Welcome to new members R.Morel welcomed the participants and thanked Euresearch and J.Randall for the hospitality. He mentioned the apologies received for the meeting and regretted the absence of S. Ghernaouti(TC13) and JH.Morin (TC14). He welcomed Stephane Koch and Gerhard Jäger participating for the first time to the SIC meeting. 1. Agenda: approved as distributed 2. Approval of Minutes of the last meeting (Januera 21 st, 2014) The minutes were approved including the enclosed SIC Members list as no remarks were received. It was open for papers in all areas of Theoretical Computer Science and organized around the following two tracks: Track A: Algorithms, Complexity and Models of Computation, Track B: Logic, Semantics, Specification and Verification. The IFIP TC1 Business Meetings 2014 took place in Rome on August 31. Here is the summary of this meeting: 2014 Business Meeting of IFIP TC-1 took place in Rome in two sessions: one on 31 August with 11 attendees, one on 4 September with 5 attendees. 16 members of TC1 sent apologies. The meeting started with two obituary talks for Alberto Bertoni and Wilfried Brauer who passed away this year. News from TC1 1. Four new national representatives, two new WG chairs. 2. Finance report. 2013: no expenses, 600\ income (royalties from 2012 proceedings). 2014: TCS 2014 support, 1000 + 300\. Business meetings expenses, 350\. 3. TCS 2014 organisation. Thanks to the efforts of the PCs and their chairs, a success-ful edition (76 submissions, 26 accepted papers, 45 participants). 4. Still no secretary for TC1. Urgent to find one. News from IFIP 1. IFIP AICT series published by Springer. Discussion about monitoring quality is ongo-ing. 2. Digital Library. Decision about a new tender is being taken very soon. 3. Marketing. A company is contracted to survey the opinion about IFIP in order to in-crease its visibility. News from WGs Reports from 7 out of 9 WGs show a lively scientific activity. WG 1.4 has not shown any sign of life for the past 2 years; action should be taken to establish its activeness or otherwise to abandon it. Main discussion points 1. A new domain has been open for TC1: ifip-tc1.org. Additions/corrections in the new web page welcome. 2. TC1 has received a proposal for a new WG on `String Algorithms and Applications'. All expressed opinions very supportive. Vote unanimously positive. [TC1 chair thus proposed the creation of the WG at the following Technical Assembly (11 September) which voted positively. The next day, IFIP General Assembly decided the creation of WG1.10.] 3. Financial behaviour of WGs. Long discussion on the paradoxical situation resulting from the active WGs which declare no IFIP events. The invoked reasons are the cost and the bureaucracy. The result is the lack of visibility and the difficulty of participat-ing to financial resources from IFIP. It has been agreed to establish a one event per year practice with a clear policy of cost return and improved information on proce-dures. 4. TCS 2016 Reproducing a TCS conference in the existing form in 2 years is possible but cannot be expected to become a big success. It seems more interesting to or-ganise a federated conference of WGs but it would require clear commitment of all WGs and the project should be launched soon. Planning for future events 1. Next business meeting to be held preferably earlier in the year. Possible co-locations: STACS, ETAPS, ICALP-LICS. Doodle to be open in fall. Project of having two Business Meetings: one in Europe in spring, and one in Asia, co-located either with ICALP or with WCC. 2. TC1 chair election is to be held in 2015 (term of present chair ends 31 December). Call for nominations to be sent in fall. Election process to be completed by next Business Meeting. TC 2 P. The IFIP TC2 Meeting was held in Poznan on September 10, 2013. I could not attend personally (I was chairing P2P 2013, which was held at the same dates) but Julia Lawall acted as a proxy. Notable points discussed at the meeting include: • Bertrand Meyer was nominated for the IFIP Silver Core Award. • A new Web site forTC2 has been set up at http://ifip-tc2.paluno.uni-due.de/ , as well as a new mailing list . • The Manfred Paul Award has not been given last year but will be awarded by the OSS conference for the next few years. • There are concerns that IFIP and TC2 are not visible enough. Erich Neuhold will be finishing his second term as the TC5 Chair at the end of 2015. Elections will be organised at the end of 2015 or at the beginning of 2016 to elect a new Chair. The TC5 Executive Committee meeting was held on the phone on April 9, 2014. The 54th TC5 annual meeting was held in Zurich, Switzerland, on September 27-28, 2014, in the premises of CSEM. In contrast with 2013, we were happy to welcome most of the TC WG and SIG chairs in Zurich, coming from many countries, such as Japan, China, Bulgaria, Germany, France, etc. The people worked hard and exchanged a lot of viewpoints on various subjects. The TC is trying to identify and nominate people for the TC5 award. The aims and scope of the TC will be reviewed to assess their relevance and fitting with the current and future activities of the TC. The TC5 PROLAMAT Conference was a great success in 2013. This success must not hide the huge amount of work done by the organisers, in particular Dr. George Kovacs and Dr. Detlef Kochan. TC5 is grateful for the accomplished job. The question is now how to take benefit from the good restart of PROLAMAT and who or which organisations are able to support the future PROLAMAT instances? TC5 is still considering a number of new subjects, such as "Innovation In ICT to foster “Save The Earth “, Cloud computing domain, etc. Cloud computing has been recognised as cross-TC subject during the GA in Vienna and Dmiter Velev (BG) is the TC5 representative for that matter. TC 6 H. Rudin reported http://www.ict-21.ch/SIC/IMG/doc/CH-TC6-2014.doc IFIP’s TC6, The Technical Committee on Communications Systems, is an active technical committee which orchestrates some twenty international conferences and workshops a year. Our chairman is now Aiko Pras. The first 2014 TC6 committee meeting was held in Trondheim from 45 June and