On one end of the spectrum are questions that relate to the Philippines’ preparedness to compete with ASEAN neighbors in supplying goods and services to a burgeoning single market of around 600 million people. On the other end are questions more profound and compelling: how can ASEAN economic integration benefit the poor? Can the AEC’s promise of economic growth also bring about inclusive growth, which is the centerpiece of our development agenda? This year, the Ateneo de Manila University’s Professional Schools (APS): Graduate School of Business, School of Law, School of Government, and School of Medicine and Public Health, celebrates its 40th anniversary. As part of its yearlong anniversary celebration, the APS organized a Lecture Forum Ensuring Growth that Matters: ASEAN Integration and Inclusive Growth. The Lecture Forum focuses on the opportunities and challenges presented by the 2015 ASEAN economic integration, with a special emphasis on measures we need to take to ensure that the anticipated economic growth will benefit the least privileged among us. Villarin, SJ President Ateneo de Manila University Fr. Jose Ramon T. Villarin, S.J. is the Ateneo de Manila University’s 30th President. Before his election as University President, Fr. Jett was President of Xavier University-Ateneo de Cagayan since 2005. Fr. Jett was born in Manila on January 30,1960. He started formal education at Lourdes School in Sta. Mesa Heights, Quezon City and was introduced to Jesuit education when he entered Ateneo High School in 1976, and later on received a Bachelor of Science degree in Physics, graduating magna cum laude from the Ateneo de Manila University in 1980. A year after graduation, Fr. Jett entered the Society of Jesus and at the same time studied in the Juniorate program in English and Filipino literature and composition then later on completed Philosophy studies in 1985. He later pursued a Master of Science degree in Physics from Marquette University in 1987 and in 1992 earned his Ph.D. in Atmospheric Sciences at Georgia Institute of Technology. Fr. Jett’s works as a scientist earned him the National Outstanding Young Scientist in 2000 by the National Academy of Science and Technology (NAST). His work on greenhouse gas emissions made Fr. Jett a part of the Intergovernmental Panel on Climate Change, a team of climate scientists that won the 2007 Nobel Peace Prize together with Al Gore. Fr. Jett is also an active member of several local and international environment and climate groups. Internationally, he is lead reviewer of the UN Convention on Climate Change and has worked with UN Consultative Group of Experts for Developing Countries. He also currently chairs the board of the Manila Observatory. 9:10 - 9:15 Opening Remarks Dr. Antonette Palma-Angeles Vice President for the Ateneo Professional Schools Dr. Antonette Palma-Angeles is Vice President for the Professional Schools of the Ateneo de Manila University where for the past 30 years, she has taught courses like Foundations of Moral Value, Business Ethics, Theory of Knowledge, Ethical Leadership, and Creative Problem Solving. She is a regular visiting professor at Kyushu University in Japan. From 1998 to 2009, she was Ateneo’s Academic Vice President and Director of the Office of International Programs. She is currently convenor of the Ateneo Leadership Institute; Vice-Chair of the Ethics Committee of The Medical City; board member of Swift Foods, Inc.; a trustee of the Board of Trustees of Ateneo de Zamboanga University and Ateneo de Naga University; a member of the advisory committee of United Board’s Institute for Advanced Study of Asian Cultures and Theologies (IASACT) in Hong Kong and board member of the US-based Colleagues in Jesuit Business Education (CJBE). She is a Leadership consultant for the First Pacific Leadership Academy, which handles leadership training of companies like Meralco, PLDT, etc. She is part of an Ateneo crossdisciplinal team that does research and writes on defining Filipino leadership. The overview will cover ASEAN’s guiding principles for inclusive and sustainable growth, as well as the ASEAN initiatives that support these principles. These include market access for less developed regions, prioritizing infrastructure investments that cater to peoples’ basic needs, education and skills development for enhanced productivity, small and medium enterprises development, and social protection schemes. Severino, Jr. Head, ASEAN Studies Centre Institute of Southeast Asian Studies, Singapore Former Secretary-General of ASEAN Mr. Rodolfo