Pilot Okulların Eşleştirme Ziyareti Raporu
Sayın Pilot Okul/Kurum Yetkilisi,
Bu rapor, MEGEP projesinin pilot okul/kurumlarının Avrupa’dan eşdeğer bir okul/kurum
ile eşleştirilmesi çalışması kapsamında yaptığınız çalışma ziyareti sonrasında yazılacak
raporun formatı olarak hazırlanmıştır. Bu rapor, katılımcıların tartışmaları ve izlenimlerinin
bir özeti olarak ele alınmalı ve yazılmasında tüm katılımcıların gözlem ve önerilerilerine
önem verilmelidir.
Raporlar; MEGEP web sayfalarında yayınlanacaktır. Ayrıca raporunuzu bağlı
bulunduğunuz makamlara da tarafınızdan gönderilmesi çalışma ve değerlendirmelerinizin
yaygınlaştırılmasınıda sağlayacaktır.
Rapor;

Elektronik ortamda hazırlanmalıdır.

Ziyaretin tamamlanmasını takiben basılı-imzalı ve elektronik formatta MEGEP
Bölge Ofisi’ne sunulmalıdır. (İki hafta içinde)

Türkçe ve İngilizce hazırlanmalıdır.

Taslak raporun; ziyaretin son günü kaleme alınması tavsiye edilir.

Türkiye’ye dönüşte grubun bir temsilcisi (raportör) tarafından son haline
getirilmeli ve imzalanmalıdır.

Okulun İşleyişinin incelenmesi
Yüksek Ticaret Okulu Ziyareti(Oberstüfengentram Handel)
Okulumuza benzer yapıda bulunan ortak proje çalışması yapabileceğimiz
bir devlet okulu olduğu, 6812(700 Türk) öğrencisi 285 Öğretmen(15 Türk
Öğretmen) olduğu görüldü.
Ortak Projelerin hazırlanması konusunda anlaşma sağlandı.
Diğer ülkelerden ortak bulunması, proje konularının bir havuzda
Megep Ankara Bölge Ofisi tarafından hazırlanmıştır.

toplanması ve uygun olanların birlikte gerçekleştirilmesi kararına varıldı.
Okulda ihracat , moda ve pazarlama, yiyecek hazırlama, büro hizmetleri
ve bilgi teknolojileri adlı 5 bölümü olduğu görüldü. Bu bölümlerde
öğrenci değişimi yapılabileceği görüldü.

Lütfen aşağıdaki soruları kendi ifadeleriniz ile yanıtlayınız.
1. Ziyaret ettiğiniz okul/kurumu bir kaç cümle ile anlatınız lütfen (bölümler,
öğrenci sayısı, öğrenci profili, sanayi/sosyal ortak işbirliği vb.):
a) Yapı Meslek Okulu
 Bir yerleşke içersinde bulunmaktadır, geniş alana yayılmış, 12 branşta atölyeleri
bulunan, sadece öğrenciler değil şirket çalışanlarının da bulunduğu 900 öğrencisi
bulunan, şirket çalışanları 4–6–8 hafta okula geliyor. Bilgi arttırmak için öğrencilerin
dışında kişiler gelebiliyor. Mezunlara belge veriliyor. Bir öğrenciye okulda bulunduğu
günler içersinde 44 Euro ödeniyor. Bir öğrencinin mesleki eğitimi yıllık 16000 Euro
ya mal oluyor. İşçi ve İşveren arasında bir protokol imzalanıyor bu protokole göre
öğrenciler eğitiliyor.2 Gün teorik 3 gün de işletmede iş başında eğitim yapıyor.3 yıllık
Eğitim sonunda Sanayi ve Ticaret Odası ülke genelinde sınav yapıyor sınavı
kazananlar diploma değil belge alıyorlar.
b) Yüksek Ticaret Okulu
 6812 öğrencisi 285 öğretmeni olan bir devlet okuludur. Okul 5 bölümden
oluşmaktadır. Bunlar ihracat, moda ve pazarlama, yiyecek hazırlama, büro hizmetleri
ve IT (Bilgi Teknolojileri) bölümlerinden oluşmaktadır. Okulda başarılı olamayan
öğrencileri 1 senelik eğitime alınıyor. Meslek yapan öğrenciler iki sene gibi bir sürede
üniversiteye gitme hakkı sağlanıyor. Bütçenin tamamı devlet tarafından sağlanıyor.
Yabancı öğrenciler için 1 yıl uyum eğitimine alınıyor.
2. Ziyaret ettiğiniz okul/kurumda, kendi
grubunuzun ilgisini çeken yönler nelerdi?

