Chair J. McLean called this regular meeting to order at 4:03 PM. The position of secretary being vacant, D.

Showers was approved without objection as secretary pro tem. The Minutes of the Executive Committee meeting of

April 30, 2013 were accepted without objection.

Reports

C. Long gave an update on the Doty project and the impending move.

New Business

The Executive committee members discussed the issues mentioned in the following motion. Discussion also included the matter of enrollment management, in the context of the impending retirement of the Assoc. VP for

Enrollment. Provost Long suggested that the search for a new Assoc. VP, which includes faculty as defined in the Faculty Constitution, will intrinsically include looking at enrollment management ideas which the candidates might bring to campus.

An omnibus motion to commit was made by the chair and passed by unanimous consent, to send the following issues to the following committees:

For GAAC to review how their work is accomplished, and to consider merging GAAC into UCC or some other way to balance the workload between those committees.

For FAC to consider how to foster a campus conversation on desired attributes of a new President of the College, in advance of faculty input to the actual search process.

For FAC to choose one strategy which can best improve the Student Opinion of Faculty Instruction survey system.

For FAC to consider the current Faculty-L and FacTalk-L listservs, and propose a solution to the need to deliver information to faculty that is not of a strictly academic or personnel nature.

For ExCom itself to consider the design of a periodic review system for administrative offices, including president and provost.

Chair: Per Undergraduate Curriculum Committee, Meeting #5, April 23, 2013 minutes, we are moving forward on the revised UCC/Dean's Office submission deadline of 15 November for curriculum packages of over 25 course proposals, starting Fall 2014. Executive did not object to the new procedure. We will announce this to the full

Senate over this academic year: if there are issues upon report, we will revisit this change.

Stolee representing HIST. Proposal revises course to fulfill two core areas. As this course is cross-listed as

AMST262, contact needs a second proposal updating the AMST description as well. Proposal tabled awaiting

AMST proposal. Unanimous decision, 4:13PM .

SOCL245: Sociology of Sports

Unfinished Business

The Dean raised two issues concerning curriculum approved last semester.

Urban Studies Concentration.

Committee approved revision to Urban Studies Liberal Arts Concentration on 12

March 2013 (UCC Meeting #4, 2012-13). Revised concentration exceeds 30-31 credit hour limit for concentrations, a limit of which the committee was uninformed. The proposal also follows the bulletin format of for a minor, so it needs to be revised to lessen student confusion. The Dean will communicate with the proposal contacts and advise the committee concerning further actions.

Reused HIST course numbers. HIST 256 and HIST 280 (also approved 12 March 2013, UCC Meeting #4,

2012-13) were numbers the department had already used. (Departments are advised not to create new courses using older numbers in order to guarantee the awarding of equivalent course credit to former students.)

Proposed action: HIST 256 will be changed to 249, and 280 to 284, as an office action. UCC should report the change and reason for it. Motion for approval. Passed, unanimous decision, 4:29PM.

New Business

Chair McLean called this regular meeting to order at 4:02 PM. The position of secretary being vacant, T.

Hartvigsen (student) was nominated to the position of secretary pro tem and elected without objection. The minutes from the meeting of May 7, 2013 were approved without objection.

Officer Reports

President’s report (C. Long): The Doty buiding is now open. Long will become interim President on Oct. 1 when

President Dahl retires. VP B. Caren has also announced retirement at the end of this year.

Provost’s report (D. Gordon): Seven new tenure-track faculty members hired last year. Some current faculty searches will be hired in “clusters” to collaborate. 10/22 to 10/23 Margaret Hilton will be visiting. Two

Geneseo teams went over the summer to Summer Institutes of the Association of American Colleges and

Universities; a report with proposals will be given shortly.

Chair’s report (J. McLean): Executive Cmte will be working on a system to review administrators or administrative offices. McLean relinquished the chair to Vice Chair Lovett in order to make the following motion:

In recognition of his six years of stalwart service as Presiding Officer of the Faculty and Senate Chair at the

SUNY College at Geneseo, the College Senate presents Dennis Showers with this ceremonial gavel as a token of our sincere appreciation.

Motion was seconded and approved unanimously and with acclaim.

Vice Chair’s report (J. Lovett): Excellence Award process is going. Nominations have closed, but late nominations may be possible.

Past Chair’s report (D. Granger): There is a new SUNY Shared Governance award, which is for campuses rather than individuals. Currently contacting people who could be on a nomination committee for Geneseo.

SA VP’s report (K. Becker): SA meetings have started, Wednesdays at 6:15 in the Hunt Room. Student Senators have been selected. 9/14 Film Festival in Newton

Committee Reports

UCC report (B. Harrison): Courses approved last spring as HIST 256: Studies in US History and HIST 280:

Advanced Studies in LACAANA History turned out to have course numbers which wer used in the past. UCC has approved that these course numbers can be changed to 249 and 284 respoectively as an office action.

There will be a new policy for a submission deadline of 15 November for curriculum packages of over 25 course proposals, starting Fall 2014.

UCC moved first reading for a new course, SOCL245: Sociology of Sports . There had not been time to make details for the course available to the body.

Kurt Fletcher moved to postpone consideration until next meeting .

This motion was seconded and passed without objection.

Bazzett, representing NEUR, noted that PSYC developed this program concept for years with BIOL, CHEM, and MATH. A significant concern has been about demands on heavily loaded departments; in response, this proposal intends to allow 9 students per graduating class initially. Demand may scale in the future. Given significant student success in Neuroscience graduate programs from pre-existing majors, there is no concern that the restriction on seats will hinder student outcomes.

