Ho Chi Minh City University of Law is the leading legal
education institution in the South of Vietnam. Since the
establishment in 1996, the university has gained great progress
both in scale and in quality of education. Thanks to the
accomplished and intellectual staff and faculties, we have
achieved much success in teaching and doing research, which
contributes to a better community, national development and
international cooperation

History
In 1982, after the re-establishment of the Ministry of Justice,
the Minister of Justice issued Decision no 199-QĐ/DT dated
October 16th 1982 on the establishment of the Ho Chi Minh
City High School of Legal Studies, developed from the

contemporary School for Judicial Staff. The school was
responsible for training staffs with legal knowledge at
intermediate level.
From 1983 to 1988, the school, in co-operation with the Hanoi
University of Legal Studies, launched bachelor programs on
legal studies.
On December 25th 1987, the Chairman of Council of Ministers
issued Decision No 357- CT on the establishment of Hanoi
University of Legal Studies, Ho Chi Minh City branch, directly
under Ministry of Justice. The branch’s mission is to cooperate
with Hanoi University of Legal Studies to impart legal
knowledge at university level to legal officials in Southern
provinces.
On July 6th1993, the Minister of Justice stipulated Decision no
368/QĐ-TC on renaming the University of Legal Studies, Ho
Chi Minh City branch into University of Law, Ho Chi Minh
City branch.
On March 30th 1996, the Minister of Education and Training
signed the Decision no 1234/GD&ĐT to establish The
University of Law, directly under the Vietnam National
University in Ho Chi Minh City, on the merge of the University

of Law, Ho Chi Minh City branch and the Law Faculty, Ho Chi
Minh City University.
On October 10th 2000, the Prime Minister issued Decision no
118/2000/ QWĐ-TT to separate the Ho Chi Minh City
University of Law independently from the Vietnam National
University in Ho Chi Minh City.

Achievements
Since the establishment, Ho Chi Minh City University of Law
has obtained great progress both in educational scale and
quality. The organization is developing firmly with an
increasing number of qualified teaching staff. So far, the total
number of lecturers is 259, among which there are five
associate professors, 18 doctors, 108 masters and most of the
young lecturers are attending a postgraduate course.
The five main majors are: Commercial Law, Criminal Law,
Civil Law, Administrative Law and International Law and
special LL.B programs for gifted students. Graduated students
are equipped with sound legal knowledge and reasoning
enabling them to work on different fields and become legal
officials in Southern provinces. In addition, the University
offers LL.M programs of three majors: Criminal Law –
Criminal Procedures, Economic Law – Economic Arbitration,
and State Administration. The University is also running two
doctorate programs of Economic Law and Criminal Law.
With great efforts of many generations, Ho Chi Minh City
University of Law is firmly developed in many fields and is

merited valuable awards by the Communist Party and the
Government, namely:

On March 25th 2000, the University was awarded Labor
Medal, ranked second, by the President of the Socialist
Republic of Vietnam.
-
The University Party Committee has won the prize of
powerful and stainless Party committee for many
successive years. The Labor Union has been ranked
excellent of Labor Union of Education Sector for many
years.
-
In 2001, the Youth Communist Party and the Student
Society were awarded Certificate of Merit by the Prime
Minister for their contribution to student movements.

On March 22nd 2003, Ho Chi Minh City University of
Law Association of Youth Communist Party was
awarded the Labor Medal, ranked third, by the President
of Vietnam. In 2004, Association of Youth Communist
Party and Student Society of Ho Chi Minh City
University of Law won the title of “Leading Flag”
among universities in southern provinces.

Functions, Responsibilities
Manage the university’s regular training stream; manage programs,
study plans, and schedules of students in regular training stream and
others, implement other training tasks such as management of students’
learning outcomes, consideration of commendations and promotion or
exclusion from study.
Recruitment of students for university’s regular training stream is the
annual key task that the Department has performed very well during
years; ensuring the security, accuracy, and objectivity requirements
from the Ministry of Education and Training and the university; giving
confidence to the candidates, their families and the whole society.

