Section 504 of the Rehabilitation Act of 1973 focuses on the non-discrimination of individuals with disabilities.
The initial purpose of §504 (with reference to education), was to provide meaningful access to the public schools
for students with disabilities. Some of that role is now shared with the IDEA, under which students with the most
severe disabilities are now served. What remains in §504 is an anti-discrimination statute which requires that the
educational needs of disabled students are met as adequately as the needs of nondisabled students.
Technical assistance and training is provided to local school districts and charter schools to address issues relating
to Section 504 of the Rehabilitation Act of 1973 and the Individuals with Disabilities Education Act (2004).

The primary purpose of this cooperative is to provide participating school districts a data disaggregation package,
Testing Analysis Program (TAP), along with accountability and assessment updates, as well as support specifically
related to the improvement of instruction.

The Administrative Leadership programs and services are developed and offered for central office administrators,
campus principals, assistant principals and other administrative leaders. The planned programs and services are
based on a comprehensive needs assessment resulting from advisors in the field, feedback from assessment
centers (professional growth plans), and other sources.
TEC 21.054 requires that administrators have 200 hours over a five-year period in order to retain their Standard
Certificate. State required training is offered by Region 5 ESC and includes:
• INDUCTION/MENTORING ACADEMY (Re5PASS) : This program is designed to address the SBEC induction
requirements. It helps principals and assistant principals in the profession by providing mentors and specific
programs and services as support. The mentors will be leaders who currently serve as principals and superintendents. The goal is to learn, develop and use key skills and behaviors which are considered “best practices” in
leadership.
• INSTRUCTIONAL LEADERSHIP DEVELOPMENT (ILD): For administrators, this program is a 36-40 hour
prerequisite to the Professional Development and Appraisal System (PDAS) and is required of all administrators
who serve as appraisers.
• PRINCIPAL APPRAISAL: Required for all administrators, including superintendents, assistant superintendents,
principals and assistant principals. It presents the rules regarding the “ninth-domain”, or the AEIS connection to
the principal’s appraisal.
• PROFESSIONAL DEVELOPMENT AND APPRAISAL SYSTEM (PDAS): Region 5 ESC offers PDAS training
for two groups of educators:
Administrators: 18 hours of training required for those who serve as teacher appraisers and follows ILD.
New Teachers: As required under Texas Administrative Code (TAC 150.1007) each district shall provide new
teachers with an orientation to the Professional Development and Appraisal System. Region ESC makes this
training available to improve student performance through staff development.

• SITE-BASED DECISION MAKING (SBDM): This program provides leadership, staff development, technical
assistance and on-site support for campus and district SBDM teams for the purpose of implementing sitebased
decision making throughout the year.

organizations. Throughout the year, various activities and services are provided for:

Assistance is offered to regional administrators in the following ways:
• Superintendent’s Study Group Meetings: At least nine times annually the ESC coordinates meetings for superintendents in the region. These meetings provide information of current interest and provide a forum for idea
exchange.
• Joint meeting with Board of Directors: Each August the service center invites Region 5 superintendents and
their board chairmen to attend a joint meeting with the Region 5 board of directors.
• Administrator Technical Assistance: Administrators may request assistance throughout the year with virtually any
aspect of school management. Inquiries regarding program requirements and possible alternatives are encouraged.

The Region 5 Adult Education Cooperative provides educational opportunities to over 4,000 undereducated adults
each year. These services include program planning, recruitment of students, teacher training, ongoing technical
assistance, provision of books, materials, teacher salaries and a variety of other supportive functions to regional
school districts and institutions:
• Adult Basic Education (ABE): Classes providing basic skills instruction in grade levels 0-8 in reading, writing, mathematics, science, social studies and life-coping skills.
• GED Classes: Classes provide GED preparation in grade levels 9 - 12 in reading, writing, mathematics, science
and social studies. These studies culminate in students passing the GED test.
• Life Skills: Classes provide parenting skills, problem solving, community awareness, job preparation training,
and computer literacy.

• English Literacy & Civics Education (EL Civics): Integrates programs and services that incorporate English
Literacy and Civics Education. Assists immigrant adults to master English to be able to understand and navigate
government, educational, and workplace systems, obtain citizenship, and participate in education, work and
civic opportunities of this country.
• Temporary Assistance to Needy Families (TANF): All adult education services are provided to eligible TANF
students.
• English as a Second Language (ESL) for Adults: Classes provide oral and literary English language development
to non-English speaking individuals who wish to acquire English proficiency.

