1.
Istehqaq shall be determined by the Local Zakat Committee
concerned.
1.1
The following eligibility criteria shall apply:
 An adult Muslim, living below poverty line (Rs. 670/- p/m),
with preference to widows and disabled.
 Unemployed
 Should not be a habitual beggar.
1.2
Before certifying Istehqaq, the beneficiary will furnish the
following declaration:-

2. Payment shall be made to mustahqeen through crossed cheques
by
the respective Local Zakat Committee.
2.1 Crossed cheques will be presented to beneficiaries in the presence of
Notables of the area, which may include Imam Masjid and Head of
School.
2.2 Depending upon the currency period of an Istehqaq Certificate, the
Cheques will be issued for whole of the currency period, at the monthly
rate of Guzara Allowance.
2.3 No cheques will be issued for an amount that exceeds the currency
Period of six months i.e. Rs 3000.00. only in cases where the Istehqaq
of a beneficiary is renewed after the currency period of 6 months, a
fresh cheques will be issued to the same beneficiary covering the
period of renewal.
2.4 Close liaison will be maintained with local banks to ensure that
beneficiaries face no difficulty in the opening of their accounts for
credit of their crossed cheques. Refusal of any bank to cooperate for this
purpose will be reported immediately to the Chairman, District Zakat
Committee, and Chief Administrator Zakat simultaneously.
2.5 It shall be the responsibility of the chairman, Local Zakat Committees
to ensure that Zakat Paid Clerks/Group Secretaries or any other person
are not involved in the payment of Guzara allowance and cheques are
not delivered to beneficiaries through them.
2.6 Full and timely payments to beneficiaries will be ensured. Every effort
will be made to avoid delays which may add to their financial hardship.
The rate of Guzara Allowance shall be Rs. 500/- per month per mustahiq.
Not more than one mustahiq will be selected from on and the same household for
the sanction of Guzara allowance.
Payments will be made at the fully monthly rate, which will not be curtailed to a
lesser amount to accommodate additional beneficiaries.
Istehqaq will be determined by the Local Zakat Committee of the area of
beneficiary’s permanent residence.
A two percent quota of funds allocated under Guzara allowance will be reserved for
the disabled (As approved by Central Zakat Committee in its 84th meeting held on
26th January 2002).
Separate record of all Istehqaq Certificates renewed during a financial year will be
maintained in a register in the manner given at Annexure-A.
No application shall be considered unless it has been received and entered in the
prescribed register. Such applications of the most deserving persons will be
considered in order of priority within the budget allocation made under the head
Guzara allowance.

Chairman to exercise extreme care and strict impartiality in selecting the rightful
beneficiaries, The list of the selected beneficiaries will be displayed prominently
and prompt action will be taken to satisfy any objection made against the selection
of any beneficiary.

1.
Provision of Zakat assistance: Zakat assistance may be provided through such
schools, colleges, universities, polytechnic and other educational training and
professional institutions in Pakistan as are established or recognized by the
Government or established in the private sector purely for charitable or social
welfare purposes, provided that documents in support of their claim are
furnished along with the application for grant of Zakat assistance.
2.
Istehqaq of a student shall be determined by the Local Zakat Committee.

For this purpose, the student will use a prescribed Zakat Scholarship form titled
“MORA Scholarship” Form No. MORA-1.
The second part of the form relating to Istehqaq will be signed by Chairman
Local Zakat of the area of which the student is a permanent resident. Istehqaq
certificate for scholarship purposes will be completed by the Local Zakat
Committee within 30 days of the receipt of MORA Scholarship Form and
retned to applicant or sender by retaining one copy for office record.
“In case Istehqaq certification from a Local Zakat Committee, is not received
even after lapse of prescribed limit of thirty (30) days, the concerned District
Zakat Committees (DZC) requesting to advise defaulting Local Zakat
Committee for quick response. Simultaneously the MORA Scholarship
Committee, after satisfying itself about the facts, shall be competent to grant
scholarship provisionally to the mustahiq students until the requisite certificate
is issued or declined by the Local Zakat Committee as the case may be.

