Helping Countries Create Competent Cadres of Health Managers
The CDC Management for Improved Public Health (MIPH) program (formally called the CDC
Management for International Public Health program) is a part of SDMP’s efforts to strengthen
global public health management capacity. CDC’s MIPH program helps low and middle-income
countries build human resources for health (HRH) leadership and management skills to aid in
addressing the shortage of skilled public health managers that threatens healthcare delivery
systems in many countries. It is designed as a one-year program that begins with two weeks of
classroom-based instruction, after which participants implement management improvement
projects. They continue to receive coaching and technical assistance from SMDP and have
numerous opportunities to continue learning via online webinars and other internet-based
resources.
In August 2010, the MIPH program was held in Gaborone, Botswana in collaboration with CDC
Botswana, the Botswana Ministry of Health, and the Botswana Ministry of Local Government.
Course topics included team building, coaching and mentoring, conflict management, effective
presentation skills, effective training, process improvement, project management, and putting
data to work. Participants practiced their training skills in teach-back exercises, with feedback
from fellow participants and course facilitators. Thirty-three participants from countries in
Africa plus India and Vietnam attended the 2010 program.

Sustainable Management Development Program
The Centers for Disease Control and Prevention (CDC) Sustainable Management Development
Program (SMDP) is dedicated to strengthening health systems globally through improved public
health leadership and management. SMDP engages, develops, and supports health leaders by
building country capacity to achieve lasting health improvements, developing strong
partnerships, providing strategic leadership, and advancing the science base through applied
research and evaluation.
SMDP works with countries to develop professional public health leaders and managers who
can plant the seeds for stronger and more enduring health systems. With technical assistance
from CDC, countries assess their management capabilities, address quality standards, and take
action to put in place policies and practices that improve organizational performance. At the
national and district levels, SMDP supports the development of practical management skills
using training, field-based learning, mentoring, coaching, and online learning. Those skills can
be applied directly to addressing current health priorities. By demonstrating how to transfer
these skills to other health challenges a country may face, SMDP helps develop effective and
flexible managers.
SMDP’s work in strategic partnerships and leadership leverages wide-ranging expertise from
across CDC and other organizations. SMDP is working more closely than ever with global health
leaders to bring their experience and wisdom to global engagements. SMDP is a strong
advocate for good management policies and practices and their application to public health
programs and services.

Sara provides technical assistance and training
to build public health leadership and
management capacity in Georgia, Azerbaijan,
and Botswana. In Georgia and Azerbaijan, she
works with a multidisciplinary team of lab
workers and epidemiologists to build
laboratory management capacity and
strengthen disease monitoring and
surveillance of dangerous pathogens. Her
activities in Botswana focus on improving the
quality of public health program services in TB
and HIV/AIDS.
Prior to joining CDC, Sara worked as a health
communications research assistant at Emory
University while completing her graduate
education. During this time, she also
volunteered as a health educator, leading
group discussions and conducting workshops
on sexual health for youth and young adults.
Sara earned her Masters of Public Health from
the Rollins School of Public Health at Emory
University and her Bachelor of Science in
Psychology from Santa Clara University. She is
also a Certified Health Education Specialist.
Sara taught Project Management and
Coaching and Mentoring at the 2010 MIPH.
She was the captain of her rugby team in
college, loves being outdoors, and is always up
for new adventures!

Melissa Cunningham joined the division in
April 2010 as a Public Health Prevention
Specialist for the Sustainable Management
Development Program. Her main activities
included supporting the first Regional MIPH
Course being held in Botswana where she was
responsible for curriculum development and
the evaluation of the course. She also
supported activities in preparation for the first
Global Leadership Forum held in November
2010 helped to complete a communication
and messaging project for the branch.
Before coming to the division, Melissa
completed her Dietetic Internship at Brigham
and Women’s Hospital in Boston, MA. She
received her bachelor’s degree from the
College of Holy Cross and her MS in Food
Policy and Applied Nutrition and her MPH
from Tufts University.

prevention programming, social marketing,
management and leadership development,
research translation, and technical assistance,
16 of those years at CDC. At CDC, she is Chief
of the Sustainable Management Development
Program in the Center for Global Health.