C. Severino is the head of the ASEAN Studies Centre at the Institute of Southeast Asian Studies in Singapore and a frequent speaker at international conferences in Asia and Europe. Having been Secretary-General of the Association of Southeast Asian Nations (ASEAN) from 1998 to 2002, he has completed a book, entitled Southeast Asia in Search of an ASEAN Community and published by ISEAS, on issues facing ASEAN. He has produced a book on ASEAN in ISEAS’ Southeast Asia Background Series and one on the ASEAN Regional Forum. Mr. Severino has also written a book on the Philippine national territory. He has co-edited several books, including Whither the Philippines in the 21st Century? Southeast Asia in a New Era, and The ASEAN Economic Community: A Work in Progress. He writes articles for journals and for the press. Before being ASEAN Secretary-General, Mr. Severino was Undersecretary of Foreign Affairs of the Philippines, the culmination of 32 years in the Philippine Foreign Service. He twice served as ASEAN Senior Official for the Philippines. Mr. Severino has a Bachelor of Arts degree in the Humanities from the Ateneo de Manila University and a Master of Arts degree from the Johns Hopkins University School of Advanced International Studies. At present, he is Director at the Office of Regional Economic Integration (OREI) from August 2013. At OREI, he manages four teams dealing with the four pillars of ADB’s Regional Cooperation and Integration Strategy, namely: Trade and Investment; Monetary and Financial Integration; Infrastructure Connectivity; and Regional Public Goods. Prior to OREI, he was in Southeast Asia’s regional operations for ADB from November 2006 where he was Country Director, Cambodia Resident Mission and Director, Regional Cooperation and Operations Coordinator. He was the administrator of the ASEAN Infrastructure Fund and head of ADB’s GMS secretariat. Dr. Leeber holds a Ph.D. in Economics from Germany. He contributed and wrote various key research papers on social economic development in Lao People’s Democratic Republic. He is leading Lao research teams on conducting research on the Lao economy, providing quarterly and yearly macroeconomic report for the Lao Government. Importantly, he is assigned by the Lao Government to take lead on the preparing and formulating of the Lao National Vision 2030 and the 10 Years Socio-Economic Development Strategy (2016-2025) for the Lao Government. Dr. Leebouapao is a National Project Director for several Development Partner Projects. Ang completed his Ph.D. in Applied Economics at Osaka University and his Master in Public Policy at the National University of Singapore, both as a Government Scholar. He is the immediate Past President of the Philippine Economic Society. He won first prize (together with Jeremaiah Opiniano) in the Outstanding Research for Development in the 2011 Global Development Awards. Despite the Philippines’ participation in regional production networks, the performance of the manufacturing sector has stagnated. Aldaba Assistant Secretary Industry Development and Trade Policy Group Department of Trade and Industry Ms. Rafaelita M. Aldaba has recently been appointed Assistant Secretary of the Department of Trade and Industry specifically designated to the Industry Development and Trade Policy Group. Prior to her appointment, she served as Senior Research Fellow and Acting Vice-President of the Philippine Institute for Development Studies (PIDS). She has extensive research experience on development issues with focus on industrial policy, regional economic integration, international trade, foreign direct investment, competition policy, and small and medium enterprises. Paolo Benigno A. Aquino, IV Chairman, Senate Committee on Trade, Commerce, and Entrepreneurship Senate Committee on Youth Senator Paolo Benigno ‘Bam’ A. Aquino, IV is the youngest senator of the 16th Congress of the Republic of the Philippines and is a world-renowned social entrepreneur. He currently chairs the Senate Committee on Trade, Commerce, and Entrepreneurship and the Senate Committee on Youth. In 1999, he graduated with summa cum laude honors from the Ateneo de Manila University with a degree in Management Engineering. He was also the class valedictorian and student council president. In 2003, Sen. Bam Aquino became the youngest head of a government agency when, at 25, he was appointed as the Chairperson of the National Youth Commission, the primary national policymaking body for Filipino youth. After his stint in government service, he co-founded the social enterprise The