a) Yapı Meslek Okulu
 Eğitimde 1/3 ünün teorik 2/3 nün uygulamalı eğitime ayrılması. Meslek eğitiminin
alınabilmesi iş yerinin olması gerekmektedir. Öğrencilerin aldığı ücretler mesleklere
göre değişiklik göstermektedir. Öğrenciler haftada 40 saat çalışıyor, yılda 30 gün izin
yapıyorlar.
b) Yüksek Ticaret Okulu
 Okulun Türklerin yoğun yaşadığı yerde olması, Türk öğretmen ve öğrencilerin okulda
bulunması. 35000 kitabı bulunan bir kütüphaneye sahip olması. Her iki okulda da
öğrenciler şirketler ile iş anlaşması imzalamak zorundadır.

3. Karşı okul/kuruma, kendi okul/kurumunuz ve Türkiye’deki mesleki eğitim ve
öğretim sistemi ile MEGEP projesi hakkında sunum yapma fırsatına sahip
oldunuz mu? Evet ise; bu bilgilendirme nasıl karşılandı ve temel reaksiyonlar
nasıldı?

Ziyaret ettiğimiz kurumlarda MEGEP-SVET projesi, Isparta, Türkiye, Türk Eğitim
Sistemi ve kurumumuz hakkında bilgilendirme yapılmış olup işbirliği girişimleri
gerçekleştirilmiştir.
4. Bir kaç cümleyle bu çalışma ziyaretinin pilot okulunuz / kurumunuza getirdiği
“katma değerleri” açıklayınız:

Mesleki Eğitim kurumlarının işletmeler ile yakın ilişkiler içersinde bulundukları
gözlemlenmiş, bu kurumları işleyişleri hakkında bilgi birikimi sağlanmış, ortak proje
çalışmalarının çok yararlı olacağı kanâatine varılmıştır. Mesleki eğitim veren
okullarda görevli Müdür ve öğretmenlerin bizzat meslek erbabı ve akademik kariyer
sahibi kişilerden oluştuğu görülmüştür.
5. Ziyaret edilen kurumun, kurumunuzda da uygulanmasını yararlı gördüğünüz
ve kurumunuza uyarlanmasını istediğiniz “iyi örnek” olabilecek yönleri
nelerdir?:



Mesleki eğitim verilen yerlerde öğrencilerin motive olmuş bir şekilde çalışıyor
olmaları
Staj yerlerinin kendilerinin belirledikleri ve asla değiştiremeyecekleri ve ancak branş
değişimde bunun mümkün olacağı görülmüştür.
Çalışma ortamının sessizliği ve çalışma ahlakı örnek olarak alınabilir.
6. Ziyaret ettiğiniz AB eğitim ve öğretim okul/kurumuyla, eşleştirme veya ortaklık
anlaşmasına yönelik olarak bir çeşit anlaşmaya (gayrı resmi bile olsa) varıldı
mı? Varıldıysa, bunun hedeflerini ve içeriğini açıklayınız. Herhangi bir
anlaşmaya varılmadıysa, bunun neden uygun görülmediğini ve/veya mümkün
olmadığını anlatınız lütfen:


Ticaret Meslek Okulu Müdürü Martin Stern ve Personel şefi Roger Kutscki ile ortak
proje konularının tespit edilmesi, diğer ülkelerden de ortak bulunması ve seçilecek
projelerie başlanması kararlaştırıldı.
Ziyaret ettiğimiz tüm kurumların yetkililer Türkiye’ye kurumumuza davet edildi.

