GENERAL TERMS AND CONDITIONS OF TENDER:
1. SUBJECT OF TENDER: Supply 10KW GRID CONNECTED ROOFTOP SOLAR PV PLANT Hindustan
Insecticides Limited, Udyogamandal Kerala.
2. SCOPE OF SUPPLY: 10KW GRID CONNECTED ROOFTOP SOLAR PV PLANT AS PER THE
TECHNICAL DATA AND TERMS AND CONDITIONS.
3. MODE OF SUBMITTING TENDER: Tender in the prescribed terms as given in tender papers should be sent
either by Courier Service/Speed Post/Regd.A/D of personally delivered in sealed envelopes addressed to Hindustan
Insecticides Limited, Udyogamandal-683 501. The tender should be in two bid system. (1) Techno-Commercial Bid.
(Annexure-1) accompanied by DD towards EMD. This Bid should be superscribed “CP-3/SOLAR PP/1440/2015
dated 14.09.2015 Techno-Commercial Bid, Due: 14.10.2015 at 2.30PM (2) Price Bid (Annexure-2). This Bid
should be superscribed CP-3/SOLAR PP/1440/2015 dated 14.09.2015, Price Bid”. Both the two bids should be
sealed and addressed to Hindustan Insecticides Ltd., Udyogamandal and enclosed in a third envelope. The
THIRD ENVELOPE also should be sealed and addressed to Hindustan Insecticides Ltd., Udyogamandal and
superscribed “ CP-3/SOLAR PP/1440/2015 dated 14.09.2015 Tender Due: 14.10.2015 encl: Techno-commercial
bid and Price Bid. The price should be quoted in figures as well as in words either typed or handwritten legibly. If
the quoted rates vary the words version shall be taken as final.
Over writing is not allowed. Corrections should be initiated and on each page of the terms and conditions, tender
forms should be duly filled and signed and dated by the tenderer. Tenderer may also download the Tender
Document from HIL Web site (www.hil.gov.in) and submit their offer as mentioned above by enclosing the
required Tender Cost Rs.525/- (Rupees Five hundred Twenty Five only) by way of Demand Draft/Pay order in
favour of M/s. Hindustan Insecticides Ltd., payable at Ernakulam along with Techno-Commercial Bid.

05.
LAST DATE FOR SUBMITTING TENDER: The sealed tender should be sent so as to reach on or before
14.10.2015 at 2.00 PM. Tenders received after this date and time may not be entertained and considered.
06.
DUE DATE FOR OPENING TENDER: The Techno Commercial Bids under sealed envelopes will be
opened at 2.30 PM on 14.10.2015 at HIL Office in the presence of such tenderers or their duly authorized
representative.
07.
TENDER PRICE: The price should be given for “Delivered” at HIL premises Udyogamandal. The price
should be quoted in the prescribed Price Bid format (Annexure-2) only.
08.
STATUTORY LEVIES AND TAXES: Sales Tax, Excise Duty and any other taxes or levies payable if any
in addition to the quoted item wise price should be mentioned separately. Please note that any tax/levies imposed by
the State Govt./Local authorities after submitting the tender will not be considered by HIL and the cost attributed on
this account will be borne by the tenderers. However any change in Excise Duty and CST shall be on HIL’s a/c after
order placement.
09.
EARNEST MONEY: Earnest Money Deposit: Rs.21,695/- by way of DD drawn on any scheduled bank in
favour of Hindustan Insecticides Limited payable at Ernakulam should be submitted along with Techno – Commercial
Bid. SSI Units registered with NSIC Units are exempted from payment of EMD provided they enclose attested
Photostat copy of their valid certificate of registration (along with technical bid as well as price bid). Otherwise the
tender will not be considered. The EMD remitted will be returned to unsuccessful tenderers after finalizing order. Not
any interest will be paid on the EMD deposit. EMD can also be remitted by way of Bank Guarantee for equivalent
amount from Nationalised/Scheduled Bank. (Format attached)
10.
FORFEITURE OF EARNEST MONEY: If any tenderer subsequently withdraws his tender or makes any
modification/alteration unilaterally in the tender after opening of the price bid, the earnest money shall be liable to be
forfeited.
11.
VALIDITY PERIOD OF THE TENDER: The tender should be valid for a period of 6 months for acceptance
from the date of the opening of the price bid.
12.
ACCEPTANCE OF TENDER: HIL reserves the right to accept or reject any or all tenders without assigning
any reason. HIL may negotiate or seek clarification on the tendered prices and the terms and conditions before
accepting any tender.
13.
INCOMPLETE TENDER OR LATE TENDER Tenders received late, unsealed or without superscription
and without proof of earnest money deposit attached or incomplete in any other respect are liable to be rejected.
14.
PRICE REVISION: No claim for rate enhancement/price revision will be considered during the pendency of
the contract.
15.
Any loss/damage sustained to the company (HIL) due to any act or omission on the part of the contractor or his
men, will have to be made good to the company by the contractor.

