1.0
INTRODUCTION
1.1
General
Pre-qualification Documents for Drilling Companies
The basic aim of the pre-qualification is to select, early in procurement proceedings,
contractors that are suitably qualified to perform the geotechnical investigation work.
1.2
Duration of Pre-qualification
Duration of pre-qualification is from January 2011 to December 2011.
1.3
Subletting of Work
The subletting of work or part of work shall not be allowed under any circumstances
without prior approval of NESPAK. Any pre-qualified company found violation this
condition shall be disqualified/delisted.
1.4
Categories of Contractors
The contractors shall be prequalified for three categories as follows:
Category – 1:
Eligible for work costing more than Rs. 2 million; of work
Category – 2:
Cost of work ranging from Rs. 500,000 to Rs. 2 million.
Category – 3:
Cost of work less than Rs. 499,999.
The documents submitted for pre-qualification must address the category for which
documents are being submitted by the applicant.
The applicant prequalified for Category-1 will also be considered as prequalified for
Categories-2 & 3 work. Similarly, the work also prequalified for Category-2 will also
be considered as prequalified for Category-3 as well

The Vice President/Head, Geotechnical & Geoenvironmental
Engineering Division, National Engineering Services Pakistan (Pvt.)
Limited (NESPAK) hereinafter the Employer intends to pre-qualify the
contractors for geotechnical investigations for the period from January 2011
to December 2011. This prequalification shall be for various types of
engineering projects. which may be entrusted by various executing agencies
to NESPAK from time to time, in various categories as follows:
Category – 1:Cost of work more than Rs. 2 million.
Category – 2:
Cost of work ranging from Rs. 500,000 to Rs. 2 million.
Category – 3:
Cost of work less than Rs. 499,999

It is intended that bid invitations for geotechnical investigations for various
projects will be issued from time to time, after the pre-qualification, to the prequalified companies during the period, as indicated in Para 1 hereinabove.
3.
Pre-qualification is open to all drilling companies who are registered with
Pakistan Engineering Council (PEC) in the appropriate Category for
geotechnical investigations for the period as indicated in Para 1 hereinabove.
Applications may be submitted for pre-qualification in any all of the above
categories/works.
4.
Pakistan Engineering Counsel (PEC) registered drilling companies may
obtain (download) the
pre-qualification documents from the NESPAK’s
website www.nespak.com.pk or may request to provide the same through
mail to Vice President/Head, Geotechnical & Geo-environmental Engineering

The request must clearly state “Request for Pre-qualification Documents” for
geotechnical investigations for the period from January 2011 to December
2011. The hard copy of the documents is available for a non-refundable fee of
Rs. 200/- (Rupees two hundred only). The documents if requested by mail will
be promptly dispatched by registered mail for which cost of mail i.e. will be
born by the applicant, however, under no circumstances the Employer will be
responsible for late delivery or loss of the documents so mailed.

A minimum requirement for pre-qualification for various categories is given in
para-3.2.2 will be to have successfully completed 10 projects for Category-1,
5 projects for Category-2 and 2 projects for Category-3 of similar value nature
in the past five years.
7.
Applications for pre-qualification must be delivered in sealed envelopes by
hand or through registered mail/courier specifically mentioning the category
for which prequalified is applied for the enlistment, to:-

not later than forty two (42) days after the issuance of invitation for prequalification and be clearly marked as “Application for Pre-qualification for
Geotechnical Investigations for the period from January 2011 to December
2011”.
8.
NESPAK reserves the right to accept or reject late applications.
9.
Applicants will be informed, in due course of time, about the result of the
evaluation of applications. Only the pre-qualified drilling companies under this
process will be invited to bid for geotechnical investigations during the period
as indicated in Para 1 hereinabove.
10.
Any mis-statement(s) by the Applicant will result into his disqualification at any
stage.

