ACIS TAILGATE
The ACIS department hosted a tailgate before the
Boston College football game on October 22, 2011.
The Hokie Bird made an appearance and entertained
our alumni and friends.
Virginia Accounting
Research Conference
Over May 26 and May 27, 2011 approximately 40
participants from Virginia area schools converged at the
Darden School of Business campus at the University of
Virginia for the inaugural Virginia Accounting Research
Conference (VARC). The conference, a joint project
between the McIntire School of Commerce at the
University of Virginia, Darden School of Business, and the
Pamplin College of Business at Virginia Tech, provided a
venue for accounting academics to gather and discuss
their research. The six papers presented covered a
wide variety of topics, including pension accounting,
earnings guidance, and market efficiency. With a goal
of providing junior faculty an avenue to showcase their
most resent research, the conference was a great
success. Plans are already underway to continue the
conference next year. The organizers wish especially to
express their gratitude to Hantzmon and Weibel, Mr. and
Mrs. Greg Thompson, and Mr. and Mrs. C. E. Andrews
for their generous financial support for the conference.

I would like to give special thanks to Professor Robert
Brown for his eight years
of service as department
head of Accounting and
Information
Systems.
It seemed just like
yesterday when Professor
Wayne Leininger retired
and Bob started as the
new department head. I
am honored to have the
opportunity to serve as
department head and
hope that I can continue
the tradition of excellence
in the ACIS department.
Our graduates are some
of the most successful
alumni at Virginia Tech and they are frequent contributors
of funds to support the department. This is a strength
that I will try to build on as we continue to provide the
highest quality education in Accounting and Information
Systems for our next generation of graduates. We
celebrate and cherish the success of our graduates who
have benefitted from our top quality faculty who conduct
relevant and practical research in areas of Audit, Tax,
Financial, and Systems.
There are many challenges that the department faces,
but we strive to turn the challenges into opportunities.
We have a healthy undergraduate program, a vibrant
master’s program, and an excellent Ph.D. program. Our
graduates continue to be highly sought after and add
significant value to organizations that they join because
of their excellent work ethic and top quality education.
We also have a fantastic Advisory Board and friends
with gold Hokie hearts who contribute funds, time, and
valued advice to help the department. We will continue
to provide our students with the best education and our
faculty with opportunities to engage fully in scholarship,
teaching, and advising. We are Hokies!

New Faculty
Welcome Our New Faculty
Dr. Di Ross, a Texas
CPA,
joined
the
faculty Fall 2010. She
earned her Ph.D. in
Accounting at Virginia
Tech, after a Bachelor’s
in Philosophy from
Hollins University and
an Accounting Masters
from
University
of
Texas-San Antonio.
Prior to teaching, Di
worked in accounting in
industry and served as
the business manager
for the San Antonio
YWCA. Since earning
her doctorate, she has
served on the faculty
of Texas State San
Marcos, St. Mary’s
University
in
San
Antonio, and Concord
University in West Virginia. In addition to university-specific
teaching awards, she has received the Outstanding Accounting
Educator Award from the Texas Society of CPAs, as well as
the Distinguished Achievement in Accounting Education,
awarded by the West Virginia Society of CPAs. She has taught
courses at the undergraduate and graduate level in a variety
of accounting areas: financial, managerial, not-for-profit,
international, financial statement analysis, and corporate social
responsibility.
Dr. Ross has 12 publications in refereed journals including
Internal Auditing, The International Trade Journal, Commercial
Lending Review, the ATA Journal of Legal Tax Research, the
CASE Journal, as well as the Journal of Accounting, Ethics
and Public Policy. Topic areas have included green-washing,
environmental disclosures, NAFTA, financial statement
analysis, cost accounting for pharmaceuticals, as well as a
variety of tax issues. Currently, her primary research interest is
in corporate social responsibility and organizational reporting.
She is currently the faculty advisor for the Accounting Society
and is delighted to be back at Virginia Tech.
Mr. Lynn A. Almond joined the ACIS department in the fall of
2010. He is a Hokie alumnus, having received his Master of
Accountancy degree in 1988 with a concentration in accounting
information systems. While a student, Lynn pursued his interest
in manufacturing by focusing his studies on cost and managerial
accounting. He is a Virginia licensed CPA and a CMA.
Lynn comes to the faculty at Virginia Tech with over 20 years
of industry experience. He served as the Controller or CFO
for several small to mid-size manufacturing companies. Lynn
has a broad range of experience in a variety of industries, from
traditional manufacturing to high-tech start-up companies.
Working in the world of smaller companies gave Lynn handson experience creating financial and cost accounting systems