institution is located will also be competent to issue Istehqaq certificates to eligible students
(as decided by 89th Central Zakat Council on 7.6.2003)

The stipends shall be paid in the form of “Zakat Annual Grant” to the
educational institution recommended by the concerned District Zakat & Usher
Committee (D.Z.C) and approved by Provincial Zakat Council (P.Z.C). In
determining the size of annual grant, the D.Z.C. will follow the guideline
formula given below:
(i)
Number of student’s certified as eligible for MORA Scholarship by the Local
Zakat Comittees.
(ii)
Number of students recommended for MORA Scholarship by “MORA
Scholarship Committee” of the Education (pertaining to each Scholarship) and
its amount.
(iii) Total financial effect of the proposal for one academic year. The table in Form
MORA 2 will be used to calculate the size of grant to an educational institution.

MORA Scholarship Committee will hold Performance Review Meeting every
six months. Depending upon the performance of the student, the Committee will
decide whether to continue the scholarship or cancel it for the remaining period.
A list of students deleted from the scholarship programme will be supplied to
the District Zakat & usher Committee and funds relating to them will be
refunded to District Zakat Fund. The scholarship will be renewable for the next
academic year subject to approval of District Zakat & Ushr Committee for
additional funds needed due to promotion of the student to the higher class and
thereby to a higher class and thereby to a higher stipend bracket.
6.
the following procedure will be followed for making payment of MORA
Scholarship to a deserving student:
Step-1
After approval of Annual Zakat grant for an institution by the
Provincial Zakat Council, the concerned District Zakat & Ushr
Committee will release it on biannual basis, ensuring that the first
installment is transferred to the institution within 30 days of the
commencement of academic year in that institution. For the purpose

Of release the grant, the DZCs will issue crossed cheques in the name of Head
of Institution (by designation) or to a person nominated specifically
for this purpose by that institution.
Step-2
On receipt of the cheques, the Head of the Institution will open a
current account in a scheduled bank titled “MORA Scholarship Bank
Account”. It will be operated jointly by the Head of Institution and
the Officer so nominated.
Step-3
Within 15 days of the receipt of MORA Scholarship Grant, the
MORA Scholarship Committee will hold a meeting to disburse the
scholarships to student approved by the Provincial Zakat Council.
The Payment shall be made in cash on monthly basis, under a
prescribed receipt duly signed by the student. The specimen of the
receipt will be as in Form MORA-3. The composition of MORA
Scholarship Committee shall be as under:
(i)
Head of Institution
(ii)
Class Teacher
(iii)
Nominated member of District Zakat & Ushr Committee. Or
Chairmen Local Zakat Committee within whose jurisdiction the
institution is located or a member of that committee (LZC)
nominated by the Chairman District Zakat Committee.

A proper record for audit purposes will be maintained of the total
grant recedived and payments made monthly. The following particulars of the
students will be recorded in the Register of Payments.

The Zakat funds shall be disbursed by the District Zakat & Usher Committee

At least 25% scholarships at all levels are earmarked for mustahiq girl

The Mustahiq students of Arts from Matric to Post graduate level will also

The stipend sanctioned for a student shall be discontinued on the
recommendations of MORA Scholarship Committee concerned if his/her
conduct or performance is fond to be unsatisfactory.

EDUCATIONAL STIPENDS
(TECHNICAL)

Objective:
1.1.
Creation of income generating opportunities for the poor students by
providing appropriate vocational or technical training to them.
2.
Eligibility Criteria:

Possesses minimum qualifications set for admission to the training
course by the training institute (by whatever name called) within
each province.
2.7.
Capable of self-employment without further support under any Zakat
disbursement programme.

