VOCATIONAL GUIDANCE
ANNUAL REPORT OF ACTIVITIES
JANUARY TO DECEMBER 2000
The year 2000 was an exciting one by any standards, but for IAEVG, it was a year
that saw the organisation associated with professional conferences across three
continents; South East Asia, Europe and South America.
After the General Assembly of 1999, the new Boards and Executive committees of
the IAEVG began working together to progress professional activities and bring
guidance workers closer together in this new cycle.
IAEVG MEETINGS
Formal working meetings took place over the year:An Executive Meeting in Perth, Australia in April 2000
A Board Meeting in Berlin in August 2000
An Extraordinary General Assembly in Berlin in August 2000
An Executive Committee Meeting in Paris in December 2000
Activities have taken place on a number of fronts that were highlighted by the
President in his address to the Board:

An enormous amount of work was undertaken on upgrading our journal to the
International Journal of IAEVG which is now edited by the well known
international Kluwer Academic Publishers and many thanks go to Dr. Raoul
Van Esbroeck for his commitment in this valued area of work.

The new IAEVG website is now available under iaevg.org and thanks were
given to Bryan Hiebert (Canada) and Michelle Turcotte (Canada).

The transfer of financial arrangements was completed between the past
Treasurer, Aart Van der Burgh(Holland) and the new Treasurer, Lyn Barham
(United Kingdom).

New technology is enabling increased and better communication across the
Membership by E Mail and Website usage.

New methods of collecting Membership Fees by Credit Card were developed.

Membership around the World continued to grow with new Members from
Australia, Bangladesh, Germany, Italy, Spain, the United Kingdom, Brazil
Venezuela, Colombia and Mexico.

Two new Honorary Members were elected, Mr Aart van der Burgh (Holland),
former Treasurer and Mr Stuart Conger (Canada) former Vice President.
Full notes of all meetings were prepared and circulated to Board and Executive
Members, and the Report of the 1999 General Assembly was displayed at the Berlin
Conference and copies sent to all National Correspondents.
LIASIONS WITH INTERNATIONAL ORGANISATIONS
Good contacts have been maintained with the major international organisations,
UNESCO, ILO and OECD.
ILO
Dr Eddy Lee of ILO was a guest speaker on the topic “The future of Work” at the
IAEVG Berlin 2000 Conference. Verena Flubacher (Switzerland) continued to
represent IAEVG at ILO meetings and attended the April 2000 Conference in
Geneva, where the theme was “Lifelong Learning”. Lyn Barham (United Kingdom)
attended a workshop in Geneva and was part of a Project Group looking at a World
Guidance Manual.
OECD
Mr Richard Sweet (OECD) presented at the IAEVG Conference in Perth and had a
meeting with IAEVG experts there. The President, Bernhard Jenschke (Germany) met
with Mr Sweet in Berlin and both agreed that co-operation between the two
organisations should increase, particularly around the theme of “What role should
guidance play within the Labour market and workforce”. Mr Sweet attended the
Berlin Conference in August 2000 and was invited to participate in the important
Round Table on guidance policy issues. The IAEVG took part in and supports
strongly the latest OECD policy initiative “Policy Perspectives on Information,
Guidance and Counselling Services”.
UNESCO
The relationship between IAEVG and UNESCO has continued to develop. The
President, Bernhard Jenschke, and Vice President, Bryan Hiebert, met again with Dr
Tang, the Director of Technical Guidance for Vocational Training and it was agreed
together with the International Counselling Association to provide a joint paper on
“Best Practice” on “Guidance and Counselling around the World”. The relevant
contract was signed and the joint publication is co-ordinated by Bryan Hiebert
(Canada).
Board Member, Jean-Luc Brun (France) attended and took part in the October 2000
UNESCO meeting in Paris.
Jean-Luc Brun (France) and Professor Raoul Van Esbroeck (Holland) both played a
major role at the UNESCO World Conference on Higher Education and were able to
contribute to the final text of UNESCO’s paper "The Importance of Careers Guidance
in an Educational Setting”. The IAEVG’s contribution concerning the importance of
guidance in Higher Education was included with the official documentation at the
meeting. IAEVG was also present at a workshop on World Higher Education in June
2000.
CONTACTS WITH NATIONAL CORRESPONDENTS
The Secretary General wrote to National Correspondents three times during the year,
and a National Correspondents meeting was held in April 2000 in Perth, Australia. A
number of National Correspondents are very active and have kept in close contact
with the Secretary General and reported about their local work as IAEVG values this
opportunity to share ideas and activity through our local channels. At the Perth
National Correspondents Meeting, the proposals for collecting Membership fees via
credit cards were reviewed and seen by those attending as a really progressive step
forward.
IAEVG PUBLICATIONS
JOURNAL
Issue number 64 of the professional journal “Educational and Vocational Guidance
Bulletin” was distributed in April 2000. This was the last in the original series, as a
decision had been made in 1999 to upgrade the publication to a Journal for 2001.
Dr Raoul Van Esbroeck was re-appointed as The Editor. He negotiated and
successfully agreed a contract with the well known international publisher Kluwer
Academic (Netherlands) to edit our professional journal under the new title of
"International Journal for Educational and Vocational Guidance". This journal will be
published three times a year and as usual distributed to the membership. This is an
enormous service improvement for the members to get this journal free of charge
three times a year as the former Bulletin was only distributed twice annually. The first
issue of the new Journal will be a double issue and dedicated to Donald Super´s work
and his international influence on career guidance and counselling in the 20th century.
NEWSLETTER
Three issues of the Newsletter (37,38,39) were published during March, August and
November. A number of Guidance activities, regional developments and concerns
were highlighted through contributions from Members, National Correspondents and
the Editor, Peter Plant.
Additionally, the work of IAEVG was featured in the United Kingdom publication
Careers Adviser, and the New Zealand publication, The Edge.
IAEVG and the INTERNET
Website
During the year, the IAEVG website was completed and launched in June 2000 under
iaevg.org. It is now accessible in four languages, English, Spanish, French and
German.
COUNSELLOR RESOURCE CENTRE (CRC)
Human Resource Development Canada (HRDC) offered IAEVG to open its CRC
website for internationalisation by IAEVG. The CRC is a tool to help counsellors
within their day to day work and also supports them in the development of their own
career. Fields available include "Helping Yourself" (getting established and
maintaining professional excellence as counsellor), “Helping Clients” (for special
case studies and situations), "Helping Each Other" (through communication,
techniques and interventions, discussion groups and forums) "Help for the Future"
(market analysis and new tools). The process of internationalisation has begun
through the translation of the navigating screens (already available in French and
English) into the other two official IAEVG languages of German and Spanish. To
make this CRC a valuable tool for counsellors it will need maintenance and
development through appointed national representatives of member countries. IAEVG
will continue to strengthen this important new resource. Access to the CRC is already