The work/supply will have to be executed to the satisfaction of the company.

17.
LIQUIDATED DAMAGES FOR PURCHASE CONTRACTS: Time shall be regarded as the essence of the
contract and the supplier shall strictly observe the schedule of supplies. Failure on the part of the supplier to effect
supplies at the stipulated date shall entitle HIL to recover from the supplier by way of ascertained liquidated damages a
sum equivalent to 2% per month or part there of on the price of the goods contracted to supply. In any case damages
so recovered shall not exceed 10% of the total contract value.
18.
RISK CLAUSE PURCHASE: In the event of failure or delay on the part of the supplier to fulfill his
obligations. In the execution of the contracts to HIL’s satisfaction, HIL shall have the right to terminate the contract
and make alternative arrangements for procurement of materials and the security deposit will be forfeited without
prejudice to HIL’s further right to claim compensation from the supplier for the loss, if any, incurred by HIL as a result
of supplier’s failure to fulfill his obligations under the contract. This is in addition to the liquidated damages recovered
by HIL as mentioned in Clause No.17 above.
19.
The supply should be complete within the stipulated period mentioned in the order. If the contractor fails to
supply as per the terms and conditions of the order pertaining to the period of supply, the security deposit will be
forfeited and order cancelled unless prior permission is obtained from the Company.
20.
INCOME TAX DEDUCTION: In view of the enactment of Government of India for deduction of income tax
at source, deduction will have to be made as per provisions in the relevant act from the bills of the contractor and
credited to the Contractor’s account. For this purpose permanent account number may be furnished in the tender.
21.
HIL reserves the right to cancel a part or whole of the order on 1 month’s notice without assigning any reason
or any cancellation charges.
22.
ARBITRATION CLAUSE: All disputes and difference arising between the parties in respect of this contract
of breach thereof will be decided by arbitration by General Manager HIL, or any one appointed by him. The
arbitration is to be proceeded under the Indian Arbitration Act and the rules framed there under. The decision of the
arbitrator on all questions, including questions as to whether there is concluded contract, will be final and binding on
all parties to the proceedings. This is subject to Indian Arbitration Act.
23.
JURISDICTION: The Courts of Law in Ernakulam District, Kerala shall have jurisdiction for disputes
arising out of this tender/contract.
24.
If the tender opening date happens to be a holiday, the tender will be opened the next working day at the same
time.
25.
PAYMENT: HIL will make payment after deducting MNRE & State Subsidy on satisfactory
commissioning of the entire work. AVAILING OF SUBSIDY AMOUNT FROM MNRE AND STATE GOVT.
Is the responsibility of tenderer.
26. DELIVERY PERIOD: The Delivery Period is within 3 months from the date of receipt of work order.
27. WARRANTEE/GUARANTEE: The contractor has to guarantee the equipment supplied for a period of 5
years from the date of commissioning of the same.

SPECIAL CONDITIONS TO 10KW GRID CONNECTED ROOFTOP SOLAR PV PLANT
ELIGIBLE TENDERERS
The tenderer shall provide sufficient documentary evidences to satisfy the following conditions:
1) The tenderer is a registered firm in India and is operational for more than last 03 years.
2) The tenderer fulfills the terms and conditions of eligibility as in accordance with the directions of Ministry of New
and Renewable Energy Government of India. is a registered channel partner/ dealer of MNRE/ANERT.
3) Has experience of supply and maintenance/after sale services in the field of supply/installation of standalone/ Off
grid Solar PV / Grid tie systems of more than 500 KW cumulative capacity in the last three years. Copies of work
order executed in last three years, to be submitted. Proof of having successfully completed similar works during
last years .
**IMPORTANT NOTES:
1.APPROVAL OF PROJCT FROM MNRE, ANERT is the responsibility of the tenderer. ( please state realistic time
frame for receipt of subsidy ).
2. HIL will make payment after deducting MNRE & State Subsidy on satisfactory commissioning of the entire work.
AVAILING OF SUBSIDY AMOUNT FROM MNRE AND STATE GOVT. is the responsibility of tenderer.
3. All approvals if any from KSEBL/ State Govt. /Central Govt. to be obtained by the tenderer.
4. Minimum guarantee of generation per year to be given.

