JOINT SESSION WITH ACADEMIC SENATE: 2:30 P.M.

AGENDA:

1. CALL TO ORDER: The Las Positas College Curriculum Committee met in joint session with the Academic Senate on Wednesday, February 11, 2009. The meeting was called to order in room 2490 at 2:34 p.m. by Academic Senate Vice President, Ms. Sarah

Thompson. The Academic Senate voted approval to resequence the meeting agenda to bring curriculum issues forward at the beginning of the meeting. Ms. LaVaughn Hart,

Curriculum Chair, was introduced to present the two agenda items involving the two committees working jointly.

2. AA DEGREE IN LIBERAL ARTS (Revision): Ms. LaVaughn Hart stated that the approval of the Academic Senate is the next step in the resubmission of the revision of the AA Degree in Liberal Arts, When submitted last year to the System Office, it was returned unapproved by Specialist Stephanie Lowe, who made recommendations for revisions that would be approvable. Ms. Hart has worked with those recommendations, along with drafts of other Liberal Arts degree models, and, with faculty in affected disciplines/areas of emphasis, has worked to keep the degree representative of the discipline faculty intent. In order to make approve the degree, the System Office has recommended a number of changes. which have been incorporated in the draft being presented at this meeting. One, to assist students in determining which of the three different GE patterns to choose (LPC GE; CSU GE; IGETC), a more comprehensive description of has been drafted. Second, where the Area of Emphasis is multidisciplinary, e.g., Science and Mathematics, students are directed that they may not take all 18 units in a single discipline Another requirement is that the student be given a statement of how each Area of Emphasis can lead or tie in to transfer or career paths; this has been done for all Areas. The System Office also recommended that the Wellness and Self-Development area be stated with more focus; the reference to “lifelong learning” was deleted and the Area description re-crafted.

Ms. Hart has also incorporated any faculty review, feedback and correction, such as the “missing asterisks” pointed out by Ms. Thompson.

A number of suggestions, made for better wording or more clarify, were immediately implemented by Ms. Hart. The revised draft is attached to these minutes as

Appendix 1.

Following intensive, productive discussion, the revision of the AA Degree in

Liberal Arts was brought to a vote:

Motion was made by Mark Tarte, seconded by Elena Cole, to approve the revision of the

AA Degree in Liberal Arts. Senate vote was 13 Yea, 0 Nay, 0 Abstention. Approved.

Ms. Hart thanked the Academic Senate for their consideration, recommendations for revision, and approval of the revision of the AA Degree in Liberal Arts. It will now be re-submitted to the State and the revision posted in the Catalog Addendum as “pending approval by the State Chancellor’s Office.”

3. MILITARY WAIVER: DISCUSSION: Ms. Alvarado represented the Curriculum

Committee and the District Curriculum Council for the discussion on the Proposed

Military Waiver Policy. Las Positas College, at one time, like Chabot, gave credit for

Health 1 to returning military veterans toward associate degree graduation requirements.

That practice stopped at Las Positas College when a financial aid audit held that this credit must be applied equally to all veterans, and not only for those who petitioned to use it for their degree requirement. Chabot College has continued to award 3 elective units of Health credit for returning veterans. The District Curriculum Council created a subcommittee to study the practice, with the goal of establishing a district policy for consistent application to all veterans with a DD-214 (honorable) discharge. Twenty colleges returned the survey,, and, of these, 19 awarded their veterans some sort of credit, either a waiver of health, or physical education or both. The CSU applies such credit to their Area E, Lifelong Learning, and this has become a model for many campuses. The DCC has supported the draft of a Proposed Military Waiver of Credit which would grant three (3) elective units plus the waiver of the Associate degree graduation requirements in health/wellness and/or in PE requirement to qualifying veterans.

In the following discussion a number of concerns were raised: 1) whether there is a need for a general district policy when there is an alternative, Credit by Exam, procedure that could be followed by individual students to address meeting their graduation requirement with their military experience; 2) whether “boot camp” or military service provides content equivalent to that of HLTH 1 or any other course; 3) clarifying that this does not obviate the requirement of 60 units minimum for the associate degree;

5) whether students were to be granted this as “tribute for service to their country” or “a way to avoid repetitive course content”; whether granting a waiver of a Health and

Wellness requirement would be doing a disservice to returning veterans, who are likely to be experiencing PTSD or difficulty in returning to civilian life, and might, therefore, benefit from taking a helpful course.

Counselors, in particular, emphasized the uniform application of this benefit that would result from having a District Board Policy. It was noted that the waiver of a requirement does not obviate the need to make up the units; Mr. Tarte elaborated that, because students generally have to be very careful with the use of their G.I. Bill, if this requirement were waived, they would still take the units, but would apply their G.I. Bill privileges primarily to defray expenses at their transfer institutions.

In the interest of time, Ms. Thompson brought the discussion to a close and requested that the topic be tabled to next agenda. According to Ms. Hart, this will not be brought back before the DCC until April. Senators were asked to take the draft policy to their divisions for further discussion before it appears again on Academic Senate agenda.

COMPUTER INFORMATION SYSTEMS —Ms. Fields presenting.

