CALL TO ORDER (T. NELSON) 2. ANTI-TRUST GUIDELINES Members were reminded that the meeting is being conducted in accordance with the NEMA Guidelines for Conducting NEMA Meetings. It is all members’ duty to voice concern if they feel the discussion is on the forbidden topics. 3. APPROVAL OF THE AGENDA The agenda was approved as submitted. 4. MEMBERSHIP A roster was circulated for attendance and updating. 5. APPROVAL OF THE PREVIOUS MINUTES The minutes from the October 7, 2010 meeting were approved as submitted. 6. CHAIR REPORTS 6.1 C12.1 SUBCOMMITTEE – S. WEIKEL Scott Weikel reported that the subcommittee met this week. Two standards are in work. C12.10 is ready to go to ANSI for the approval process. ANSI C12.1 disconnect switch proposal is being reviewed. 6.2 C12.15 SUBCOMMITTEE – S. GLASGOW Shawn Glasgow reported that we created a C12.9 working group. The working group is tasked to look at test switch interfacing with probes. Before the next meeting a revision will be ready for review. We anticipate C12.9 will be balloted this year. A TRINIWOG report was given with a preview of the data. A smaller group (data analysis sub-team) will review the data. We are still awaiting 3-phase data. 6.3 C12.16 SUBCOMMITTEE – (Y. NGUYEN FOR) H. MILLICAN Young Nguyen reported that the subcommittee met today. It was noted the subcommittee is looking to add a table for non blondel meters, a disclaimer, and ASC C12 Main Committee 3 April 7, 2011 a proposed change in the scope of C12.20. Plan to add to wording to the EEI metering handbook. It was also noted that the Pulse Output and Harmonics working groups are making good progress. 6.4 C12.17 SUBCOMMITTEE – L. KOTEWA Larry Kotewa reported that C12SC17 has not met since the last C12 main meeting. The subcommittee is planning to hold meetings in the 3rd week of June or July 2011, hosted by Itron. At that time we will incorporate changes from IEEE version and our list of parking lot issues. Also started looking at C12.18 and C12.21 plan to reaffirm these. 6.5 C12.24 SUBCOMMITTEE – T. EVERIDGE Shannon Edwards reported that at the last meeting it was decided the document would be published as a Technical Report. The document is undergoing final formatting and is to be submitted shortly to ANSI for approval 6.6 C12.27 SUBCOMMITTEE - A. SNYDER Aaron Snyder reported that the goal of this newly formed subcommittee is to produce an ANSI standard for Meter upgradeability. We have established a short list of seed source materials. The plan is to meet today and set up a series of monthly conference calls. 7. WORKING GROUP- FIELD TESTING OF METERING SITES \\nema.org\users\ orrp\My Documents\My Documents ACTIVE\8EI-3\ANSI C12 EEI NEW ORLEANS April 2009\C12 Additional Items\Proposal to Establish a Stan Background The purpose of this working group is to test the meter in its real world environment. The meter, the CT, the wiring, etc…, to know that the meter is properly operating in its environment. Action: Aaron Snyder will work with Bill Hardy (Chair) and Tom Lawton, to determine the proposed expansion of the in-service testing work. It was concluded that they are separate items. Bill Hardy noted that the newly assigned Subcommittee C12 SC 29 Met this week. There will be a series of monthly conference calls. There is an outline of what we will be covering. The focus is on what testing you might be doing when you encounter a meter in the field. For clarification the test subcommittee assignments are: C12 SC25 Statistical Sampling Plans for In Service Testing -Tom Lawton C12 SC29 Field Testing of Metering Sites – Bill Hardy ASC C12 Main Committee 4 April 7, 2011 8. C12.22 EAX’ CIPHER MODE It was noted that Ed Beroset was tasked to submit paperwork to NIST for EAX’ to be considered on NIST’s approved list. At present all of the paperwork has not been completed. Marty Burns is helping coordinate the submittal. Mary Ann Swanson at NIST is the contact. 9. NAEDRA UPDATE Terry Penn provided an update on NAEDRA. It was noted that the last meeting was held Jan 2011. KEMA and FutureDOS met to discuss TDL testing. Herman Millican has been directed to attend the meetings. NAEDRA has made progress updating its website. Measurement Canada is no longer a part of NAEDRA. Now it is ANSI and IEEE. 10. JOINT WORK ON IEEE P1704 - UTILITY INDUSTRY END DEVICE COMMUNICATIONS MODULE \\nema.org\users\ orrp\My Documents\My Documents ACTIVE\8EI-3\ANSI C12 EEI NEW ORLEANS April 2009\C12 Additional Items\P1704 memo to C12 Main.pd The only update is that the work is continuing. The PAR has been extended until Dec 2012. 11. IEEE/IEC DUAL LOGO Last year it was noted that once we get C12 SC 17 protocol standards published with IEEE logo, this will help to follow a streamline process to get to the IEC. Update – We are close to finishing the IEEE version of C12.22 and C12.19. It was noted in the dual logo process we will need to show 5 countries support the work. 12. STANDARDS STATUS Embedded below is an updated standards status table. ANSI C12 Stds Status 04-11.doc Action: Update subcommittee titles and project action on balloting. 13. OTHER BUSINESS 13.1 NEMA USDTA Harmonization Roadmap with China – Paul Orr indicated that NEMA is involved in a project with US Trade Development Agency (USDTA) and the China Industry Trade Association. Work involves understanding the issues and development statuses of the two metering standards series (IEC ASC C12 Main Committee 5 April 7, 2011 62056 and ANSI C12) being used by China and the United States and proposing a harmonization roadmap to coordinate and bridge the two metering standards. Interested subject matter experts (SME) willing to participate in future meetings for this work are: Bill Hardy, Avy Moise, Lance Irwin and Shannon Edwards. 13.2 UL Subject 2735 – It was noted that we need to write a letter to UL. Knowledge group SME – Lance Irwin, Shawn Glasgow, Jim Thurber, Aaron Snyder, Jim DeMars, Travis Mooney, Young Nguyen, John Caskey, Tom Nelson. Possible conference call with UL a NEMA 8EI ANSI C12 led call. Action: Lance Irwin will set up a conference call to work on this. It was noted that in the NEC ANSI/NFPA 70 there is an exemption on utility owned equipment. 13.3 OTHER TOPICS OF INTEREST- Dr. Moise noted that the (request for comment) RFC 6142 for ANSI C12.22 is now available. It is an informative RFC that documents transport requirements between IP solutions and C12.22. A motion was made to keep this on the agenda of SC17 to discuss/review and report back. We expect that small task groups authorized by the main committee operate under NEMA rules even when a NEMA employee is not present. Action: Secretary is asked to get clarification on this. To clarify, NEMA Guidelines for meetings are to be followed. 14. NEXT MEETING The next meeting is scheduled for Thursday, October 13, 2011. Dallas, TX It was noted that 1hr and ½ will be needed. 15.
