This memo provides members of Council with information about seasonal recreational programs for
the upcoming summer season with a particular emphasis on programs for children and youth. It
outlines new programs, provides information about hours of operation, and, highlights any changes
in service levels over the summer of 2006.
Every summer, the City of Ottawa offers children and youth a wide array of opportunities to
participate in summer camp, wading and outdoor pool programs that are designed to develop
leadership and social skills, encourage physical activity, build sport specific skills, and have fun.
The latest trends and interests are reflected in the diverse listing of summer camps in the City of
Ottawa Activity Guide or on the City’s website www.ottawa.ca.
Summer Camps
In the summer of 2006, approximately 25,000 children and youth participated in over 1,500 camp
programs offered at over 85 different venues. Summer camp programs offer skill development at
an introductory, intermediate and advanced level. Emphasis at all camps is on participation, safety
and fun.
In 2007, the City will offer over 1,600 summer camp programs that will accommodate
approximately 40,000 participants in more than 85 recreation, culture and school facilities. Camps
offered in French are available in the East and Central Districts of the City.
The 2007 Summer Camps program continues to offer a wide range of activities and topics such as
skateboarding, veterinary skills, arts, dance, music, spy camp, horseback riding, science, movie
making, architecture, day trips and skill development in a variety of specific sports such as hockey,
golf, baseball, martial arts, soccer and basketball.
New 2007 Summer Camp/Programs
New initiatives planned for the 2007 summer camp season include:
1. Hoops 3 on 3 Basketball
As a result of a successful application to the Province’s Communities in Action Fund
(CIAF) for $10,000 and $3,000 from Sun Life Financial through Active Ottawa Actif, the
Branch will be offering “Hoops 3 on 3” Basketball Program to approximately 180 youth 10
– 17 years of age in six disadvantaged communities this summer: Michele Heights,
Caldwell, Bellevue Manor, Overbrook, Russell Heights, and Ledbury Fairlea. This
program, which was successfully piloted in 2006, involves sport development, a mini
league, followed by a tournament in August on the courts located at St. Pat’s and Ridgemont
High Schools.
2. Camps for Teens
Subject to successful grant funding, “Youth Leaders”, a day camp for youth 13-15 years will
be offered through the Foster Farm Community Centre serving six low income housing
communities in the west end of the city. The youth will be involved in sports, games, outing
as well as learning valuable leadership skills and volunteering in community day camp
programs.
3. New French Immersion, French Day Camps, and Programs
Several new French camps have been added to our summer 2007 offering:
a. Bob MacQuarrie Recreation Complex (formerly Orleans Recreation Complex) has
expanded its French day camp programming by adding several unique camps such as
“Hip Hop Dance Camp”, “Fashion Design Camp”, “Cooking Camp” and “Scrapbooking Camp”. Camps are for children 8-12 years.
b. The Cumberland-Fallingbrook recreation unit has added a francophone “Girls Girls
Girls Camp”, “CSI Camp”, “Edible Science Camp”, and “Pirate’s Treasure Camp”.
These camps cater to children 6-12 years.
c. Sandy Hill Community Centre has added additional “French Leaders in Training”
camps (LIT camps) for youth 13-15 years.
d. Overbrook Community Centre is offering full day French day camps every week for
children 5 – 14 years.
e. Richelieu Vanier Community Centre is offering full day French day camps every
week for children 6 to 12 years and half days for children 3 – 5 years.
f. Richelieu Vanier is offering an immersion “French Connection” camp every week
for children 6 to 12 years.
4. Sports Camps
“Preschool Patrol” is a weekly program that has been developed to accommodate the
demand for preschool (3 – 5 yrs.) programs in the surrounding areas. Also at Nepean
Sportsplex, Specialty Sport Clinics (soccer, hockey, dance, adventure sports, martial arts)