Lanka, Libby earned her doctorate in public
health education at the Johns Hopkins
University Bloomsburg School of Hygiene and
Public Health. Before coming to CDC, Dr.
Howze was an Associate Professor of
Community Health at Virginia Tech and
Director of the Center for Health Promotion at
George Mason University. Libby was the
President of the Society for Public Health
Education in 2007. She received the Sarah
Mazelis Award for Exemplary Health
Promotion Practice from the American Public
Health Association in 2002.

BJ became Division Deputy Director in
December 2007 and Acting Director in 2010.
He works with division staff and partners at
CDC and internationally to plan, implant, and
evaluate applied epidemiology programs,
policies, and strategies. BJ joined the division
in 1999 as a Public Health Advisor working
with the Integrated Disease Surveillance and
the Global Disease Surveillance projects and
later led a number of projects such as Jordan
and Egypt.

Before joining the division, BJ was assigned to
the State of Oklahoma from 1995 to 1999 first
as Regional Supervisor in Tulsa and then as the
state STD Program Manager in Oklahoma City.
Other CDC experience includes field
assignments with the STD program in
Fayetteville, North Carolina and Long Beach,
California. Before joining CDC in 1990, BJ was
Administration Manager at the corporate
headquarters in Jeddah, Saudi Arabia for
American Medical International.
BJ completed the Graduate Certificate
Program in Public Health at the University of
Washington, Seattle in 1995. He also has an
MBA from the University of Phoenix and an
MA in English Literature from Atlanta
University. BJ was born in Jordan. He has twin

Audrey is Managing Director of Audrey and
Associates, a management consulting
company focusing on Management
Development, Human Resources
Management, Organizational Development,
HIV/AIDS Policy, and Program Development
and Management. She is a consultant for
the African Platform on Human Resources
for Health based in the WHO/Africa
Regional Office at the Harare office.
Audrey is an alumnus of the 2000 CDC MIPH
course, as well as the International
Management Methods for Health Program
at Boston University. She is the former
Regional Director for the Institute of
Development Management (IDM). She has
held a temporary position as Public Health
Advisor with the Sustainable Management
Development Program (SMDP) at CDC in
Atlanta.

Audrey holds a Masters of Nursing degree
from the University of Wales in the UK. She
has served as a Board Member for the
Tebelopele Voluntary Counseling and
Testing Center in Botswana and a Board
Member and Chairperson of the Programs
Committee of the Regional AIDS Training
Network for Eastern and Southern Africa,
among others.

Martin Mosima, MPH, MSSA

Martin is Country Program Manager for
Forum Syd, where he manages a national
HIV and AIDS Partnership Program for NGO
Networks in partnership with the Botswana
government and other sectors. He is
leading capacity building of the networks
and other supported NGOs in organizational
development, monitoring and evaluation,
financial management and strategic
leadership. He is also an active member of
a national donor coordination forum for
development partners working in HIV and
AIDS in Botswana and a member of the
national HIV and AIDS partnership forum, a
technical advisory committee to the
National AIDS Coordinating Agency and the
National AIDS Response.
He was previously a Senior Consultant for
the Institute of Development Management,
with overall responsibility for training,
consulting and research in Public Health
Management in Botswana, Lesotho and
Swaziland.
A 2001 MIPH course graduate Martin holds
an MPH degree and a Post Graduate
Diploma in Public Health from the
University of Limpopo-Medical University of
Southern Africa, a Master of Social Work
from Case Western Reserve University,
Cleveland, Ohio, and a Bachelor of Social
Work from the University of Botswana.