3. SYSTEM DESCRIPTION
Solar Photo Voltaic (SPV) system shall consist of mainly the following:1. Solar panels

3. Junction boxes
4. Earthing System
5. Lightning Arrestors
6. Power conditioning unit string inverter
7. Export metering
8. Cable and other accessories
The PV array converts the light energy of the sun to DC power. The module mounting structure shall be used to hold
module in position. The DC power shall be converted to AC to supply the electrical loads connected like computers,
lights, fans etc. within the ADMINSTRATION BUILDING premises. The system offered should be capable to
export excess power to the grid in future, if required. At present Solar panels shall be integrated within

the premises, LT power supply bus fed from electricity authority (KSEBL) and 750 KVA DG Set. DC distribution
board shall be provided in between solar array and string Inverter. It shall have DC MCCB of suitable rating for
connection and disconnection of array section. The string inverter ( preferably of SMA make ) shall have one common
multi display meter for measuring the different string voltage and string current, Kw, KWh, 3 ph energy meter. No
electrical storage batteries shall be required as electricity generated by the solar panels will be fed to supply building
load.
1. SPV Module:
1.1 Individual Solar PV module should be of capacity not less than 250Wp confirming to IEC: 61215 Ed 2 or latestEdition II, IEC 61701, IEC: 61730-I: 2007, IEC: 61730-II: 2007, UL 1703 certified, manufactured in India in a plant
certified under ISO 9001: 2008 & ISO 14001 and also type tested by any one of the three accredited test laboratories
under Ministry of New & Renewable Energy, Govt. of India. Solar PV module should be polycrystalline Si solar cell
of appropriate size and number so as to accommodate in the minimum space of Roof top area.
1.2 SPV modules of similar output with not more than + 3% tolerance in single string shall be employed to avoid array
mismatch losses.
1.3 The solar cell shall have surface anti-reflective coating (Anti Reflective High-Transmission Toughened Glass) to
help to absorb more light in all weather conditions.
1.4 Photo/electrical conversion efficiency of SPV module shall not be less than 15.4 % with only positive tolerance.
1.5 Fill factor of the module shall not be less than 72%.
1.6 Each module shall have low iron tempered glass front for strength & superior light transmission. It shall also have
touch multi - layered polymer back sheet for environmental protection against moisture & provide high voltage
electrical insulation. Transitivity of glass shall be not less than 91%.
1.7 Module junction box (weather resistant) shall be designed for long life outdoor operation in chemical
environment.
1.8 The bird spike shall be provided to avoid bird sitting on the solar modules at the highest point of the array/module
structure.
1.9 The PV modules shall be suitable for continuous outdoor use.
1.10 The bidder shall provide the sample solar PV module electrical characteristics including current-voltage (I-V)
performance curves and temperature.
1.11 Coefficients of power, voltage and current. However, the tabulated document with all the relevant data like
voltage, current, power output for all the modules also to be provided.
1.12 The PV modules shall be equipped with bypass diode to minimize power drop caused by shade.
1.13 SPV module shall be highly reliable, light weight and shall have a service life of more than 25 years. SPV
modules shall have a limited power loss of not more than 10% of nominal output at the end of 10 years and of not
more than 20% of nominal output at the end of 25 years. The rated output of any supplied module shall not vary more
than 3-5% from the average power rating of all ratings. Each modules, therefore, has to be tested and rating displayed.
The yearly degradation should not be more than 01 % .
1.14 Whenever more than one module is required, identical modules shall be used.
1.15 The solar modules shall have suitable cell encapsulation & sealing arrangements,to protect the silicon cells from
complete moisture proofing (IP 65) for the,entire life of solar modules.
1.16 The terminal box on the module should have a provision for opening for replacing the cable, if required.
1.17 The array structure shall be grounded properly using maintenance free earthing kit as per IS: 3043 – 1987, tested
& certified by CPRI.
2. Module Mounting Structure.
The array structure shall be so designed that it will occupy minimum space without scarifying the output from SPV
panels. The structure shall be designed to allow easy replacement of any module & the array structure should be
fabricated out of GRP suitable for floor mounting of strong, non corrosive, uv resistant and light weight. The
foundation for module mounting structure shall be preferably 1:2:4: RCC construction or any other combination based
on the local site condition requirement for which design details shall be submitted.