and controls. He also
worked with multiple
banks
and
assetbased lenders to obtain
working capital and
long-term financing.
Most
recently,
he
worked with a bankruptcy and turnaround
consulting firm in New
York. Lynn provided
interim, crisis financial
management for troubled companies and
worked on forensic accounting projects. He
worked with clients in
manufacturing, health
care, commodity brokerage, and fine arts.
Lynn’s interests are in
the areas of financial,
managerial and forensic accounting. He is particularly
interested in the challenges of small to mid-size companies,
particularly in the areas of obtaining financing for working
capital and long term growth. Lynn teaches financial and
managerial accounting courses for the ACIS department
and is working with other faculty members to develop a
study abroad program specifically for accounting majors.
Lynn lives in Blacksburg with his wife, Jan. Lynn and Jan
have two sons, one an officer in the U.S. Navy and the
other a student at New River Community College. Lynn’s
other interests include woodworking, home improvement
projects, travelling and spending time with friends and
family. He can be reached via email at lalmond@vt.edu.
Dr. Bowe Hansen joined the department in the fall of 2011.
Bowe earned his Bachelor’s degree in Mathematics from
Washington & Lee University in 1996, Masters of Taxation
from the University of South Carolina in 2002, and Ph.D. from
Emory University in 2007. Prior to coming to Virginia Tech,
Bowe served on the faculty at the University of New Hampshire
for four years.
Bowe’s research interests focus on the use of accounting
information by the capital markets, and the impact of government
regulation on accounting disclosures. His previous work has
investigated issues related to the passage of Sarbanes-Oxley,
as well as regulations regarding disclosures by non-U.S. firms
listed on U.S. exchanges. His research has been published in
leading accounting journals including The Accounting Review
and Review of Accounting Studies. In addition, Bowe serves on
the Editorial Board of the Journal of International Accounting,
Auditing, and Taxation, and has served as a reviewer for the
European Accounting Review and the Journal of International
Accounting Research.

International Accounting. He is currently teaching Advanced Accounting
at Virginia Tech.

Elizabeth, and their
two children, Bailey
and Thomas.
Mr. B. William Demeré joined the faculty of the department
in the fall of 2011. Will is a proud graduate of Virginia Tech,
earning both his
Bachelor’s and
Master’s degrees
in
Accounting
and Information
Systems at Virginia Tech. During his time as
an undergraduate student, Will
was
involved
with many departmental
activities, including
participating in
the team-based
Goodman
Accounting Challenge, making it to the finals in back-to-back years. He also
spent time working with Management & Professional Development in the Pamplin College of Business.
Department Update
Department Update

As most of you know we now have a new department
head, Reza Barkhi.
We have information about Reza
in this issue of the newsletter. I enjoyed my eight years
as head just as I have enjoyed all of my 34 years at
Tech. I can’t think of a place where I would rather be.
Some of the highlights for Spring Semester 2011 are
presented below:

