Regular meeting of Dearborn Township Board held in Dearborn
Township Hall at 8: P. M. Eastern Standard War Time, Tuesday,
January 12, 1943
Meeting called to order by Supervisor Daly.
Upon roll call the following members were present. Mokersky,
Jones, MacDonald, Patterson, and Daly also Attorney Bollinger.
Minutes of previous meeting held on December 8th, 42,. were
read by clerk and as there were no corrections,

Clerks report of claims and accounts for month of December,
42, were read (see page 99). Motion made by MacDonald, seconded
by Jones that same stand approved as read and bills ordered paid.

Treasurers receipts and disbursements for month of December
1942, were read.
Motion made by Mokersky seconded by Patterson
that same stand approved as read.

Attorney Bollinger stated that suit of Dearborn Township
versus City of Dearborn was dismissed since last Township Board
meeting by Judge Callendar, but advised he filed a petition for
appeal hearing from circuit court decision to sate Supreme Court.
Lester Martin owner of lot 477 Cummings Ford Road Sub'n advised
that 1942 tax rolls showed a house valued at $610.00 on said lot
whereas no building was on lot, after verification that our
records were in error.
Motion was made by Mokersky seconded by
Patterson that the amount of $12.12 which would be the tax on said
house assessed at $610.00 be refunded and a check be issued for
$12.12, due to error in Tax Roll.

Supt. Fearnley of Water Dept. presented claims and accounts
for the month of December, 1942.
Motion made by Mokersky
seconded by macDonald that claims and accounts as presented be
accepted and bills ordered paid.

Supt Fearnley, turned over five letters to clerk each sealed
letter submitting price quotation on #4500 pounds of 3/4" strong
lead service pipe. Upon opening same the following concerns were
bidders and at the prices shown below:

Motion made by patterson seconded by Mokersky that Supt.
Fearnley be instructed to communicate with some other concerns
soliciting price quotations on above material before any order is
placed for said material.

Communication from Seth Fearnley Supt of Water Dept under
date of Jan. 12, 1943. was presented and read. Same recommended
amendments be made to the Rules and Regulations of the Dearborn
Water Systems to wit:
Article #18, of Section #4, Service pipes which would set up the
qualifications: age, residence. registration, etc., of licensed
journeyman plumbers and Master Plumbers and provides that each
master plumber must register with the Water Dept Annually, during
the month of April and contributed a fee of $1.00 for registration

Also add a Section to Article #3, under debt charges to wit: When
a customer wishes to pay his account in full, all unpaid interest
shall be canceled and a charge of $5.00 shall be made for
servicing the account provided that if the account had run mort
than five years, the service charge shall be $5.00 less 1.00 for
each year or major fraction thereof which the account may have to
run in excess of five years.
Moved by Jones seconded by Mokersky, that suggested
amendments to the Rules and Regulations of the Dearborn Township
Water System be confirmed and incorporated in and become an active
part of said Rules and Regulations. YEAS: MacDonald, Mokersky,
Jones, Patterson and Daly.
Communication from Herbert M Ferry C. P. A. dated Jan. 11,
1943 was received seeking permission to audit Water Department
accounts for year 1943, and submitting a price of $500.00 for said
audit which audit reports would be furnished quarterly as
heretofore.
Motion made by Mokersky seconded by MacDonald that
communication from Herbert M. Ferry be tabled.

Regular meeting of the Dearborn Township Board held in

Meeting called order by Supervisor Daly.
Upon roll call the following members were present:

Minutes of regular meeting held Jan. 12, 1943, were read by
clerk and as there were no corrections, it was unanimously agreed
that same stand approved as read.
Upon completion of the reading of the minutes of previous
meeting Supervisor Daly advised a delegation representing Hone
Owners residing in Watsonia Sub'n #3, were in attendance, wishing
to learn what recent action was taken by Township Board relative
to having sanitary sewers installed on several street in their
section of Township. Supervisor Daly advised this matter had been
referred to our Township Attorney, also our Township Engineer and
as both were present he would call upon them to advise re: latest
developments in connection with said contemplated sewer district.
It was then pointed out by Township Engineer that plan as
originally contemplated, relative to financing this project out of
funds remaining in Water Construction account was later found to
be impracticable from a legal stand point, due to technicalities
and

Engineer Orr advised he communicated with Bondholders, of
Dearborn Township Water System and their representatives in
Chicago, Ill. and advised bondholders no doubt will be interested
if total issue of $118,000. was taken up at a price of 105.
Attorney Bollinger then suggested it might be advisable to get a
90 day option from Bondholders. Dearborn Township Officials made
it clear that other sections of Dearborn Township wee much in need
of sewers and water improvements and indeed were seeking same from
Township Board. and in view of this fact, it would seem the better
policy to pursue, account to serve only son small district, that a
bond issue for a much large amount should be considered by
Engineer to serve a greater portion of the Township which issue
should prove more attractive to bond buyers and as per-attorneys
suggestion it was deemed advisable that they get in touch with
Michigan Advisory Board to learn what prospect there wold be to
sell such an issue.
Motion was made by Patterson seconded by
jones, That engineer Orr be authorized to make a factual survey
of districts in the Township which in his opinion should be served
at the present time by sewers also water mains or which in the
near future should have such improvements and when survey has been
completed to advise the Township Board.

Communication from Ray D. Baker dated 1/29/43 was red by
clerk, same advised them was a balance of $502.00 due their
company for contract work done on Dearborn Township Water Mains.
Motion made by Jones, seconded by MacDonald that clerk be
instructed to write the WAyne County Road Commission, asking them
to advise if Ray D. Baker had complied with all their contract
requirements and were given a release, before bill as presented
would be honored and ordered paid.

Contract Agreement from Redford Township re-serving District
North of Warren Ave.: in Dearborn Township with Fire Protection
was read and refereed to Attorney Bollinger, for study and
clarification of several portions contained within said agreement
before same could be placed before Township Board, for their full
consideration and approval.
Clerk asked permission and was granted same to notify each
chosen applicant to appear for duty on Primary Election Board, 7:
A. M. Monday February 15th, 1943.

Special meeting of Dearborn Township Board, held in Dearborn
Township Hall as per written notice given to nembers of Township
Board at 2: P. M. Eastern War Time February 24, 1943.
Meeting called to order by Supervisor Daly,
Upon roll call the following memebers answered present:
MacDonald, Jones, Patterson and Daly, Mokersky entered later. Also
present Attorney Bollinger and Engineer Orr.
Supervisor Daly, advised meetign was called to ascertain
latest developmetns from the township Eningger relative to his
factual survey in connection with contemplated Sewer Installation
in Watsonia Sub'n #3, and other sections of Township as ordered at
regular township board meeting February 9th, 1943.

and after hearing from Engineer Orr and Township Legal adviser
Bollinger to take whatever action deemed proper to carry out this
sewer improvement at the earliest possible date.
Engineer Orr
then advised he had contemplated making a trip to Chicago, Ill
about thursday to take up direct with attorneys representing the
Bond Holders of the $118,000.00 Water District as he thought
fuller information could be obtained by so doing and a much
quicker and more satisfactory arrangement made Attorney Bollinger
then quoted from letter from same Chicago fire of attorneys who
represent Bondholders, also advised he talked with same attorney
this A. M.
and he was given assurance that an option at price
quoted in their letter namely 105 could be secured, He was of the
opinion that without a detailed plan being worked out for
presentation that contemplated trip to Chicago, Ill, would not be
advisable at the present time.
Engineer Orr then advised he had made a survey and had plans
drawn showing district to be served, number of houses in district,
approximate distance between houses and had figured approximated
cost and he estimated the new Bond issue hold be #200.00 which
wold be $82.00 plus the present $118,000. Water District issue.
This new district wold consist of parts of Golden Acres Sub'n
Cummings Ford Road Sub'n Comfords, Sweets and Watsonia Park #3.
Engineer advised before asking for option that Township Board
should satisfy themselves as to the sufficiency of contemplated
District to be served.
At this point Attorney Bollinger
suggested, that as it had now been shown that definite plans and
figures had been worked out by Engineer the planned trip to
Chicago Ill looked more feasible and if same would expedite
matters at present time or some date in the near future, the trip
should be given favorable consideration.
Engineer Orr at this point advised he was interested only in
anything that would hasten this project, and as to necessity for
trip to Chicago. same could await future.
developments.
Board
agreed as to sufficiency of District and authorized Engineer and
Attorney to work out details.
Attorney Bollinger presented an
agreement by and between the Township Board of the Township of
Redford Wayne County, Michigan, party of the first part and the
Township Board of the Township of Dearborn party of the second
part reading:
RESOLVED:
that Edwin W. Daly, supervisor be and he is hereby
authorized and directed to sign the following agreement for and
on behalf of the Township of Dearborn, and,
BE IT FURTHER RESOLVED: that the form of said agreement is hereby
approved and whenever the same is signed by both parties thereto
and filed with the Clerk of the party of the seconded part that is
shall continued in effect indefinitely but may be revoked by
either party upon notice to be served upon with the Township Board
of the Township of Redford, Wayne County, Michigan or upon the
Clerk of the Township of Dearborn.