Hapinoy Program that helps lift Filipinos out of poverty through micro-finance and micro-enterprise support. For their innovative work with the poor, it has received numerous awards, both locally and globally. In 2008, he was awarded a scholarship to the Executive Education Program on Public Policy and Leadership of the Harvard University Kennedy School of Government. Because of his work, he has been named a Young Global Leader of the World Economic Forum in 2006, one of the Ten Outstanding Young Men of the Philippines in 2010, one of the Asian Social Entrepreneurs of the Year in 2011, and one of the Ten Outstanding Young Persons of the World in 2012. Sen. Bam Aquino has dedicated his entire career to empowering the youth and the poor, helping thousands of Filipinos improve their lives through access to opportunities and crucial support systems. On his first year, he authored the Go Negosyo Act, the first pro-poor and inclusive growth bill in the 16th Congress, and sponsored the Philippine Lemon Law, a measure that further protects consumers. On July 15, 2014, both bills were signed into laws by the President. For his second year, Sen. Bam Aquino is pushing for more policies that would create an environment where micro and small entrepreneurs can grow their businesses, consumers are protected and address youth unemployment. Some of these are the Fair Competition Act of 2014, Poverty Reduction through Social Entrepreneurship and Youth Entrepreneurship Bills, and the Credit Surety Fund Bill, among others. Four Schools, One Vision: To Build the Nation| 11 PROGRAMME Mr. Tennyson G. Chen President Bounty Fresh Food, Inc. Mr. Tennyson G. Chen is the Chief Executive Officer of Bounty Fresh Group. He is also the President of Inoza Industries, Inc.; Director of Hypig Genetic, Inc.; Director of Bounty Farm, Inc.; and President of Bounty Agro Ventures, Inc. & Bounty Fresh Food, Inc. Prior to this, he held various positions, such as: Director of Holly Farm, Inc.; President of La Filipina Construction; and Production Manager of La Filipina Enterprises. Mr. Chen holds a Bachelors degree in Industrial Management Engineering and is a candidate for a Masters degree in Business Administration. He was named the Ernst & Young Entrepreneur of The Year in 2010. He is a member of the Entrepreneur of the Year Academy. Dr. Carolina S. Guina Faculty Ateneo Graduate School of Business Dr. Carolina S. Guina is a lecturer at the Ateneo de Manila University Graduate School of Business. She is also an independent consultant engaged mostly in projects of the Asian Development Bank (ADB) in the areas of regional cooperation and economic integration, trade and trade facilitation, and institution and capacity building. Her work in ADB involves the preparation of regional strategies for Southeast Asia, including ASEAN and the Greater Mekong Sub-region, and more recently, for Central Asia and South Asia. Her most recent works involved a mapping study of ASEAN and sub-regional program links in Southeast Asia, trade facilitation strategy for South Asia, and the long-term regional cooperation strategy for Central Asia. In the mid-2000s, she was commissioned by UNIFEM (now part of UN Women) and UNDP to do various studies on gender and children, the Paris Declaration and the Millennium Development Goals. Dr. Guina worked for the ASEAN Secretariat in Jakarta where she headed the ASEAN Cooperation Unit, and was Assistant Director of the AFTA Bureau. She helped formulate the ASEAN Socio-Cultural Plan of Action, one of the three pillars of the ASEAN Community. Prior to her stint at the ASEAN Secretariat, she held various senior positions at the National Economic and Development Authority (NEDA), with responsibilities for international trade and finance; and as Assistant Director General, with responsibilities for the public investment program and official development assistance. Dr. Guina obtained her Doctor of Public Administration degree from the University of the Philippines, and her Masters degree in Public Administration from the Kennedy School of Government, Harvard University. 