Training objectives and missions of Basic Studies Faculty
Basic Studies Faculty is responsible for general education program
of the tertiary training system from diploma to bachelor, and some
courses of post graduate program in the University of Law, Ho Chi Minh
City. Training objectives of the faculty are to provide students with basic
and systematic knowledge on Marxism – Leninism; Ho Chi Minh’s

Basically speaking, textbooks and curriculum of the courses
delivered by the Faculty are from the Ministry of Education. However,
because of special characteristics of the university, the faculty has
compiled outlines of the courses to make them more suitable for the
Law major, in order to meet the training objectives of the university.

Traning objectives and mission of the Faculty
Civil Law Faculty is in charge of quality management and delivery
of core courses including Civil Law, Civil Procedure Law, Marriage and
Family Law, Labour Law; and of elective courses such as International
Civil and Commercial Law, Roman Civil Law, Issues in Civil activities,
Issues in Labour Law, Professional Court Clerk, Theories of evidence in
Civil Procedure, Law of Marriage and Family, Lawyer Profession and legal
consultancy services.
The Faculty’s objective is to train students majoring in civil law to work in

Traning objectives and mission of the Faculty:
Following the University’s training objectives, the Faculty has, since
its foundation, trained a big number of bachelor graduates majoring in
administrative law to meet the human resources requirements of the
State’s administrative agencies such as the People's Committees at all
levels, professional departments under the People's Committees,... and
the law enforcement agencies such as the People's Court , People's
Procuracy, law offices, local and international law firms, and Human
Resources departments in companies… The Faculty is responsible for
course delivery and quality management for courses belonging to
Administrative Law Faculty.
Besides research projects at ministry level, the Faculty got 01
university-level scientific research approved: “The matter of issuing legal
documents of local authorities,” which was chaired by Truong Dac Linh,
LLM; compiled study guides for courses like Law establishment activities,
Constitutional Law of Vietnam, Theories on Law, Vietnam History of State
and Law, and is writing study guides for World History of State and Law,
Administrative Law etc. Currently, the Faculty has started to write
textbooks for Theories on State and Law, Constitutional Law in Vietnam,
Administrative Law in Vietnam…

Training objectives and missions of the Faculty
Criminal Law Faculty was established in July 1996, previously known as
Private Law Faculty. The Faculty has 18 lecturers and 1 assistant, among
whom are 2 Ph.D.’s, 15 masters, and 2 bachelors of law. The Faculty has
3 programs: Criminal Law Program, Criminology Program, and Criminal
Procedure Law Program.
The Faculty’s teaching staff is actively improving professional knowledge;
some are postgraduates at home and abroad.
The faculty delivers 3 core courses including Criminal Law, Criminal
Procedure Law, Criminology and 9 elective courses including Judicial
Psychology, Judicial Psychiatry, Science of Criminal Investigation, Theory
of Crime and Punishment, Forensic Examination, Intensive Law of
Criminal Procedure, Professional Court Clerk, Lawyer and Law
Consultancy Services, Crime Prevention.
The Faculty’s mission is to train students in criminal major to work in law
enforcement agencies such as the courts, procuracy, investigation and
inspection agencies, and some other agencies such as law offices, legal
consultancy offices, or administrative offices. The Faculty aims at
providing students with essential knowledge about the society, current
legal systems and with ability to solve simple legal problems. Therefore,
the curriculum is designed with some core courses together with many
general elective courses which allow students to pursue their career
orientation.
Criminal Law Faculty pays lots of attention to the innovation of teaching
content and method. The Faculty has compiled 4 books entitled Study
Guide for Criminal Law (General part); Study Guide on Crimes; Study
Guide for Law of Criminal Procedure; Lectures on Judicial Psychology.

The Faculty attracts students not only by interesting courses but also by
qualified, enthusiastic and helpful lecturers. Graduates from the Faculty
have been able to prove their professional capacity at work in the offices
of the courts, procuracy, investigation, judgement enforcement as well
as other agencies, and they are highly appreciated by their employers;
this is an honour and a great encouragement to the Faculty.
Programs
Criminal Law Program
Courses
Core courses include: Criminal Law I, II, and III
Learning outcomes: on successful completion of Part I, “Basic theories on
Criminal Law and Crimes”, students will be able to solve particular
problems in real life such as identifying criminals in specific cases,
defining time of crime, identifying accomplice, determining cases of clear
exclusion of criminal liability etc
The objective of part II, “General issues on criminal responsibility and
punishment”, is to equip students with necessary reasoning systems in
order to solve specific requirements such as determining penalty,
assembling penalties, identifying penalty limitation permitted in specific
cases, commenting on penalties of pronounced criminal judgements.
The objective of Part III, “Crimes”, is to help students understand the
criminal policy of the State, approach and master knowledge on crimes
in order to effectively apply it in real life; giving students initial practice
in crime identification and penalty determination.
Elective courses include:
Theory of Crime and Punishment: Systematise theories on crimes,
thereby equip students with skills on offence identification and penalty
determination by case study.
Judicial Psychiatry: Equip students with psychiatric knowledge to prepare
students for cases related to people with mental diseases. Understanding
about mental assessment is also necessary for judiciary officers to
evaluate proofs of mental assessment conclusions.
Forensic Examination: Provide essential medical knowledge for students
to evaluate proofs of forensic test conclusions in criminal cases.
Academic researches