Tebatso Paul, MSW

Tebatso is a Senior Consultant (Public
Health Management) at the Institute of
Development Management (IDM),
Gaborone, Botswana. A 2004 graduate of
CDC’s MIPH course, Tebatso is responsible
for training, consultancy and research in the
area of Public Health, with an emphasis on
HIV/AIDS prevention, treatment, care,
support, training and capacity building. He
manages the Botswana Sustainable
Management Development Program for
Middle Level Managers in partnership with
the government of Botswana, BOTUSA, and
CDC. He is also Lead Consultant at IDM for
the Measurement and Evaluation Capacity
Building Project with the National AIDS
Coordinating Agency (NACA). He is also a
Faculty Member of the Bristol Myers Squibb
Secure The Future Technical Assistance
Program and a Master Trainer for the HIV
Monitoring, Evaluation and Strategic
Information for Countries with Generalized
and Hyper-Endemic HIV Epidemics.
Tebatso holds a Master of Social Work
(Health/Clinical Specialization) form
Washington University, St. Louis, Missouri
and a Bachelor of Social Work degree from
the University of Botswana.
Tebatso was also the recipient of the 2008
US/CDC Management Capacity –Building
Program Excellence Award that was
presented in Dubrovnik, Croatia May 28,
2008.

Brian’s work with developing countries such as
Malawi, Ethiopia, Croatia, and Macedonia has
focused on building capacity to improve work
processes to achieve better public health
outcomes, enhancing planning for goal
achievement with scarce resources, and
improving managers’ leadership skills to create
focused, goal-oriented work units. As Deputy
Chief of SMDP, Brian is also responsible for a
variety of administrative and budgeting issues
in the branch. Brian facilitated Effective
Presentation Skills and co-facilitated Process
Improvement and Project Management at the
2010 MIPH course.

His Ph.D. from the University of Virginia is in
Counselor Education, with a minor in Research
and Statistics. He began his professional career
as Director of Counseling Services at Longwood
College in Virginia. Later, at LOMA, an
international trade association, he coordinated
the Employee Attitude Survey Unit and served
as Assistant Vice President of the Training and
Management Development Department. He
was also a Senior Education Consultant for
McKesson HBOC, a Fortune 50 Company, where
he built staff skills on a variety of management
and staff development topics.
Brian enjoys swimming and running in his spare
time.

Antoinette joined the division in February
2010 as a Public Health Management
Specialist. She has over eight years of
experience as a project manager in the
pharmaceutical and clinical research industry
in infectious disease (anthrax), neurology, and
psychiatry. She has over seven years of
experience in public health, including
conducting studies in health literacy and
improving medication compliance among lowliterate patients, and conducting
epidemiological assessments in racial and
ethnic health disparities in diabetes.

She received her Masters of Public Health with
a concentration in Epidemiology from Florida
International University, and is a certified ISO

research professional (CCRP). Antoinette’s
role at the 2010 MIPH conference was lead
facilitator for the Teachback Method course
and co-presenter for the Project Management
course. She is from Key Biscayne, Florida and
enjoys hiking, running, and diving.

Thuto is a Senior Consultant with the
Department of Public Health at the Institute
of Development Management (IDM), with
responsibility for training, consultancy and
research. He was previously a Ministry AIDS
Coordinator in the Ministry of
Communications, Science and Technology,
where he developed and implemented an
HIV and AIDS workplace program,
formulated policy guidelines on HIV and
AIDS prevention, care and support to guide
implementation, developed a monitoring

Bachelor of Social Work from the University
of Botswana.

The MIPH program enlisted leading officials from Botswana government, local subject matter
experts, past MIPH graduates, and SMDP staff to engage participants. On the left, above, is Dr.

The 2010 MIPH course culminated with a graduation ceremony during which each graduate received an

Botswana Collaboration
The success of this year’s MIPH was made possible by extensive collaboration of multiple
partners in Botswana. These partners came together to plan and implement a program that
highlighted the success of past MIPH graduates and introduced participants to the beauty and
welcoming culture of Botswana. Since the inception of the Botswana SMDP in 2003, the
program has built and maintained strong partnerships and program advocates within the
Botswana Ministry of Health and Ministry of Local Government. Representatives from both
ministries assisted in the planning and implementation of the event and participated in the
opening and closing ceremonies. Trainers from the Institute of Development Management
facilitated parts of the MIPH course and CDC Botswana provided critical support in coordination
and communication with all partners involved. The event was truly a collaborative
achievement we can all be proud of.