Age between 18-35 years.
3.
Istehqaq certification:
3.1.
The local Zakat committee (LZC) of the area of student’s permanent
residence shall certify his/her Istehqaq. the student will have the
option to apply for the Istehqaq certificate either:
Personally.
Through parent/guardian/or.
Through the head of training institute.
3.2
For this purpose, the student will use a prescribed Zakat scholarship

Rate of stipend/ Scholarship
A maximum monthly amount of Rs. 1000/- per student shall be payable
as MORA Scholarship. Where necessary, the ceiling will be relax able
for reasons to be recorded in writing by MORA Scholarship Committee,
subject to final approval of the concerned District Zakat Committee.
In addition, one-time grant of Rs. 5,000/- will also be paid to each
student for the purchase of required tools/equipment that would help him
in self employment on the basis of training received and skill acquired.
This payment will be made to the student only after the successful
completion of training course.
categorization of Training Institutes
Any training institute established or recognized by the Provincial or
federal Government or being run in the private sector (subject to
recognition of its diploma/certificate by the Provincial/Federal
Government or any other competent body so authorized) shall be
eligible to receive Annual Zakat Grant.
Application procedure
Application forms, MORA-1 (Technical) will be kept in sufficient
quantity at DZCs, PZAs and also distributed to the training institutes on
demand.
6.2
Every DZC will maintain a list of institute located in its jurisdiction.
Every year, well before the start of an academic session they will be
invited for enlistment with the DZC if interested. A time limit will be
fixed to complete the enlistment process. Training Institutes not enlisted
under the procedure shall not be eligible for MORA Scholarships.
6.3
A consolidated list of the enlisted training institutes will be forwarded to
the Provincial Zakat Administration (PZA) for obtaining one-time
approval of PZC. Once approved, the institutes shall continue to receive
MORA Scholarship Grant year after year, unless their name is deleted or
struck off by the DZC, for reasons to be recorded in the minute of its
meeting under intimation to the concerned institute.
6.4
While applying for enlistment, the training institute shall also
provide a comprehensive Training Plan for the whole year, based
upon the types of training courses, their duration, minimum
qualification, and the number of students it can accommodate in each
course.
6.5
Simultaneous with the enlistment exercise, the DZC shall invite
applications for MORA Scholarship (Technical) from deserving
persons specifying the types of courses, their duration, minimum
qualification against each, rate of scholarship and eligibility criteria
through advertisement in the local press. The applications will be
submitted through the concerned LZCs which will forward them to
DZCs after certification of Istehqaq. The copies of the advertisement

may also be supplied to all LZCs for displaying it prominently at the
chairman’s office and giving it wide publicity through mosques,
schools etc. The deadline for submission of applications will be
followed rigidly, so that training plans agreed with institutes are not
delayed.

After approval by the Committee, the annual Zakat grant admissible
to a training institute will be calculated and released to it in two
equal installments. The first installment will be sanctioned a week or
two in advance of the commencement of a course and the second
installment immediately after its successful completion. The table at
MORA-2 Technical shall be used to calculate the Zakat grant
admissible to training institute.
While sanctioning Zakat grant to a Technical Institute, the DZC shall
remain within the share of funds admissible to on population basis.
Likewise, in the award of scholarship, the committee will try to draw
candidates from as many LZCs as possible, in order to achieve
maximum participation of all.
A Monitoring Committee of at least two DZC members shall be
constituted to supervise the conduct of the course and the quality of
training. The committee will also keep contact with course
beneficiaries and comment upon their chances of permanent
settlement after successful completion of training and award of
diploma/certificates.
Allocation of Funds
Funds will be allocated to the districts on population basis, and
released biannually. The release of second installment shall be
subject to at least 50 percent utilization of the 1st installment. In
order to enable DZCs in the timely preparation of Training Plans and
prompt payment of scholarships before the start of every course,
installments of funds will be released in full to DZCs and without
any delay whatsoever.

every month following the month to which they relate.