12 |40th APS Anniversary Lecture Forum PARALLEL SESSION 1 The Philippine Manufacturing Sector and Regional Production Networks Dr. Danilo C. Lachica President Semiconductor and Electronics Industries in the Philippines, Inc. Dr. Danilo C. Lachica is the President of Semiconductor and Electronics Industries in the Philippines, Inc. (SEIPI). It is the association representing the electronics industry, which makes up $22B or 40% of total Philippine exports and provides livelihood for 2.2M Filipinos. Dr. Lachica has extensive experience in semiconductor, electronics, solar, and consumer goods manufacturing. After 16 years in Silicon Valley, he repatriated as expat Managing Director of Iomega Corporation (Utah) Philippine operations. Prior to early retirement, he was SVP of First Philippine Holdings. He held leadership positions at Iomega Malaysia, Hewlett Packard (California), Motorola (Arizona), American Microsystems Inc. (Idaho), and Procter & Gamble (Philippines). Dr. Lachica is an expert in Six Sigma (Black Belt), Lean, Balanced ScoreCard, and Total Productive Maintenance. He is a recipient of the Dr. Joseph Juran National Medal (Philippine Society for Quality), and Outstanding Electrical Engineer (University of the Philippines). A Philippine Science High School alumnus, Dr. Lachica currently sits in the PSHSS Board. He has a Bachelors degree in Electrical Engineering from the University of the Philippines as an NSDB scholar; MSEE units from Stanford; a Masters degree in Business Administration from San Jose State University, California; and a Doctor in Business Administration (With Honors) from De La Salle University. Mr. Guillermo M. Luz Private Sector Co-Chairman National Competitiveness Council Mr. Guillermo Manuel Luz is the private sector co-chairman of the National Competitiveness Council, a public-private body that develops strategy for the long-term competitiveness of the Philippines through policy reforms, project implementation, institution building and performance monitoring. He is associate director of Ayala Corporation, the holding company of one of the oldest and largest business groups in the Philippines, with business activities in real-estate development, banking and financial services, telecommunications, water infrastructure development and management, automotive dealership and distribution, business process outsourcing, electronics manufacturing solutions, and new investments in power, renewable energy and infrastructure. From December 2006 to May 2011, Mr. Luz was executive vice-president and chief operating officer of Ayala Foundation, which manages projects in education, environment, entrepreneurship, arts and culture, and community development. He also served as director of Ayala Museum in 2010 and 2011. He was executive director of the Makati Business Club, a leading business organization and think-tank, from 1987 to 2006 and served on its staff since 1983. Ang Dean Ateneo Graduate School of Business Four Schools, One Vision: To Build the Nation| 13 PROGRAMME AFTERNOON PARALLEL SESSIONS 2 Education and Human Capital Development in the Philippines: Bridging the Developmental Divide Venue: Amphitheater | Ground Floor This session will focus on the impact of ASEAN integration on labor markets and the challenges that this implies for education and human development. Jobs are the mediation channels through which the goal of inclusive growth can be achieved. Although 2015 is basically a milestone date, the gradual evolution of the ASEAN region into a borderless space will accentuate national comparative advantages and inevitably change the patterns of consumption and production. Some sectors will grow, and some will diminish as production factors realign to reveal industries and firms that are able to produce a commodity at a lesser opportunity cost than others. Such realignments will affect national labor markets in terms of skills demanded and the supply that education and training institutions provide. With ASEAN economies converging however, labor markets begin to transcend national borders, expanding the sources of supply, and responding to opportunities elsewhere. Labor mobility and intra-ASEAN migration are key driving forces that will further shape these markets. Hans Leo J. Cacdac Administrator Philippine Overseas and Employment Administration Atty. Hans Leo J. Cacdac has a Juris Doctor and a Master of Comparative Law degree. He worked for several years as an associate lawyer for an NGO representing the underprivileged before being appointed as Executive Director of the Philippine National Conciliation and Mediation Board for five years. From August 2006 to August 2010, he served as the Deputy Administrator of the Philippine Overseas Employment Administration (POEA) and later assumed the position of Undersecretary for Labor Relations of the Department of Labor and Employment from September 2010 to December 2011. On January 2012, Atty. Cacdac returned to POEA and was appointed as its Administrator. His involvements in international policy formulation include: ILO deliberations on Domestic Workers Convention; drafting the ASEAN instrument for the protection of migrant workers; Tripartite Workshop on Private Employment Agencies in ILO; and ILO Experts Meeting on Formulation of Maritime Labour Convention Flag and Port State Inspection Guidelines. 