invites on behalf of the B.S.N.L. sealed item rate quotations for the following work, from the

CONDITIONS & SPECIFICATIONS :
The work shall be carried out as per current CPWD / Departmental specifications for electrical
works as amended time to time and in accordance with Indian Electricity Rules 1956, as
amended up-to-date.
1) A qualified supervisor shall supervise the work.
2) The Engineer-in-Charge or his authorized representative at site of work will give the layout of
the work.
3) Unapproved materials if brought at the site of the work shall have to be removed from the
site immediately at own cost & risk; failing which BSNL will remove the same at risk & cost of
the contractor.
4) Unless and otherwise specified in this entire document, only ISI marked materials shall be
used at the site of the work.
5) The sample of the material fittings, accessories, I/C gears etc. shall be got approved from the
engineer in charge before using the same on the work. The rejected material shall be
removed from the site of work.
6) No T & P will be issued to the contractor.
7) Any damage to the building/equipment by the contractor during the execution of work shall
have to be made good at his cost & risk. If he does not do it himself within a reasonable time,
determined by the Executive Engineer (E), then the same will be got done at his cost
departmentally after giving notice to him.
8) The departmental materials will be supplied to the contractor from stores, free of cost the
contractor will have to take at his own cost & risk, to the site of work octroi paid, if any, will be
reimbursed on production of original vouchers.
9) In case of damage of the materials supplied by the department free of cost, recovery will be
made from the contractor at the rates stipulated against each item or at Market Rate
whichever is higher.
10) All materials and equipments supplied by the agency shall be new.
11) All sundry fittings, assemblies, hardware items, foundation bolts, termination lugs and all
other sundry items which are useful and necessary for proper assembly & efficient working of
various components of the work shall be deemed to have been included in the tender,
whether such items are specifically mentioned in the tender document or not.
12) Good workmanship is an essential requirement to be complied with. The entire work of
manufacture / fabrication, assembly & installation shall confirm to sound engineering
practice.
13) Opening, cutouts where modifications require or where provisions are to be made such
contingent works shall be carried out by the contractor at his cost.
14) All chases required in connection with electrical works shall be provided and filled up by the
contractor at his own cost.
15) The work shall be treated as on work contract basis and the rates tendered shall be for
complete items of work inclusive of all taxes ( i/c works contract tax if any), duties & levies
etc and all charges for items contingent to the work, such as packing, forwarding, insurance,
freight and delivery at site for materials to be supplied by the agency, watch and ward of all
materials.
16) Being an individual works contract, sales tax, excise duty etc are not payable separately.
17) Works contract tax if any shall be included within the quoted rates for various items. The
work contract tax shall be deducted from the bills of the contractor, if applicable in the state in
which the work is carried out.

18) Octroi shall not be paid separately for the materials supplied by the contractor, but the
department on demand can furnish octroi exemption certificate. However the Department is
not liable to reimburse the octroi duty in case concerned authorities do not honour such
exemption certificate.
19) Service tax
The rates offered by the firm shall be exclusive of the service tax as applicable. The firm
shall claim service tax with the bill clearly furnishing the complete details of service tax so
included. BSNL, under no circumstances, will consider any claim of service tax not included in
the bill. It will be the firm’s responsibility to settle service tax with service tax authorities.
20) No labourer below the age of eighteen years shall be employed on the work.
21) The contractor shall pay not less than minimum wages, as per the labour laws, to the labour
engaged by him on the work.
22) The contractor shall arrange for the safety provision for the labours as per the CPWD safety
code framed from time to time, at his own cost.
23) The Engineer-in-charge shall have the right to deduct any sum required or estimated to be
required for the payment of labour wages, from any amount of money due to the contractor.
24) All work executed shall be paid according to the measurements taken by or ordered by the
engineer-in-charge and not according to the quantity given in the estimate.
25) The engineer-in-charge can accept or reject the work according to his judgment, without
assigning any reason.
26) This order can be cancelled and the work stopped at any time by the engineer-in-charge or
any officer superior to him in authority, without assigning any reason.
