STANDING RULE NO. 6 – BINGO GAMES
May 2010
1. GENERAL:
The Chapter President, assisted by the Board of Directors, (BOD), shall be directly
responsible for all bingo related activities and will nominate a Chairman, subject to
approval by the BOD. The Chairman will nominate at least three additional members, all
of whom must be confirmed by the BOD. When the Club Manager shares responsibility
for jar ticket sales in the lounge, he/she shall serve as an ex-officio member of the
Committee, with voting rights as determined by the Committee. The Bingo Chairman, if
not a member of the BOD, shall become a non-voting member of the Board. The
Chairman must designate a committee member as “Games Manager” for each Bingo
occasion. A Games Manager must be on the premises continuously during the game and
for at least 30 minutes thereafter. The Games Manager shall supervise all activities on
occasions when he/she is in charge and shall be responsible for all funds and reports. The
Chapter President may not serve as Bingo Chairman, unless approved by the BOD. The
Chairman is also responsible for jar ticket sales, both in the Bingo Hall and in the
Lounge, but shall normally appoint the Club Manager to supervise lounge sales. The
Chairman shall also account for and safeguard funds, order stock, safeguard supplies and
equipment, and ensure compliance with Colorado State Bingo Laws and Standing Rules.
2. BINGO CHAIRMAN RESPONSIBILITIES:
The Bingo Chairman shall be in charge and primarily responsible for all games of chance
conducted by Chapter 1 and shall ensure that the net proceeds from all such games are
utilized in accordance with state law. The Bingo Chairman shall be responsible for the
conduct of all bingo games, sale and handling of all jar tickets, safeguarding funds,
ordering stock, and safeguarding of supplies and equipment, with strict compliance with
state and local laws. The Bingo Chairman will ensure that a minimum of three (3)
members have signed the Games Manager Oath and are registered with the State of
Colorado.
3. CONTROLS:
The person designated “Games Manager” at a bingo session will assume all
responsibilities associated therewith. He/She shall be present on the premises
continuously during all games and for at least 30 minutes thereafter. The Games
Manager will be given the proper keys prior to the beginning of the session, both the
bingo office and the stamp machines. The Club Manager will have keys to the bingo
office only. The Games Manager will ensure the Bingo License is displayed during the
games and for at least 30 minutes thereafter. Security shall be provided as indicated in
paragraph seven below. The following controls, as a minimum, are deemed necessary:
a. Spot Checks:
Spot Checks will be conducted periodically during each bingo session to ensure
that the number of packets being played does not exceed the number purchased
and punched on the tally sheet. Should the numbers not correspond, the “Win”
will be disallowed and the player will be referred to the Games Manager.

b. Mechanical and Electronic Machines:
The proceeds from stamp machines and the “Pull Tab” dispensing machines will
be removed weekly or more frequently by at least two Chapter members, one of
whom shall be a member of the Board of Directors or the Bingo Committee.
They will count and verify the amount of money and turn it in to the bookkeeper,
who will receipt for same. The Bingo Chairman will retain all winning tickets of
$20 or more and will record the proper data on the monthly report.
c. Pull Tab (Jar Ticket) Sales:
Pull tabs (referred to as jar tickets herein) are sold in the Bingo Hall during all
Chapter bingo sessions and in the Lounge during most open hours. The Games
Manager shall be responsible for all sales and record keeping for Lounge sales.
The following procedures shall apply:
1) Sales in the Bingo Hall:
The Games Manager will issue jar tickets to sellers, by noting on the
control sheet, the date, number and kind of ticket, and the serial number
and dollar value of the tickets issued. A separate control sheet,
reflecting the same information, will be kept by the volunteer seller. All
data will be entered for each bingo session. The control sheet and all
winning tickets of $20 or more will be kept on file for a period of six
months following submission of the data on the quarterly report to the
Secretary of State. All winning tickets will be hole-punched to prevent
later use. No person connected with the games of chance shall make any
statement concerning the number of winning tickets sold or the number
of tickets remaining. A current summary of sales shall be maintained on
all jar tickets sold. These records shall be kept current at all times,
retained for a period of three years and made available for inspection
upon request by the licensing authority. Control forms provided by the
State will be used to the maximum extent possible and may be
supplemented as necessary to ensure proper record keeping.
2) Sales in Lounge:
Record keeping procedures for jar tickets sold in the Lounge shall be
identical to those in 1 above, except that separate control sheets, by
month, shall be maintained. Recording and control of tickets sold in the
Lounge shall remain the responsibility of the Bingo Chairman and
he/she or a designated member of the Bingo Committee shall be
responsible for overseeing the sale and the keeping of records of jar
tickets sold in the Lounge. All persons volunteering to sell jar tickets
must be active members of Chapter 1 or Chapter 1 Auxiliary. Paid
employees, including barmaids, may not sell jar tickets during periods of
paid employment. The Club Manager shall supervise the conduct of
employees and volunteers alike in his area of responsibility, but shall not
become involved in any acts that are in violation of the Colorado Bingo
and Raffle Law. He may terminate the volunteer status of a jar ticket
sales person, when such person is also a club employee, whose paid

