It also helps establish broad principles for the Secondary Plan to achieve The vision statement includes four components: 1. General attributes of the community 2. Descriptive understanding of Breslau today 3. Formulation of a strong basis for future growth and development of Breslau 4. How the Secondary Plan document should be written and how it will perform Breslau Secondary Plan for the Township of Woolwich – Community-Building Workshop #2 February 13, 2013 • The Vision Statement Highlights Today Breslau is a safe, close knit and family oriented community that is well located and accessible; • With growth, it should continue to protect and enhance this unique community with a historic centre and a small town feel; • Community design should be influenced by natural features; • Plan should promote and enable active transportation principles and elements; • New development will be sustainable, compact and efficient and accommodate a full range of housing types resulting in a complete community; and, • Plan should be a visionary document that balances development control and flexibility to respond to changing technical and market conditions. A full range and variety of housing types, including affordable forms; 2. Built forms that reflect or respect the existing low-density character; 3. Appropriate building standards and relationships to buffer or protect existing residential development; 4. Accessibility/Connectivity to Provincial, Regional and local road networks; 2. Maximum flexibility for future road jurisdiction transition; 3. Maximum flexibility to continue the primary Regional grid road network; 4. Compatibility with recommended classification system; 5. Ability to create calmed internal streets; 6. Minimize the number and size of stormwater management facilities; 2. Integrate stormwater management facilities into natural heritage features; 3. Avoid placement of stormwater facilities in prime frontage areas; 4. Maintain existing grades and minimize grade modifications (i.e. cut/fill); 6. Minimize cost of required infrastructure; 7. Enable servicing via capacity of existing infrastructure; 8. Minimize any new servicing crossings of watercourses or other natural heritage features; 9. Maximize the efficiency for new infrastructure based on cost and service area; and, 5. Provide for future growth/intensification opportunities in the design. Implement Low Impact Development (LID) SWM measures; 2. Maintain the overall pattern/volume of recharge to the groundwater system; and, 3. Maintain natural fluvial geomorphic processes within existing stream channels.
