Career Highlights: Ms. Evans has over fifteen years experience providing support
to both government and commercial clients such as the Federal Aviation
Administration, National Geospatial-Intelligence Agency, Small Business
Administration, U.S. Veterans Administration, and Air Force Operational Test &
Evaluation Center. Ms Evans implements earned value management (EVM)
systems and provides schedule development and analysis for clients and has experience in performing
Schedule Risk Analyses. She has as formal training in scheduling tools (Primavera, Microsoft Project). In

Career Highlights: Ms. Phillips is Director of Performance Management Solutions at Eagle One Solutions,
Inc. (EOSi), a small business specializing in performance management, acquisition and contraction
management, business process management, human capital management, IT project management,
strategic planning, cost/schedule analysis, and program assessment support. In her capacity, Ms. Phillips
directs and leads consulting assignments to develop and implement earned value management systems
(EVMS) for contractors and large-scale Federal programs. She has trained hundreds of participants in the
specifics of project management best practices with an emphasis on EVM. Ms. Phillips is a recognized
leader in the EVM community. Prior to joining EOSi, Ms. Phillips was the EV Program Architect at L-3
STRATIS' Center for Performance Management. In this role, she initiated and deployed a strategy for the
development and implementation of sustainable earned value management systems across the division. At

implementations and integrated project management. Ms. Phillips represents EOSi as a member of the

Systems Committee (PMSC). She is a contributing author of the NDIA EVMS System Acceptance Guide.
Ms. Phillips has provided presentations addressing EVM and project management at several forums
including the EVM World and the annual Deltek Insight conference.

Career Highlights: Dr. Bill Chadick has operated in a variety of industries: education,

Mr. Sparrow has over 40 years of experience in the field of program/project management. For 35 years, he
has served as a management consultant to both private industry and government clients. He is a
recognized authority for managing projects and successfully melding management requirements with the
realities and constraints of the project environment. He has advised such clients as AgustaWestland,
CH2MHill, Lucent Technologies, Northrop-Grumman, Westinghouse, Honeywell, Boeing, Xerox, LockheedMartin, MacDonald Dettwiler, Illinois Power, Ericsson, Lawrence Livermore National Laboratory, Bio-Rad
Laboratories, Telephonics and MK-Ferguson.
Mr. Sparrow has assisted over 200 clients with the evaluation, design, and implementation of project
management systems. He has been the seminar leader for in excess of 1000 public and in-house seminars
addressing project management systems. He has been a guest lecturer for organizations such as the
Project Management Institute (PMI), Air Force Institute of Technology (AFIT), the American Production and
Inventory Control Society (APICS), the National Contract Management Association (NCMA), and the
Association for the Advancement of Cost Engineering (AACE) and the Society of Cost Estimating and
Analysis (SCEA).
Mr. Sparrow is a recipient of the David Packard Award of Excellence in Acquisition for his efforts as
part of the team that authored the EVMS Guidelines as documented by ANSI/EIA 748. He was the president

Career Highlights: Mr. Thomas T. Roop is President of Pinnacle Management Systems, Inc., a globally
recognized leader in project management consulting and training services. Tom joined Pinnacle over 15
years ago. In his current position as President, Tom has overall responsibility for strategic direction and dayto-day management of the company.
Tom has gained unique skills and experience from his more than two decades of project management
related consulting across various industries around the world. He brings expertise in better Project
Management practices including Earned Value Management and Enterprise-wide Project & Portfolio
Management. He has a unique competence with the leading commercial Project Management tools,
including products from Oracle Primavera, Deltek, forProject, Microsoft Project and EcoSys, especially as it
relates to what it takes to implement these tools successfully. Tom has led major EVM related initiatives for
agencies such as NASA, Veterans Administration, DOE Western Area Power Administration, and HUD. He
also personally managed one of the largest Enterprise EVM System implementations in the DoD supplier
space. Recently Tom has led various Project Management related in initiatives including the creation of
innovative process-change adoption techniques as well as the establishment of a federal supplier’s
Enterprise Project Management Organization. Tom currently serves as a Dean of the College of

Career Highlights: Mr. Humphreys is a Consultant Manager with Humphreys &
Associates. Chris has focused on management system design by creating
flowcharts and their associated narratives, storyboards and the subsequent implementation activities with
particular emphasis on scheduling and earned value techniques. He has assisted in the conduct of many
audits of Earned Value Management Systems. Chris has recently participated in the design and
implementation of EV Systems for a number of companies who had no experience with Earned Value which
resulted in successful Integrated Baseline Reviews (IBR)s. Chris has taught Earned Value for the past four
years. Recently, Chris worked on a large program undergoing DCMA review, his responsibilities included
coaching 15 Control Account Managers (CAMs) on a weekly basis and prepping them for typical DCMA
interview questions.

