COMMISSION ON AUDIT RESOLUTION NO. 89- 56 November 24, 1989 SUBJECT : A Resolution to Pay Tribute and Respect to the Late Former AuditorGeneral and Later Chairman of the Commission on Audit, Ismael Mathay, Sr. WHEREAS, Ismael Mathay, Sr. , former Auditor General of the General Auditing Office and Acting Chairman of the Commission on Audit rejoined his Creator on November 22, 1989; WHEREAS, the late Ismael Mathay, Sr. , for the greater part of his life, faithfully served his country and people thru a distinguished career in government which spanned more than half a century, serving in different government positions under various Presidents, both in times of peace and of war; WHEREAS, the greater portion of his government service was spent in the General Auditing Office and the Commission on Audit where he rose from the ranks and distinguished himself in the field of auditing until he became the Auditor of premier government financial institutions and ultimately the last Auditor General in the then General Auditing Office and the first Acting Chairman of the present Commission on Audit; WHEREAS, under his able stewardship as Chairman of COA, he maintained its independence and objectivity and that of its personnel and adopted concepts that emphasized the positive aspects of auditing in order to facilitate government financial transaction without in any way diminishing or affecting their integrity; WHEREAS, he was more than able to steer the Commission during the difficult early years of the Martial Law period and served as a candle light in the sea of financial uncertainty at the time; WHEREAS, there is a widespread sense of personal loss and profound sympathy felt by all COA officials and employees over the demise of their former Chairman; WHEREAS, this Commission deems it fitting and proper to honor and respect the memory of its departed former Chairman even as it conveys the sympathies of COA officials and employees to the widow and children of the late Ismael Mathay, Sr. and the other members of his bereaved family; NOW, THEREFORE, be it RESOLVED, that: 1. This Commission, by this Resolution, formally express and extend the condolences of all its members and their families to the widow and family of the departed former COA Chairman; 2. A symbol of mourning band be displayed in the COA premises for ten (10) days as a fitting tribute to the man in whose death the Commission as an institution suffered an irreparable loss; 3. A mass be offered in the COA Lobby for the eternal repose of his soul; and 4. deceased. A copy of this Resolution be delivered to the bereaved family of the Quezon City, November 24, 1989. (SGD.)