training institutes as necessary and plan extra shifts of courses where
needed. A consolidated progress covering all districts will be

submitted to MORA by the 23rd of that month by the respective
Provincial Zakat Administration.
7.4
Funds/grants to the training institutes will be released through
payee’s A/c cheques only draw in favor of the Principal or his
authorized representative.
7.5

maintained both by the DZC and the concerned technical institute
separately to show, among others, the following:
Names, addresses of students, Istehqaq Certificate number, and
number of scholarships paid; and amount of scholarships paid.
7.6
At least 25 percent of scholarship at all levels shall be earmarked for
eligible girl students.
8.
Selection of Courses
8.1.
Every PZA will be competent to select its own vocational or
technical training courses from those offered by the Provincial VTIs or
other training institutes sector, mentioned at Para 5 above. The main
objective of the course considered suitable for selection will be the
permanent settlement fo beneficiary after training. Proper care will
therefore be exercised in making the selection process as best objective
as possible. For this purpose, close coordination and consultation will be
maintained with the concerned institutions for professional advice and
guidance. This liaison will also be desirable at DZCs level.
8.2.without prejudice to the authority vested in them, the PZAs can consult
the following guide-line list of courses being offered by the VTIs in the
Punjab.

District-wise implementation plans will be prepared on the basis of
the training courses selected, their duration, fee per student etc.
In order to complement the district implementation plans, the
technical institutes will prepare Technical Plans, showing the
following details:
(i)
Number of courses available, with fee and duration.
(II)
Time-Table of each course, with dates of
commencement and closure.
(III) Number of beneficiaries, who can be accommodated
in each course.
(IV) Day and night shifts, where required and possible.
(V)
Minimum admission eligibility requirements of each
course.
(VI) Age restrictions, if any.
Certificates will be awarded to the successful student beneficiaries in
a simple ceremony at the conclusion of the course. It will be attended

Success or failure and submit a report to the concerned District Zakat
Committee.
Every Training Institute will submit an Implementation Status
Report to the Provincial Zakat Administration at the conclusion of
each Course.

4.
STIPENDS TO STUDENTS OF
DEENI MADARIS

1.
Istehqaq shall be determined by the respective Local Zakat Committee. The
students (both boys & girls) will have the option to apply for the Istehqaq
Certificate either:
by himself/herself
through his / her parent / guardian
through Mohatamim of the Madassa
For this purpose, the student will use a prescribed Zakat Scholarship
Form titled “MORA Scholarship” Form No. MORA-1.
The second part of the form relating to Istehqaq will be signed by
Chairman Local Zakat Committee of the area of which the student is a
permanent resident.
Istehqaq certificate for scholarship purpose will be completed by the
Local Zakat Committee within 30 days of the receipt of MORA
Scholarship Form and returned to applicant or sender by retaining one
copy for office record.
*In case Istehqaq certification from a Local Zakat Committee is not
received even after lapse of prescribed limit of thirty (30) days, the
MORA Scholarship Committee shall repot, in writing, to the concerned
District Zakat Committees (DZC) requesting to advise defaulting Local
Zakat Committee for quick response. Simultaneously The MORA
Scholarship Committee, after satisfying itself about the facts, shall be
competent to grant scholarship provisionally to the Mustahiq until the
requisite certificate is issued or declined by the Local Zakat Committee
as the case may be.

In addition, the Local Zakat Committee of the area where the
educational institution is located will also be competent to issue Istehqaq
certificates to eligible students (as decided by 89th Central Zakat Council
on 7.6.2003).

Stipend shall d in the form of “Zakat Annual Grant” to Madaris recommended
by the concerned District Zakat & Ushr Committee (D.Z.C) and approved by
Provincial Zakat Council (P.Z.C). In determining the size annual grant, the
D.Z.C will follow the guideline formula given below:a. NO. of student certified as eligible for MORA Scholarships by the Local
Zakat Committees.
b. No. of students recommended for MORA Scholarship by “MORA
Scholarship Committee” of the Madarssah.
c. Level of Education effect of the proposal for one academic year. The table
in Form MORA-2 will be used to calculate the size of grant to a Madarssah.
MORA Scholarship Committee will hold performance review meeting every six
months. Depending upon the performance of the student, the committee will
decide whether to continue the scholarship or cancel it for the remaining period.
A list of students deleted from the scholarship programme will be supplied to
the District Zakat and Ushr Committee and funds relating to them will be
refunded to District Zakat Funds. The scholarship will be renewable for the next
academic year subject to approval of District Zakat and Ushr Committee for
additional funds needed due to promotion of the student to the higher class and
thereby to a higher stipend bracket.
The following procedure will be followed for making payment to MORA
Scholarship to deserving students.

