O R D E R:
Government have constituted Special Urban Development Authorities for certain priority areas under the aegis of the AP Urban Areas (development) Act,
1975 which will help in achieving special objectives of orderly growth and environmental up-gradation in such areas. These areas are either special investment zones, special tourist areas or an exclusive ecological area with emphasis on protection and conservation as per environmental norms. Government of India recently unveiled the policy for Petroleum, Chemical and Petrochemical Investment
Region (PCPIR) and identified certain areas as PCPIR which would be exclusive hubs for chemical and petrochemical activities, attracting large-scale foreign investments. In Andhra Pradesh, the area between Visakhapatnam and Kakinada is one among such identified PCPIRs by the Government of India. Government have appointed the Andhra Pradesh Industrial Infrastructure Corporation Limited as the
Nodal Agency for development of PCPIR in Andhra Pradesh.
2. In the reference 9 th read above, the Principal Secretary and CIP., Industries and
Commerce Department has sent proposals to the Government for declaring the
Visakhapatnam – Kakinada Petroleum, Chemical and Petrochemical
Investment Region (PCPIR) Corridor for a total area of 603.58 Sq.Kms.
comprising 110 Revenue Villages in 10 Mandals of Visakhapatnam and East
Godavari Districts (stretching from Visakhapatnam to Kakinada) as a Special
Development Authority to achieve the objectives of the Government of India, viz., development activities relating to Petroleum, Chemical and Petrochemical
Investment Region (PCPIR) and address the concomitant issues of land use control,

::2:: preparation of Master Plan, enforcement and regulatory functions besides promoting and improving circulation network in surrounding areas, and various other activities like developing the social infrastructure, housing, impact on the livelihood of the people in the area and quality of life, environmental issues on account of Petroleum,
Chemical and Petrochemical Investment Region (PCPIR).
3. Government, after careful examination of the issue, and in exercise of powers conferred under section 3 of the Andhra Pradesh Urban Areas (Development) Act,
1975, decided to notify the areas for a total area of 603.58 Sq.Kms.
stretching from
Visakhapatnam to Kakinada consisting 110 Revenue Villages in 10 Mandals of
Visakhapatnam and East Godavari Districts as proposed by the APIIC Limited as given in Appendix-I and constitute the Visakhapatnam - Kakinada Petroleum,
Chemical and Petrochemical Investment Region (PCPIR) Special Development
Authority as given in Appendix-II.
4. The Special Development Authority shall function from Office of
Visakhapatnam Urban Development Authority with the support of its staff. The expenditure towards establishment and other secretarial assistance shall be completely borne by APIIC. Action on the preparation of the Master Plan for the entire Special Development Authority Area shall be undertaken by VUDA immediately in close coordination with APIIC integrating with the VUDA Master Plan, circulation network, balancing industrialization with social and environmental concerns, and harmonizing the overall developmental needs of the area.
5. The appended notification shall be published in the Extraordinary issue of the
Andhra Pradesh Gazette, dated 26.5.2008

6. The Commissioner of Printing, Stationery and Stores Purchase, Hyderabad is requested to supply 100 copies of the Extra-ordinary issue of the Andhra Pradesh
Gazette.

In exercise of the powers conferred by sub-section (1) of section 3 A read with clause (b) of section 2 of the Andhra Pradesh Urban Areas (Development) Act, 1975
(Act 1 of 1975) and as amended by the Andhra Pradesh Urban Areas (Development)
(Amendment) Act, 2001 (Act 9 of 2001), the Governor of Andhra Pradesh having regard to the need for the promotion of development activities relating to Petroleum,

In exercise of the powers conferred by sub-section (1) and sub-section 3 of section 3-A of the Andhra Pradesh Urban Areas (Development) Act, 1975 (Act-1 of
1975) as amended by the Andhra Pradesh Urban Areas (Development)
(Amendment) Act, 2001 (Act No. 9 of 2001), the Governor of Andhra Pradesh hereby constitute a Special Development Authority for the area specified in the
Notification – I above for the purpose of the said Act and the said Authority shall be called as the "Visakhapatnam – Kakinada Petroleum, Chemical and
Petrochemical Investment Region (PCPIR) Special Development Authority" and shall consist of :
