The tender should be submitted in the prescribed tender schedule enclosed, in a sealed envelope, super
scribed tender for
RENOVATION OF TOILET IN PIC, R&D, ELECTRICAL AND
INSTRUMENTATION with due date and time –02.07.2015, 2.00 pm
The tender should be accompanied by an Earnest Money Deposit of Rs. 5,900/- .by way of Demand
Draft drawn in favour of Hindustan Insecticides Limited payable at Kalamassery/Udyogamandal. This
will bear no interest and will be returned except in the case of the successful tenders as soon as tenders
are finalized.
Tenders received without receipt for Earnest Money will not be considered.
Incomplete, or conditional tenders differing from the details specified are liable to be rejected.
No modification to the tender will be entertained, unless specifically asked for & agree to by the
company.
The tender amount/rates should be given in figures as well as in words. If there is any
cutting/overwriting/erasing, this should be attested with full signature of the tenderer.
The tender should be on unit rate/lumpsum basis as per schedule attached.
Tenders received late, unsealed and without superscription are liable to be rejected.
The company reserves the right to accept or reject any or all tenders without assigning any reason.
The tender will be opened at 02.45 pm Hrs. on 02.07.2015 in the presence of such tenders as are present
on the occasion.
Only experienced contractors need submit tender. Tenderers should submit a list of construction
works, jobs of similar magnitude, carried out by them along with the tender with documentary evidence.
Tender should be valid for acceptance for a period of three months from the date of opening of tender.
The successful tenderer will have to deposit a further sum of Rs. N.A ....................................within one
week from the date of intimation of acceptance his tender to make up the security deposit of Rs. N.A
which will bear no interest. Failing this his earnest money will be forfeited.
Security Deposit in the case of the successful tender and can be returned, on receipt by us of a bank
guarantee form a scheduled bank, in the prescribed form acceptable, to us – N.A
No claim for rate enhancement/price revision should be considered during the pendancy of the contract.
The successful tenderer hereinafter called contactor shall also execute an agreement in appropriate stamp
paper for the due fulfillment of the contract within the period to be specified in the letter to the contractor
intimating acceptance of the tender. The contractor shall have to pay all stamp duties, Lawyer’s fees and
other expenses incidental to the execution of the agreement.
Contractor will not be allowed to sublet the contract to other parties.

Contractor will be permitted to work normally during the regular working hours. i.e. 8 a.m. to 12 noon
and 12.30 pm to 5.30 pm. Contractors are cautioned that if any breaches regarding restrictions on
smoking etc. are committed by him or his workmen the contract is liable to be terminated without notice,
besides the contractor having to make good loss if any measured by the company.
Any loss/damage sustained to the company (HIL) due to any act or omission on the part of the contractor
or his men, will have to be made good to the company by the contractor.
The contract will be governed by the standard conditions of contract, which may be seen at our office. A
copy of the same will have to be signed by the contractor in token of acceptance only after which the
order for work will be issued.
The work will have to be executed to the satisfaction of the company.
If the contractor becomes insolvent or otherwise becomes unable to carry out the work or if without the
written consent of HIL the contractor assigns of sub-lets the contractors in the event of the failure or
delay on the part of the contractor to fulfill his obligations in the execution of the contract to the
satisfaction of HIL, HIL reserves right to terminate the contract and make alternative arrangements to get
the work done through other means .In such an event the security deposit will be forfeited without
prejudice to HIL’s further right to claim compensation from the contractor for the loss .If any incurred
by HIL as a result of the contractor’s failure to fulfill his obligations under the contract. The damages so
claimed by HIL consequent to the termination of contract will be in addition to the liquidated damages
recoverable by HIL as mentioned in clause 26.The contractor shall have no claim to compensation for
any loss that may accrue from any material he may have collected or engagements he may have entered
into on account of this work.
Materials to be supplied by the contractor for the work will have to be got approved by the company
before commencing the work.
Cement required for the work will be issued from Company Stores and recovery made from contractor’s
bill at the rate of Rs..................per bag of 50 kg. NA
Time shall be regarded as the essence of the contract and the contractor shall complete the work on the
date stipulated. Failure on the part of the contractor to complete the work on the date stipulated in the
work order for the completion of the work shall entitle HIL to recover from the contractor by way of
ascertained liquidated damages a sum equivalent to 2% of the contract value of the works for each month
or part thereof for which the contractor is in default, in any case damages so recovered shall not exceed
10% of the value of the works.
The work should be taken up immediately and completed within (as per terms and conditions attached)
months/days from the date of issue of work order. If the contractor fails to commence the work within 7
days from the date of receipt of order, the security deposit will be forfeited and order cancelled unless
prior permission is obtained from the company.
The contractor shall not engage labours with criminal records of affiliation to banned political
organization under them for work within the factory premises. The contractor shall give a certificate to
this effect along with the names and addresses of labourers to the security officer.
a) Any further information if required can be had from our office during working hours before due date.
b) One copy of this terms and conditions should be submitted along with the tender duly signed.