Motion made by Jones seconded by MacDonald that the above
agreement between the Township Board of the Township of Redford,
Wayne County, Michigan. and the Township Board of the Township of
Dearborn be approved and be it resolved that Edwin W. Daly,
Supervisor, be and is hereby authorized and directed to sign said
above agreement for an don beheld of Dearborn Township.

Jay A. Patterson clerk being duly sworn says that the above
resolution was passed by the Township Board, of the Township of
Dearborn authorizing Edwin W. Daly, Supervisor to enter into the
above agreement with the Township Board of the Township of Redford
Wayne County, Michigan signed. the 24th, day of February 1943.
Attorney Bollinger presented resolution No. 1, reading.
WHEREAS: a petition had been filed, signed by the record owners
of more than sixty five per cent (65%) of the land in the proposed
special assessment district therein described and duly verified
both as to signature and ownership of property: and
WHEREAS
said petition asks for the establishment of a Special
Assessment District described as follows:
Bounded by West by Telegraph Road, on the North by Colgate Avenue,
on the East by Parker Avenue, and on the South by Annapolis
Avenue.

and for the construction of as were commencing at a connection
with the existing were system is said district at Annapolis and
Parker, running thence Northerly to a connection with the were
system of the City of Dearborn at Dartmouth and Parker, together
with a pumping station to provide an outlet for the sewer system
in said district; and
WHEREAS: the construction of said sewer appears to be desirable
for th public health of the Township.
WHEREAS:
plans specifications and estimates of cost of the
proposed improvement and a map f the district benefited have been
prepared by Edwin M. Orr Engineer and filed with the Township
Clerk.
IT IS HEREBY RESOLVED:
that said maps plans specifications and
estimates are hereby approved,
and that the cost of said
improvement is estimated to be $9900.00 and the period of
usefulness of the proposed improvement is estimated to be not less
than ten years.
RESOLVED FURTHER: that the Clerk caused notices of said hearing
of objections to be published twice in the Dearborn Press. the
first publication to be at least two weeks before said hearing,
and by posting for two weeks in three public places in the
Township.

Sewer to construction of Sewer in Special assessment district was
published.
NOTICE:
is hereby given that the Township Board of Dearborn
Township, Wayne County, Michigan, has received a petition for the
construction of a sewer commencing at a connection with the
existing sewer system at Annapolis and Parker Running thence
Northerly to a connection with the were system of the City of
Dearborn at Dartmouth and Parker, together with a pumping station
to provide and outlet for the sewer system in the District
hereinafter described. and has caused plans specifications and
estimated of cost, and a map of the district benefited, to be
prepared, and had estimated the cost to be $9,900.00.

Meeting called to order by Supervisor Daly.

reading of the minutes of the regular meeting February 9th'43, and

Communication from Walter A Markin C. P. A. dated March 8th,
1943 was received and read re-auditing the books and records of
the Dearborn Township Water Department for year of 1943 quarterly
basis and which submitted a price of $75.00 per quarter with
provision that after completing the first quarter it is found the
volume of work required and adjustment of rate for the succeeding
three quarters of 1943, that the Township Board shall be advised
in writing to this effect and a new rate established.

Walter A Markin be engaged for first quarter of year 1943 to audit
the Water Department accounts at price of $75.00.

Attorney Bollinger made a report as to standing of suit
against City of Dearborn he advised the appeal was being carried
on. but felt that Dearborn Township should also be represented in
the suit by "John Spaulding, Attorney as a great amount of work
and expense had already been encountered without cost to Township.
that the fee Bonus be increased from 20% to 25%.
Motion made by MacDonald seconded by Mokersky, that "John
Spaulding Attorney" be authorized to enter suit in behalf of
Dearborn Township, also that the combined fee bonus would be 25%
instead of 20% as previously set up.

Attorney Bollinger also advised that a bill has to be passed
by Act of Legislature before Water and Sewer District could be
combined.

serve on Election boards also that Township Board go on record as
official adopting Eastern Standard War Time.

line connected direct with water department and it was unanimously
agreed that Clerk request The Michigan Bell Telephone Co. to have

Attorney Bollinger advised when question arose as to Tapping
into sewers, that to accomplish same would be to amend ordinance
by the addition of a section to Water Ordinance to cover sewers.

deposit of $5.00 to guarantee payment of Water accounts. could
with the approval of Superintendent of Water Department and
Treasurer of Dearborn Township be refunded to property owners,
when deemed necessary and advisable.

hearing objections if any from property owners relative to
creating a "Special Assessment District: for construction of
Sanitary Sewers, in portion of Grindley Park Subdivision, as
advertised in the Dearborn Press, issues of February 25th, and
March 4th, 1943 as well as posted in three public places in the
Township.

As no objections were received, Engineer Orr also Attorney
Bollinger were heard from relative to further procedure. Engineer
Orr, the exhibited plans to the Township Board covering proposed
Sanitary Sewers in Grindley Park Subdivision, of part of Section
33, also proposed Pumping Station for Sanitary Sewers in Grindley
Park Subdivision.
Attorney Bollinger read the
following resolution:
WHEREAS: IT HAS BEEN DETERMINED BY THIS BOARD, to be advisable and
necessary to make a public improvement described as the
construction of a sewer as follows:
A SEWER COMMENCING AT A CONNECTION WITH THE EXISTING SEWER
SYSTEM IN SAID DISTRICT AT ANNAPOLIS & PARKER AVES. RUNNING THENCE
NORTHERLY TO A CONNECTION WITH THE SEWER SYSTEM OF THE CITY OF
DEARBORN AT DARTMOUTH & PARKER, TOGETHER WITH A PUMPING STATION TO
PROVIDE AN OUTLET FOR THE SEWER SYSTEM IN SAID DISTRICT,
According to plan and estimates prepare by Edwin M. Orr,
Engineers, at a total estimated cost of $9,900.00 and to pay
(49,900.00 of the cost thereof by special assessment on the lands
benefited thereby, described as follows: BOUNDED ON THE WEST BY TELEGRAPH ROAD, ON THE NORTH BY
COLGATE Avenue, ON THE EAST BY PARKER AVENUE, AND ON THE SOUTH BY
ANNAPOLIS AVENUE: AND
WHEREAS:
due notice had been given of the hearing of objecting
to such improvement or th the special assessment district to pay
the cost thereof; and
WHEREAS:
after such hearing it is still deemed advisable and
necessary to proceed with such improvement;
RESOLVED: that the maps, plans. and diagrams of such improvement,
and of the assessment district to pay therefor, and the estimate
of cost thereof, showing the total cost to be $9,900.00 and the
part to be assessed against the property be $9,900.00 be approved
and confirmed, and the improvement constructed accordingly.
RESOLVED FURTHER,
that said district be designated as Special
Assessment Sewer District No. 3.
RESOLVED, FURTHER: that the Supervisor having prepared and
submitted a special assessment roll including all the lands in
said district as heretofore designated, and assessing the sum of
$9,915.75, and against the several lots and parcels of land in

construction of approximately $100.000.00 in value of sewer

be made by the War Production Board of the United States and other
proper agencies relative to priorities, and other matters
incidental to such proposed sewer construction.
THEREFOR IT IS RESOLVED: that Mike Chesnik, be and he hereby is
authorized to represent the Township of Dearborn in the premises
before the Federal War Production Board or other appropriate
agencies having authority in the matter of priorities for
construction material.

Meeting called to order by Supervisor Daly.
Upon roll call the following members were present: Jones,
MacDonald, Mokersky, Patterson Daly also present was Attorney
Bollinger.
Supervisor Daly advised meeting was called as pre
request of Township Attorney Bollinger to make corrections in
description of lands to be covered by special assessment in
portion of Grindley Park Subdivision of part of Section 33, as
outlined in proceedings of Township Board at Special Meeting oat
Noon March 16th, 1943.
Before calling upon Attorney Bollinger, Supervisor Daly
advised Mr. & Mrs, Paul J. Roath were present at meeting and
wished to be heard, relative to moving their house Mr. Roath, then
advised he was seeking a permit from the Township Board, to allow
the removal of his house which is 20"X20" from present site in
Greater Detroit New City Park Subdivision to lot #90 & 91 on
Lafayette Street in Kennedy Bros- DEarborn Warren Subdivision, and
advised he would build addition to house so as to comply with,
Building Code and Subdivision Restrictions.