the second in Dagstuhl Germany from 12 – 14 November. The Dagstuhl meeting was a strategic planning meeting. The goals of the meeting were to bring new people or communities into TC6 and to examine TC6’s structure. We discussed new topics that are of interest to TC6. One possibility is closer ties to the COST community. Network measurements is one particular topic and a number of leading lights in the field were invited to give presentations. We also discussed the creation of a new journal. This would be open access, extraordinarily selective and financially compensate reviewers. Another topic was the possible creation of a new working group on communication aspects of social networking. The IFIP TC6 digital library is up and running. http://dl.ifip.org/ ERCIM News http://ercim-news.ercim.eu/ has a printed circulation of some 5000 copies. For the online version, some 7300 people have registered. Thus ERCIM News is an excellent place to make our Swiss research in ICT better known! The Swiss organization SIRA withdrew from ERCIM. Happily, the University of Geneva joined in SIRA's place. We can continue to use the SIRA mailing list for distribution of calls for papers. TC 8 R. TC8 meeting (Copenhagen/Denmark, May 31st and June 1st, 2014) The 45th TC8 business meeting was attended by 13 TC8 country or WG representatives. I hope this is only a temporary problem). Two discussion items should be mentioned in particular: 1. Academic IS researchers are often working in Business Schools. In business research, journal publications are much more valuable for tenure and promotion / reward purposes than publications in conference proceedings. As a conference, many IS conferences, even those with a long successful history, see a decline in submissions and in attendance. This is considered a threat to the IFIP operations model because most IFIP conferences have workshop character and are not regarded as very selective, high quality publication outlets. Even highly ranked conferences started not to publish full proceedings any more (only abstracts or extended abstracts) in order to give attendants a chance to submit their work to a journal after presenting and discussing it at the conference. 2. In order to provide some guidance from an IFIP perspective, TC8 built a committee that collected IS relevant conference rankings/ratings, aggregated these rankings/ratings, discussed problematic rank assignments, and produced a list of A/B/C ratings of conferences to be approved by the TC8 meeting 2014. The list is available through a link in the meeting minutes (URL see above, currently inaccessible). 2. TC8 activities in Switzerland or with relation to Switzerland After its official start in 2013, CHAIS as a joint activity of IFIP TC8, SI and AIS has started its activities in 2014. In addition to be the core of Swiss TC8 activities, CHAIS is also an official Swiss chapter of the Association of Information Systems (see http://start.aisnet.org/members/group_content_view.asp? gr oup=117293&id=308994) as well as a Fachgruppe of the SI. In 2014 CHAIS focused on team building and activities for PhD students: PhD course (in conjunction with CUSO) on design science research on January 13th and 14th in Ovronnaz-les-bains. IS doctoral consortium (in conjunction with ifi, Uni Zürich) on June 23rd in Zürich. Meeting (in conjunction with the ICIS 2014 conference) for Swiss IS researchers on December 14th in Auckland. In CHAIS all Swiss IS research groups at Universities are represented. 3. Without advertisement our link appears not before page 5 of a google search “information security conference” or “security privacy conference TC 13 No report submitted TC 14 J-H Morin report: http://www.ict-21.ch/SIC/IMG/docx/IFIP-TC14-Swiss-ETiS-2014-Report.docx In 2014, several researchers from Swiss higher education institutions gathered to create the Swiss chapter of the IFIP Technical Committee 14: Entertainment Computing. Prof. Jean-Henry Morin, University of Geneva, applied to be the the Swiss representative for TC14 and was nominated in June 2014. Participation in the anual TC14 meeting fas not possible due to the far location in Sydney. A Special Interest Group of the Swiss SI (Swiss Informatics Society, http://www.s-i.ch/ ) in the area of Entertainment Computing was chartered to gather interested parties in this area for Switzerland. The SIG-ETiS (Entertainment Computing in Society) aims and scope are documented in the following document : http://www.ict-21.ch/SIC/IMG/docx/Aim-Scope-ETIS-v1-=ct-2014.docx An initial meeting for the Swiss SIG-ETiS was planed in Fall 2014 in Bern, but was finally relocated to Geneva due to the lack of participants from the rest of Switzerland. The initial kickoff meeting took place at University of Geneva, Centre Universitaire d’Informatique (CUI) on November 28, 2014. The meeting gathered 10 participants who shared their initial interests in the broad area of Entertainement Computing. The outcome of the meeting was an agreement to build the network of Swiss participants in the area and to document their projets and interests. Also, creating a SIG-ETiS committee appeared to be essential for the development of the its activities. This is planed for 2015 together with an event to be held in Fall 2015 in a more central part of Switzerland. 4. General information From RM, chairman of the Swiss IFIP Committee: - IFIP looking for a change in the Countries representation. Today: 1 association representative per country.. How to have other instances active: large industries, etc.. - Projects like Digital Equity. RM recommends to read the Minutes of the Council Meeting where these subjects are mentioned and developped. - SI Newsletter: RM requets to all to submit contributions for the Newsletter: not full articles but url's, pointers to interesting articles, good books, flyers for new events, etc.. - Reminder of SIC Rules and procedures: Elections of TC reps by SI now, Terms of office, Travel Budget requests, Travel Expense requests with travel reports, etc.. From the other members of the IFIP Swiss Committee S.Koch asked information on the task force of a WG 6.5 Secure Networking 5. Finances - Accounts 2014: were not presented.