3.0
INSTRUCTIONS TO APPLICANTS
3.1
Submission of Applications
3.1.1
Applications for pre-qualification (one (01) original and one (01) copy)
must be received in sealed envelope to be delivered by hand or
through registered mail to:Vice President/Head, Geotechnical & Geoenvironmental Engineering
Division, NESPAK House, 1-C, Block N, Model Town Extension,
Lahore,
not later than forty two (42) days after the issuance of invitation for prequalification and be clearly marked “Application for Pre-qualification for
geotechnical investigations during the period from January 2011 to
December 2011” (along with the category applied for ). The Employer
reserves the right to accept or reject the late applications.
3.1.2
The name and mailing address of the Applicant shall be clearly marked
left hand side on the envelope.
3.1.3
The applications shall be prepared in English language. Information in
any other language shall be accomplished by its translation in English.
Employer reserves the rights for disqualification in case of noncompliance of the above requirement.
3.1.4
The applicants must respond to all questions and provide complete
information as advised in this document. Any lapses to provide
essential information may result in dis-qualification of the applicant.
3.1.5
The clarifications (if required by the applicant) may be asked by
post/other communication means or discussed in a meeting at a
mutually agreed time and date, minimum one (01) week before
submission date of the pre-qualification documents The meeting will be
held at the following location, where prospective Applicants may
request clarification about the projects and the evaluation criteria etc.:

3.1.6 Any mis-statement(s) by the Applicant will result into his disqualification
at any stage.

3.2
Pre-qualification Documents for Drilling Companies
Qualification Criteria
3.2.1 General
Pre-qualification will be based on the criteria given in succeeding Paras 3.2.2 to
3.2.7 regarding the Applicant’s general and particular experience, personnel and
equipment capabilities, financial position, litigation History and Application of HSE
Standards, as demonstrated by the Applicant’s responses in the forms attached to
this document. The Employer reserves the right to waive minor deviations, if these
don’t materially affect the capability of an Applicant to perform the contract by the
applicant. Experience and resources of the company intended to be employed as
sub-contractor shall not be taken into account in determining the Applicant’s
compliance with the qualifying criteria.
3.2.2 General Experience
The Applicant shall meet the following minimum criteria:a)
Average annual turnover which is also termed as Income from contracting for
procurement of geotechnical investigations and is defined as billing for works
in progress and completed over the last five years of documentary proofs of
the same shall be required in the form of letter of awards, completion
certificates etc.
b)
Successful experience as prime contractor in the execution of at least ten (10)
projects for Category-1, five (05) projects for Category-2 and two (02) projects
for Category-3 of a similar nature and complexity comparable to the proposed
works within the last five years. This experience should specifically be of
geotechnical investigations.
3.2.3 Personnel Capabilities
The Applicant must have in his employment suitably qualified personnel to fulfill the
following key management and specialist permanent positions. The Applicant will
supply information on a prime and an alternate candidate against position (both
should meet the specified experience requirements):

*Note: The Company must provide proof of the above mentioned staff (Geotechnical
Engineer/Engineering Geologist) having registration with PEC/Professional
affiliation, where applicable. Also a documentary proof will be required of permanent
working of the staff with the Applicant.
3.2.4 Equipment Capabilities
(a) The Applicant should own, or have assured access to (through ownership,
purchase agreement or other means, a documentary proof of ownership of the
equipment mentioned below shall be provided along with the pre-qualification
document), the following key items of equipment (limited to only major items of
equipment) in full working order, and must demonstrate that, based on known
commitments, these will be available for deployment on the proposed works.
The Applicant may also list alternative equipment which he would propose for the
work together with an explanation of the alternate proposal. Applied should also
provide proper location of the equipment plant at the time of application.

project requirements. The company must provided proof on stamp paper in the form
of Affidavit for ownership of all the mentioned tools and plants.