Mr. Kennedy direct. or any home owner who might be near his
property, to see if all were agreeable as to his building plans
before he attempted to move present house onto Dearborn Warren
Subdivision
Me & Mrs, Roath seemed quite willing to follow
suggestion of Board.
Motion made by Mokersky seconded by
MacDonald that Paul J. Roath, and Nina B Roath be granted a permit
to move their house which is 20'X20' from present location in
Greater Detroit New City Park Subdivision to lots 90 & 91
in
Kennedy Bros. Dearborn Warren Subdivision, with the provision that
Mr. & Mrs. Roath, comply with all Township Zoning as well as all
subdivision restriction within a period of 90 days, after moving
contemplated house which will be 20"X30" be laid before house is
built.

Mr. Vincent Lukaszewicz, appeared before the Board relative
to vacating alley behind business lots in Lukaszewicz Subdivision
#2, facing John Daly Road. and also went into matter of Zoning
regulations, He was advised to take up direct with Wayne County
Road Commission.
Attorney Bollinger, was next heard from and advised the
Board, that in checking descriptions of land in "Special
Assessment Sewer District #3, error in description as mentioned by
Engineer Orr, were found and all proceedings taken at Special
meeting held at noon Eastern War Time Tuesday March 16th, 1943
relative to special Assessment Sewer District #3, should be
rescind as he had prepared New Resolution No. 1, also new Notice
of Hearing objection to Construction of Sewer in Special
Assessment District for presentation to Board at this Special
Meeting after Township Board takes action to nullify proceeding
taken previously.

WHEREAS:
under section
5 of Act 155 Public Acts of 1937 as
amended, the owners are permitted to further redeem properties of
which the State becomes the owner on May 4, 1943, providing these
properties are withheld from the 1944 auction sale by a resolution
of the municipality in which the properties ar located, and.
WHEREAS: the municipalities in which the properties ar located,
mist approve the application of th e owners to pay the 1939, and
priors years taxes, and,
WHEREAS:
the convenience of the tax-paying public demands that
the information be obtained and arrangements to pay said taxes be
accomplished in one office.
NOW, THEREFORE, BE IT RESOLVED.
1.
that Jacob P Sumeracki, Wayne County Treasurer, is by this
resolution authorized to act as representative and agent of the
Township of Dearborn for the purpose of approving the application
of the property owners to pay the 1939 and prior years taxes and
accept the necessary monies, the same to be forwarded to Lansing
by him.
2 That the County Treasurers is further authorized by Township of
Dearborn, to request of the State Land Office Board, the
withholding of properties from the auction sale, provided that
sufficient monies are deposited with the County Treasurer to
effect redemption.
3.
That the County Treasurer is th periodically report to page

that this Board (Council) is in turn to confirm said withholdings

Claude J. Beatty Representing The Fidelity and Casualty Co.
of New York, with offices at 2300 National Bank Bldg, Detroit,
Michigan wished Dearborn Township Board to authorize cancellation
of Fidelity Bond #1857745, which covered special bond issued
covering Howard F. Jones, and left two copies of release forms to
be acted upon and returned.
Motion was made by Mokersky seconded by Jones that the two
release forms be executed which read as follows:
The Fidelity
Casualty Co. of New York is hereby requesting and authorized to
cancel bond to cover special bond issue, bond #1857745 covering
Howard F. Jones, heretofore issued in favor of the undersigned.
This cancellation shall take effect on 14th day of April,
1942(?) without prejudice to the rights of the undersigned as
respects anything that may have occurred during the period that
the bond reminded in force but shall release THE FIDELITY AND
CASUALTY COMPANY OF NEW YORK from any and all liability for
anything occurring subsequently to the date above specified.

resolution re-depositing Public moneys including tax moneys,

At a regular meeting of the Dearborn Township Board, of Wayne
County Michigan (Hereinafter called Board, duly called and held on
the 13th day of April, 1943, the following members:
Jones,
MacDonald, Mokersky, Patterson, and Daly, constituting a quorum
being present the following Preamble and Resolution were adopted.
WHEREAS: there may now be in and may hereafter from time to time
come into the hands of Howard F. Jones, Treasurer of Dearborn
Township Michigan, certain public moneys belonging to or held for
the State, County, other political units of the State or otherwise
held according to law, and,
WHEREAS: under the laws of Michigan, this board is required to
provide by Resolution for the deposit of all public moneys coming
into the hands of said Treasurer, in one or more banks hereinafter
called bank (s), to be designated in such resolution.

submitted were verified, and a motion was made by Mokersky
seconded by Jones, that those shown as receiving the highest
number of votes cast for each office be deemed elected and that
tabulation results of Election be entered in the Minute Book.

Supervisor Daly named a committee consisting of Mokersky,
Jones, MacDonald, to interview Village of Inkster Council,
relative to obtaining permission or entering into some agreement.

Engineer Orr, presented Blue Prints-General Plans covering
proposed sanitary sewer District #1 lying on West side of Jun Daly
Road, South of Pennie and North of Van Born Road In Watsonia Park
Subdivision #3, also general plan of sanitary sewer District #2,
continuing lots lying West of Telegraph and North of Ford Road, in

Golden Acres Sub'n. Part of Sweets Dearborn Ford Sub'n Part of
Comfords Ford Road Sub;n lying West of Silvery Lane and North of
Ford Road, and part of Cummings Ford Road Sub'n. lying West of
Gulley and North of Ford Road, property located in S. E. & S. W.
1/4 section of Section #8, He also, presented figures showing
approximate cost of each district as well as a tentative schedule
of proposed rates, which should be charged to users for upkeep and
maintenance of said sewer districts.
He advised final action
could be taken soon and it was agreed, that a Special Meeting
should be called for at noon on Wednesday April 21,st, 1943.
Engineer Orr also Attorney Bollinger advised that on account of
unforeseen obstacles being encountered in Grindley Park Sub'n of
part of Section #33, Dearborn Township said district being
designated as Special Assessment Sewer District t#3, it is now
necessary that a change be made by Engineer, which would add
additional lots not previously covered by former resolution of
March 27th, 1943, therefore a new resolution would have to be
drawn up and acted on and former proceeding be rescinded.
Motion
was made by Jones seconded by Mokersky that all action taken by
Township Board on resolution of March 27th, 1943 Covering Special
Assessment Sewer District #3, be rescinded.

Attorney Bollinger, presented new Resolution #1, which
rescinded Resolution #1 (?) be accepted, and incorporated into the
minutes of Township Board, and that hearing of objections to said

1942 at the Dearborn Township Hall.

WHEREAS: a petition has been filed, signed by the record owners
of more than sixty-five per cent (65%) of the land in the proposed
special assessment district therein described and duly verified
both as to signatures and ownership of property. and
WHEREAS:
said petition asks for the establishment of a special
assessment district described as follows:
Lots 1 to 48 both inclusive Dearborn Estates Subdivision;
Lots 297 to 423 both inclusive lots 440 to 471 both inclusive
Lots 488 to 519 both inclusive lots 528 to 551 both inclusive
all being located in Grindley Park Subdivision, of part of the
North 1/2 of Section 33 Dearborn Township, Wayne County, Michigan.
and for the construction of a sewer commencing at a connection
with the existing sewer system in said district at Annapolis and
Parker running thence Northerly to a connection with the sewer
system of the City of Dearborn at Dartmouth, and Parker, together
with a pumping station to provide an outlet for the sewer system
in said district. and
WHEREAS: the construction of said sewer appears to be desirable
for the public health of the Township, and

proposed improvements, and a map of the district benefited have
been prepared by Edwin M. Orr, Engineer, and filed with the

IT IS FURTHER RESOLVED: that said maps plans, specifications, and
estimates are hereby approved, and that the cost of said
improvements is estimated to be $9,900.00 and the period of
usefulness of the proposed improved is estimated to be not less
than ten years.
RESOLVED, FURTHER, that a hearing of objections to said
improvement be held at the Township Hall on Monday, April, 26th,

Special meeting of the Township Board held in the Township

Standard War Time; Wednesday April 21, 1943.
Meeting called to order by Mokersky.
Upon roll call the following members were present; Jones
Mokersky, and Patterson. Absent Daly and MacDonald.