Step-1
After approval of Annual Zakat grant for a Madarssah by the Provincial Zakat
Council, the concerned District Zakat & Ushr Committee will release it on
biannual basis, ensuring that the first installment is transferred to the madarssah
within 30 days of the commencement of academic year in it. For the purpose of
release of the grant, the D.Z.Cs will issue crossed cheques in the name of
Mohtamim of Madarssah (by designation) or to a person nominated specifically
for this purpose by that Madarssah.
Step-2
On receipt of the cheques, the Mohtamim of Madarssah will open a current
account in a scheduled bank titled “MORA scholarship Bank Account.” It will
be operated jointly by the Mohatamim and one member of his teaching staff so
nominated.
Step-3
Within 15 days of the receipt of MORA Scholarship grant, the MORA
scholarship Committee will hold a meeting to disburse the scholarships to
student approved by the Provincial Zakat Council. The payment shall be made
in cash on monthly basis, under a prescribed receipt duly signed by the student.
The specimen of the receipt will be in Form MORA-3. The composition of
MORA Scholarship committee shall be as under:
i)
Mohtamim of Madarssah
ii)
Class teacher.
iii)
Nominated member of District Zakat and Ushr Committee or Chairman
Local Zakat Committee within whose jurisdiction the institution is
located or a member of that committte (LZC) nominated by the
Chairman District Zakat Committee.
Step-4
A Proper record for audit purposes will be maintained of total grant received
and payments made monthly. The following particulars of the student will be
record3ed in the Register of Payments.

A Deeni Madrassah approved for annual Zakat grant will be eligible for
additional financial assistance to meet the expenditure on food accommodation
and clothing’s of the resident mustahiq students. This grant will be called as
Miscellaneous Expenditure Grant (Food, Accommodation and Clothing’s) and
will be calculated as under:i)
For Deeni Madaris
Equal to the total amount of MORA

Under this grant, the expenditure will be kept within monthly grant budget
proportions and it will be the personal responsibility of the Mohtamim to maintain
proper accounts of both the MORA Scholarships as well as Miscellaneous
Expenditure Grant separately, on daily and monthly basis, as the case may be.
The accounts will be open to both external and internal audit, Again, the
Mohtamim of Madrassa will be personally responsible to rectify the irregularities
pointed out during audit inspection, as also to settle the audit observations to the
satisfaction of audit.

Audit of Zakat funds provided to the Madaris under heads MORA scholarship
and Miscellaneous Expenditure Grant shall be carried out on regular basis.

There shall be no condition of registration of Deeni Madaris with Auqaf
Department.
9.
National Level Deeni Madaris (NDMs). Deeni Madaris of National Level Status
will have the option of getting them registered with the Central Zakat Council
for direct financial assistance of MORA Scholarships and Miscellaneous
Expenditure Grant (Food, Accommodation and Clothing’s). The following
criteria will apply to qualify the NDM status.
Minimum enrolment of 500 students.
Affiliation with Pakistan Madarssa Education Board.
Open admission policy to encourage students from the four
provinces. Islamabad Capital Territory and Northern areas.
Avowed policy against extremism, sectarianism and
Militancy.
NDM applications will be examined by the Standing Committee on
Deeni Madaris and after preliminary selections, it will visit the
Madarssah to frame recommendations for the Central Zakat Council.

10.
Special MORA Scholarships of Central Zakat Council.
Every year, the Central Zakat Council will directly offer up to 150 MORA
Scholarships for the higher education for matriculate and graduate students
belonging to Madaris of Category I to III. The Central Zakat Council’s standing
Committee on Deeni Madaris will select students for these scholarships on
national basis (without any quota) purely on merit. The following guideline
criteria will be followed in the selection of deserving students.
Preference to position holders.
Consistent unblemished educational record.
Recommendation of the Mohtamim of the student’s parent
madarssah.
Qualifying the entry test of the institution selected for higher
education.
Every year, the Standing Committee on Deeni madaris will select institutions of
national repute to sponsor Special MORA Scholarship in them. The size of each
scholarship will be calculated on the basis of
Annual fees.
Hostel charges.
Mess charges.
An amount equal to ten percent of the scholarship will be paid to the student for
miscellaneous expenses.

