WELCOME!
On behalf of the New Cities Foundation and our Summit partners this year, I am
delighted to welcome you to this fourth edition of the New Cities Summit in Jakarta,
Indonesia’s vibrant capital city.
The next three decades will see the largest increase in the world’s urban population
in human history. By the middle of this century, 6.5 billion people will live in cities, up
from 4 billion today. Indonesia is at the very center of this story, experiencing one of
the most rapid rates of urbanization in the world.
This unprecedented demographic shift to cities is leading to a wave of investments in
urban services and infrastructure on a scale we have never before seen. Coupled with
extraordinary technological innovation, this presents us with huge new opportunities
to shape a better world for future generations.
This urban moment comes at a time of both peril and possibility. The state of the
global environment calls for much more resolute action and better stewardship of
our natural resources. This is where resilient and sustainable cities can truly lead the
way. The global economy is stuttering in many areas, failing to create enough fairpaying jobs for the many. Here too, cities offer new opportunities for entrepreneurs
and innovators to create new models from which the business giants of tomorrow
will emerge. Technology is driving innovation everywhere, and yet it must deliver
on its promise in more sustainable and meaningful ways. Cities are where these
promises can be made real.
We must therefore seize this urban moment by placing cities at the heart of our
agenda of growth and development in Indonesia and around the world. This is why
we are so excited to be holding this edition of the New Cities Summit here in Jakarta
working with our friends and hosts at the City of Jakarta.
Thank you all for joining us in Jakarta this week. I wish you a productive, enriching
and stimulating Summit.
Sincerely,
John Rossant
Chairman
New Cities Foundation

In partnership with the Global Cultural Districts Network
Public spaces create the stage for informal public performance, street festivals, intelligent lighting, and largescale public art works. These organic gatherings make a critical difference to the character of public spaces and
the emotional resonance they have for visitors and locals alike, how people move and gather. Unfortunately,
much of the public space we see in today’s biggest cities is made up of the leftover space within the built urban
fabric.
What are contemporary strategies to create space for citizens? Are the best examples of public space built or
organic? What will the future public square look like? What are the lessons to be learned from the successful
animation and humanization of our public spaces? How do we design our public spaces with sensitivity to these
potentialities?

Cities are now widely recognized as the engines of environmental, economic and social change in this urban
century. How can cities meaningfully lead the way on the major issues of our time: climate change, economic

Midsize cities will account for the largest share of urban growth in the next few decades, absorbing more than
half of the urbanizing populations. These cities, largely ignored on the global stage and with weak ties to
global markets, have huge impacts on national economies. How can we bring secondary cities into the global
perspective? What can leaders of these cities do to assert their importance? What is the importance of secondary
cities to multinational companies?

Bridging the Urban Investment Gap

The enormous need for large-scale investments in infrastructure to support the global urban boom is clear,
quantified and well documented. It is estimated that global spending on basic infrastructure is currently short of
US$1 trillion. The missing piece is matching resources with needs and ensuring incentives and institutions are
aligned to enable the release of funding. How can cities address the urban investment gap? What are successful,
pragmatic, innovative financing mechanisms that target urgent urban development priorities?

Cultural tourism has become a lynchpin in the economic life of our cities and cities compete to make the
most compelling ‘offer’ to mobile, often fickle visitors. These offerings often take the shape of historical and
contemporary cultural assets, festivals, concerts and art fairs. What does success look like? How do we balance
the needs of the local population and those of the visitor? What do those tourists really want?

Site visits organized by Jakarta City Government
The New Cities Summit 2015 culminates with a unique opportunity to visit some of Jakarta’s most innovative
and ambitious urban projects.
Participants will have the opportunity to choose between three site visits:
1. MRT and Alam Sutera
This site visit will bring you to two of Jakarta’s biggest development projects; the Mass Rapid Transit (MRT)
system and the Alam Sutra mixed-use development zone:
•
The MRT project, which will undoubtedly have huge effects on traffic issues in Jakarta, is currently
under construction in central Jakarta. The first routes aim to be operational by 2020 with more routes
opening by 2024.
•
Alam Sutera is a mixed-use, ecologically planned, development zone in the Serpong-Tangerang area,
West Jakarta. Created in 1994, the district is now one of the city’s most dynamic neighbourhoods and
includes both residential and commercial areas, as well as premium educational, recreational, health
and commercial facilities.
2. Kota Tua - Old Batavia
This site visit will tour one of the most historical districts of Jakarta – the Kota Tua, also known as Old Batavia. Don’t miss your chance to learn about the history of Jakarta through visits to the Jakarta History Museum,
originally the City Hall of Batavia; the Fine Arts and Ceramics Museum; and the Puppet Museum, displaying an
extensive collection of the famed Javanese puppets and the the Bank of Indonesia Museum, which showcases
the role of the Central Bank in Indonesian history since Dutch colonial days.
3. A New City: BSD City
Visit one of Indonesia’s most ambitious urban planning projects. Built on an area half the size of Paris, BSD
City envisions a city-based community with high-quality affordable homes. BSD City includes high-tech and
professionally managed business spaces, coupled with an unparalleled choice of exciting entertainment and
leisure facilities.