The contractor will be liable in respect of any claims arising out of Workmen’s Compensation Act and
any other legislation for the time being in force applicable to such employees and to insure their
employees under Personal Injuries (Compensation Insurance) Act, 1963, and intimate Hindustan
Insecticides Limited, the name of the Government Agent with whom the insurance Under ‘Personal
Injuries (Compensation Insurance) Act, 1963, as are required to be supplied under the said Act and the
scheme framed thereunder. The contractor should indemnify Hindustan Insecticides Limited against any
claims made or action taken against it in respect of their failure to adhere to the provisions of the said
Act and the scheme.
“It shall be the responsibility of the contractor to arrange relief measures in the event death of
contractor’s labour while on duty and immediate ex-gratia payment of Rs.500/- made to the dependants
of contractor’s employee(s) so deceased. Such ex-gractia payment will however be made by HIL,
initially and recovered subsequently from the contractor”.
Employees Provident Fund Scheme:

Employees who have completed three months continuous service or has actually worked for not less than
60 days during a period of three months or less with the contractor or any other contractor in connection
with the company’s work are eligible for admission to the scheme. The employee’s contribution is at
10% of his wages and the employer is to contribute an equal amount.
ESI Scheme:
32.
1.
The contractor shall insure his employees under the employee’s State Insurance Scheme as per
Provisions of the Employee’s State insurance Act (as amended from time to time) and also register his
employees who are eligible for the benefit of employees ‘Provident Fund Scheme as per rule under the
Employee’s Provident Fund Act.
Persons engaged for work by the contractor in the factory will be permitted to enter the factory for Work
only after registering them under the ESI Scheme. For the purpose, they may contact the Welfare section
of the Company.

The names and ESI registration numbers of the workers should be furnished in the prescribed form to
the Security Office and pass obtained for their entry, into the factory.
3.
Attendance particulars and wage statement in respect of workers should be submitted on
Monthly basis, or immediately after the work is over, whichever is earlier to the Welfare
Section,for the recovery of both Employer’s and Employee’s contributions form the contractor’s
Bill and remittance of the same to the ESI Corporation.
4.
The bill will be settled only if the above requirements are met by the contractor.
5.
In case the contributions are not remitted to the ESI corporation on the stipulated dates due to Delayed
submission of Attendance particulars and wage statements by the contractors the penalty imposed by
ESI Corporation, will be recovered for the Contractors bill.
6.
In case there is impersonation or the Attendance particulars and Wage Statements furnished by the
Contractors, are not true or the contractors violate any statutory provisions in regard to contract labour or
any rules and regulations framed by the Company from time to time in the matter, the contractor will be
held responsible for all the consequences arising therefrom, apart from black listing them from taking
contract in the Company.

Income tax Deduction: In view of the enactment of Govt. Of India for deduction of Income Tax at
source, deduction will have to be made as per provisions in the relevant Act in the bills of the contractor
and credited to the Contractor’s account. For this purpose permanent account number may be
furnished in the tender.
Work Contract Tax: Work Contract Tax if any, as per rules of Govt. Of India/Kerala Govt. The same
will be recovered from the Contractors’ bill, without any prior intimation.
During the pendency of the contract, HIL reserves the right to cancel a part or whole of the order without
assigning any reason, on one months notice without any cancellation charges.
All disputes and difference arising between the parties in respect of this contract or breach thereof will
be decided by arbitration by General Manager HIL, or any one appointed by him. The arbitration is to
be proceeded under the Indian Arbitration Act and the rules framed there under. The decision of the
arbitrator on all questions, including questions as to whether there is concluded contract, will be final
and binding on all parties to the proceedings. This is subject to Indian Arbitration Act.
Jurisdiction: The Courts of Law in Ernakulam District, Kerala shall have jurisdiction for disputes arising
out of this tender/contract.