Report on the Twinning Visits of the Pilot
Schools
Dear authority of the pilot school / institution,
This report has been prepared as the format of the report to be written after the study visit
you made under the scope of the work regarding the twinning of the pilot schools /
institutions of the SVET project with equivalent schools / institutions from Europe. This
report should be handled as a summary of the discussions and impressions of the
participants and importance should be given to the observations and propositions of all
participants while writing the report.
The reports will be published in the SVET web pages. Furthermore dissemination of your
works and evaluations will be assured in case you send your report to the authorities to
which you are affiliated.
The report;

Should be prepared in electronic environment.

Should be submitted to SVET regional office in printed-signed and electronic
formats subsequent to the completion of the visit (within two weeks)

Should be written in Turkish and English.

Is proposed to be written the draft report on the last day of the visit.

The report should be turned into its final version and signed by a representative
(reporter) of the group after returning to Turkey.

Focusing on the management and functions of the school
Kreuzberg Trade College meeting hall
It is considered to be an appropriate state school with which we could
collaborate and carry out EU projects together since it is similar to our
school in many ways. It was found out that the college has 6812 students

(700 of whom are Turkish), 285 teachers (15 of whom are Turkish). It

8. Please define the school / institution you visited with a few sentences
(departments, number of students, student profile, industry / social partner
cooperation etc.):
a) Vocational Construction School; It is located in a large campus with 12 different ateliers.
It has 900 students. Those who are trained are not only students but also the employees
working in firms. They attend school for 4-6-8 weeks. In addition to the students being trained
at this school, professionals who would like to have further vocational education are also
welcomed. The graduates receive certificate.44 Euro is paid daily to the students as long as
they study at school. Each student’s education costs 16000 Euro yearly. Employee (student)
and employer (the firm) sign a contract before the training and students are trained according
to this protocol. A student has to attend school 2 days of the week to take theoretical and 3
days on-the-job education. At the end of three-year education, students take an examination
prepared and done by the Chambers of Commerce and those succeeded receive not diplomas
but certificates.
b) Kreuzberg Trade College; It is a state college where 6812 students study and 285
teachers work. The school has 5 departments: export, fashion and sales, food preparation,
office services and Information Technologies. The students who fail the tests receive 1 year
education and those who does professions deserves to attend universities. The state funds the
whole budget. Foreign students are given 1 year adaptation program.
9. What were the points of the school / institution you visited that attracted the
interest of your group with regard to your own school / institution?
a) Vocational Construction School; The school term is partitioned as 1/3 for theoretical
education, 2/3 for the applied education. It is a requirement for a student to work in a
company to have vocational education. The wages students get vary according to the
professions. They work 40 hours a week and have 30 days off a year.
b) Kreuzberg Trade College; the college is located where most Turkish people live. Turkish
teachers and students work there. The school has a library where there are more than 35,000
books.
In both schools, the students have to sign a contract before they start training.

10. Did you have the opportunity to make any presentation concerning your own
school / institution, the vocational education and training system in Turkey and
the SVET project to the school / institution you visited?
At the institutions we visited, the staffs were informed briefly about MEGEP/SVET project,
Turkish Education System, Isparta and Antalya province, Turkey and our school. They were
also given an info pack and cooperation opportunities were searched.
11. Explain the “added values” provided to your pilot school / institution by this
study visit:
It was observed that vocational education institutions are in close relationship with the
companies and information about the functions of these institutions was gathered. Moreover it
was agreed that project partnership would be worthwhile.
Also it was observed that the directors and the teachers at these schools are chosen and
appointed from both professionals and academic personnel.
12. What are the points of the visited institution, which may be accepted as “good
examples” which you consider beneficial to be implemented in your institution
and which you want to be implemented in your institution?:
At the vocational schools, the students were seen well motivated and focused on their work.
The work atmosphere was found to be silent and they had job ethics, which can be taken as
model.
13. Have you reached any kind of agreement (even unofficial) regarding twinning
or partnership agreement with the EU education and training school /
institution you visited? If so, please explain its objectives and content. If you
haven’t reached any agreement please tell why it was found inappropriate
and/or it could not be possible?:
Kreuzberg Trade School Director Martin Stern, Chief of Staff Roger Kutscki and we agreed
to determine the project topics, start partnership and do EU projects after finding more
partners from other countries.