The Advanced Academic Services Department (formerly Gifted/Talented) strives to support and assist districts in
offering services to their gifted and talented population. The AAS program offers the following to all districts:
• Technical assistance to school districts via telephone and email
• Information about upcoming state-sponsored conferences and institutes
• Updates on legislative and state actions concerning gifted education
• Information on the State Plan for the Education of Gifted/Talented Students
• Professional Development opportunities for 30 hours of G/T qualifying training in the following areas:
• Differentiated instruction for G/T instruction
• Nature and needs of G/T students
• Assessing needs of G/T students
• Designing curriculum for G/T instruction
• Setting standards for success of G/T instruction

be available to Advanced Academic Services Cooperative members:

Several programs and services are available to assist districts with program development for the student at risk of
dropping out of high school.
• Administration: Inservice and technical assistance with district/campus planning is provided to help meet state
board rule requirements and accreditation standards. Information is disseminated and meetings are scheduled
periodically to keep administrators abreast of current standards.
• Curriculum/Instruction: Staff development is provided to counselors and teachers in the use of alternative
instructional delivery programs, methods and materials. Workshops and presentations may be developed to
address identified needs.

Region 5 ESC facilitates the CTE Educator Certification Program through Region XIII via the ESC distance learning lab
in Silsbee. The intern teacher must secure a position with a local district before applying to the CTE ECP. Upon
acceptance, the intern completes face-to-face and online coursework prepared by Region XIII. A Region 5 field
agent works directly with all interns, providing classroom observations, mentoring, and supervision throughout the
program.

Funding guidelines for Carl Perkins (Federal Funds) state that districts whose basic grant allotment is less than
$15,000 may still participate in the grant allotment by forming a Shared Services Arrangement (SSA) with other

The Field Service Agent’s responsibility at Region 5 ESC is to assist in the development and implementation of an
effective communication network between local school districts, the ESC, and the Texas Education Agency.
Region 5 ESC is offering a Field Service Cooperative to assist each participating district in improving student outcomes through being kept abreast of legislative mandates, State Board of Education Rules and Regulations, TEA
requirements, and trends in education.
The coop also offers a variety of services to meet local district needs in the area of mandated and elective school
board member training. Districts may select one or more of these areas to satisfy their unique requirements.
SBMT Credit: Region 5 ESC is a state-approved sponsor and will issue credit for programs facilitated through

Cooperative buying can provide lower prices and better quality for school districts in Region 5. Region 5 Education
Service Center acts as the coordinator for this cooperative and facilitates the process needed for it to be successful.
The Board of Trustees for a cooperating district approves a resolution to join and the district provides the service
center with the necessary data on products and amounts to be purchased. All district requests are combined in
order to bid the products in large volume, thus encouraging a lower unit price. At this time, specific food service
supplies are bid on an annual basis.

School counselors are serviced through several programs. Activities include training, technical assistance, LPC
credit hours and networking opportunities.
School counselors are offered multiple opportunities to receive updates from TEA to develop their counseling
skills, to learn current curriculum changes and to network and connect with fellow counselors, post secondary
education administration, and Tech Prep consultants through workshops, staff development, and on-site technical
visits as requested. Technical assistance and training for implementation of state initiatives, such as Achieve Texas,
is provided by Region 5.
Career guidance is provided to LEAs through staff development, workshops, annual Career Fair, and technical
visits as requested. Region 5 serves as a liaison between TEA, local LEAs, post secondary education, Tech
Prep, workforce development centers, business and industry.

The Instructional Services Division is located in the Region 5 Conference Center in Silsbee. Instructional Services
includes the Curriculum, Instruction and Assessment (CIA) Department, the Special Programs Department and
the Special Education Department. In this division, staff development activities are available for administrators,
teachers, paraprofessionals, and parents.
Training sessions are conducted at the Beaumont and Silsbee ESC meeting rooms, district/campus sites upon
requests, or by distance learning opportunities. Registration fees for these trainings are determined by state/federal funding, local cooperatives, shared service arrangements or cost recovery. Workshops are advertised on

The Instructional Technology Services group provides technology training for the Region 5 school districts and
charter schools. Workshops are offered in various formats to give teachers and administrators more flexibility in
participating and attending the training.
Membership in the Educational Technology Cooperative provides its members with reduced cost for technology
workshops and other services. The cost for membership is based on the number of professional staff members. The