As a graduate student, Will taught Principles of Financial
Accounting and Principles of Managerial Accounting. He
also worked with study abroad programs in France and
Germany for two summers. He will be returning to Europe
again this summer, teaching on Pamplin’s “Doing Business
in Europe” program.
•
Will rejoins the department after having worked for Deloitte
in their Audit and Enterprise Risk Services function. He
worked primarily in the financial services industry, focusing
on debt and derivative accounting. During his time at
Deloitte, Will also remained closely connected to the
Accounting department at Virginia Tech, and was actively
involved in recruiting activities.
•
At the spring graduation, 141 undergraduate ACIS
students walked across the stage to receive their
diplomas. For the entire academic year 2010-11, 205
undergraduates received bachelor degrees in ACIS.
In addition, the department graduated 74 students
with Master’s degrees and 2 students received Ph.D.
degrees.
Seventy-three of our students graduated with
distinction: 15 summa cum laude, 22 magna cum
laude, and 36 cum laude.
Virginia Tech was the host school for the VSCPA leadership program this past summer. We have been the
host school for the past two years and are scheduled
to host it again in the summer of 2012. Seventy-five
students attended, representing 19 schools, primarily
from the state of Virginia.
This past year the department awarded, thanks to
your generosity over the years, more than $250,000
in scholarships.
Three new excellence funds were created by alumni.
More on these funds later in the newsletter.
We have four new faculty members. Di Ross and Lynn
Almond joined us in 2010 as instructors and Bowe
Hansen joined us this fall as an Assistant Professor.
Will Demere also joined us this fall as an instructor.
Will replaced Marilyn Griffin.
Marilyn resigned
effective this fall to pursue other opportunities. For
the past several years Marilyn taught Personal
Computers in Business for the department.
With Tarun Sen’s retirement, Steve Sheetz is now
teaching in the MIT program, an on-line program run
out of the Northern Virginia Campus.
Faculty published 24 papers in 2010-11. Among
the journals where faculty published were: The
Accounting Review, Information Systems Research,
European Journal of Operational Research,
Accounting Horizons and Decision Support Systems.
The annual Virginia Accounting and Auditing
Conference was again a success thanks to the effort
of Sam Hicks and others. Over 850 professionals
attended. The department along with the VSCPA is
planning a similar conference for this summer in the
D.C. area. We have more information later in the
newsletter.
The Tailgate prior to the Boston College game at the
University Club was a lot of fun and we won the game.
We had around 200 people stop by and we got to see
many alumni that we had not seen in a while.

International Workshop on Information Security
On September 23 and 24, 2011, Dr. France Belanger hosted an international group of researchers at the Virginia Tech Inn
to discuss information systems security. The 37 participants in the Dewald Roode Information Security workshop came
from several countries including Canada, China, Finland, South Africa, South Korea, and the United States. The group was
composed of Ph.D. students, junior faculty, and senior experts in the field. In fact, among the participants were current or
previous Editors in Chief and Senior Editors of three of the top four academic journals in the field of information systems.
As a result, the discussions were animated, with everyone contributing substantially to help improve each other’s work and
advance knowledge in the information systems security domain. Dr. Belanger herself had two research papers discussed
during the workshop, one of which was the result of a research project with her doctoral students conducted during the spring
semester 2011. Eric Negangard, a third year ACIS Ph.D. student, presented this paper, and sums up his experience as follows:
“The conference was awesome and having the opportunity to present in front of such an established group of researchers
was a tremendously valuable experience. Two other Pamplin Ph.D. students, Kathy Enget and Stephane Collignon, and I
are working on a paper with Dr. Belanger that focuses on user resistance to mandatory security enhancements. We received
invaluable feedback from the attendees throughout the conference proceedings and especially during the presentation of our
paper. We are all super excited to incorporate their comments into our paper as we continue to strive for a significant publication!”
All of the participants were very impressed with the Virginia Tech campus and the facilities at the Inn. Consequently, Dr.
Belanger and her co-chairs had to shuffle the schedule around to allow time for a campus visit during the two-day session.

