which was being reeled in. As soon as this dangerous situation was reported to him, Lieutenant Bruce took his station at the stern, sending everyone else forward, and proceeded to direct the operation of attempting to clear the mine. When the mine was near the surface and directly under the stern of the ship it exploded, killing Lieutenant Bruce almost instantly. Rear Admiral Capps exhibited great zeal and assiduity in guarding the interests of the Navy. Burger, Seaman Second Class, U.S. Navy, for extraordinary heroism and devotion to duty while serving on the U.S.S. Jacob Jones. After that vessel was torpedoed on 6 December 1917, at the risk of almost certain death, Seaman Second Class Burger remained in the motor sailer and endeavored to get it clear for floating from the ship. Chase, Captain, U.S. Navy, for exceptionally meritorious service in a duty of great responsibility as senior assistant to the Chief of Naval Operations, overwork from which probably caused his untimely death. Courcelles Chevalier, Lieutenant Commander, U.S. Navy, for exceptionally meritorious service in a duty of great responsibility in connection with the first aeronautical detachment to reach France, and as Commander of the United States Naval Air Station at Dunkirk, which was established and maintained in spite of constant bombing by the enemy. Christ, Chief Gunners Mate, U.S. Navy, for exceptionally and meritorious and distinguished service as Commanding Officer of the Armed Draft Detail of the S.S. Orleans. Chief Gunner's Mate Christ displayed heroic conduct when the Orleans was sunk by a German submarine on 3 July 1917, by entering the engine room of the sinking ship, attempting to stop the engines and remaining with the ship until all lifeboats and rafts had been launched, after which he left the ship with only a life preserver. Craven, Captain, U.S. Navy, for exceptionally meritorious service in a duty of great responsibility as aide for aviation, U.S. Naval Forces in France. Citation: The President of the United States takes pleasure in presenting the Navy Distinguished Service Medal to Guy E. Davis, Commander, U.S. Navy, for exceptionally courageous and meritorious service in a duty of great responsibility while serving as commander of a patrol unit operating against enemy submarines on the United States Atlantic coast. A leak having been started in the battery compartment of the N-5, one of the submarines of the patrol unit, which threatened to put the submarine out of action through the flooding of the battery and the development of chlorine gas, Commander Davis entered the flooded compartment in company with Lieutenant Walter Siebert and for four hours those two officers alternated at lying on their backs in the water and calking the leaking seams, while the crew of the boat, by bailing, succeeded in keeping the water just below the top of the battery. The boat was tested by submerging to 40 feet, and some of the calking having been blown out from the seams, the operation of calking was repeated by the same officers. As a result of their action, the boat was enabled to keep at sea for 18 days more and to carry out the orders under which the unit was acting, for the protection of the coasts and shipping of the United States. On 28 November 1917, as Commanding Officer of the U.S.S. Wakiva, Commander Davis engaged and destroyed an enemy submarine which attempted to attack the convoy escorted by the Wakiva. Foster undertook to rescue the pilot, who was pinned under the wreckage, and succeeded in removing him to a distance of about 40 yards when all of the bombs blew up. McCann dove overboard and came up in the midst of the burning gasoline, seeking to rescue the men of the wrecked plane. S-4 submerged to depth as much as 206 feet, Lieutenant Momsen was not only the first person to venture the escape but was also the leading and guiding spirit in all subsequent ones.