4. HEALTH CARE- NATIONAL LEVEL
(Approved by the Central Zakat Council)
87th meeting – 16th November,2002
1. The Istehqaq shall be determined by the local Zakat Committee of a mustahiq
patient’s area of permanent residence (Annexure-A). However, if the mustahiq may
have shifted to another residence in his original district of more than 15 days, the
local Zakat Committee of the area of his/her temporary residence shall also be
competent to determine his/her Istehqaq. The Committee will use the Performa
(Annexure-A) for this purpose.
2. In emergency cases where mustahiq patient requiring emergency treatment is
unable to produce Istehqaq certificate fro Local Zakat Committee, any member of
the health Welfare committee of the hospital may determine Istehqaq of such a
patient on the guarantee of some relative, friend or other reliable person, known to
the mustahiq as well as the hospital. After emergency treatment, the mustahiq
patient shall have to produce the Istehqaq certificate, failing which all expenditure
on the emergency treatment shall be borne by him and the mustahiq will be black
listed for any future assistance under Zakat porgrammes. For this purpose, Performa
(Annexure-B) will be used by the hospital to secure guarantee.
3. The members of the Central Zakat Council shall be competent to determine
Istehqaq of a poor patient for emergency treatment at a national Level health
institutions/Hospitals located in the area of their residence. After emergency
treatment, the beneficiary will produce Istehqaq certificate from the local Zakat
Committee of his/her permanent residence within 30 days failing which the
mustahiq will be black listed for any future assistance under Zakat programmes.
4. Zakat funds for the purpose of medical treatment shall not be provided to
beneficiaries in cash. They will be entitled to free medical treatment only to the
extent of Zakat funds available in hospital as well as their equitable utilization on
all mustahiq patients.
5. The following ceilings shall apply for the free medical treatment of mustahiq.
Indoor patients Rs. 2000/Outdoor patients RS.1000/For medical treatment involving expenditure higher than the ceiling, the Health
Welfare Committee (HWC) of the hospital will be competent to relax it up to the
requisite limit, on merit, ensuring that the principle of accommodating maximum
number of mustahiq patients is not compromised by admitting the expensive
treatment of the few. The composition of Health Welfare Committee shall be as

The authority and responsibility of Health Welfare Committee shall be as follows:(i)
Approve expenditure incurred within the prescribed ceiling.
(ii)
Approve relaxation of ceiling in cases requiring excess expenditure.
(iii) Exercise caution while relaxing ceilings in order to safeguard the
interests of other Zakat patients.
(iv)
Satisfy proper maintenance of accounts and submission of monthly
utilization reports under their signatures.
(v)
Review audit objections and expedite action for their settlement.
(vi)
Take serious notice of irregularities detected by a audit or other
inspections.

Satisfy completion of formalities by the beneficiaries relating to
Istehqaq etc.
(viii) Carry out random checking of quality of treatment coupled with the
satisfaction of beneficiaries.
Utilization of Zakat Funds: As a rule mustahiqeen are to be provided by the
institution with the facility of treatment, medicine and
other assistance free of cost.
Zakat funds shall be utilized only by the committee on following items
where such facilities are not available.
a. Medicines (including blood).
b. Medical treatment (including operation)
c. Laboratory tests.
d. Bed in general ward.
e. Artificial limbs.
f. Expenditure on the transportation of the patient from the
institution to another.
g. Any other item (excluding cash grant) approved by the
Committee.
All facilities from zakat money shall be either in kind or in service.
Zakat money shall not be utilized for providing health assistance to person
(including dependents) who is entitled to receive medical treatment at the
cost of his employer or under any other arrangement.