The majority of the work has been completed by Michelle Turcotte (Canada) and
Bryan Hiebert (Canada) and particular thanks go to both of them.
COUNSELLOR QUALIFICATION STANDARDS
According to a decision of the General Assembly in August 1999 IAEVG has
launched a project to develop internationally recognised Counsellor Qualification
Standards.
An international committee of 14 Members, led by Vice President, Elvira Repetto
(Spain) has been established. She is supported by a working group, which could be set
up thanks to the financial support of her university. Two workshops to develop policy
and approach took place in Paris and Berlin, and a meeting in Richmond. The
Project is focusing on the establishment of minimum standards that individuals and
organisations should meet, to be qualified providers of Careers and Guidance
Services. The standards will focus on the competencies that Careers Service
providers need in order to offer quality Career Services. It is envisaged that there will
be a set of core competencies that all service providers must have and in addition ten
specialist areas of competencies. The Committee hopes to bring a completed report to
the Board of Directors meeting in September 2001. It is intended to finalise this
project by the General Assembly 2003 where the Standards will be presented for
approval.
IAEVG CONFERENCES
With three major professional conferences in three different continents IAEVG
demonstrated its worldwide presence and experienced value of co-operation in the
field of career guidance.
"Creating Links" - Perth, Australia, April 2000
It was the first international Careers conference on this continent and the first IAEVG
Conference in Australia. The Conference was extremely successful with about 350
participants from all over the world. What was particularly noticeable was that the
issues raised in the Southern Hemisphere were not so very different from those being
discussed in the Northern Hemisphere.
"Guidance for Education, Career and Employment - New Challenges",
August/September 2000 Berlin, Germany
From 30th August to 1st September 2000 more than 800 delegates - two thirds from 53
different countries and from all continents - attended the IAEVG conference in Berlin,
Germany. It was hosted by the Bundesanstalt für Arbeit (Federal Employment
Institute) and organised under the chairmanship of Dr. Bernhard Jenschke.
During this conference a Board of Directors meeting and an Extraordinary General
Assembly took place where two long standing members of IAEVG, Dr Aart van der
Burgh and Mr Stuart Conger, were awarded Honorary Members of IAEVG in
recognition of their outstanding service, dedication and commitment to IAEVG
"World Congress on Guidance and Counselling: Intercultural Vision of Guidance Change of Paradigm?", Valencia, Venezuela, November 2000
About 700 delegates - most of them from South and Middle America, but also from
many different countries from other continents - gathered in Valencia, Venezuela,
where the University of Carabobo, under the chairmanship of Dr. Julio Gonzáles,
hosted this third IAEVG congress in the year 2000. IAEVG President Bernhard
Jenschke and the Secretary General Linda Taylor underlined, through their presence
and contributions, the importance to international exchange of ideas and experiences
from Latin America. The participants of the congress approved a "Declaration on the
need for guidance and counselling internationally”.
The Executive Committee and Board members continued to prepare for future
International Conferences due to be held in Vancouver, Canada, March 2001, Paris,
France, September 2001, Warsaw, Poland, May 2002, Spain, September 2002 and
Switzerland 2003.
ACKNOWLEDGEMENT
Throughout the year, the Careers Enterprise Group, The Essex Careers and Business
Partnership Limited in the United Kingdom and the Bundesanstalt für Arbeit,
Landesarbeitsamt Berlin-Brandenburg in Berlin, Germany, have supported the
Association in many practical ways. IAEVG is grateful for this support.