3.2.5 Financial Position
3.2.5.1 The Applicant should demonstrate that he has access to, or has available
liquid assets, un-encumbered real assets, lines of credit and other financial
means sufficient to meet the execution cash flow for the execution of works.
Applicant’s commitments for other ongoing contracts shall also be provided.
3.2.5.2 The audited balance sheets or alternative evidence of financial health such
as bank account statements, line of credits, etc., for the past five years
should demonstrate the soundness of the Applicant’s financial position for
procurement of geotechnical investigations work, showing long term
profitability. Where necessary, the Employer will make enquiries with the
Applicant’s bankers.
3.2.6 Litigation History
The Applicant should provide accurate information on any litigation or arbitration
resulting from contracts completed or under execution over the last five years. A
consistent history of award against the Applicant may result in rejection of the
application. In case an Applicant claims Nil litigation, he shall submit the same
statement on affidavit duly attested by Oath Commissioner.
3.2.7 Application of Health, Safety and Environmental Standards
The Applicant should provide the following information:

3.4
Conflict of Interest
The Applicant must not be associated, nor have been associated in the past, with
the consultant or any other entity that has prepared the design, specifications, and
other prequalification and bidding documents for the project, or was proposed as
Engineer for the work, over the last five years. Any such association may result in
disqualification of the Applicant.
3.5
Updating Pre-qualification Information
A biding stage, the prequalified Bidders shall be required to update the financial,
personnel and equipment information used for pre-qualification at the time of
submitting their bids, to confirm their continued compliance with the qualification
criteria and verification of the information provided at the time of pre-qualification. A
bid shall be rejected if the Applicant’s qualification thresholds are no longer met at
the time of bidding.
3.6
Other Factors
3.6.1 Only firms that have been prequalified under this procedure shall be invited to
bid. A pre-qualified firm may participate only in one bid for the work. If a firm submits
more than one bid, all bids including that bidder will be rejected. This rule will not
apply in respect of bids which include specialist sub-contractors who are used by
more than one bidder.
3.6.2 The Employer reserves the right to:a)
Amend the scope and value of any contract(s) to be bid, in which event the
bidder(s) will only bid among those prequalified bidders who meet the
requirements of the work(s) as amended. However, the Employer has to
review the disqualified bids who originally do not meet the specified criteria for
Pre-qualification;
b)
Reject or accept any application; and
c)
Cancel the pre-qualification process and reject all applications.

d)

Cancel the pre-qualification status during the specified period.
The Employer shall neither be liable for any such actions nor be under any obligation
to inform the Applicant of the grounds for rejection, however, may be debriefed if
solicited.
3.6.3 Applicants will be informed in writing by fax or mail, in due course of time
(which may vary from 42 to 84 days), of the date for submission of
applications (paragraph 7.0 of chapter 2.0, Invitation for Prequalification) of
the result of the evaluation of applications and may be debriefed if solicited.
4.0
EVALUATION CRITERIA
4.1
Applicants meeting the minimum requirements mentioned in Para 3.2 besides
other factors shall be considered for prequalification. No compromise shall be
made on Key Personnel, academic qualification and experience. History of
excessive contract arbitrations and litigation resulting in decision against the
applicant will be considered sufficient grounds for disqualification.
4.2
Applicant’s Financial Capabilities, Personnel Capabilities, Equipment
Capabilities and relevant Experiences will be given due importance while
making assessment and any major deviation in this regard, materially
affecting the minimum qualifying criteria and non-provision of supporting
documents/evidences will result in disqualification of the subject applicant.
4.3
Applicants who will not provide PEC registration, undertaking in case of no
litigation, Equipment Ownership affidavit or HSE information may be (at the
option of NESPAK) conditionally prequalified provided that they will have to
submit the requisite details within 15 days of the issuance of prequalification
report or within such appropriate time as may be deemed reasonably by
NESPAK.

To prequalify, the Applicant shall be required to pass the specified requirements
applicable to this form, as set out in the: “Instructions to Applicants”.
On a separate page, using the format of Application Form A-5, each applicant is
required to list all contracts of a value equivalent to Pak Rupees as defined in Para
3.2.2 for various categories, of a similar nature and complexity to the contract for
which the Applicant wishes to qualify, undertaken during the last five years. The