Jim Yardley Spends a Year in Afghanistan

I spent last year working for US
Treasury as an advisor to the Internal
Audit Department in the Ministry of
Finance of the Islamic Republic of
Afghanistan. The World Bank started
work with internal audit in 2008 and I
was sent to assist.
I worked primarily in Kabul, although
I made one trip to Kandahar. I lived
in the US embassy compound –
variously referred to as the world’s
most exclusive gated community, a
glorified medium security prison, and,
in my opinion, an assisted living facility.
My personal space was a hooch, an
8’ by 14’ container with a bed and a
bathroom. It wasn’t much, but it was
home.
The Ministry of Finance is located
in old Kabul about 8 miles from the
US embassy compound. The daily
commute would take from 20 minutes
to 2 hours, depending on traffic. The
drive required passing through a
minimum of five military checkpoints. I
was allowed to travel in a US embassy
vehicle only; the vehicles were Land
Cruisers with bulletproof windows (that
could never be opened) and reinforced
blast-proof doors (that could barely be
opened) driven by Afghans who worked
for the embassy. The drivers became
good friends. I was totally dependent
on them for my security when travelling
about the city.
People in Kabul speak Dari; there is no
word for audit in Dari. There is a word for
investigation, as in police investigation.
For an Afghan the concept of an audit
is difficult to separate from the concept
of a criminal investigation. The internal
auditors understood that an audit
should not be an investigation but
were not sure what an audit should
be. I did not understand the situation
and practicalities of Afghanistan but
understood what auditing could be. I
shared ideas about process auditing
and internal controls; they shared an
understanding of the environment.
Together we created the possible.
The specific objective of my assistance
was to develop internal audit
departments in other ministries. The
process began by developing a team
in the Ministry of Finance who could
perform adequate audits. This team
would train others to achieve the same
level of competence. When I left, this
was happening.
The good news is that the internal
auditors embraced new concepts,
were quick to learn, and were fully able
to adopt new procedures and produce
quality reports. The bad news is that
there was no will in government to
act on the audit reports. This was a
mixed blessing; if the audit reports had
produced results, the auditors may
have been in danger. As it is, there are
no consequences to the reports, so the
auditors are able to expose problems
safely.
The internal audit departments in the
ministries were interesting places.
Salaries for Afghan government
personnel do not provide a living
wage. Most government employees
try to “supplement” their low salaries
by accepting “tips” for providing better
service.
Because internal auditors
have no opportunity to collect tips,
internal auditing is not the career of
choice for civil servants. In fact, it is
a punishment assigned to those who
refuse to go along with illegal activities.
Teaching ethics to this group was
therefore unnecessary.
The group that I worked with were from
all Afghan ethnic groups: Pashtuns,
Uzbeks, Tajiks, and Hazaras. All were
probably suffering from traumatic
stress; the strain of living with one’s
family in Kabul is extreme. I was
able to return to the relative safety of
the embassy each evening; my team
never received a similar break.
I left with a feeling of hope for
Afghanistan. The average Afghan
wants the same for his or her family as
I do for mine. Mostly, they are good
people caught in a horrible situation.

Virginia Accounting and Auditing Spring

We are pleased to announce the first offering of the Virginia Accounting and Auditing Spring Conference designed for our
alumni and for CPAs who live and work in the Northern Virginia area, especially those of you who work for the federal government. Over time we hope to expand the conference to a two day event that covers a variety of topics such as is done at the
Roanoke and Virginia Beach conferences. For the first offering, we plan a one-day conference with two 50 minute plenary
sessions and three 100 minute seminar sessions, a total of 8 CPE hours. We will offer three tracks in the seminar sessions:

We will have leaders in each of these three areas to bring to the alums and other CPAs in the Northern Virginia area the latest
thinking on these topics. We have a large planning committee with members from the GAO, DCAA, FASAB, OMB, practicing
CPAs, Virginia Tech faculty, and VSCPA staff. We also have some of the top thinkers in the area of forensic accounting who
are studying the software and policies designed for the prevention of fraud, waste, and abuse.