The Master Reading Teacher (MRT) Training Program is an SBEC approved program. The program prepares
the classroom teacher to become an “expert” reading teacher in Grades K-12. After successful completion of the
training, the teacher is recommended to take the MRT TExES exam and, upon receiving a passing score, will
be recommended by Region 5 instructors to receive the Texas Master Reading Teacher Certificate. A campus
may apply for the Master Reading Teacher stipend of $5,000 if the campus qualifies as a high-needs campus as
designated by the Texas Education Agency. The individual school must apply on behalf of the MRT to receive the
stipend. Teachers wishing to enroll must submit applications for acceptance into the program.

The Migrant Education Program assists districts with providing support services to identify migrant students such
as parent education, early childhood education, summer school program development, credit accrual and recovery
as well as other specific needs assessed by districts. Districts with identified migrant students receive technical
assistance, resource materials, and staff development.
Identification and recruitment of migrant students within districts and communities is a service provided. Those
districts identifying migrant students receive services through the Federal Migrant Cooperative.
The New Generation System (NGS) enables the State of Texas to maintain comprehensive records of migrant
students as they move throughout the United States.

The Goal of the Life Skills Program for Student Parents is to reduce school dropouts, increase high school graduation rates, and enhance parenting skills for students with children, or those who are pregnant and at risk of dropping
out of school.
LEAs utilize program funds to provide integrated programs of educational and support services designed to improve school attendance, increase graduation rates, and enhance parenting skills. LEAs solicit recommendations
for obtaining community support for the students and their children from organizations for parents of students in
the district and from other community organizations.

The Preschool/Early Childhood Program provides leadership, staff development, technical assistance and training
to parents, school districts and other community stakeholders serving students with disabilities ages 3-5.
Coordination, collaboration, and cooperation with school districts, parents and community stakeholders is facilitated to develop a continuum of placement options for serving preschool students with disabilities in integrated
settings. Information and strategies are provided to support the smooth transition from home and center-based
programs to preschool services, as well as from preschool services to kindergarten or other educational settings.
The Preschool LRE grant is available to increase the percentage of preschool students served in increasingly less
restrictive settings. This grant not only allows for an expansion of placement options for students with disabilities
ages 3-5, but increases the partnerships with other services providers for students with disabilities ages 3-5.

The Region 5 ESC School Management Software (SMS) department is proud to offer to our districts one of
the most comprehensive administrative software packages available for Texas schools. The Regional Service
Center Computer Cooperative (RSCCC) software is by far one of the most widely-used school administrative
products in the state of Texas. Currently, over 850 school districts throughout the state are on-going clients of
the cooperative’s RSCCC software. The state-of-the-art applications are written and designed for Texas schools
and specifically balance data management with the demands districts face in providing information to the state.
The software offers a comprehensive range of powerful administrative business and student applications,
integrated teacher attendance and grade book modules, parent access portal, student on-line course request
submission and a PEIMS processing application. Optional RSCCC services offered by the SMS department
include Database Administrator, Citrix Hosting Solution and RSCCC Business Processing. Districts can opt to
select one or more of the services for an additional fee.

RSCCC Business Applications - The RSCCC Business system includes Finance, Human Resources, Requisition,

state-of-the-art functionality and will significantly increase user productivity.
RSCCC Student Applications - The RSCCC Student system includes Attendance, Discipline, Grade Reporting,
Registration, Scheduling, Test Score Application, Special Education Management System (SEMS), and Student
Health Assessment Records and Evaluation (SHARE) applications.
txConnect Suite Modules - txConnect Suite (web-based) is included with the RSCCC application and consists of
the following: txGradebook (teacher grade book), Parent portal (parent access) and txMyZone (student on-line
course request).
Database Administrator Service – RSCCC districts can also select the optional Database Administrator Service
which includes the following: Installation, setup and maintenance of the RSCCC Software and txConnect Suite
and RSCCC database backups with Security Management.
Citrix Hosting – RSCCC districts can also select the optional web solution which provides a service called Citrix
Hosting. The hosting solution allows the district to access the RSCCC applications in a web-hosted environment.
Districts may elect to use this service annually or establish the service for emergency relief situations. Ex: Hurricane
Season. A setup fee and monthly cost will be based on district size and number of months. Districts opting for the
Hurricane Season option will need to enroll in the program prior to each Hurricane season.
RSCCC Business Processing Services - School Management Software department offers RSCCC business
processing services by a qualified and experienced team. Districts needing assistance with hands-on RSCCC processing can utilize the services during emergency situations, employee vacancies, heavy-work load time frames

