Vacancy Announcement: Full-time position of Communications and Monitoring and Evaluation Specialist The Parliamentary Development Project for Ukraine (PDP-II) is seeking to immediately fill the full-time position ofCommunications and Monitoring and Evaluation Specialist for the Kyiv Office. PDP- II works with elected members and staff of the Verkhovna Rada of Ukraine, the Verkhovna Rada of the Autonomous Republic of Crimea, the President’s Administration, the Secretariat of the Cabinet of Ministers of Ukraine and individual ministries, research and educational institutions, and civil society organizations. PDP II provides consultations; produces publications; conducts seminars, workshops, and training sessions for improved law-making, greater transparency, more effective public participation in the legislative processes and for improved legislative policy development. PDP-II is a USAID project implemented in Ukraine by the John Glenn School of Public Affairs of the Ohio State University under contract with Indiana University. The project has been operating in Ukraine since 1994 and the current phase is planned to operate through July 2013. POSITION DESCRIPTION The PDP-II Communications and Monitoring and Evaluation Specialist (CMES) will be responsible for implementing the monitoring and evaluation plan ensuring that program activities are meeting program goals and objectives; drafting reports for various clientele and counterparts; and ensuring that PDP II activities are appropriately communicated through all forms of communication technologies. Critical tasks for the CMES are the establishment or enhancement of mechanisms and/or systems for the regular and consistent data collection for the indicators identified in the program’s Performance Monitoring and Evaluation system and ensuring they are implemented effectively by the key stakeholders and implementing partners. The formal and informal mechanisms and systems that will be supported will facilitate stakeholders to value, have appropriate capacities for and undertake their own M&E activities and to link these into an overall assessment of project progress and needed actions. The CMES will be responsible for developing systems for on-time thorough reporting on program activity, including public announcements of project activities as well as required reporting for sponsors. The CMES will be responsible for developing the project’s communications strategies to include project activity updates, weekly reports, quarterly reports, annual reports, and periodic “Best Practices” It is expected that the CMES will develop the project’s social media strategy and anticipate the informational needs of all organizational affiliates, partners, counterparts and funders. This may include designing systems to capture or feed counterpart information about activities relevant to program objectives. The CMES will collaborate with staff and implementing partners in preparing reports and together with the PDP II management will analyse these reports to identify problems and actions needed to highlight accomplishments and achievements. The CMES will monitor the work of any potential external contract to ensure on-time delivery consistent with the stated terms of reference. The CMES will work closely with PDP II staff and may be called upon for occasional consultation with counterparts and partners or to assist in the design and development of communication tools or training modules. Responsibilities include: Working under the direct supervision of the PDP II Director ensure that the project’s communication goals are met; Working under the direct supervision of the PDP II Project Deputy Director implement the monitoring and evaluation plan to ensure that program activities are meeting program goals and objectives; Develop the project’s communications strategies -- including a social media strategy -anticipating the informational needs of all stakeholders; Develop systems for on-time thorough reporting on program activity; Establish or enhance mechanisms and/or systems for regular and consistent data collection; Ensure data is collected effectively by key stakeholders and implementing partners; Work closely with PDP II staff to 1.