2.1 The support structure design & foundation shall be designed to withstand wind speed upto 200 kmph.
2.2 The clearance of the lowest part of the module structure & the developed ground level shall not be less
than 500 mm.
2.3 The module alignment & tilt angle shall be calculated to provide the maximum annual energy output. This
shall be decided based on the location of array installation.
2.4 All fasteners shall be of stainless steel of grade SS 304.
2.5 The mounting structure shall be as per latest IS
2.6 Design drawing with material selected shall be submitted for prior approval of client.
3. JUNCTION BOXES:
3.1. The array junction boxes shall be dust, vermin & waterproof & made of FRP/ABS plastic. Each solar array shall
be provided with fuses of adequate rating to protect the solar arrays from accidental short circuit.
3.2 MOVs shall be used at the terminals of array junction boxes for external over voltage protection.
3.3 The junction boxes shall have suitable cable entry points fitted with cable glands of appropriate sizes for both
incoming & outgoing cables.
3.4 Suitable markings are provided on the bus bar for easy identification & cable ferrules shall be fitted at the cable
termination points for identification.
3.5 The array junction box should be preferably having maximum 08 inputs and 01 output with MOV and terminal
block.
4. STRING INVERTER:
The string inverter should be provided to convert DC power produced by SPV modules, in to AC power. The string
inverter should be grid interactive and also DG set interactive. Inverter output should be compatible with the grid
frequency. Typical technical features of the inverter shall be as follows:

5. Earthing Protection:
5.1The array structure of the PV yard shall be grounded properly using adequate number of earthing kits.
All metal casing / shielding of the plant shall be thoroughly grounded to ensure safety of the power plant
5.2 The Earthing for array and distribution system & Equipment shall be made with GI pipe, 4.5 m long 10 mm
diameter including accessories and providing masonry enclosures with cast iron cover plate having locking
arrangement, watering pipe, using charcoal or coke and salt as required as per provisions of IS:3043.
Necessary provision shall be made for bolted isolating joints of each Earthing pit for periodic checking of
earth resistance.
5.3 Each array structure of the SPV yard shall be grounded properly. The array structures and the lightning
conductors are to be connected to earth through 25 mm X 5mm GI strip.
5.4 The string inverters /PCU and all equipment inside the control room to be connected to earth through 25
mm X 5mm tinned copper strip including supplying of material and soldering. As earth bus is provided
inside the control room with 25 mm X 5mm tinned copper strip.
5.5 In compliance to Rule 33 and 61 of Indian Electricity Rules, 1956 (as amended up to date), all non-current
carrying metal parts shall be earthed with two separate and distinct earth continuity conductors to an
efficient earth electrode.
6. Lightning Protection:
The SPV Power Plant shall be provided with lightning & over voltage protection. The main aim in this protection shall
be to reduce the over voltage to a tolerable value before it reaches the PV or other sub system components. The source
of over voltage can be lightning, atmosphere disturbances etc. Metal oxide variastors shall be provided inside the
Array Junction Boxes. In addition suitable MOV’s also shall be provided in the Inverter to protect the inverter from
over voltage.
7. Cables and accessories
All the cables shall be supplied conforming to IEC 60189 / IS 694 / IS 1554 or IS / IEC 69947 shall be of 650 V/1.1
KV grade as per requirement. Only PVC copper cables shall be used. The size of the cables between array
interconnections, array to junction boxes, junction box to PCU, PCU to ACDB etc shall be so selected to keep the
voltage drop and losses to the minimum. The bidder shall supply installation accessories, which are required to install
and successfully commission the power plant.
8. Cables & Wiring
All cables to be supplied should be as per IEC 60189 / IS 694 / IS 1554 or IS / IEC 69947 and should have proper
current carrying capacity. The cable shall be PVC insulated PVC sheathed copper conductor.
8.1 All wiring in the control room shall be carried out with appropriate wire guage of PVC/XLPE insulated
copper conductor in surface/recessed steel conduct in control room & solar hut. All wiring shall be done
with an appropriate size Cu conductor as earth wire. All wirings whether it is indoors or outdoors are to be
casing capping/ conduit system. As and when required flexible pipe may be used.
8.2 All cables and wires used shall be of copper conductors of suitable cross-section with crossed linked
polythene or polyvinyl insulated with polyvinyl sheath. Stranded and flexible cable shall be used. Nonstranded cable shall not be acceptable expect otherwise mentioned and permitted. Buried underground

