DISMAC MINISTRY OF PROVINCIAL DEVELOPMENT, MULTI ETHNIC AFFAIRS, NATIONAL DISASTER MANAGEMENT & SUGAR SITUATION REPORT National Emergency Operation Centre [Level 1, Regional House, 1 Knolly Street, Suva] Incident/Event Tropical Cyclone Mick SITREP No. 16/09 Date 23rd December, 2009 Time as at 8.00pm From NEOC To: As per Distribution list 1.0 GENERAL SITUATION Response operations are now scaling down with the focus now on verification of damage assessment and compilation of reports. Most district and divisional assessment teams have returned and finalized reports are expected from the Divisional Commissioners soon. The fine weather being experienced over most of the Fiji Group has assisted with the cleaning up of properties and repairs to infrastructure. Only evacuation centers (3) in the Western Division remain open with 76 people still taking refuge. All evacuation centers in the Central Division are now closed as of 6pm today. A team from the Forestry Department was engaged today with heavy clean-up work in some areas to assist with the recovery of the affected communities. Emergency food ration assistance will depend on the recommendations of the Divisional Commissioners in consultation with the Ministry for Agriculture. The next phase will be rationing and thereafter the rehabilitation/ reconstruction will be conducted following handover from NDMO to Ministry for National Planning. The NEOC continues to work closely with other essential ministries and agencies in trying to complete the response operation prior to the Christmas break. 1 2.0 WEATHER SITUATION Weather is expected to remain fine with some scattered showers. Refer below for 3pm weather chart for today 23/12/09. 3.0 FIJI ELECTRICITY AUTHORITY No update reports have been received today. The FEA is still undertaking line work to areas outside of the main centers and power restoration is ongoing. 4.0 WATER AND SEWERAGE DEPARTMENT No update was received today. However, there are still areas experiencing water disruptions and this is being verified and fixed by the Water Department. 2 5.0 INFRASTRUCTURE The latest update from the Ministry of Works, Transport and Public Utilities is tabulated below. The assessment provided by Agriculture is high due to the inclusion of economic losses associated with the damage sustained, mainly in Kadavu. A meeting between Agriculture, SPC and UN Agencies was held today and discussed the issues of long term rehabilitation and food security. A further meeting will be held on 10th January 2010 to look at assessment data and plan a way forward. 6. EVACUATION CENTERS The summary of Evacuation Centres and number of evacuees by divisional basis is tabulated below: Central Division. The table below is an indicative number only. 8.0 SIGNIFICANT EVENTS RECORDED • CED has supplied two (2) weeks ration to affected people on Kadavu. CED is awaiting further reports and funds for a team to travel to Lomaiviti • Red Cross society continues to visit and help affected families in the squatter settlement. This includes survey, distribution of water purification tablets, distribution of water containers • France has offered euro $50,000 towards relief and recovery efforts and this will be channeled through the Fiji Red Cross • Supreme Master International (NGO) provided 250 food pack to evacuation centers in the Central Division • Divisional EOC Central will be manned by skeletal staff and reduced hours from 1200hrs Thursday 24/12/2009. • Divisional EOC Western will be on reduced hours from 1200hrs Thursday 24/12/2009. • National EOC will be operating on reduced hours over the Christmas weekend (24 – 29 Dec), however SitReps will be provided should significant events occur over this period. 4 10.0 RECOMMENDATION Provision with one (1) month Food Rations but would be based on damage assessment findings. This also includes the provision of planting materials to help people and communities early recover and similarly for the reconstruction of homes that were fully destroyed or partly destroyed. 11.0 CONCLUSION At the conclusion of this situation report please note the reduction of Evacuation Centres but it will take some time for the people to adjust to normal life after TC Mick.