2:10 - 3:10 Panel Discussion Hon. Rosalinda Dimapilis-Baldoz Secretary Department of Labor and Employment Hon. Rosalinda Dimapilis-Baldoz is a Filipino lawyer, Civil Servant, Labor Arbiter, and a current Secretary of the Department of Labor and Employment (DOLE) of the Philippines under the administration of President Benigno Aquino III. She was a practicing lawyer before she joined the Department of Labor and Employment. She is a commissioned officer with the rank of Lieutenant Colonel in the Reserve Force, Philippine Army, Armed Forces of the Philippines. She holds the designation of Career Executive Service Officer I (CESO I), the highest career executive service rank in the Philippines. After Aquino won landslide in the 2010 presidential elections, Hon. Dimapilis-Baldoz was tapped to join the cabinet to head the labor portfolio. She replaced then acting labor secretary Marianito Roque, a former Administrator of the Overseas Workers Welfare Administration (OWWA). As Labor Secretary, she now presides over the POEA governing board as chairperson. Hon. Dimapilis-Baldoz also sits in the board of directors of Land Bank of the Philippines. Cueto, Jr. is a Member of the Professional Regulatory Board of Medicine of Professional Regulation Commission (PRC). Prior to his designation as Member of the Board of Medicine, he is also a member of the Task Force for the ASEAN Qualifications Reference Framework (AQRF) and Overall Technical Coordinator for the Philippine Qualifications Framework, Technical Working Group for International Alignment. He is likewise the Philippine Representative for ASEAN Joint Coordinating Committee for Medical Practitioners, ASEAN MRA. Dr. Cueto has degrees from the University of the Philippines (BS Pre-Medicine), UP College of Medicine (MD), Masters in Health Professions Education (UP-NTTC-HP). He was a Fellow of the Philippine College of Surgeons and of the Foundation for the Advancement of International Medical Education and Research (FAIMER, Philadelphia, USA). Mr. Lawrence Jeff Johnson Country Director International Labor Organization Mr. Lawrence Jeff Johnson is Country Director of the International Labor Organization (ILO). He is one of the leading experts on labor market indicators, trends and evaluation, employment and labor market policy. He has specialized in areas such as wages and compensation, as well as hours of work. Prior to his appointment as Director of the ILO country office for the Philippines, Mr. Johnson was the Chief of the ILO’s Employment Trends Department, the team responsible for a number of the ILO’s flagship reports, which included the Global Employment Trends, Key Indicators of the Labour Market, the World Employment Report and reports dealing with specific vulnerable groups such as women and young people. Licuanan Chairperson Commission on Higher Education Dr. Patricia B. Licuanan is a social psychologist, educator and women’s rights and empowerment activist. Her teaching, research and practice in social psychology has focused on human factors in the national development process, education and educational reform, social issues, human resource development and gender issues. She is currently the chairperson of the Commission on Higher Education (CHED). She holds an M.A. in Psychology from Cornell University and a Ph.D. in Social Psychology from the Pennsylvania State University. She has been professor and chair of the Department of Psychology and academic vice-president of the Ateneo de Manila University. She was the immediate past president of Miriam College, an educational institution committed to social justice, a culture of peace, environmental sustainability, gender equality and the empowerment of girls and young women. Dr. Licuanan has been president of the Psychological Association of the Philippines (PAP) and chair of the Philippine Social Science Council (PSSC), the Technical Panel on Humanities, Social Sciences and Communication of the Commission on Higher Education (CHED), the Philippine Council for NGO Certification (PCNC) and the executive council of the Consortium of Women’s Colleges (CWC). She served as vice-president of the Catholic Educational Association of the Philippines (CEAP) and board member of the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU). She