TEMPUS PROJECT (AS CO-ORDINATOR OR PARTNER)
1. Name of your university/institution/industry or company interested in
participating in TEMPUS project:
Russian-Armenian (Slavonic) State University (RAU), Yerevan, Armenia
2. Main field of activities of your institution:
RAU offers 14 Undergraduate and Diploma (5 year) educational programmes in social
and natural sciences. Programs are innovative, career-focused and combine academic
and vocational excellence. University also offers wide range of Postgraduate directions, in
which more than 120 post-graduate students are enrolled. Though University was
established only in 1999, it has already established scientific school in Economics.
Education programs in RAU are based on educational standards of Russian Federation.
The University is also one of the leaders in the sphere of introduction Bologna process
elements. RAU has already begun transfer to credit accumalation and transfer system,
mostly has transfered its educational programs to Bachelor+Master scheme and is
actively working on other elements of the process, such as quality management, diploma
supplement, strategic planning and etc.
3. Previous international experience:
International experience is mostly connected with joint project proposals with foreign
Universities in the area of Higher education development and reforms. RAU has
collaborated with following Universities in the following projects:

Harburg-Hamburg Technical University (Germany) – In the framework of
Tempus (European Commision) project “Development of e-societies in South Caucasus
Tasic Countries”RAU in consortium with Hamburg University presented a proposal

Tallin University (Estonia) – In the framework of Open Society Institute,
Assistance Foundation (Armenian branch) “Development of higher education in Armenia)
RAU in consortium with Tallin University presented a project proposal “Development of
Quality management system in RAU as a model for other Armenian Universities base on
the experience of Tallinn University

Glasgow University (Scotland) – Glasgow University and RAU developed a joint
Master Degree programm in Accouning.

Academy of National Economy (Russia) – ANE and RAU has jointly developed
a MBA “Banks” program which will be offered in RAU with issue of Joint Diplomas of RAU
and ANE. The launch of the project is planned on February 2007

Electronic Business School of Ireland – EBSI in partnership with RAU offers its
“Specialist in International Trade” Certification program in Armenia.

Vienna International University – Joint MBA course in economics and English
courses with issues of Joint Diplomas and Certificates The launch of the project is
planned on February 2007
4. Information about the intended TEMPUS project:
Research of the current system of quality assurance of education in RAU and
development of recommendations for creation of University Quality assurance system on
the basis of Total Quality Management techniques and experience of European
Universities”.
Project proposal/description:
The primary goal of the project is the research of effectiveness of current University
system of evaluation and management of Education Quality and development of a
proposal package for creation and introduction of an effective and efficient system
education Quality assurance in RAU on the base of EU experience. Suggestions and
recommendations for creation and implantation of Quality assurance system could serve
as an example for other universities in Armenia and will be based on process approach
(according to international quality standards requirements ISO 9000:2001) and act on the
principles of Total Quality Management.
In the framework of proposed project it is planned also the description, analyze and
evaluation of effectiveness of current system of quality assurance in the Armenian Higher
Education Institutions (HEI) (on the example of RAU, taking into account the specifics of
Armenian-Russian HEI). Particularly, systems of planning and organization of study
process, evaluation of educational work, teaching methodology, extent of modern
information and management technologies utilization, mechanisms of considering labor
market requirements will be analyzed in the project. In the framework of proposed project
will be determined not only incoming and outcome of university by separate educational
programs and installed quality requirements to the educational programs, graduating
students and entrants, but also main processes influencing on the quality of outcome, in
this case – all aspects of studying process and educational programs. On the base of
such a detailed analyze it will main disadvantages of current system will be revealed and
those findings will be considered in the development of proposals package for creation
and introduction of university system of assuring quality of education, lack of which is one
of the main problems in the system of higher education in Armenia, without which all other
principles of Bologna process won’t approached Armenia towards real integration into
joint European area of higher education.