SPECIAL MEETING APRIL 22, 1943
Special meeting of the Dearborn Township board held in the
Dearborn Township Hall at 26807 Michigan Ave. Inkster, Michigan at
12: Noon Eastern Standard War Time Thursday, April 22, 1943.
Meeting called to order by Supervisor Daly.
Upon roll call the following members were present.
Supervisor Daly advised meeting was called for the purpose of
hearing reports from Engineer and Attorney relative to boundary
lines - streets included and equipment purposed in Revenue
District to be served by Sanitary Sewers.
Engineer Orr, reviewed plans as drawn covering Sanitary
Sewer, District #1, in Watsonia Park Subdivision #3, advising his
both sets of plans called for a pump station, but as no alleys
were incorporated in lay out of said subdivision, his plan to
construct sewers in rear of lots upon which easements were
requested from property owners, would have of necessity to be
discarded in favor of his other set of plans which he presented
showing the Sanitary Sewer System, to be constructed in the
Streets, account of the very limited number of responses to
litters mailed to property owners seeking easement. Engineer Orr
also, reviewed plans as drawn covering Sanitary Sewer District #2,
lying North of Ford Road and West of Telegraph and Gulley Roads.
He advised this proposed territory in Sanitary Sewer District #2,
would be served by Gravity as no electric pump could be purchased
account of same taking a high priority rating and Government
priority was not available.
Attorney Bollinger was next heard from presenting and reading
"Ordinance #9" in it entirety, creating a combined Water and Sewer
System.
This ordinance set up rates rules and regulations to
govern receipts and distribution of all receipts of said combined
Water and Sewer District. Said ordinance to be published and upon
publication in Dearborn Press, to be effective and entered in
Dearborn Township Ordinance Book.
Motion was made by MacDonald seconded by mokersky that
Ordinance #9 as presented by Attorney Bollinger, be adopted.
YEAS: Jones, Patterson, Mokersky, MacDonald, and Daly. Nays None
Application form addressed to Michigan Liquor Control
Commission, Lansing, Michigan and signed by Anthony Stackus, 21352
Van Born Road, asking for Dearborn Township to approve his
application for 1943 Dance Permit.
Motion mace by Mokersky
seconded by macDonald, that Clerk be instructed to sign request as
Board had no objections to the granting by Michigan Liquor Control
Commission of request.
As no further business to come to attention of Board; Motion

Dearborn Township Hall at 12: Noon Monday April 26th, 1943.

Meeting called to order by Supervisor Daly.
Following members were present upon roll call:

MacDonald, Patterson, Mokersky and Daly, Also Attorney Bollinger
was present Engineer Orr absent.
Supervisor daly advised this Special Meeting was called for
purpose of hearing objections to Special Sewer District No. 3, as
pre advertisement published in the Dearborn Press issues of April
15 and 22nd, 1943 and then called upon Attorney Bollinger then
read a resolution of which the following is a part. (full text of
resolution attached to page 138)
WHEREAS:
Dearborn Township Board, did fix Monday the 26th of
April, 43., at 12 Noon, at the Township Hall in said Township as
the time and place for hearing objection to the proposed
improvement, and the district to be assessed therefor, and
WHEREAS:
said hearing has been held.
Now therefore, be it
resolved that this Board dosed hereby approve the map, plans, and
specifications of said improvement and confirms the estimate of
cost in the sum of Ten Thousand Dollars ($10,000.00) and resolved
further, that this Board dosed hereby determine said improvement
to be necessary and expedient for the public benefit and welfare
and order, said improvement made according to the plans and
specifications on file, and further determines that the period of
usefulness of said improvement is not less that twenty-five years,
RESOLVED FURTHER:
That the cost od said improvement shall be
borne according to benefits by the establishment of a Special
Assessment District, as hereinafter designated, which shall be
known as Special Assessment Sanitary Sewer District No. 3, to wit:

resolution: Lots as follows:

Assessment Sanitary Sewer Roll No. 3,.
RESOLVED:
further that the Township Board meet to review
said roll at Township Hall on Tuesday, the 11th day of May A. D.
1943, at 8: o'clock P. M. Eastern Standard War Time, and that all
persons interested in said roll, be heard at that time.
RESOLVED:
further that the Township Clerk give notice of
such meeting and review by posting in three public places in the
Township, at least two weeks before said meeting, and that it be
published for two consecutive weeks, in Dearborn Press issues of
April 29th, and May 6th, 1943.

art of fire fighting Mr. Upton, as chief spokes,an solicited any
help Township could give in the way of providing such equipment as

Engineer Orr suggested Dearborn Township consider the buying
of Lot 2175 at the Northwest corner of Jim Daly Board and Amherst
Street in Watsonia Park Subdivision #3, for the purpose of
installing Electric Pump on same to serve Sanitary Sewer District
#1.
The question arose as to plan now being considered relative
to cleaning of Bayham Drain and after Board listened to Township
Engineer Orr, it was unanimously agreed that present considered
plans were inadequate being only a temporary arrangement at best
and the following resolution to be forwarded to Wayne County Drain
Commission Detroit, Michigan was drafted and adopted namely:
The Dearborn Township board at its regular meeting Tuesday
May 11th, 43, at 8: P, M. Eastern Standard War Time, adopted a
resolution requesting your Honorable Body to give consideration to
the feasibility of a proposed plan which to this Board appears to
be a permanent solution of the drainage problem created by the
Bayham Drain, in the area WEst of Jim Daly Road.
The solution proposed contemplates the Wayne County Drain
commission arraming with the Wayne County Road Commission for
permission to enter the Storm Water section of the Jim Daly Road
Sewer at a point North of the Sanitary Sewage diversion chamber of
in Michigan Ave. and from that point extending a storm sewer
Southerly along Jim Daly Road to an adequate depth at a point
adjacent to Jim Daly Road and the present location of the Bayham
Drain and to further take such steps and proceeding was will
accomplish this end.

issued in the sum of $10,000.00 in anticipation of the collection
of such special assessments and payable from the proceeds of such
special assessments, but not as a general number from 1 to 10
inclusive, dated June 1, 1943, and payable $2,000.00 on June 1st,
of each year from 1944 to 1948 inclusive with interest at the rate

Subject to the following conditions permission is granted to tap

sewerage facilities for the following property.
1. Connection to Township Sewer, The connection to the Township
sewer shall be made by a licensed plumber, or a licensed title
layer, and shall be made only in the presence of Department's duly
authorized inspector.

Supervisor Daly, advised Attorney Bollinger, Mrs. John Weir,
residing at 7010 Dolphin St. Lot 60 , Ochs Warren Center
Subdivision called at his office complaining that outlet between
house and alley was broken and she was seeking advice as to
correct procedure to have same put in working order,
Attorney
Bollinger advised this outlet from house to alley was a private
deal in which Dearborn /township had no part and therefore was not
liable in any way and he was of the opinion the only redress would
be to start civil suit for damage against Contractor.
Supervisor advised he received letter which complained that
an open basement in which water was standing was unprotected at
3906 Detroit, Street lot 1107, Amended Plat of Dearborn Pointe
Subdivision and was not only unsafe but unsanitary and a menace to
health.
Attorney Bollinger advised this was a Violation ad
suggested that ownership be looked up and owner notified to have
this hazardous condition remedied at earliest possible date.
Ownership of this property appears to be in the name of Salvador
S. Estroda 4715 Culver St. Dearborn Township and he will be
notified by Supervisor to correct condition at one.
Communication from Walter A. Markin, dated May 26th, 1943 was
read in which he outlined an audit program of accounts and records
of Township Treasurer & Clerk for fiscal year ending March 31st,
1943 at a cost of $250.00.

sale of bonds.
Supervisor Daly advised two representatives of
Madison construction Co. were in attendance as pre arrangement
made at REgular meeting Tuesday evening June 8th, 43, awaiting
township Boards decision, relative to being allowed to use 24"
studding, on center for private dwelling construction of
approximately (119) homes instead of using 16" centers.
After
considerable discussion the following resolution made by Mokersky
seconded by MacDonald,

RESOLVED: That until January 1st 1944, studding 24" on center for
private dwelling construction be permitted in Dearborn Township to
conform with the requirements of the War Production Board,
provided that if the said requirements of War Production Board are
altered or abrogated before January 1, 1944, this resolution
thereupon be voided. YEAS: MacDonald. Patterson, Mokersky, and
Daly Jones not voting.
Upon completion computation of bids it was shown results as
indicted blow:

Supervisor Daly
suggested as both Attorney Bollinger and
Engineer Orr were present, it would be appropriated to hear their
views before Township Board began consideration. of bids and
awarding of contracts.
Engineer advised he considered until price as submitted by
majority of bidders particularly on Section #2 as unreasonable,
being greater in excess of his estimated cost, although he was
inclined to believe a more favorable bid, If present figures were
not accepted and project was re-advertised at present time and
under present working conditions was most unlikely, therefore, readvertising, for new bids lacking assurance of less cost would in
the final analysis possibly add to the cost of the project as well
as delay construction and retard completing and putting Sanitary
Sewer Section #1 and #2 into operation.
Attorney advised that while bids submitted were higher than
anticipated by Township Engineer, for both Sanitary Sewer District
#1 and #2, it would in his opinion be unwise as well as costly to
throw out bids and re-advertise thereby delaying completion and
without the least assurance as pointed out by Engineer that a
lower construction cost would result, He also stressed the point
that enough money through the sale of $180,000. of Dearborn
Township Water and Sewer System Refunding and Extension Revenue
Bonds plus surplus money now on hand, would be available to meet
all construction cost and obligations and properly carry on
thereby making this Sanitary Sewer District a sound financial
undertaking, and also due to the fact that Bonds, had already been
sold on June 15th, 1943, he believed Township Board should take no
action towards delaying project, therefore he would recommend that
Board give this project favorable consideration at this time.
After hearing views, as expressed by Engineer and Attorney,
as to feasibility and contemplated cost of this project,
Supervisor Daly asked for consideration of bids as submitted 10:30
A. M. E. S. W. T. Tuesday June 22nd, 1943, which extension of
figures were verified by Engineer as to total cost of each
Section.
Upon tabulation of bids it was found that Angel DiPonio, was
low bidder for Section #1 his bid price being ($25,487.95).

was found to be low bidder on
Section #2, his bid price being ($44,404,90.)
Motion made by MacDonald, supported by Mokersky that bid of
Angelo DiPiono, on Section in amount of ($25,487,95.) being low be
accepted also bid of Drainage Contractors Inc. on Section #2, in
amount of ($44,404.90) being low be accepted.

July 13, 1943
Regular meeting of the Dearborn Township Board held in
Dearborn Township Hall 26807 Michigan Ave. Inkster, Michigan at
8: P. M. E. S. W. T. Tuesday, July 13, 1943.
Meeting called to order by Supervisor Daly.
Following members being present answered roll call. Odom
Jones, Patterson, Daly, (Mokersky absent entered later) also
present Attorney Bollinger, Engineer Orr entered later.
Clerk read minutes of four previous meeting, namely, Regular
Meeting held June 8th,
Special Meetings June 15th, 22nd, and
23rd. As there were no correction minutes stood approved as read.
Supervisor Daly, at this point advised there were some
persons in attendance at meeting who would like to be heard from,
before proceeding with other routine business.
Mr. Sasa a representative of Houseman Spitzley Corp. selling
and renting agents of Detroit, Michigan, was first to interview
the Board. He advised his company was searching for office
quarters and wished to know if Dearborn Township would consider
renting the small frame building used as a voting booth located at
Southwest corner of Lehigh and Telegraph Road, for a period of
approximately four months and if so what rental would be asked.
Motion by Mokersky,seconded by Jones, that Houseman Spitzley Corp.
be granted a permit to use voting booth located at Southwest
corner of Lehigh and Telegraph Road at a rental rate of $25.00 per
month, subject to right of Dearborn Township to enter at any time
for purpose of any election or public function, possession to be
given up, upon 24 hrs, notice and that they be authorized to carry
public liability Insurance to compensate and indemnify Dearborn
Township in event of any personal injury to occupants or any one
entering building also with proviso that building upon expiration
of rental period be turned back in same condition as when rented.

A delegation representing Sector #1, Dearborn Township was
next heard from. Mr. Anthony Wroblewski, Mr. Ruebelmann and Mr.
Upton, being chief a spokesmen regarding Civilian Defense actives.
Mr. Ruebelmann Senior Sector Warden, Sector #1, advised he
understood Mr. Von Moll of office of Civilian Defense could give
no assurance that any fire fighting equipment helmet indian tanks
etc, would be forthcoming
until this part of Dearborn Township
was placed in or designated as a critical area and wished to know
if Township Board was in a position to procure or advance funds
for the purchase of auxiliary Fire Dept. Equipment.

Attorney Bollinger, advised Township Board had no money
available or set aside which could be advanced lawfully from any
fund at this time and believed the solution which would be in
keeping with the statues would be to have all property owners
residing not only within the boundaries of Sector #1 but n all of
the northern part of the Township circulate petitions, praying for
the establishment of a Fire Department and present petitions to
Township Board and if petitions when checked were found sufficient
and Election could be called to create a Special Assessment
District.
Mr. Upton, advised he talked with Mr. Logan Chief of Redford
Township Fire Department and and of the opinion Dearborn Township
Board wold be able to render helpful information from him, along
the line of action necessary to be taken to secure some Auxiliary
Fire Equipment.
Supervisor Daly, advise Engineer Orr made suggestion that
Dearborn Township Board write proper official of that Civilian
Defense Region - Chicago, Ill.
Re Ruebelmann stressed the point that some Civilian Defense
Material as essential at present time and Township Board should
make some provision to secure and advance funds for purchase of
same and stated that an amount of $250.00 had been offered or
suggested at Regular Board Meeting in June and at this time he
wold like to know if previous offer was still good.
After considerable discussion, MOtion was made by Mokersky,
and seconded by Patterson that the sum of $250.00 be allotted to
sector #1, Dearborn Township for purchase of Civilian Defense
Equipment with the understanding, as stated by Mr. Ruebelmann that
Sector #1, will contribute a like amount.
At this point, objection was raised by Jones, to granting of
$250.00 his contention being that all other 7 Sectors without any
doubt, ask for similar amounts, which on account of lack of funds
set aside in our budget for this purpose this amount could not be
made available at this time.

Another objection was voiced by Mr. William Thorne, a
resident and tax payer and an Air Raid Warden in Sector #8,
Dearborn Township his opinion, being to the effect if this action
was taken, same would be unlawful procedure.
Before roll call could be taken on motion to allot $250.00 to
Sector #1, a new motion was made by
Mokersky, withdrawing his
original motion with permission of member who seconded his motion.

six cases of rabid Dogs biting children have been reported to his
office and in majority of cases he had heads of dogs sent to
University of Michigan Hospital. where it was found dogs had
rabies, and he stated that a dog quarantine was deemed advisable
for protection of Citizens and would give Sheriffs Department
enforcement powers.
Motion was made by Mokersky seconded by Patterson that on
account of Rabid Dogs condition existing in Dearborn Township .,
there be established a Dog Quarantine in all of Dearborn Township
outside of Village of Inkster, Michigan limits, for period ending
September 15th, 1943.
but with proviso that expiration date of
Quarantine shall be extended if deemed necessary for protection

was not granted and Board advised Mr. Adams., his request would be
given consideration at a later meeting.

for, the War Production Board, Washington, D. C. Dated July 10th,
43, denying the application of Township for permission to
construct a sewer improvement known as Dearborn Township Sanitary
Sewer Section #2, under Ordinance #9, and a bid therefore had been
previously awarded to the Drainage Contractor Inc.
IT IS RESOLVED: that said award be cancelled, bid bond be returned
and all proceedings in connection therewith are hereby declared
void. For adoption YEAS: Jones, Daly, and Patterson, (mokersky
& Odom absent) NAYS: none.
In connection with above resolution the following is a true

Michigan, was read which requested permission be granted to him
to live for balance of Summer in garage h has built on back of lot
at 6818 Nightingale Ave, while his house was under construction.
Motion made by Patterson seconded by Daly that if permission was
granted, it might be making for increased unsanitary condition,
account no adequate drainage facilities available , therefore
request for occupancy of said garage be denied.
Communication from (Thomas E. Shawcross, City Clerk of
Highland Park, Michigan was read relative to a resolution adopted
by the Council of City of Highland Park, at their Regular Meeting
July 26th, 1943, and suggesting that our Municipality adopt a
similar resolution.
No favorable action was taken by this
Township Board.

Supervisor Daly, named Engineer Edwin M. Orr, Attorney Jesse
W. Bollinger, Anthony Wroblewski, and Howard F. Jones, to act as a
committee to draw up a building code for Dearborn Township.
Attorney Bollinger made the suggestion that Engineer Storer, of
City of Dearborn be contacted when committee begins consideration
of said Building Code.
Question arose as to advisability of re-organization of
Dearborn Township Zoning Board, Attorney Bollinger was delegated
to contact Hon. Thomas Murphy, Judge of Probate, relative to
appointment of two new members
to zoning board to fill expired
terms of two members who served an zoning board as originally set
up.
Supervisor Daly, advised the matter of Sewer Inspection
should be gi en immediate consideration, account of great number
of new homes being constructed in the township, which sewage in
majority of instances is being disposed of through City of
Dearborn, Sewers,
Mains and he advised Dept of Public Works of
City of Dearborn are looking to Township to have Plumbing and
Sewer Inspection made for the good of the service.
Supt. Fearnley, of Water Dept. asked about rates to be
charged for plumbing and Sewer Inspection and Mr. Michael Boyle of
Dept of Public Works, City of Dearborn advised as to rate he would
charge, if he was delegated to make these inspections for Dearborn
Township.

