NOTICE OF POSITION VACANCY and CLASSIFICATION DESCRIPTION IBEW SUPERVISORY UNIT Internal DATE: December 15, 2014 CLOSES: TO: All Interested Persons FROM: Human Resources Department/ City of Fairbanks POSITION: Accounting Specialist- Payroll CLASSIFICATION NO: 1204 DEPARTMENT: Finance Open Until Filled PAY SCALE: $ Scale Definition: This position performs responsible and technical accounting work involving the keeping of statistical and financial records, and recording transactions within established systems and procedures. This position will ensure accurate processing and recording of the City’s payroll, provide timely and accurate financial information, and participate in daily data entry payroll processing. Exercises independent judgment with occasional instructions or assistance. Essential Job Functions: Assignments include, but are not limited to: Perform daily payroll operations Ensure all payroll transactions are processed accurately and timely Reconcile payroll prior to preparing payroll remittances Understand proper taxation of compensation Process employee time and attendance data and reconcile variances Process accurate and timely monthy, quarterly, and year-end reporting Collects, records, verifies, and processes financial transactions and documents as required for the processing of payroll Maintains account records such as preparing data for computer input, posting job detail on spreadsheets, posting numbers, and filing financial records Assists in the preparation, analysis, and review of program operating costs and budget accounts Balances books and compiles records (deferred compensation, worker’s compensation report, and payroll expenditures by departments)Prepares and answers correspondence Inputs monthly account data on computer using approved formats in order to generate recurring reports for the supervisor Posts invoices, department expenses and revenue to the appropriate journals Prepares internal and external audit reports Provides general information and assistance to employees or the public in the assigned work area, strong customer service skills required Works effectively with others Places, answers, and refers telephone calls Reproduces documents on copy machine Opens and distributes mail Perform accounts receiving and accounts payable job duties as needed Performs other job related duties as assigned *The preceding examples are representative of assignments performed by this class and are not intended to be inclusive. Knowledge, Skills, and Abilities: The candidate selected for employment must satisfactorily demonstrate possession of these factors during a prescribed probationary period for continued employment. Demonstrate: Knowledge of accounting terminology Knowledge of payroll procedures Knowledge of payroll regulatory requirements for processing payroll accounting transactions Knowledge of the procedures used in accounting transactions, such as accounts receivable and accounts payable Ability to learn, access, input and retrieve information from the computer Ability to reconcile accounts accurately Ability to operate computers, to include experience with micro soft word and excel software; basic office machines (10 key calculator) rapidly and accurately Ability to understand and follow oral and written instruction Ability to work independently with or without limited supervision Ability to maintain a high degree of confidentiality and written records Ability to physically perform essential functions Ability to develop and implement corrective action to resolve problems Ability to lift items of 25 pounds Ability to deal with the public in a pleasant, tactful and courteous manner. Experience and training guidelines: An equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be: Training: An associate degree or higher in accounting, business, math or related field with course work in accounting or finance. Experience of up to two (2) years may be substituted for the education requirement. Individuals are required to take an Accounting test administered by Human Resource. Applicants will be required to take a typing or keyboard test from a reliable agency and have the results attached to the application/resume. Ability to operate a ten key calculator is desired. Experience: Two (2) years of work experience in accounting or bookkeeping related to accounts payable, payroll, general ledger, and reconciliations. Proficient in operation of personal computers, learning new software and experience with Microsoft excel and word.
