3. Welcome & Introduction
Darren Boelema welcomed the existing and numerous new participants to the meeting of
the User Group and introduced the DSD and IBM attendees.
4. NHS Pension Scheme Changes
Andrew Brown who is the Programme Manager for the Department of Health’s NHS
Pension Review gave a presentation on the NHS Pension Scheme Changes. Andrew
explained in detail what will be changing, when and why these changes are being
implemented. He explained at length how these changes had been developed over a
number of years and how they will affect both existing and new members. He gave
examples of the contribution rates and what options members should be thinking about now,
the implementation programme and how the new, tiered contributions will work. Andrew
listed the sources from which further information on the changes could be obtained and his
final message to the group was that if for any reason you are in doubt about any aspect of
these changes, seek advice.
Andrew took the following questions:
Q. Will DSD calculate earnings from across all of a dentist’s contracts?
A. Yes and a field will be provided on Performer details screen to allow PCTs to enter
earnings not captured on POL.
Q. Lease cars, are the finances (earnings) around these Pensionable?
A. Andrew agreed to find out and report back to DSD.
Q. Can New Scheme members retire before 65, i.e. 60?
A. No, only in special circumstances.
Q. What would happen if some Providers misrepresented Performers earnings and
Performers end up with significant contributions to pay?
A. The SD86C will notify Performers of their superannuable earnings and any discrepancies
can be re-calculated.
Q. As declarations are only 11 months, will the figure be pro-ratered to show a full 12 month
effect?
A. No, the last payment of the old contract was included in financial year 2006/2007,
therefore 12 months is represented.
Users stated that PCT staff had had no training in Superannuation and have had to learn.
Q. Can dentists be given training on completing their Superannuation Declarations?
A. Detailed guidance will be forthcoming.
Q. Will the principle of which pension contributions tier you are in be based on your
2006/2007 declared earnings?
A. Yes. So, even if you subsequently go part-time in 2007/2008, you will continue to make
contributions at the higher rate.
Darren agreed to circulate Andrew’s presentation to the group.
5. Proposed Changes to POL to support Pension Scheme Changes inc. DSD
end of Year Default Position
DSD agreed that the correct terminology to use for Pension Scheme Changes is Amended
2008 scheme and New 2008 Scheme.
Trust based contracts such as CDS or EDS may include a Private dentist working sessions
paid for by the PCT. As there is currently no mechanism to record these earning through

POL, PCTs pay these dentists direct. How do these earning become superannuable? DSD
to investigate a means to have these earning recorded through POL.
Action: Chris Elliott to investigate recording superannuable earnings against trust
contracts.
Chris Elliott gave an update on Superannuation Declarations. The default position for any
contract not updated by a Health Body will be the figures currently entered on POL unless
the total NPP exceeds 43.9% of the TCV in which case the Performers allocation will be
equally reduced to total the TCV.
6. Update on Changes to POL
The group asked if UDA values will become part of the DSD reports. Chris explained that
this could not be done as this information would not be 100% accurate as there were still
mixed ortho/general contracts and short term contracts in which the calculation would be
inaccurate.
Chris Elliott informed the group that the new Queue Search facility for filtering searches was
now available. Darren explained that the new screen had confused some users and calls
had been received asking how users view all queue entries. Darren asked if some text
could be added to the page to state that if you don’t want to filter your search, just hit the
Search button and all entries in the queue will be displayed. Chris and Tom agreed to look
into this.
Action: Chris/Tom to add text to Queue Search page.
7. Dental Reference Officer Examinations
Dental Reference Officer, David Brooke also attended and asked the group if they felt that
their Health Bodies would be able to provide access to their clinics in which to carry out
patient examinations? David received a very positive response.
8. Online Pay Statements, Schedules & Reports
Tom and Chris demonstrated how Pay Statements, Schedules and Information Reports can
be viewed/downloaded through POL. They explained that it is anticipated that this facility
will be available to Health Body users in early January 2008.
9. Group Discussion on Common POL Issues
The Group asked when the facility to record contracted courses of treatment under Sedation
or Domiciliary Visits will be available? It was also suggested that the ability to identify Child
Only or Out Of Hours contracts would also be useful. It is hoped that an enhanced contract
screen to include this additional information will be available in the near future.
Darren explained what additional clinical data would be captured on the new FP17 from April
2008.
The group came up with the following suggestions for enhancements to POL, which will be
investigated and considered:
 Currently, all Performers are listed on a contract. Would it be possible for closed
Performers to be shown in a different colour?
 Similarly, on the Contract Search facility, would it be possible to search by open or
closed contracts only or could be closed contracts be identified by a different colour?
 When adding a Performer to a contract, you only use the personal number. Would it
be possible for the Performer name to be displayed on completion of this entry to
confirm the correct Performer has been added and to avoid errors?
 Will the cut and paste facility be activated in POL screens?
 Health Bodies would like to be able to create their own providers.
 Health Bodies would like to be able to update contracts with part-time VDPs.

When a contract is rejected from Queue Processing, can an email be sent to the
user who created the entry to notify them of the deletion.
 Seniority is still shown against a Performer who has retired and ceases to be eligible
for this. Could the eligibility status be amended on retirement to reflect this.
 Could the Superannuation Status on the Performer Screen be enhanced to include
the reason that a Performer is Non-Superannuable i.e. Retired, Opted Out, etc.
 Can Users have the facility to enter stepped baselines particularly when there is a
need to enter part-month payments?
 Can users Create a contract, add Performers and enter Baselines in one transaction
before it needs to be authorized through Queue Processing? This would not be
possible where a Health Body uses an agency for part of this process or if different
users within a Health Body have different access rights (such as contracts and
finance). However, it may be possible to make a change to access rights that would
allow this facility for some Users. Further investigation by DSD needed.
Action: Tom and Chris to investigate suggestions.
10. Future POL training Sessions
Darren explained that there has been significant interest in POL training from Health Bodies
especially since the reorganisation of PCTs. Darren explained that in addition to offering
training sessions at the DSD offices in Eastbourne and limited sessions at PCT offices, the
Customer Liaison Team are looking to run a number of regional training events. However,
these events would have significant financial implications on the DSD and as such, possibly
limit the number of sessions run. Darren asked if the Group felt that Health Bodies would be
able to make available their training rooms/facilities for these sessions as if the cost of room
hire could be avoided, this would have a positive affect on the feasibility of these sessions
and the number run. The Group felt that there were suitable rooms available in Health
Bodies and that these could be made available.

Two customer representatives took up the opportunity to discuss and/or work through
specific Payments Online issues.