Academic researches of the Faculty have been held regularly through a
diversity of activities such as executing university-level and ministrylevel academic research projects, organizing professional meetings and
workshops to solve issues arising in teaching activities, regularly
updating information for the book "Study Guide for Criminal Law"
(including 2 books: General Part and Specific Crimes compiled by the
Faculty’s teaching staff), continuously improving electronic lesson plans
of Criminal Law course using Powerpoint, instructing students on
graduation theses as well as other academic researches.
In order to apply the new approach of “student-centred” teaching
method, the Faculty’s teaching staff has put lots of effort into varying
teaching methods and finding new ones. The traditional lecture method
is supported by other new ones, like students’ self-study of
recommended books, group work, case study, discussion etc. In the
coming time, the program will continue to promote using active teaching
methods to stimulate students’ initiative and creativity, reducing
lecturers’ presentation time to increase time of students’ discussions and
group work; which will train students to work independently or in teams
after graduation.
Criminal Procedure Law
Courses
Core course - Criminal Procedure: includes 2 modules of 30 periods each,
module 1: “General issues about Criminal Procedure Law”, module 2:
“Procedures for criminal cases”.
Module 1 equips students with general knowledge on Criminal Procedure
Law, like basic concepts of criminal law, principles of criminal procedure
law, legal status of parties in criminal procedural law, institutional
evidence in criminal procedural law and institutions of prevention
measures in criminal procedure law.
Module 2 provides students with knowledge on process and procedures
of prosecution, investigation, trial of criminal cases in the first instance,
appellate hearing of criminal cases, special trial procedures and
proceedings.
Elective courses include:
Intensive Law of Criminal Procedure (45 periods of study): provides
students with advanced knowledge on principles and systems of
principles of criminal law, theoretical proof in criminal proceedings,
judicial coercive measures and the protection of human rights when

applying coercive measures, criminal trials and execution of judicial
judgements.
Science of Criminal Investigation (30 periods of study): This course
studies techniques, tactics, and methods of criminal investigation. The
content includes: General theory of criminal investigation science;
Criminal techniques: theory on criminal traces, system of technical
means, methods and skills to detect, consolidate evidence to ensure the
reliability of the information obtained in criminal proceedings; Criminal
tactics: establish a system of views, procedures, and methods of
planning and organizing investigation legally and effectively; Specific
investigation method for each type of crime.
Professional Court Clerk (30 periods of study): This course provides
knowledge on organizational structure and operational principles of the
Court; Functions, tasks, and areas of responsibility of the court clerk;
Specialist skills of the court clerk.
Lawyer and Law Consultancy Services (30 periods of study): provides
knowledge on lawyers’ organizations and legal consultancy in Vietnam;
Introduction of legal profession and legal consultancy; Legal support and
legal consulting needs in Vietnam; Missions, standards, and qualities
required of lawyers and legal consultants; Specialist skills of lawyers and
legal consultants.
Academic Researches
The program executed a university-level project: “Some amendments
needed for Code of Criminal Procedure”, which is verified and accepted in
2000; compiled “Study Guide for Criminal Procedure Law”, “Learning
materials for Criminal Procedure Law” published by Thanh Nien pulishing
house in August 2005, “Study guide for Criminal Procedure Law and
applicable legal documents” published by Thanh Nien publishing house in
December 2006.
To improve teaching quality, the program often redefines teaching
content and methods, focuses on active teaching methods which provide
students with self-study approaches.
In the near future, the program will compile textbooks, reference books,
and other types of monograph.