employment is being terminated. The termination of any volunteer and
ticket sales person must be coordinated between the Bingo Chairman
and the Club Manager. All disputes will be resolved by the Chapter
President.
3) Rules for Volunteer Ticket Sellers in the Lounge:
Ticket sellers shall receive instructions and guidance from the Bingo
Chairman only. Neither sellers nor their immediate family members
may purchase tickets or play stamp machines during their shift of duty,
but may do so after all buckets have been put away. Ticket sellers must
ensure that only club members and their guests, who are signed in, are
allowed to purchase tickets. When in doubt, they must check the club
card or sign-in roster. Sellers will not sign-in a guest. Sellers are also
prohibited from revealing information to anyone concerning the number
of winning tickets sold or the number remaining in the bucket. To do so
is grounds for dismissal.
4) Cash Handling Procedures in the Lounge:
At the beginning of each shift, ticket sellers shall be accountable and
responsible for three Pull Tab Banks and one Stamp Bank. Of the three
Pull Tab Banks, one will contain $2,700 and two will contain $2,750
each, for a total of $8,200. The Stamp Bank will contain $1,000. The
banks may consist of cash, coins, checks or redeemed tickets. All
winning tickets of $20 or more must be signed by the winner and turned
in with the cash receipts when the bucket is closed out. Also, the “last
sale form” must be completed and signed following the last sale of a set
of tickets. Variances of more than $5.00 in any bank or completed set of
tickets must be fully explained in writing. These explanations will be
kept on file and a total of three or more within a year may be grounds for
dismissal. Periodic audits of all banks and completed sets of tickets will
be conducted by appropriate officials.
4. BINGO WORKERS:
All bingo workers must be unpaid volunteers, except as indicated in “c” below. The
Games Manager for each bingo session will ensure that all new and inexperienced
volunteer workers are given specific instructions concerning their duties and
qualifications as shown in “a” and “b” below.
a. Bingo Callers:
No person shall act as a Bingo Caller unless he/she has been in good standing of
Chapter 1 or it’s Auxiliary for at least three months. The Caller must be of good
moral character and have never been convicted of a felony. Callers will be
furnished a list of games to be played, the amount payable for each game, and a
list of all announcements to be made during his/her calling session.

b. Floor Workers:
The primary duties of Floor Workers are to sell “Specials”, verify the bingo sheets
of winners and to make payments. No “Specials” will be sold for a new game
until all monies from the last game have been turned in by each worker and
accounted for on a Master Sheet. When a player calls “BINGO”, a Floor Worker
will assist him/her by announcing the Tally Sheet number to the Caller, placing
the winning bingo sheet before another player, calling the manufacturer’s
identification (serial) number, and the face number back to confirm the “win”.
Upon confirmation, the Games Manager will provide money to pay the winner.
c. Bingo Bookkeeper:
Chapter Bingo Bookkeepers may be paid the maximum amount authorized in the
Colorado Bingo and Raffles Law. Bookkeepers may also be paid employees of
the Chapter, providing the jobs are kept completely separate from each other.
Bingo Bookkeepers shall not be permitted to work bingo games or to participate
in any bingo or raffle activities.
d. Participation:
Bingo workers and/or jar ticket sales people shall not “during any occasion” be
allowed to play bingo or to purchase or play any jar tickets, whether for
themselves or on behalf of another person. For this purpose, “occasion” means
during a bingo session or during the period in which a jar ticket sales person is
actively engaged in such sales.
5. EXPENDITURE OF FUNDS:
Standing Rule #7 contains instructions for the accounting and expenditure of bingo funds.
6. CHECK CASHING/COLLECTING PROCEDURES:
Members of the Chapter/Auxiliary, who write bad checks, are subject to and will be
processed under the check cashing policies outlined in Standing Rule #29. No special
considerations will be given to any such members or their dependents.
7. SECRUITY:
The security of the Bingo Hall is the responsibility of the Club Manager at all times. All
bingo officials and workers must be security conscious and must ensure that all money,
supplies, equipment, and property are properly safeguarded. Any person observing
questionable acts by players, workers, or officials will immediately notify the Games
Manager or the Security Guard on duty.
8. RULE CONFLICTS:
In the event of conflict between the Standing Rule and Title 12, Article 9 of the Colorado
Revised Statutes (commonly known as the Bingo and Raffles Law), the State Law will
prevail.
