[ML(08)] GUIDELINES FOR AUTOMATIC ISSUANCE OF MANUFACTURING LICENCE The Industrial Coordination Act, 1975 requires person(s) engaging in any manufacturing activity with shareholders' funds of RM2.5 million and above or employing 75 or more full-time paid employees to obtain a Manufacturing Licence. Effective 1 December 2008, automatic issuance of Manufacturing Licence will be granted under the Act except for activities related to security, safety, health, environment and religious considerations, where evaluation and approval are still required for the issuance of the Manufacturing Licence. Applications for automatic issuance of Manufacturing Licence are for: a. Establishment of new manufacturing projects or b. Expansion and/or diversification of projects manufacturers or non-licensed manufacturers by existing licensed Applications should be made using Form ML(08) in three (3) copies to:Director-General Malaysian Industrial Development Authority (MIDA) 5th Floor, Block 4, Plaza Sentral Jalan Stesen Sentral 5 50470 Kuala Lumpur P.O. Box 10618 50720 Kuala Lumpur Malaysia Applicants should also submit copies of the following documents:a. b. c. d. e. Memorandum and Articles of Association Certificate of Incorporation of Company (Form 9 / Form 13) Registered Address (Form 44) Manufacturing Process Flow Chart Copies of Manufacturing Licences and Conditions, if any For sensitive industries/activities including those related to security, safety, health, environment and religious considerations, projects proposed to be located in Sabah and Sarawak, activities subject to Environmental Impact Assessment (EIA) approval from the Department of Environment and projects requiring approval under the Petroleum Development Act, 1974/Ministry of Health/Atomic Energy Licensing Board, applications should be made using the relevant ICA/JA-1 to ICA/JA-7 forms.