Criminology Program
Courses: Criminology (core course), Crime Prevention (elective), Judicial
Psychology (elective)
Criminology and Crime Prevention courses provide students with
knowledge on crime prevention in all legal and social aspects. Learners
can apply knowledge of these courses to hold crime-prevention activities
in local communities to reduce crimes in society.
Judicial Psychology course provides students with knowledge on
psychology of all parties involved in proceedings of investigation, trial,
and re-education. Learners can apply knowledge of this course to solve
criminal cases, re-educate law-breakers, and work as defenders.
Academic research: Some research projects at university level have been
executed, verified and accepted: “Prevention and fights against juvenile
sexual assaults in Southern provinces of Vietnam (2004)”. The program
also successfully organized a scientific discussion on "Teaching and
Studying Methods of Criminology at Ho Chi Minh City University of Law”,
compiled study guide and got a number of scientific articles published on
journals, instructed students on graduation theses with distinction and
high distinction results.
To improve teaching quality, the program keeps improving the teaching
content to meet the requirements of crime prevention in real life, also
focuses on innovating teaching method to give students self-study
ability. Some tasks that have been done are: compiled study guide for
Judicial Psychology, provided students with research topics and review
questions (Criminology course), and recommended reference materials.
In the future, the program will focus more on writing books and
reference materials for Criminology course in order to better serve the
learning needs of students and contribute to the development of this
scientific field.

International Law Faculty consists of three Programs: Public International
Law, Private International Law – Comparative Law, and International
Commercial Law. The total number of permanent lecturers is 21, beside
other co-lecturers and visiting lecturers
Qualification: 1 Asscociate Professor Doctor, 3 lecturers, 2 doctors, 17
masters, 6 bachelors (three of whom are taking a master course).
Training objectives and mission of the International Law Faculty
In the context of globalization, Vietnam has become a member of WTO
and launched open policy for the education market in 2009, the
enhancement of education quality is an urgent mission of the society in
general and of Law University and International Law Faculty in
particular. As a newly established faculty in the university, with its
young, dynamic and enthusiastic teaching staff, International Law
Faculty
has
been
striving
to
fulfill
its
missions.
As part of the general training goals of the University and Vietnam
education, the objective of International Law faculty is to train students
comprehensively in both professional ethics and knowledge to meet the
requirements of Vietnam economy in the period of international
economic integration. To reach that objective, the faculty’s teaching
staff is striving to become dynamic and creative lecturers with good
professional knowledge and personality; students are trying to become

active and self-motivated, with deep

In order to become a faculty specializing in training International Law for
the labour force of today’s international economic integration, the Faculty
has identified that its two key tasks are to ensure staff’s teaching quality
and students’ learning quality. Therefore, all lecturers are aimed to
acquire a master degree in specialized subject within 3 years of work at
the faculty and students are ensured to attend all the lectures, practice
hours, and discussion sessions designed by the University, with no
students having very weak results at the end of the academic year.
Besides long-termed objectives, the Faculty has performed well in all
specific duties set by the University in each period as:
Developing curriculum, teaching and studying plan; organizing training
process and other educational activities of the Faculty within the general
plan of the University.
Organizing scientific activities; actively coordinating with other functional
departments to exploit international coorperation projects; Coordinating
with other scientific organizations and business corporations to ensure
training in accordance with scientific research and business in real life.
Organizing research for improving studying and teaching methods;
proposing to develop new teaching plans to ensure a scientific, essential,
comprehensive, practical and systematical curriculum in accordance with
the economic integration of Vietnam in the new conditions.
Coordinating with other functional departments to manage training
quality, content, methods, and scientific researches of the faculty’s
lecturers and students.
Presiding over compiling teaching materials, syllabus of the subjects
undertaken by the Department.
Undertaking to teach subjects within the Faculty, organizing the
implementation of scientific researches, internship reports, graduation
theses, and managing students of the Faculty.
Coordinating with other functional departments in planning and
organizing training and fostering to improve professionalism and political

with ability of legal application to meet the requirements of the labour
market in the integration period of the country. Graduates from the
Faculty can confidently undertake jobs related to legislation in general.
Besides, other specific jobs that graduates from the Faculty can assume
in the fields of civil law and international trade are: counsel and work in

