The 2012 General Assembly adjourned Sine Die on Saturday, March 10, 2012 to close this 60-day session.
The most notable outcome is that the GA adjourned without passing a budget for the Commonwealth’s fiscal year which ends June 30 th . The reconvened session is scheduled for April 18 when they will give it another try. No state budget makes it difficult to finalize local budgets, but our local strategy is to be conservative in our estimation of state funds to be received.
Here are some of the bills we have been following that affect Goochland County:
Passed
Eminent Domain legislation – will be on the November ballot
Urban Development Areas optional rather than mandatory
Mandatory stormwater regulations statewide (BUT localities with populations of 80,000 or less are exempted)
A bill that makes it more difficult for a taxpayer to stop a judicial sale for delinquent taxes
VRS – 1) a defined benefit retirement program established; 2) a bill that increases employee contributions of local school and government employees; and 3) hybrid retirement program created
A bill that eliminates some state mandates – primarily reports
Failed
Sunday hunting
Teacher contract and evaluation policies
Arresting officer to ascertain citizenship of arrestee if not committed to jail
Regulation of outdoor wood-burning heaters

We have only just begun….the 2012 Virginia Presidential Primary is over and now we must look forward to the June 12, 2012 Primary. Both the Republican and Democrat parties have announced that they will select their Senate candidates through primaries on June 12, 2012, assuming that two or more candidates qualify for the respective ballots. The 2012 United States
Senate election in Virginia will take place on November 6, 2012 concurrently with the 2012 U.S.
Presidential election as well as other elections to the United States Senate and House of
Representative and various state and local elections. Please stay informed, donate your time and contributions to the candidates in these very important elections.
For those of you who did not come to the Goochland Republican Women’s Club meeting on
March 2, 2012 for our women’s health month lecture, you missed an opportunity to hear from Lisa
Dyson from Health Diagnostic Laboratory Inc. I hope you all are aware of the important topic of heart disease awareness and prevention in women . MORE WOMEN DIE OF HEART DISEASE

Virginia Republican Creed. Lisa has a creed of her own…she believes that you should tap into the information provided by Go Red for Women initiative and the American Heart Association regarding what can be done to prevent and even reverse cardiovascular disease. Know your number, talk to your doctor, schedule to have your blood drawn, exercise and eat a nutritional diet, pay attention to your body mass index, make it your mission to fight heart disease for yourself and pay attention to the warning signs. You are important; you are a warrior, nurturer and caretaker. Take care of yourself..your very life may depend on it.

Garrett who will give us a Legislative update. The GRW members will also be making nominations for our Nominating Committee for our election of officers for 2013.

During this banner election year, where the U.S. has reached a crossroads in deciding what type of government we want, the idea of leadership and what exactly this means is on a lot of voters' minds.
Following on the heels of the successful fall elections where we changed our county government from top to bottom, therein lies another truth: that we need more people to run for office. Good people like you and me – the everyday Joes who have something to offer. We need more than career politicians.
No doubt about it said John Lumpkins who successfully ran for the Goochland School Board last fall,
“People should run and should get involved. We need fresh ideas.”
Many voters think they need plenty of cash-on-hand and a staff to run for office, but Mr. Lumpkin's campaign proves this is not the case.
Let's examine how John Lumpkins beat two-time incumbent Ivan Maddox, Sr., picking up 70.43% of the vote. Seeing a void in leadership and several brewing scandals in Goochland, Mr. Lumpkins started thinking about running for school board three years ago. He decided in early 2011 that he would run. He had been attending school board meetings and introduced himself to Ben Slone, chairman of the local GOP
Committee. Although he had a treasurer to help with his required financial reporting, he did not have a campaign manager and the expenses totaled approximately $3,000 for 400 yard signs, 10 large signs, a database of names and addresses purchased from Info USA, a direct marketing firm, and a postcard mailing done the week before the election. The rest of the victory came about from strategy, a handful of volunteers, and hard work – all while balancing a law practice.
Partnering with popular Board of Supervisor incumbent Ned Creasey, he followed Mr. Creasey’s suggestions as to people in the district he should visit, and he always made a point of stopping at homes that already had Mr. Creasey’s yard signs on display. Without exception Creasey supporters were willing to display Lumpkins’ signs; this gave the campaign a positive launching point. After July when Mr. Lumpkins had the backing of the Republican Party of Virginia (RPV), thanks to the hard work of Chairman Slone, the
Party provided resources like databases of registered voters to help with the door to door effort; the 7 th District provided funds as well. The database was the key in focusing effort to encourage voter turnout. In the end
Candidate Lumpkins visited between 400 and 500 homes in his district.
Chairman Slone also introduced him to influential people in the county who expressed a willingness to talk to others in support of Lumpkins and other Republican-endorsed candidates. There were even commitments from individuals to make phone calls as the election neared to get out the vote. Mr. Lumpkins called this retail politics, no expensive media buys, and in a county like Goochland, word of mouth wins elections.
If you decide to run for office, there is also the Jennifer Byler Institute (JBI) to help in your training.
This is the leadership program sponsored by RPV which teaches conservative activists and tomorrow's candidates. Several of GRW's members have attended. I spoke to Maria Ciarrochi, a 2007 graduate and this month's “Alum of the Month” and she was extremely enthusiastic about how the Institute educated her about politics. After working on several campaigns, Ms. Ciarrochi now runs her own Republican special events and fundraising firm in Alexandria; she is also the Director of Development of Students for Life, a national prolife group which educates college students on abortion issues. She called her experience at JBI “amazing” not only in what she learned from the workshops, but also in introducing her to 22 other extremely accomplished women from all over Virginia. She says her group is now talking about organizing a PAC to help more
Republican candidates.
Getting elected to office takes hard work and a team effort, but the challenges of a successful campaign are not as insurmountable as you may think.