Q. Vasiliev: Why not a minor instead of a major?

A. Bazzett: We are trying to attract science students who might not attend Geneseo without a neuroscience program. Currently there are no other SUNY neuroscience programs. [ Addendum: Binghamton offers an

“Integrative Neuroscince” B.S.

] We are not just trying to shift students from pre-existing programs.

Q. Vasiliev: Is there any discussion of limiting enrollments in the existing science departments in order to allow neuroscience to grow?

A. Iyer: Limiting other departments would be via enrollment cap. We would like not to start this at Geneseo because of adverse student selection issues and desire for allowing flexibility to students who change majors.

Enrollment services office is working with departments to think about approaches. Are the current shifts in student majors “bumps in the road” or “trends”? Pre-bio major is a start to addressing this issue.

Q. Marcus: Are the adjuncts requested in this proposal approved?

A. Bazzett: Yes.

Q. Marcus: Are students aware of the limited seats in the program? Will that be publicized to the students? Are there other models on campus of similar restrictions?

A. Iyer: The application form will be where the students will be informed about the selectivity. This model already exists in the School of Business and the School of Education.

Q. Stolee: I am excited about this very cutting edge and great use of existing resources.

A. Bazzett: We wanted to go beyond simply cobbling together preexisting courses. Advising will deal with students outside of the NEUR major going to grad school for Neuroscience (as is the current model)

Q. Harrison: Are there advising or course offering consequences for Bio-Chemistry “Neurobiology” students?

A. Iyer: This program is from a PSYC perspective so advising is in fact slightly different.

Q. Allen: What if student changes major out of NEUR? Will a student who was previously rejected get the opportunity to take that place?

A. Bazzett: The director of Neuroscience will keep the program filled and will allow non-majors from other departments to take unfilled seats in the NEUR courses on a case-by case basis. But we want these classes to be full.

Q. Allen: When do students apply? As incoming freshmen?

A. Bazzett: The procedure depends on Geneseo students vs. Transfer students as indicated in the program proposal. Since the coursework for the first year parallels the first year for CHEM and BIOL, they are still on track with courses if they are to admitted to the program.

Q. Stolee: Are any problems expected from Albany for approval?

A. Iyer: We contacted Albany and there were no issues indicated. Plan is to have it ready for Fall 2014.

Q. Kennerknecht: A question about timing. Can students apply in their first year?

A. Iyer: They apply at the end of the first year and applications are evaluated at the end of May.

Q. Kennerknecht: If a student is denied in their 3 rd semester, is it going to set them behind if they go into another major?

A. Bazzett: The first year is identical to BIOL and CHEM and ahead for PSYC. By second year, they will be advised to pick courses that match a major in case they don’t get into NEUR.

Unfinished Business

The merger or re-organization of UCC, Undergraduate Policy, or GAA

(See Senate Bulletin v. 57, n. 13, pages 187-88 for reference.)

The committee took up the issue of the potential reconfiguring UCC and perhaps other Senate committees to address workload and policy issues as discussed at the end of last year, when this topic had been introduced by both the previous committee chair and the previous Senate Chair.

Workload issues are clear: the Chair noted that during this meeting, 10 proposals took 30 minutes of deliberation; if that were constant, some meetings might last hours. The idea of unifying, when needed, with

Undergraduate Policy has precedent in the history of Senate, but the UCC membership seemed indifferent last year, and the idea is unpopular with the present UPC chair. Instead UCC changed the proposal submission calendar to spread out the demand made on this committee. Recently, it was suggested at EXEC that UCC might join with Graduate Affairs, but that committee is not convinced that this is a good plan. Workload issues, then, seem unchanged at present.

Discussion focused on the issue of curricular policy: does UCC inadvertently set policy in approving certain proposals? Stolee offered the recent approval of ENGL’s move to four-credit courses as an example. Iyer reaffirmed the Dean’s Office’s commitment to forward proposals that may affect policy to both Undergraduate

Policy and UCC, and she expressed deep concerns about any possible merger of UCC and GAC. Vasiliev noted that the Dean’s Office traditionally has been the office that makes some these judgments—functions as a

“filter”: perhaps that office could be more attentive in the future given the expressed concerns. Iyer suggested that, according to present practice, particularly unique proposals would actually be forwarded to EXEC before

UCC. Stolee reminded the committee that policy issues are to be considered by the Senate as a whole as well as

EXEC. When UPC presents a policy matter to the Senate, that motion allows for discussion of the policy: when

UCC introduces its motions, it limits discussion to the course. Debate continued as to whether the ENGL program revision presented a de facto policy change; the Dean suggested that there had been a college process to present 4-credit proposals. If that had not been the case, the Dean’s Office would not have forwarded those proposals to UCC and Senate. Similarly, future four-credit course proposals will also be brought to the consideration of the committee.

Prepared Statement:

The required two-day unpaid furlough in 2013-2014 under the new UUP contract will impact faculty morale.

We realize that the Geneseo Administration is not responsible for this policy, and cannot refuse its implementation. However, the administration can help to mitigate the negative impact of the furlough on faculty morale and demonstrate the Administration’s sensitivity to the faculty’s willingness to accept the salary reductions by carefully considering the way this policy is implemented. We

recommend that the Administration consult closely with faculty to find ways to implement the furlough

Adjournment with the following goals in mind:

1.

The unpaid (i.e., non-reimbursed) furlough days should, to the greatest extent possible, be real

“days off” so that faculty are not asked to essentially provide unpaid labor to the State.

2.

Students and the general public should be educated about the nature of faculty work life so that they more fully understand why unpaid furloughs are unfair and unreasonable.