CIS X [recommend 62] (Project Management, 3 units, 3 lecture) —New, rubric not shared. Distance Education. OP. Taken 2X. Similar courses have been successful at other colleges, notably DVC. The CIS advisory committee has also recommended such a course be added. Also, the economic times indicate that students may be interested in project management when they need skills other than basic computing skills. Lastly, these will assist to address industry standard certifications.

This course will be crosslisted in both CIS and CS; it is similar to the CS 48 course now being taught, but this will involve updated software. Although the course is numbered lower than the CS 48 already approved, this course will not be more advanced. Recommended: that Ms. Fields consider proposing the course for CSU transfer and for application for UC transfer. Ms. Alvarado said that the UC might propose a limit on the combination of 47 and 48.

COMPUTER NETWORKING TECHNOLOGY —Mr. Gonder presenting.

CNT X (CCNP Bootcamp Certification Prep, 4 units, 3 lecture, 3 laboratory) —

New, rubric not shared. Recommended Advisory: CNT 62A and CNT 62B. Distance

Education. OP. Taken 2X. Mr. Gonder explained that this course would answer student need and requests for CCNP certification; the college has had CCNA for certification, and this course would become the first step toward the upgrade of the

CCNP curriculum. Dr. Ruys asked about the repeatability, which Mr. Gonder indicated would be a way for students to address their Cisco certification path.

Recommended: Ms. Hart recommended that Mr. Gonder consider changing Section

4 of the Forms to request CSU transfer as this is definitely a college level course.

MATHEMATICS, SCIENCE AND PUBLIC SAFETY

GEOGRAPHY —Dr. Orf presenting. This will be the first DE offering in Geography. It is anticipated that this will be additional access for students and not competition to pull from the current enrollments. Dr. Ely noted that, although the current budget situation may not allow more than the one section in the discipline plan, Geography has been growing and additional sections would likely fill.

GEOG 1 (Introduction to Physical Geography, 3 units, 3 lecture) —Revision, rubric shared. Distance Education. No change in articulation/transfer. Taken 1X.

Needed: Deletion of refe rences in Methods of Instruction that specify “online” or

”distance education.” Course outlines do not make that distinction, which should be specified in the Distance Education form (Ms. Hart).

SOCIAL SCIENCE AND WELLNESS —Ms. Rosen-Simon presenting. The ECD AA degree and Basic Teacher Certificate of Achievement were substantively revised last year, in concert with Chabot College and statewide curriculum. Continuing refinements to

LPC Curriculum Committee, February 11, 2009 Page 4 provide more flexibility to students and further alignment with state mandated curriculum and the Chabot College ECD program have prompted these further, non-substantive, revisions. The presentation matrix defines the options available to students and informs students that, with slight modification to their educational plans, they would also be able to get the second AA degree in Intervention to work with special needs children. In order to bring the majors requirements plus general education to the minimum 60 required for achieving an AA degree, students may be given a list of recommended electives that could be applied for the additional 4 units of elective credit necessary.

EARLY CHILDHOOD DEVELOPMENT

PSYCHOLOGY —Dr. Ruys presenting.

These courses, along with PSYC 1, were approved in Fall 2008 for course revisions; additionally, PSYC 1, received distance education approval. At this time, both PSYC 2 and PSYC 3 are being submitted for distance education. The course outlines are current.

Dr. Ruys pointed out that the online format applies well to the pedagogy of PSYC 2, and, will also address the desire of some students for “anonymity” in addressing conflict issues. He also pointed out that the Psychology major is only two courses short of being accessible completely online.

PSYC 2 (Introduction to Psychological Methodology, 3 units, 3 lecture) —

Distance Education. Course outline revision approved Fall 2009. Dr. Ruys explained that, in the online format, this course would be classified “lecture” although many methodology classes do have a laboratory component.

ENGLISH —Ms. Hart reported that the English faculty have agreed to table their proposal for resolution of a number of logistical and Banner enrollment issues. Pending this discussion, the vote will be held at the next meeting, which will meet Addendum deadlines. Student representative, Ms. Nguyen asked how the effective date of a class is determined. Ms. Alvarado explained that articulation deadlines for UC/CSU may make that determination since, for these, the effective date may not be made retro. Ms. Hart stated that, generally, unless there were some particular reason for doing otherwise, the effective date would be the following fall.

5. CHAIR’S REPORT—

CurricUNet: Ms. Hart repor ted that the District is “definitely on the CurricUNet path.” On the agenda for DCC March 4 is consideration of the technical aspects of implementation. The Chancellor is supportive, and acquisition of CurricUNet appears to be moving forward. To address campus concerns and questions, Ms.

Hart will be arranging for more training and information sessions.

SLOs: At a recent SLO Committee meeting attended by Ms. Hart, the committee were working on a definition of “program.” Ms. Hart had advised that they work closely with the State Chancellor’s Office definition of “program” as they work with the next SLO level to define program SLOs. Mr. Chopra clarified, that while program based SLOs are being written, the assumption still holds that program

SLOs would be “assessed” or “evaluated” on the course level as there are no ways to measure a program. Ms. Hart agreed that that continues to be the working assumption.