RtI is a model addressing the needs of all students through a continuum of services which provide:
• High-quality instruction and scientific, researched-based, tiered intervention strategies aligned with individual
student needs;
• Frequent monitoring of student progress to make results-based academic or behavioral decisions;
• Data-based school improvement information; and
• The application of student data for important educational decisions (placement, intervention, curriculum and
instructional goals and methodologies).
These activities typically occur in the general education setting as schools assist struggling students prior to and
in lieu of a referral to special education. General education and special education staff will need to coordinate and
collaborate to develop a process for implementing this framework. Divisions within the Texas Education Agency
are working closely to develop policy guidance regarding RtI that includes both general and special education
considerations.

The School Readiness Integration program provides leadership and technical assistance for school districts and
charter schools participating in Pre-K Early Start Grant and in School Readiness initiatives. In addition, School

Cooperative buying can provide lower prices and better quality for school districts. Region 5 Education Service
Center acts as the coordinator for this cooperative and facilitates the process needed for it to be successful.
The Board of Trustees for a cooperating district approves a resolution to join and the district provides the service
center with the necessary data on products and amounts to be purchased. All district requests are combined in
order to bid the products in large volume, thus encouraging a lower unit price.
The Cooperative’s Steering Committee determines which categories of products and services are to be bid during
the school year.

The Southeast Texas Telecommunications Education Network connects educational entities in Region 5 to a hub
located at the Beaumont Region 5 office via T-1, Opteman or Gigaman lines. Educators enjoy high-speed Internet
access, access to email, distance learning connections and support services. Distance learning classrooms
have been established at districts for the purpose of dual-credit courses, graduate courses, shared instruction,
staff development and community training.
Members of the network pay monthly fees based on services provided, including telecommunication lines, hub
support and equipment maintenance.

The Special Education Department focuses on improving student performance and program effectiveness for
students with disabilities from birth through age 21 as indicated in the Individuals with Disabilities Improvement.
Education Act of 2004. The Special Education Department provides leadership, staff development, technical
assistance and training to parents, school districts, charter schools, and other community stakeholders serving
students with disabilities through coordination, collaboration, and cooperation.
As part of the Texas Continuous Improvement Process, the Texas Education Agency and the twenty Education Service Centers host annual public input meetings regionally to gather input from various stakeholders for a qualitative
view of experiences in special education. A state summary of these meetings is available at the Texas Education
Agency website.

Region 5 Education Service Center’s Teacher Certification Program provides an opportunity for college graduates
to become certified teachers through an educational internship program.
Upon acceptance into the program, interns complete initial coursework to prepare them for classroom teaching
in their chosen field(s). As ‘teachers of record,’ interns are salaried and receive benefits as first year teachers.
The year of internship counts as a year of experience. Continued admission in TCP is contingent upon successful
completion of program requirements.
The intern teacher has the support of the TCP team and Region 5 ESC content consultants and will be assigned a
mentor teacher by the school district. The State Board of Education requires that school districts provide time for
the mentor teacher and the intern to observe one another and to confer on a regular basis.
Intern teachers are evaluated by the district’s appraisal system. After successful completion of all program requirements, the intern is recommended for certification to the State Board of Educator Certification.
The Teacher Certification Program may be amended at any time to meet the needs of the program or as necessary
to comply with state or federal laws.

ESC Teacher of the Year Coordinator will coordinate an out-of-region judging panel for selection of an Elementary
and a Secondary Teacher of the Year to represent Region 5. After tabulating all scores, ESC Teacher of the Year
Coordinator will notify district personnel, media and Teacher of the Year Director at Texas Education Agency.