The following Resolution was read and ordered incorporated in
minutes.
Motion made by Township Clerk, Patterson supported by
Township Treasurer Jones.
WHEREAS:
certain welfare funds from the Reconstruction Finance
Corporation intended for the Township of Dearborn, for Direct
Relief Welfare purposes were impounded in Detroit, Banks at the
time of the Bank Holiday during February 1933, and
WHEREAS: there are now available dividends released by said Banks
on such impounded funds allocated to the Township of Dearborn in
the amount of $1.278.60, which sum had, be resolution of the State
Administrative Board, been made available for Welfare purposed, to
be disbursed by the County Department of Social Welfare, and
WHEREAS: it is requested that this Township approve the transfer
os said dividends to the Wayne County Department of Social
Welfare, and a local contribution;
THEREFORE BE IT RESOLVED: that the transfer os said dividends now
available on RFC funds in closed Banks be approved and confirmed
as follows:
$1,278.60 to be sent to Treasurer, Township of Dearborn and by him
endorsed and delivered to Wayne County Department of Social
Welfare, which amount $1,278.60 is to be received by Wayne County,
Department, of Social Welfare, as a Local Contribution, deposited
in the Direct Relief Fund and expended by same only for Direct
Relief Purposes.

Meeting called to order by Supervisor Daly. Upon roll call

Supervisor Daly, advised meeting was called for the purpose
of discussion agreement which he State for making sanitary
inspectors in Dearborn Township and such other
business which
will properly come to attention of the Board.
Motion made by Mokersky seconded by Jones, that resolution on
heretofore
passed
by
Dearborn
Township
Board
authorizing
permission to Michigan State Plumbing Board to make plumbing
inspection within the Township be and is hereby rescinded as of
this date and clerk be instructed to notify Michigan State
Plumbing Board of action taken.

made to Article "B" of Section #11, of Water & Sewer Ordinance No.
9, making same read .50 per quarter instead of $1.50 per quarter

sewage disposal.
Clerk read letter from Mr. Charles A. Parrish, Director
Bureau of Licensing and Enforcement Michigan Liquor Control
Commission Lansing, Michigan dated August 26, 1943, asking as to
advisability of granting the request of Jacob J. and Genevieve D.
Sealy, 18916 Van Born Road for a license to operate as a S. D. M.
being a transfer of ownership from Ora Sexton Jr. 43- S. D. M.
License.
Motion made by Mokersky supported by Odom that the request for a
transfer of ownership of 43-S. D. M. license from Ora Sexton Jr.
to Jacob J. and Geneieve D. Sealy 18916 Van Born Road be approved.

Letter read by Clerk which was received from Wayne County
Treasurer dated September 3, 1943, which listed 47 lots in
Westwood Hills Sub'n No. 4, Section 30 namely lots 2072 to 2082
inclusive, 2105 to 2110 inclusive 2113 to 2128 inclusive, 2147 to
2160 inclusive and lot 49 lots listed in Westwood Sub;n of Van
Alstine Farms of part of section 30 namely LOTS, 930 to 950
inclusive 952 to 965 inclusive,
968 to 981 inclusive.
Which
were purchased by Dearborn School Distinct No. 8, from State Land
Office Board April 17, 1941, tax was erroneously spread against
these lots, and which should of been stamped "EXEMPT" and
therefore he requested authority from Dearborn Township to cancel
the 1941 Tax spreading this money at large.
Motion made by Mokersky seconded by Odom that letter received
from Wayne County Treasurer, be signed by Clerk authorizing Wayne
County Treasurer to cancel the 1941 Tax on the above listed 96
lots and spread this money at large.

Regular meeting of the Dearborn Township Board held in the
Dearborn Township Hall 26807 Michigan Ave. Inkster, Michigan at 8:
P. M. E. S. W. T. September 14, 1943.
Supervisor Daly presiding.
Upon roll call the following
members were present, Jones, Odom, Patterson, and Daly, (absent
Mokersky. Mokersky entered later.
Supervisor Daly stated that there were some present at the
meeting who wished to be heard from before proceeding with regular
meeting.
Supt. Fearnley, the turned over three letters which he
received from water manufacturers to be opened by Clerk and which
contained prices quotations on the furnishing of 300 - 5/8 " X
3/4" meters.
Pittsburgh E. Meter Co. quoted price of $12.00 each net.
Worthington Gamon Meter Co. quoted price of $10.60 each
Badger Meter Co. Milwaukee. Wisc. quoted price of $10.45 each.
Motion by Patterson, seconded by Jones, that the low bid of $10.45
for each meter as quoted by Badger Meter Co. in Milwaukee, Wisc.
be accepted and contract for furnishing 300 meters be awarded to
said company. YEAS: Odom, Jones, Patterson and Daly. (Mokersky

Motion by Odom seconded by Mokersky that the reading of
clerks minutes covering regular meeting held August 10th, 1943,

Fred Sweet Chief of Auxiliary Police Dept, if Dearborn
Township appeared before the Board, seeking advice relative to
enforcement of plenary powers granted to Defense Council and such
persons as may be necessary to carry out the functions of th
council in accordance with Dearborn Township
Ordinance #7, He
expressed the opinion that said Ordinance #7, lacked adequate
provision for prosecution of violators of rules set up governing
blackouts.

Mokersky suggested that Attorney Bollinger, review Ordinance
#7, was well as State Laws recently enacted dealing with violators
of provisions set up for enforcement of Blackouts, and rendered
legal opinion at next meeting.
This suggestion hade the
unanimous approval of full board membership.
Mike Chernick was next to interview the Board. he advised his
company the Detroit Construction Co. had five houses built on
South side of Pennie Road West of alley in rear of business lots
facing Jim Daly road in Watsonia Park Subdivision #3, which lack
sewage disposal facilities and which previous to building said
houses it was his understanding this section of Pennie Road was to
be included in set up covering Sanitary Sewer District #1.
As it developed this was not the case, account this section
of Pennie Rad not being included by Dearborn Township Engineer in
Sanitary Sewer District #1, and therefore he deemed it proper to
seek relief from Dearborn Township as Wayne County Health Board,
would not permit the installation of septic tanks, thereby leaving
his five houses with out occupancy and with no means of sewer
disposal, consequently he believed he should not be called upon to
install a sewer line on Pennie Road at his own expense, feeling
this cost of approximately $2500.00 should be borne wholly by
Dearborn Township, After Considerable discussion motion was made
by Mokersky seconded by Patterson that the above request of Mike
Chernick be tabled.
Before calling for
yeas and nays on this
motion,
Mr. Chernick was granted further hearing in which he
contended his request should not be tabled but should be acted on
at present meeting so further delay would be eliminated,
Mr.
Jones concurring Mokersky then asked permission of seconded to
withdraw his motion
which was granted by seconder Patterson.
Jones at this pint asked mr. Mike Chernick if he would contribute
an amount big enough to take the speculation or rick out of
building this additional sewage line on Pennie Road providing
Dearborn Township would undertake
to provide up to $1800.00 of
the contemplated cost of $2500.00 for the building of this line,
Mr. Chernick promised to take care of any cost over and above the
$1800.00 and also would live up to plans and specifications as
provide for by Engineer Orr in the remainder of Sanitary Sewer
District #1.
Jones made motion seconded by Mokersky, that Dearborn
Township authorize the expenditure of the sum of $1800.00 from
Water and Sewer construction fund with the proviso that Mike
Chernick pay all monies over and above said sum sufficient to
complete said sewage line on Pennie Road.