will allow children 6-12 years to practice and gain skills in specific areas of recreation.
Similarly “Make it your Game”, offered at St. Elizabeth Ann Seton School, July 9th - July
20th, will allow children 6-12 years to learn multi sport skills. A “Paddle Day Camp” is
being offered in partnership with the Rideau Canoe Club to children 10-13 years August 710.
5. Arts/Culture
“Art Animation”, a free camp, will be offered at Britannia Park July 9 – Aug 13 for children
4 –12 years.
In addition, there will be a new “Summer Concert Series in Stittsville Square Park”. Dates:
Aug. 2, 9th, 16th. This series complements the existing series offered at Fitzroy Provincial
Park (July 5th, 12th, 19th, and 26th). Concerts which start at 7:00 p.m. are preceded by a
community fundraising BBQ. To avoid traffic congestion for the Stittsville series,
suggestions regarding walking , biking or busing to the park will be included in promotional
material.
“Musique sous les étoiles” concerts will be offered free of charge every Thursday, June 14 th
to July 19th,, 7:00 – 9:00 p.m., in Richelieu Vanier Park.
6. Special Needs
Canterbury and Stittsville Community Centres are two new designated Shared Care sites to
complement our existing inventory of 15 accessible sites across the city where specially
trained staff are assigned to support day camp staff with the successful integration of special
needs children into the Branch’s day camp programs. A new social recreation day camp is
being offered for 8 weeks at the Bob MacQuarrie Recreation Complex for youth/adults up to
25 years (a pre-assessment is required). Inquiries should be forwarded to Donna Quiggin,
Portfolio Manager, Special Needs.
7. Seniors
“Ride the Bus to Swim with Us” is a new campaign this summer planned through the
Seniors’ Agenda project designed to encourage physical activity and complement OC
Transpo’s initiative to encourage seniors to ride the bus. Seniors have the opportunity to
participate in noon-hour public swims on Wednesdays in July and August at any City of
Ottawa pool for $1.
Wading Pools
In the summer of 2006, a total of 373,641 visits were made to 58 City of Ottawa wading pools. (a
9%/decrease compared to 2005 attendance). In addition, over 7,710 people participated in over 58
wading pool special events offered throughout the summer. The wading pool season ran from June
29 – August 24 (57 days), 5 – 6 days per week depending on location, from 10 am to 7 pm
weekdays/10 am to 6 pm weekends in July, 10 am – 6 pm in August. In 2006, there were only two
(2) ‘rain days’ (where the pools were closed due to inclement weather.

For summer 2007, most wading pools will operate June 28 – August 23. Hours of operation will
remain the same as in 2006 with a few exceptions. Nault and Optimiste Pools will operate 6 days
per week (in 2006 both these pools were open one extra day per week to accommodate
discontinuation of Baribeau Pool due to lease termination). A major infrastructure project in Sandy
Hill and the re-development of Harrold Place into a spray pad are not expected to disrupt the
wading pool season at these sites. However, work undertaken to recover from recent vandalism to
the Hampton Park Field House will result in a two week delay to the opening of this wading pool
site. There are a few pre-season bookings taking place at select sites based on requests, availability
of staffing, readiness of site. See Attachment 1 – 2007 Wading Pool Schedule for park locations,
hours of operation. The public is encouraged to contact our Seasonal Programs hotline or consult
the City’s website to confirm wading pool hours: Seasonal Programs hotline 580-2590 and

New wading pool programming includes the introduction of a “Fun Zone” at Pushman Park
scheduled for August 9, 2007. The “Kid’s Fun Zone Event” is supported by the local Ottawa
chapter of Kidsport™ Ontario and exposes children in disadvantaged areas to various sports and
access to supports to enable their continued participation in a sport of their choice.
The Wading Pool Program Special Events Team, in cooperation with community associations, will
be hosting over 58 special events across the City this summer. Staff have been successful in
securing a number of sponsors to complement the delivery of the wading pool program. Sponsors
to date include Surgenor GMC Truck Center, Humpty Dumpty, Maple Leaf Foods, Dempsters,
Best’s Vending Services, The Works, La Miellée, and, MADD.
Spray Pads
Across the City, there are 69 splash pads/water play facilities. These facilities, of varying designs,
offer the public local, economic, often interactive, options for beating the summer’s heat. See
Attachment 3 for locations. See Attachment 2 for a complete listing of spray pads and opening
dates. Spray pads will remain in operation until early September.
Outdoor Pool Program
The City operates nine outdoor pools during the summer. These pools provide a mix of structured
swimming lessons (group and private), public swimming (adult, senior and children/families), precompetitive swim programs (children and youth), aquafitness, lifesaving and leadership courses,
and special events. Attachment 3 provides a listing of all outdoor pool locations and their 2007
public swim schedule. The 2007 Spring/Summer Activity Guide and City website contain detailed
information regarding aquatic instructional programs at outdoor pools.
Beaches
The City of Ottawa, Parks and Recreation Branch operates 4 public beaches: Mooney’s Bay,
Westboro, Britannia and Petrie Island beach. Operations at the four sites focus on providing a safe
and enjoyable venue for swimming as well as many other beach related activities including beach
volleyball, water safety education and special events. In 2006 well over 500 000 thousand residents
enjoyed our public beaches.