the field of foreign investment; counsel and work in the field of import
and export business; negotiate commercial and international civil
contracts; resolve commercial and international civil disputes and other
issues related to industrial design protection, trademark,… for Vietnam
enterprises abroad and for foreign businesses in Vietnam; give advice on
cross-cultural labour relations, marriage and family: marriage or
adoption between Vietnamese citizens and foreigners ...
Furthermore, the program together with the University is continuously
improving staff’s teaching quality through such activities as professional
trainings, innovating teaching method, participating in scientific
researches or instructing students in scientific researches in order to
serve the best for the university’s training mission in the field of
legislation.
International Commercial Law Program:
Include 1 program manager and 6 lecturers. The program delivers the
following courses: International Commercial Law, Dispute Settlement for
International Commercial Contracts; Customs of International Trade and
Payment; Negotiate International Trading Contracts; Commercial Law of
European Union and the United States.
The program has 5 lecturers (and one co-lecturer): Vu Duy Cuong, LLM –

International Commercial Law Program was separated from Private
International Law Program of International Law Faculty in December
2006. In the context of international integration and WTO membership,
the field of International Commercial Law covers many issues related to
not only trading relations between traders but also the ones between
countries. At present, the program is compiling lesson plans and lectures
to teach in semester 2 of the school year 2006 – 2007 and writing a
number of books for teaching and researching purposes.
The program delivers the following courses: International Commercial
Law – core course – 45 periods; International Trading Customs and
Payment – elective course – 45 periods; Law of Dispute Settlement in
International Trade - elective course – 30 periods; Commercial Law of
European Union and the United States - elective course – 30 periods.

The courses delivered by the program present very important issues in
the current period of international integration of our country. Recognizing
that these are highly practical courses, the lecturers have used a
diversity of teaching methods so as to link theories into practice, which
helps students to study better and be able to apply the knowledge into
real life.
Currently the program has 5 permanent lecturers, including 2 Ph.D.
postgraduates in France and Singapore and 3 masters. All have been
properly trained and specialized in International Commercial Law at
home and abroad.

Introduction
Function and Mission:
Commercial Law Faculty is one of the earliest established departments of
HCMC University of Law, and is one of the leading departments of the
university. The Faculty has the largest number of lecturers compared to
other faculties of the University; many of them have received doctoral
degrees, Master of Laws from universities abroad such as Australia, the
Netherlands, Russia, and Sweden… The Faculty’s lecturers have had
many ministry-level academic research projects and many articles
published on law journals at home and abroad. Many lecturers have
engaged in legal consultancy and legal practice. The Faculty’s students
have high scores at university entrance exam, and they often achieve
good results during study time at university. Many graduates have
quickly achieved success in the State’s agencies, companies or law
offices.
Commercial Law Faculty has 3 programs: Commercial Law, FinancialBanking Law, Law on Land and Environment. The Faculty’s teaching staff
is in charge of developing curriculum and delivering course contents of
business law, commerce law, financial-banking law, law on land and
environment. The Faculty also delivers courses for master program as
per the university’s plan; instructs master and Ph.D. graduate students
on their theses; implements scientific research projects on business and
commercial law at ministry-level and university level; instructs students

to do scientific research, internship, to write essay, graduation theses;
and manages students of the Faculty.

Training objectives and missions of Administration Faculty
Knowledge: Training bachelor degree of Administration – Law with high
professional competence, good political quality and professional ethics,
and good health to meet social requirements. The teaching curriculum is
developed to provide students with updated knowledge on business,
administration, and law as the basis for professional managers and
consultants. Bachelor graduates from Administration – Law program are
capable of strategic planning and have knowledge on management and
organization,
especially
issues
related
to
law
which
people
in
management positions often have to deal with. They are highly flexible
to adapt to domestic and international business environment; and are
able to use English and computer applications fluently.
Skills: The Administration – Law program enables students to grasp the
skills of both management and law fields. Graduates from Administration
– Law program can deal with issues related to business management and
operation; they can also perform consultancy services in business,
finance, and law thanks to the knowledge gained from both management
and law fields.
Work ability: Graduates from Administration – Law program can work in
fields requiring knowledge of both administration and law such as a
public service, international trade, business administration, finance,
management consultation, financial consultation, and business law

consultation. With a diversified volume of knowledge, graduates from
Administration – Law has many advantages when working in commercial
banks, international financial institutions, professional associations,
consulting companies, research organizations specializing in business and
business management; or they can become freelance consultants.