Supt. Fearnley, presented letter received from Walter Markin
C. P. A. dated August 31st, 1943, which informed the Supt of the
Water Dept. that the books and records of his department would
require revamping account of the fact that a new bond issued had
been sold which refunded the original water revenue bonds in the
amount of $118,000.00 and added extensions to the Water Department
to cost of which is covered in the sale of $118,000.00 of
combination of Sewer and Water Revenue Bonds also general ledger
accounts under the bond issue do not apply also profits earned
under the old system require special treatment on the books and in
addition a new chart of accounts and the open of new accounts
under the bonds issue are required.
Proper accounting should be made in the handling of Water and
Sewer Transactions to meet the requirements of the new ordinance,
but old accounts should be closed as of July 1st, 1943 before the
new accounts are set up and letter also estimated the cost of this
work at $150.00.
Motion by Mokersky, seconded by Patterson, that Walter A.
Markin, be engaged as C. P. A and instructed to closed all old
accounts of Water Department and set up new accounts at the cost
of $150.00 as stipulated in his letter for this service.

is hereby directed to advertise for tenders of Certificated of

Motion by Mokersky seconded by Odom that Clerk forward a copy
of the following resolution to Manufacturers National Bank of
Detroit.
Whereas:
reasonable time has elapsed for the redemption of one
Tax Anticipation Note in Amount of $560.00 and
WHEREAS: the Township of Dearborn has placed in escrow the sum of
$560.00 with Manufactures National Bank of Detroit under terms of
Refunding Order of Public Debt Commission dated February 11th,
1942 and
WHEREAS: it appears reasonable that no claim will be made for this
sum of money as it is the belief same has been previously paid.
THEREFORE BE IT RESOLVED: that the Manufacturers National Bank of
Detroit refund the sun of $560.00 now held in escrow account.

Letter from Norman W. McKay, dated August 30th.1943, was
turned over to clerk by Mokersky which advised he had moved from
Dearborn Township To a Wayne address therefore he would be unable
to serve as Constable in Dearborn township.

seconded by Jones that in view of a vacancy
existing by the
removal from Dearborn Township of Constable Norman W. McKay, that
Edward T. Flood be appointed as Constable to fill the unexpired
term.

Motion by Mokersky seconded by Odom that Bookkeeping of the
Clerks Treasurers and Water Department be co-ordinate as per
recommendation of Walter A. Markin C. P. A.

departments at salary of $150.00 per month starting October 1,
1943, salary to be pro-rated between the three departments
according to the time given to each department.

Meeting called to order by Supervisor Daly,
Upon roll call the following members were present, Jones,
Odom, Mokersky, Patterson, Daly, also present Attorney Bollinger,
Engineer Orr, and Supt. Fearnley.
Supervisor Daly advised as there were persons attending Board
meeting who wished to be heard from the regular order of business
would be set aside until after delegations were heard from.
First to interview Board were several residents living in Van
Born Little Farms, Subdivision, Section 31 who advised that water
was badly needed in said subdivision and which the help of the
Township Board in securing same.
Supervisor Daly, named a committee consisting of Engineer
Orr, Supt. Fearnley one member of Township Board and Mr. Roney of
5526 Sylvia. to make a study of this water problem from all
angles.
interviewing Taylor, Nankin and Inkster officials, if
deemed necessary in order to arrive at a workable solution for
presentation to Township Board.
Mr. Henry Jacobs and Mr. Francis Knapp representatives from
Wayne County Treasurers Office were next heard from explaining
percentage division of proceed from the sale of tax delinquent
properties due to be divided between the State of Michigan, County
of Wayne, and municipalities as quoted in Wayne County Treasurer's
letter of September 14th, 1943.
Figures were presented by them showing Wayne County Treasurer
had estimated cash on hand for Dearborn Township in the amount of
$141,154.14 and a formula based on actual disbursement of State
Land Sales, monies was presented to Township Board for
consideration.
As formula set up and presented to Township Board seemed a
fair and equitable method for distribution of funds. Motion was
made by Mokersky, seconded by Patterson, "That the Township of
Dearborn, accept the method of distribution of State Law Board
monies on a percentage basis, said formula based on actual prior
disbursement of State Land Board monies.

the use of room in basement of Dearborn Township Building for a

seconded by Jones that request for use of basement room as made by
Fred Sweet be granted.

A dog quarantine in the Township of Dearborn Wayne County,
Michigan providing for the restraining confining or muzzling of
dogs was suggested to prevent the spread of the disease known as
rabies on account several cased being reported during the past few
day.
Motion by Mokersky, seconded by Jones, that the following
Dog Quarantine be enacted and published in Inkster Journal to be
effective October 13th, 1943 for a period of 90 days with proviso
that Quarantine may be extended for a longer period if deemed
advisable by Township Board.

The Twp. Board of the Twp. of Dearborn hereby determines that
the above action is necessary to prevent the spread of the disease
of rabies.
It is further ordered that a copy of this order shall be
posted in 3 of the most public places in the Twp. of Dearborn, and
published in the iNkster Journal. an newspaper in said Twp. It is
hereby ordered that nay person firm or corporation owning or
having possession of control of any dog within the Twp. of
Dearborn shall for a period of (90) days from and after Oct. 12,
43, restrain, confine, of muzzle said god. This quarantine may be
extended if deemed necessary beyond January 12, 1944.
Continued Dog Quarantine: Anyone violating the provisions of
this order or of said Act shall be punished as provided in Section
6629, of the complies Laws of the State of Michigan for 1929,

month rate as set at Regular Board Meeting September 14th, 1943
for combined bookkeeping by Mr. Iva Trahan be made effective pay
period starting September 16th, 1943 and no pay period beginning
october 1st, 1943, as shown in Clerk's records of previous

Communication received from Walter A. Markin C. P. A. dated
October 12th, 1943 was read, submitting for consideration of
Township Board, an arrangement for the auditing of the books and
accounts of the Water and Sewer Department for the coming fiscal
year beginning July 1st, 1943, and ending June 30th 1944
submitting reports on audit each quarter furnishing advisory and
consultant service etc, etc, for a service charge of $150.00 per
quarter.
Motion made by Mokersky seconded by Jones that contract reaudit, service as submitted by Walter A. Markin stipulated in
detail services to be rendered Dearborn Township Water and Sewer
Department for a service charge of $150.00 per quarter be
accepted.

RESOLVED:
that the Township Board does hereby declare and make
known its intention that Act 184 of the P. S. of 1943, shall
become operative in Dearborn Township , Wayne County, Michigan and
that the Township Board intends to proceed under the provision of
said Act, which is entitled,
"AN ACT to provide for the establishment in the unincorporated
portions of Organized townships of zoning districts within which
the proper use of land and natural resources may be encouraged or
regulated by ordinance and within which districts provisions may
also be adopted designating the location of the size of the uses
that may be made of , the minimum open spaces, sanitary safety and
protective measurers that shall be required for and the maximum
number of families that may be housed in dwellings, building, and
structures, including tents and Trailer coaches, that may
hereafter be erected or altered, to provide for emergency interim
ordinances
and
amendments
thereto;
to
provide
for
the
administering of ordinance adopted; to provide for conflicts with
other Acts ordinances or regulations; to provide penalties for
violations to provide for the assessment levy and collection of
taxes, to provide for the collection of fees, for building
permits; to proved for petitions public hearing and referenda; to
provide for appeals. and to provide for the repeal of Acts in
conflict herewith."
IT IS FURTHER RESOLVED:
that notice of the intention of the
Township Board as foresaid shall be given by publication of this
resolution in the Dearborn Press, a newspaper of general
circulation in the Township of Dearborn.

and make known its intention that Act 185 of the P. A. of 1943,
shall become operative in Dearborn Township. Wayne County,
Michigan and that the Township Board intends to proceed under the
provision of said act which is entitled.
"AN ACT to provide for the regulation of Township Boards of the
minimum construction requirement of dwelling, buildings and
structures in the un-incorporated portions of such township by
ordinance; to provide for the amendments or supplements thereto,
and referenda thereon; to authorize penalties; to provide for the
administration of this acto; to provide for conflicts with other
acts and ordinances and for the repeal of acts in conflict
herewith; and to declare the effect of this act."

Regular meeting of Dearborn Township Board held in Dearborn
Township Hall 26807 Michigan Ave. Inkster, Michigan at 8: P. M.
E. W. T Tuesday November 9th, 1943.
Meeting called to order by Supervisor Daly.
Upon roll call the following members were present;
Jones,
Mokersky, Patterson and Daly Absent Odom also present Attorney

Supervisor Daly, advised several residents from Van Born
Little Farms Subdivision was in attendance to ascertain what had
been accomplisher towards securing water, and believed regular
producer should be waived, and hearing be granted them at this
time. before proceeding with regular business.
Supervisor Daly then called upon Engineer Orr, to outline
work done and progress made towards solution.
Engineer Orr, then advised in his opinion the War Production
Board would turn down any application for priority if presented to
them. showing an average of two and one half tons of cast iron
per housed, he estimated approximately 63 toms of cast iron would
be required to furnish water to a total of 25 houses, in this
subdivision and this would be double the amount set up for each
house by War Production Board.
He also believed even if project
was approved by War Production Board the cost od installing a
water system in this subdivision where 25 housed were far apart
account of subdivision being laid out in large lots, would not be
warranted as he felt cost would be excessive as project if
undertaken would be excessive, as project if undertaken would cost
approximately $10,500.00, or at the least $400.00 per house. which
would be far in excess of cost of any water lines previously laid
in the Township and would be financially unsound and not in
keeping with rates as set up in Ordinance.
Mr Roney spokesman for the delegation appeared satisfied, the
estimated cost of $400.00 per house was too high to be borne
direct by Township but felt each house owner would be willing as
outlined at last meeting to advance a considerable portion of the
money to pay cost of installation, and thereby reduce cost to
Township.
After further study and figuring by Engineer Orr and
consultation , Supervisor Daly, asked Mr. Roney if he thought each
of the approximated 25 home owners, could raise $250.00 each to
help defray the cost providing the War Production Board approved
the application, he was sure each could and would be willing to
raise the $250.00 and said he would call a meeting right away of
the interested home owners in the subdivision and let Township
Board know result.
Motion by Mokersky, seconded by JOnes, that reading of
Clerk;s minutes of Regular Meeting held October 12th, 1943, be
waived.