has been member of the board of directors of several educational institutions and editor-in-chief of the Philippine Journal of Education, a magazine for teachers. She has served as president of the Association of Women Presidents and Chancellors of Private Colleges and Universities (SOPHIA) and on the board of advisers of Philippine Business for Education (PBEd). Recently, she was appointed commissioner and chairperson of the Education Committee of the United Nations Educational, Scientific and Cultural Organization (UNESCO) National Commission of the Philippines. Dr. Licuanan was chair of the United Nations Commission on the Status of Women (UNCSW) as the preparatory commission for the U.N. Fourth World Conference on Women held in Beijing, China in 1995. (ASPAP, Inc.). Inclusive development is inherent to the ASEAN Integration Agenda, which is targeting to close the development gap among the ASEAN countries and its peoples. Public administration and governance, with public policy at the core, becomes critical in shaping, directing, and accelerating state action and mobilization of resources for key development initiatives in each country. The rate of success in achieving significant positive social impacts, however, is not just dependent on sound policymaking and program implementation but also on the level of engagement of rightful stakeholders, including the target beneficiaries, in the process. This panel aims to present and discuss game-changing inclusive development policies and programs that have been instituted or adopted in five ASEAN countries – Indonesia, Malaysia, the Philippines, Thailand, and Vietnam. The discussion will be anchored on the results of the 5-country policy mapping that was conducted by ASPAP as commissioned by UNIID-SEA, a regional initiative currently led by the Ateneo School of Government and the National Research Council of the Philippines and supported by Canada’s International Development Research Centre (IDRC-CRDI). Four Schools, One Vision: To Build the Nation| 19 PROGRAMME 2:10 - 3:10 Panel Discussion Dr. Bala Raju Nikku Lecturer, School of Social Sciences Universiti Sains Malaysia Dr. Bala Raju Nikku is the founding director of the Nepal School of Social Work, and is currently a visiting lecturer at the Social Work Program, School of Social Sciences of Universiti Sains Malaysia. Dr. Nikku completed his M.A. in Social Work at the Acharya Nagarjuna University in India. With a fellowship from the Ford Foundation and the Wageningen University in the Netherlands, he obtained a Doctorate degree in the Social Sciences in 2006. Upon returning, he established the Nepal College of Development Studies in 2007, which led to the initiation of the Nepal School of Social Work. He published widely on children’s rights, child protection and social work education on conflict countries. Dr. Nikku was also a visiting lecturer in the Faculty of Social Administration of Thammasat University in Thailand and served as a member of the Social Work Curriculum Subject Committee of Purbanchal University, contributing to the Social Work, Child Rights and Juvenile Justice Curriculum development efforts of other universities in Nepal. Dr. Purwo Santoso Director, Department of Politics and Government Gadjah Mada University Indonesia Dr. Purwo Santoso is the Director of the Department of Government Politics at the Faculty of Social and Political Sciences of Gadjah Mada University in Indonesia. He obtained his Masters degree on International Development Studies from St. Mary’s University, Halifax, Canada in 1992, and his Ph.D. on Government from the London School of Economics and Political Science in 1999. Dr. Santoso’s research interests are decentralization, local politics, and governance. Dr. Nipawan Thirawat Lecturer, Master of Business Administration Division Mahidol University International College Thailand Dr. Nipawan Thirawat is a lecturer at the Mahidol University International College, and a visiting research fellow at the University of Adelaide. Her research interests lie primarily in the areas of public policy analysis and management, strategic management and international business. She was an independent consultant and researcher for organizations including the International Institute for Trade and Development, the Food and Agriculture Organization of the United Nations, and Kasetsart University. Dr. Thirawat worked as an economist at the Fiscal Policy Office of the Ministry of Finance of the Thai Government, and was program officer at the Australian Agency for International Development.