TCEPT is the electronic planning tool designed and developed by Region 5 ESC to help teachers, administrators,
and other district personnel with instructional planning as well as campus improvement efforts. TCEPT is available to
districts and individual education professionals statewide. It is first and foremost a product for teacher lesson planning and is available for every K-12 course. Each template makes documenting course-specific TEKS, core content
TAKS objectives, Bloom’s Taxonomy, and accommodations for special populations simple and easy for the classroom teacher. Using TCEPT, campus and central office administrators have the capability to extract live data from
teachers’ lesson plans on their TEKS implementation, TAKS coverage, and more. Additionally, administrators can
pair that instructional planning data with data from classroom walkthroughs which can easily be documented in the
TCEPT system for campus improvement efforts. Administrators can view data (no more turning in hardcopy lesson
plans or lesson plans by email) by individual teacher, by department, or by campus. TCEPT also provides reports on
accommodations for special populations and will be very useful in RTI efforts. Contact Bertie Standley for additional

The Texas Higher Education Assessment (THEA) Quick Test can be taken at Region 5 ESC in Silsbee. In addition,
school districts can arrange for Region 5 ESC staff to administer the THEA Quick Test on their campuses.
The purpose of the test is to assess the reading, mathematics and writing skills that entering freshman level students
should have in order to be admitted to an undergraduate certificate or degree program in Texas public colleges or
universities. In addition, passing THEA scores are required to be admitted to an educator preparation program (such
as TCP).

The ESC Management Information Systems Department offers LEA staff training and assistance with the implementation and use of the new developed electronic student records exchange system (TREx). This system
enables the exchange of student records between Texas public school districts for transferring students as well
as the transmission of high school transcript records from Texas public school districts to Texas public colleges
and universities for students transitioning to post-secondary education. H.B. 1 requires each public school district,
open-enrollment charter school, and public institution of higher education to participate in the implementation and
use of the new student records exchange system.

The Texas Regional Collaboratives for Excellence in Mathematics Teaching is an award-winning statewide network
of twenty-four P-16 partnerships that provides sustained and high intensity professional development to P-12
teachers of mathematics across the state. The mission of the TRC is to provide Texas mathematics teachers with
support systems of scientifically researched, sustained and high intensity professional development and menoring
to assist them in the implementation of the Texas Essential Knowledge and Skills (TEKS). TRC programs equip

Region 5 maintains a display of textbooks under adoption consideration. Copies of all titles and grade levels being
considered in any adoption cycle are displayed.
The books arrive in late spring before the selection year. This allows educators and the general public the opportunity to have input into the statewide hearings which take place each summer. Then, during the fall and winter
months these books are available to local adoption committees to aid them in their selection. Books are kept on
display from May to March each year and then are replaced by the next year’s books.
Books may be previewed at any time during the cycle. Titles may also be checked out for five working days. During
the month of January before the next school year, we will host a Textbook Fair at our service center for all Region
5 school district personnel to view textbooks up for consideration.

School Bus Driver Training is a state mandated program to provide 20 hours of certification training to all school
bus drivers and an eight hour recertification training to all drivers every three years. The purpose of this training is
to reduce the injury/death of school-age students while being transported to and from school and on school sponsored trips.

The Region 5 ESC School Management Software (SMS) department is proud to offer to our districts one of
the most comprehensive administrative software packages available for Texas schools. The TxEIS solution is
Web-based, fully intergrated, and supports the operational and reporting requirements of Texas districts, charter
schools, private schools, and education service centers. The software is scalable in both design and configuration in
order to meet the needs of any size district. The TxEIS system is the web-based solution which takes the RSCCC
software to a 100% internet capable product. At the conclusion of the migration process this will be by far one

of the most widely-used school administrative products in the state of Texas. Currently, over 870 school districts
throughout the state are on-going clients of the cooperative’s RSCCC/TxEIS/iTCCS software. The state-of-the-art
applications are written and designed for Texas schools and specifically balance data management with the
demands districts face in providing information to the state. The software offers a comprehensive range of powerful administrative business and student applications, integrated teacher attendance and grade book modules,
parent access portal, student on-line course request submission, employee access portal and a PEIMS processing
application. Optional RSCCC/TxEIS/iTCCS services offered by the SMS department include Database Administrator, Hosting Solution and RSCCC/TxEIS/iTCCS Business Processing. Districts can opt to select one or more of

WebCCAT:
Web-Based Comprehensive Curriculum Assessment Tool (WebCCAT) provides educators with a repository of
more than 33,000 questions mapped to the TEKS that can be used to create on-line or off-line (paper) assessments
of student ability in the areas of language arts, math, science and social studies for grades 3-11. Spanish items
are currently available for grades 3-5 in language arts and math, and 5th grade science; additional items (both
Spanish and English) are added to the item bank at regular intervals.
Conceived as a tool to help inform instruction, WebCCAT enables an educator to select TEKS at the student
expectation level and to create a unique assessment to diagnose or benchmark student knowledge on those