Treasurer Jones reported there was $6400. on hand in Water &
Sewer which had been paid in as Guarantee of Account and along
with Supt. Fearnley, of Water Dept believed same should be

Fearnley be authorized to refund the guarantee of accounts monies
now on hand to respective parties who made original deposits

Special meeting of the Dearborn Township Board held in the
Dearborn Township Hall 26807 Michigan Ave. Inkster, Michigan, at
10: A. M. Thursday, November 18, 1943.
Meeting called to order by Supervisor Daly.
Upon roll call the following members were present.

Bollinger and Engineer Orr.
supervisor Daly advised meeting was called account complaints
being received from Wayne County Drain Commissioner and Warren
Construction Co. on November 18, 1943, relative to flooded
basements, alleged to be caused by Dearborn Township connection on
sewer system serving Lukasewicz Dearborn Subdivision, and also to
hear from Engineer Orr, who had been asked to investigate and make
a report to the Township Board.
Engineer Orr, then explained that he met with Wayne County
Drain commissioner and Mr. Moore their Engineer after his
attention had been drawn to complaint, and after consultation, and
inspection he agreed complaints was justified and in his opinion
Dearborn Township was obligated to remedy and he would recommend
that a new and separate 15" sewer line be constructed and tied in
with our present system in the Watsonia Park Subdivision #3, to
correct existing condition.
Motion made by Mokersky seconded by Odom that Engineer Orr be
authorized to contact several contractors requesting them to
submit bids to Dearborn Township Board for construction of a 15"
sewer main, on Jim Daly Road.

be also authorized to ask contractor to submit bids to Dearborn
Township Board for construction of a 6" Water Line on Berwyn
Avenue for a distance of approximately 2500 ft.

Supervisor Daly advised he was in receipt of a letter from
Stanley H. Wilkinson, Dealer in Municipal and Corporation Bonds,
1228 Buhl Building, Detroit, Michigan Dated November 11, 1943,
which offered $5000. Dearborn Township , Wayne County, Michigan 21/2% - 4-1/2% refunding Bonds dated March 1, 1942, due October
1st, 1968 at par and interest upon which he had an option on
specific action relative to picking up these Bonds was taken.
Supervisor Daly read a letter received from John J. Kozaren,
Wayne County Treasurer dated November 15th, 1943 which showed
considerable cash on hand which represents proceeds from sale of
tax delinquent properties located in the Village o Inkster,
Township of Dearborn, by th eState Land Office Board and which
advise d these funds and Township in the Following percentage.

Should Dearborn Township Board agree to accept settlement under
this plan, Following action was taken by Dearborn Township Board
and original of this resolution was forwarded to Wayne County
Treasurer namely,
Motion by Mokersky supported by Jones,
RESOLVED THAT WHEREAS:
the Township of dearborn has been
requested by the County Treasurer, to agree to the distribution of
proceeds from the sale of State Lands on a percentage basis as set
forth in his letter of November 15th, 1943 and
WHEREAS: the Treasurer of Wayne beginning with the 1940 Auction
Sale conducted by the State Land Office Board, has made
settlements to this Township of monies received from said Board
for the sale of State Lands on the basis of proportionate amounts
to all taxing units concerned, and
WHEREAS:
it has been necessary for the County Treasurer due to
highly detailed and technical work in connection with the
distribution of funds on this basis, to make a charge of 4% on
such settlements and
WHEREAS: the office of the County Treasurer has devised a formula
of making the settlements on a percentage basis, there by reducing
the amount of work involved, accelerating the payment of monies to
the governmental units involved, and entirely eliminating the 4%
operational charge.

Clerk read a communication form Liquor Control Commission
Lansing, Michigan dated November 22nd, 1943,
which advised a
request had been received from (Jennings J. Wise) 5901 N.
Telegraph Road, Dearborn Township for a dance permit. After due
consideration motion was made by Mokersky seconded by Odom the
Clerk write Liquor Control Commission, advising Dearborn Township
Bard has no objection to the granting of a dance permit and
therefore recommends that same be granted to (Jennings J. Wise)
and Clerk be authorized to so advise. YEAS: Jones, Patterson,
Odom, MOkersky and Daly.
Clerk read a communication from Liquor Control Commission,
Lansing, Michigan Dated on August 20th, 1943, but which had just
been received reading a request has been received from (Ann Dean)
24720 Ford Road, Dearborn Township, for a license to operate as a
class "C" and which requested Dearborn Township Board to advise
as to the advisability of licensing this establishment which is a
request for transfer of class "C" license from Bill Montgomery to
above applicant.
Motion by Mokersky seconded Odom, that clerk be authorized to
notify Michigan Liquor Control Commission that Dearborn Township

Regular meeting of Dearborn Township Board, held in Dearborn

Supervisor Daly presiding.
Upon roll call the following members were present:

Minutes of regular meeting of November 9th, 1943 and special
meeting of December 1st, 1943, were read by clerk.

by Mokersky seconded by Odom that minutes as read by clerk stand

Before proceeding further with regular business Supervisor
Daly advised that Attorney Chenoske, representing several property
owners of Van Born Little Farms Subdivision was in attendance and
would be heard from at this time.
Attorney Charnoske, then explained he was as stated appearing
before the Board, in behalf of a number of property owners, to
stress the great need of water in their subdivisions, he advised
he gathered from the reading by the Clerk of minutes of previous

meetings as well as from other sources, that the opinion prevailed
that cost of furnishing water to said district would be rather
excessive and that Dearborn Township Board did not feel they were
in a position to provide all money needed from the Water & Sewer
Fund necessary to complete project, however, he felt regardless of
cost some method of financing could be worked out, which would be
acceptable to both Dearborn Township Board and residents seeking
improvement and he solicited Engineers and Attorneys opinions as
to approximate cost as well as proper procedure to be followed to
secure necessary improvement, relative to cost, Engineer ORr, at
this point advised Attorney Charnosek he estimated the Water
System cost would approximate $1050.00 to serve the twenty five
houses owned by the petitioners residing in Van Born Little Farms
Subdivision.
Township Attorney Bollinger then explained that residents,
petitioning for Water were preciously advised at to approximate
cost was well as procedures to follow, However he also stated it
was the understanding at a precious meeting if each of the twenty
five property owners would contribute 250.00 each or a total of
$6,250.00, toward the cost of this project, Dearborn Township
Board would finance balance of cost from Water & Sewer Fund, This
arrangement seemed reassuring at this time, however it was later
found nothing definite re-financing materialized.
He also informed Attorney Charnosek, the Township Board was
at all times anxious to furnish water tot he part of this
subdivision petitioning for same, but deemed it quite in order to
have some assurance that a portion of contemplated cost would be
borne by the District benefited before undertaking project he
believed the proper way to secure said improvement would be as
stated several times previously to create a
Special Assessment
District and asked Attorney Charnoske, to endeavor providing he
found out project would be honored by War Production Board, to
work out a plan for the raising of a portion of contemplated cost,
by the sale of $6,250.00, Special Assessment Bonds and providing
sale was successful the Dearborn Township Board would arrange to
provide balance of funds necessary to complete project, thereby
giving relief as prayed for in their petition.
Attorney
Charnoske seemed agreeable to work along lines as suggested by
Engineer Orr and Attorney Bollinger.
Communication from Glenn T. Phillips, Landscape Architect and
City Planner, dated Detroit Michigan December 10th. 1943, was read
by clerk, wherein he outlined as per request of Attorney
Bollinger, procedure for consideration of Township Board regarding
preparation of a zoning ordinance and building code for the
Township and also which outlined scope of service to be rendered
for a stipulated monthly retaining fee.

of this communication be tabled until such time as new planning
Board starts to function. Unanimously carried.
Clerk presented Claims and Accounts for month of November,