Mr. Troisi has over 20+ years progressive experience in having provided program
management support and services for private (Commercial) and public (Government) clients that include
premier corporations and agencies across the Telecommunications, Government (DoD, Intelligence),
Aerospace & Defense, Financial Services, Insurance, and Pharmaceutical industries. His accomplishments
have been primarily in a lead or direct project management operational role for various Development,
Modernization, or Enhancement (DME), or Command, Control, Communications, Computing and
Intelligence (C4I) type software and engineering projects. Activities for these projects have included the
implementation of project scheduling and Earned Value Management Systems (EVMS); as well as

Career Highlights: Brian Evans, a Technical Director, at MCR, LLC has over 25 years of full life cycle

Career Highlights: Robert Loop currently is the DOE EVM focal point. In
this role he is responsible for policy, surveillance, and recommendations
regarding DOE EVM. Previously Robert Loop supported the Navy Center for Earned Value
Management (CEVM). He was a key player in the development, adjudication, and review of the recent
DOD Integrated Program Management Report Data Item Description (IPMR DID). He has 30 years of
experience working with EVM in practical ways, and authored many presentations on a variety of EVM

Career Highlights: Wayne F. Abba is a management consultant specializing in
EVM in the public sector. His clients include For seventeen years before retiring
in 1999, Mr. Abba was the senior program analyst for contract performance management in the Office
of the Under Secretary of Defense (Acquisition & Technology). He was awarded three Secretary of
Defense Medals for Meritorious Civilian Service for leadership in the acceptance of effectively
integrated technical, schedule and cost performance management principles throughout the
Department of Defense, the federal government, commercial enterprise, and in the governments and
industries of friendly foreign countries. In 1999 his contributions to the advancement of project
management were recognized by PMI’s Distinguished Contribution Award and by the Government of

Mr. Breuker joined Pinnacle in 2000. In his role as IPM Solutions Area Leader he has overall responsibility
for the company’s IPM related capabilities, delivery services and products as well as the professionals in his
organization. With over 15 years of experience implementing IPM solutions for government agencies and

Career Highlights: Mr. Tony Finefield has over thirty-six years of experience in the area of Earned Value
Management Systems. As a Naval Supply Corps Officer he was assigned to the Defense Contracts
Management Area - Santa Ana where he was responsible for supervising an EVMS Surveillance program
that included four validated contractors with nine contracts valued at over $1 Billion. Subsequent to that, Mr.
Finefield worked for five years in two Air Force Plant Representative Offices (AFPROs): TRW Defense and
Electronics Sector and Rockwell International, Autonetics Division. As the EVMS Surveillance Monitor, he
was responsible for ensuring continued contractor compliance with their approved EVMS. In March 1983,
Mr. Finefield joined the Cost Information & Management Systems Division of Air Force Space Systems
Division (now Space and Missile Systems Center) where his responsibilities included being the SMC Field
Command Focal Point for the implementation of EVM on all major acquisitions at SMC. He has led EVM
reviews at such diverse contractors as Martin Marietta Astronautics Group; TRW Defense & Space Sector;
Lockheed Missiles and Space Company; Boeing Aerospace and Electronics; and, General Dynamics Space
Systems Division. From 1993 to 1996, Mr. Finefield led the multi-service, multi-agency team charged with
the rewrite of the Joint Implementation Guide and its transition into the Earned Value Management
Implementation Guide, published in December 1996. Mr. Finefield served as the Chief of the Acquisition
Cost Division at SMC from Nov, 1997 to June 2001. His duties included supporting program office’s in
generating program level cost estimates; supporting cost model research and maintenance; supporting the
program offices in the preparation for and conduct of Integrated Baseline Reviews (IBR’s); and, providing
earned value training to both program office and staff personnel. Mr. Finefield retired from Government
Service on 1 July 2001 and now works as a private consultant. He has provided support to the US Air

Mark’s experience with Earned Value Management began in 1975 in the aerospace

Career Highlights: Dan has over 35 years of Earned Value/Program Management experience in the
defense industry ranging within the design, development, and production environments with Raytheon, BAE
Systems, and RCA Corporation. Within that span, he’s also spent 10 years working as a self-employed
consultant with clients such as CS Solutions, GEC-Marconi, Lockheed-Martin, and the DCMA. As the
Manager of Manufacturing Cost Control at RCA Corporation, Dan was responsible for all AEGIS production

contained manufacturing scope. His consulting business’ responsibilities were primarily focused on

development effort with the United States, Germany, and Italy, contracted by NATO at over $3B with
industrial partners Lockheed-Martin, EADS, and MBDA. Upon the successful acceptance of that System
Description, he was brought on by the Joint Venture to direct and manage the day-to-day EVM operation. In
addition to the above long-term consulting effort, he was awarded a contract via CS Solutions to train
several of the Eastern Region offices of the DCMA in the utilization of wInsight for analytical assessments of
existing contracts. Dan is currently the EVMS Focal Point for Raytheon Missile Systems (RMS), a multibillion dollar annual sales operation with an EVM System that was validated with a perfect score in August of