Beaches are open 7 days per week, June 16 – August 26th, hours of supervision are from noon to
7:00pm. New this year, a red and green flag system is being introduced at each beach site to make
the public aware of when the beach is open and water quality is acceptable, and when the beach is
closed due to a water quality concern.
Park-ticipate
The Park-ticipate program is a free, informal drop-in program offered at various local rural and
urban parks throughout the Parks and Recreation Branch’s East Division. Children aged 4 to 10 are
invited to join our highly trained recreation staff in this fun-filled program of sports, crafts and low

Youth on the Move Program
“Youth on the Move” is a Parks and Recreation Branch initiative in cooperation with Ottawa
Police Services & Bylaw Services Branch. The Program is aimed at diverting youth-at-risk
from criminal and illegal activities by the use of recreation, education and outreach, and to aid
youth, typically 13 – 19 years of age, in obtaining the tools to assume a positive and
productive role in society. This year there will be six teams operating in four geographical
sections of the City (2-East, 1-Central, 2-Western and 1- South). Teams consists of two Parks
and Recreation staff with support from Ottawa Police Staff. The Program operates Tuesdays
through Saturdays, 4:00 p.m. to 12:00 a.m. Teams will visit areas (Hot Spots) where youth
gather such as parks, skateboard parks, shopping malls, convenience stores, community
centres etc. and redirect youth to alternative activities.
“Hot Spots” are identified by our internal and external stakeholders including: community
associations, concerned citizens, Corporate Security, Bylaw Services Branch, Public Health Branch,
Police, and City Councilors.
Concerns about youth-related issues in City parks should be directed to Praful Bhindi,, Youth on the
Move Coordinator, for referral to the Youth on the Move Teams. Praful may be reached by phone

Youth Leadership/Employment
The Parks and Recreation Branch offers numerous opportunities for youth leadership, skill
development, and employment during the summer. Between January – June, the City conducts its
Summer Student Employment campaign. Students can apply online for a variety of summer jobs or
register online for numerous leadership and certification programs. To date, the Branch has
received over 7,100 applications for summer employment. Post a rigorous interview and screening
process, 1,395 full-time or part-time students will be hired for a variety of positions including:



532 summer camp coordinators, counsellors, and instructors.
43 beach lifeguards and 6 beach operational staff.
285 park supervisors and park programmers to support wading pool program.

108 head lifeguard/instructors, lifeguard/instructors/cashier/attendants to support the outdoor
pool program.
Once hired, all summer student staff participate in a rigorous training program including such topics
as healthy child development, child abuse, creative discipline, inclusion, health and safety,
emergency response, to ensuring that all program participants (children/youth, staff,
parent/guardians) enjoy a safe, high quality, recreation and sport experience. An Occupational
Therapist has been contracted on an ‘as needed basis’ to support staff training for staff working with
special needs children.
Provincially mandated increases in the minimum wage and the results of a Branch summer student
job evaluation process have resulted in more competitive wage rates this summer significantly
aiding the recruitment and retention of staff this summer.
The Branch continues to reach out and recruit from our various diverse communities. Three
complimentary standard first aid courses were offered to Somali Youth during the months of April
and June.
Tennis
The City and its partners (tennis clubs, community associations) operate 103 tennis parks with 277
courts. The majority or 145 of the courts are public; 132 or 48% of the courts are partner-operated.
Tennis is generally available from May 15 to October. City-wide Sports delivers tennis instruction
through ‘Try it’ and ‘Learn’ programs. In 2006, there were over 170 program opportunities which
1,371 residents participated in. In addition, 2,100 school students participated in free ‘Try it’ tennis
lessons offered by City-wide Sports through $4,000 in financial support provided by Ontario Tennis
Association (OTA). In 2007, this funding is not available to the City due to the completion of a
Trillium grant to OTA.
Skateboard Parks
The McNabb Indoor Skatepark is again operational! Our trained and experienced recreation staff
provide a friendly setting for children and youth to develop their skills in a supervised environment.
For this year, our 8000 sq/ft. facility is filled with a 24 foot long x 5 foot high x 24 foot wide half
pipe, funboxes, flatbanks, transition ramps, quarter pipes, and a bowl. All levels of riders will find
it interesting and challenging. The operational hours are: Fridays to Sundays,
1:00 – 9:00 p.m. (May 25 to June 23) and Wednesdays to Sundays, 1:00 – 9:00 p.m. (June 24 to
August 19). Admission charges to the park are affordably priced at $3 for 1.5 hour session or $5 for
the day. A Seasons’ Pass is $100. Helmets and elbow pads are mandatory and are available for
rental. Private and group lessons, party rentals and three weeks of skateboarding camps also

A new outdoor skateboard park will open in Stittsville and efforts are underway to raise dollars to
support a new mobile skateboard parks for rural communities for summer ’08.
Special Events
The City Wide Allocations team has issued permits for many events being held on City property but

implemented by community associations and third party organizers throughout the summer. Some
of these include: Canada Day Events, Company picnics, sporting events (foot races and triathlons,
soccer tournaments), and movies on the beach nights. Refer to Attachment 4.