1:3 (1 cement : 3 coarse sand) and jointing with grey cement slurry @
3.3kg/sqm including pointing in white cement and mixed with
matching shade etc., Complete include material and labour (except
cement OPC, and sand).,Basic cost of ceramic tile is Rs.35/sqft.
Labour charges for fixing EWC (European type WC pan)with seat
cover and lid ,10 liter low level PVC flushing cistern with manually
controlled device (handle lever) ,shower cock,with all fittings and
fixtures including angle cock,Health Faucet etc. Complete including
cutting and making good the walls.etc.,
Supplying and fixing C.P brass long body bib cock having foam flow/
diaphram type of approved quality.15mm nominal bore ( Hindaware /

Supplying and fixing FRP door with its frame and shutter with its
necessory accessories tower bolt,stainless steel butt hinges and ss
screws and aldrop etc., complete.,
Labour charges for fixing wash basin with C.I brackets, 15mm C.P
brass pillar taps, 32mm C.P brass waste of standard pattern with angle
cock,including all necessary fittings such as outlet pipe line to man
hole, painting of fittings and brackets, cutting and making good the
walls where ever required.
Supplying and fixing ½” chlorinated polyvinyl chloride (CPVC of ISI
marking) pipes, having thermal stability for hot and cold water supply
including all CPVC plain & Brass threaded fittings, fixing the pipe with
clamps at1.00 m spacing including dismantling. This includes the
joining of pipes and fittings (Bend/ Tee etc.,) with one step CPVC
solvent cement and the cost of cutting chases and making good the
same including testing of joints including removal of existing pipe line
and stacking it at places pointed out within a distance of around

Labour charges for fixing white vitreous china flat back or wall corner
type lipped front urinal basin of with standard flush pipe and C.P. brass
spreaders with brass unions and G.I clamps complete, including
painting of fittings and brackets, cutting and making good the walls and
floors wherever required. Complete.,
Supplying and fixing PVC pipe 4” with ISI marking for waste lines
with all required specials,such as bends, elbows, unions, vent bowls
etc., where ever required and join the pipes with solvent cement and
fixing the pipe with G.I clamps screwed on to walls at one metre space.
Complete include material and labour.
Dismantling the existing PVC pipe for water supply including all PVC
plain and brass threaded fittings including re-fixing the dismantled
pipes with clamps at 1.00m spacing after completion of Dado works
.This includes the joining of pipes and fittings (bend,Tee etc.)with one
step PVC solvent cement and cost of cutting chases and making good
the same including testing of joints. Complete include labour.
Supplying and fixing 50mm PVC floor trap with PVC grating in
cement mortar concrete in 1:2:4 mix using 20 mm metal including
cutting open boring through masonry walls etc.,and making good the
damages. Complete include material and labour except cement OPC,
metal, sand for concreting will be supplied by HIL free of cost from
stores.
Providing and fixing 600x450 mm beveled edge mirror of superior
glass (saint gobain make) complete with 6 mm thick hard board ground
fixed to wooden cleats with C.P. brass screws and washers. complete
Dismantling the existing IWC,Foot rest etc., including stacking the
serviceable material and disposal unservicable material with in a
distance of around 500m as pointed out by site in charge. Complete.
Dismantling existing MS flush tank including stacking the flush tank at
scrap yard .complete.,
Demolishing brick work In cement mortar manually/ by mechanical
means including stacking of serviceable material like bricks etc and
disposal of unserviceable material within 50 metres lead as per
direction of Engineer-in-charge.
Supplying country burnt clay bricks and constructing Half brick
masonry with country burnt clay bricks in cement mortar 1:5 (1
cement : 5 sand) above plinth level up to 2.50m height. Complete
include material and labour.
Labour charges for plastering the wall surface with CM 1:4 (1 cement
:4 sand) ,12mm thick at all heights. Complete,

Materials required for the work for item no 4,7 and 9 coarse aggregate,cement,sand, only will be supplied by
HIL free of cost from stores but transportation to required site lies in scope of contractor

Country burnt bricks brought for the work must be of uniform size, free from cracks or any other defects
etc.,,

All tools & tackles required for the work completion lies in scope of contractor.

The work must be completed within one month from the date of site clearance.

The tiles brought for the work must be uniform in color, appearance,thickness and free from cracks,scratch
lines or any other damages. The color and pattern of tile must be got approved before carrying out the work.

The tiles must be laid with proper slope lies in scope of contractor.

The alteration of door at the bottom for fixing tiles and its free movement of door if required lies in scope of
contractor.

The work must be carried out without affecting the functioning of plant/production and men /machinery.

The safety of the workmen employed by the contractor fully lies in scope of contractor. The workmen
employed for the work must wear PPE's while doing the work.
10 The contractor must make his own arrangement to keep the material/tools brought by him in his safe custody.
11 The debris generated during the work must be removed in all respects on daily basis. The site should be
cleaned on daily basis in all respects after the completion of work.
12 Payment will be made effective subjected to actual measurements taken at site and after satisfactory
completion of work.
13 The contractor must give guarantee for six months from date of completion of job.
14 SD 10 % will be deducted and will be released only after six months from the date of completion of job.