cables shall be armored. Buried underground cable shall be enclosed with suitable conduits. Unless,
otherwise, specified, all other interconnecting cables shall be armored.
8.3 Conductor size of cables and wires shall be selected based on efficient design criteria such that the overall
electrical energy loss in any section of cable or wire is shall be less than 3% under the designed operating
conditions. Conductor size of less than 4 sq. mm shall not be accepted.
8.4 Cable/wire connections shall be soldered, crimp-on type or split bolt type. Wire nut Connections shall not
be used.
8.5 All cables shall be adequately supported. Outside of the terminals/panels / enclosures shall be protected by
conduits. Cables shall be provided with dry type compression glands wherever they enter junction
boxes/panels/enclosures. Conductor size of cables and wires shall be selected based on efficient design
criteria such that the overall electrical energy loss in any section of cable or wire is shall be less than 3%
under the designed operating conditions. Conductor size of less than 4 sq. mm shall not be accepted.
Cable/wire connections shall be soldered, crimp-on type or split bolt type. Wire nut Connections shall not
be used.
8.6 All cables shall be adequately supported. Outside of the terminals/panels/enclosures shall be protected by
conduits. Cables shall be provided with dry type compression glands wherever they enter junction
boxes/panels/enclosures.
8.7 All cables shall be suited marked or coded for easy identification. Cables and wires shall conform to the
relevant standards suppliers to specify the specification. The wiring must be carried out in casing capping/
conduit only.
9. Distribution System9.1 Single line diagram of the AC Distribution line shall be attached along with general point wiring diagram of
sample room with the Technical details.
9.2 Details of cable used for the distribution and transmission purpose along with their current carrying
capacity and make shall be enclosed.
9.3 Supply installation of Energy meter from reputed company. The energy meter shall be tested by State
Electricity Board (SEB) and sealed by SEB. Testing certificate shall be submitted.
10. Junction Boxes
The junction boxes shall be dust, vermin and waterproof and made of FRP / Thermo plastic. The terminals shall be
connected to copper bus bar arrangement of proper sizes. The junction boxes shall have suitable cable entry points
fitted with cable glands of appropriate sizes for both incoming and out going cables. Suitable markings shall be
provided on the bus bar for easy identification and cable ferrules shall be fitted at the cable termination points for
identification. Each main junction box shall be fitted with appropriate rating blocking diode. The junction boxes shall
be of reputed make and should be as per IP 65 (for outdoor), IP 21 (for indoor) & as per IEC 62208. The junction
boxes shall have suitable arrangement for the Following:
10.1 Combine groups of modules into independent charging sub-arrays that shall be wired to the controller.
10.2 Provide arrangement for disconnection for each of the groups.
10.3 Provide a test point for each sub-group for quick fault location.
10.4 To provide group array isolation.
10.5 The rating of the JB’s shall be suitable with adequate safety factor to interconnecting the Solar PV
array.

BID BANK GUARANTEE
WHEREAS Hindustan Insecticides Limited, A company incorporated under the Indian Companies Act and having its
office at Udyogamandal–683 501, Via, Cochin, Kerala (hereinafter called HIL) have invited bids/tenders vide their
advertisements No. CP-3/SOLAR PP/1440/2015 (herein after called "Supplier"/Contractor) have submitted the
bid/tender dated
in response thereto.
AND whereas the said invitation vide advertisements No. CP-3/SOLAR PP/1440/2015 shall furnish a bank guarantee
for Rs.

bid/tender. Any such demand made on the bank shall be conclusive as regards the amount due and payable by the
